On Monday, a summit among the main pro-independence parties and civil society organisations has been held at the Catalan President's office, the Generalitat Palace, in Barcelona. The meeting ended without a definitive agreement, although some attendees did say there was a "positive" atmosphere. An electoral list without professional politicians but grouping all the political sensitivities of the pro-independence forces is on the discussion table after days of intense public debate. This option is backed by the main civil society organisations promoting Catalonia's independence from Spain, the Catalan National Assembly (ANC) and Òmnium Cultural, as well as by the main pro-independence left-wing parties, namely the Social-Democrat ERC and the alternative left CUP. However, the governing Liberal party CDC is against this formula as it would exclude the incumbent Catalan President, Artur Mas, from running in the elections that he would call early in order to transform them into a 'de facto' referendum on independence.

On Tuesday, Josep Antoni Duran i Lleida, Chairman of the Unió Democràtica de Catalunya (UDC) governing committee, said that the EU finds "a bit odd" the proposal of an electoral list without politicians for the 27-S elections. Speaking to the press from the European Parliament in Strasbourg, he said it is hard to "understand" how Catalonia will be governed."Although the post 27-S Executive's only goal will be Catalan independence, health care and education will need to be managed", he highlighted. UDC Secretary General, Ramon Espadaler, added that "UDC received the support of European Christian Democratic party leaders to run alone in the 27-S elections". In June, due to their differences on Catalonia's independence, UDC split from Artur Mas’ Convergència Democràtica de Catalunya (CDC), after running together in every election since 1978 and having forged a political "federation" between them.

After running together in every election since 1978, Convergència Democràtica de Catalunya (CDC) and Unió Democràtica de Catalunya (UDC) are splitting apart. The Liberal party CDC, which is the larger force within the centre-right pro-Catalan State coalition CiU (running the Catalan Government since 2010), supports full independence from Spain while the Christian-Democrat UDC does not have a clear stance on the issue and its leadership is against it and is supporting a Catalan State confederated with Spain. After UDC held an internal consultation over the issue last weekend, which split the Christian-Democrats into two camps, crisis within CiU seemed inevitable. On Wednesday, UDC announced it was leaving the Catalan Government but not CiU. The Liberal CDC met that night and, on Thursday morning, announced "the CiU is over"; that they were splitting from the Christian-Democrats for "deep reasons".

The Catalan Government has sent another warning message about its lack of liquidity, which depends on the Spanish Executive’s regular transfers since most taxes are collected by Madrid-based services. The Catalan Minister for the Presidency, Francesc Homs, accused the Spanish Government of "deliberate asphyxia" and asked the rest of the Catalan parties to "pool together" to denounce the situation. According to Homs, such financial asphyxia will affect everything except salaries. All Catalan Government departments will be affected and their payments to service providers will be delayed. The Catalan Finance Minister, Andreu Mas-Colell, already warned about this financial asphyxia on previous occasions. In the coming days, Mas-Colell will meet with the rest of the parties to discuss the situation. However, the Spanish Finance Ministry rejects the accusation and has stated that it has made all the pending transfers.

The Association of Municipalities for Independence (AMI) has requested Catalan mayors to fly Danish flags in municipal buildings as a way of complying with the ban on pro-independence flags during the electoral campaign and as sign of gratitude to this country, which on Tuesday approved a motion in favour of “a democratic and pacific dialogue” between Spain and Catalonia regarding Catalonia self-determination. The initiative comes from Sant Pol de Mar, a coastal town in the Maresme County (about 50 km north of Barcelona). On Thursday, the municipal Painting Museum next to the town hall flew the Danish flag. The AMI has also requested mayors to hang again pro-independence flags this Sunday just after the polling stations close, which will respect the ban from the main Electoral Authority in Spain (Junta Electoral Central) that ordered the removal of all Catalan pro-independence flags from all "public buildings and polling stations" during the electoral campaign and voting period.

The Catalan Government and the regional governments of Sicily and Provence are promoting a manifesto requesting the European Union to meet the challenge of the humanitarian crisis taking place at the Mediterranean Sea. ‘We are all Mediterranean’ aims to strengthen the commitment at regional level to face and solve this crisis, since the EU and the Member State governments “are not up to the challenge”. In addition, the Catalan Government also confirmed the organisation of a summit of Mediterranean regions to be held in July in Barcelona “to work together and see in which way the regions can give a more comprehensive answer” to the drama suffered by so many refugees crossing the sea on fragile boats. In Strasbourg, the Vice President of the Catalan Government, Joana Ortega, invited the President of the European Parliament, Martin Schulz, as well as those of Sicily, Provence-Alps-Cote d’Azur and Western Greece, Rosario Crocetta, Michel Vauzelle and Apostolos Katsifaras, and Lampedusa’s Mayor, Giusi Nicolini, to attend the summit.

The Parliament of Denmark approved on Tuesday a proposal debated a week ago requesting Spain and Catalonia to hold "a peaceful and democratic dialogue" on "the question of Catalonia's independence". The motion was approved in the end with the support of 6 of the 8 parliamentary groups and the abstention of the other two, resulting in 64 votes in favour, 41 abstentions and 0 votes against. There have been rumours suggesting that Spanish Government pressure was the reason why the main opposition party, the Liberal Venstre, abstained despite last week announcing its support. The other group which abstained was the extreme-right Danish People's Party (Dansk Folkeparti). The proposal is the answer the Danish Foreign Affairs Minister, Martin Lidegaard, from the Danish Social Liberal Party, gave to a question filed by an MP from the Red-Green Alliance, Nikolaj Villumsen.

Jordi Sánchez, the new President of the civil society organisation Catalan National Assembly (ANC), which co-organised the massive pro-independence rallies, has ruled out the possibility of unilaterally declaring independence the day after the next Catalan Parliament elections, should a clear majority of pro-independence parties win. These elections are presented by the Catalan Government and by the parties supporting independence as a ‘de facto’ plebiscite on this issue, since it is the only option left to hold a legal self-determination vote after the unilateral veto and no-to-everything attitude of the Spanish Government during the last two-and-a-half years. However, even though Sánchez completely supports such a plebiscite, he stated that a unilateral declaration of independence on the day after “would not be possible” and “it is not the road to take”. “I will not send signals about things I believe will not happen”, added Sánchez, who on Saturday was elected to lead the ANC.

The Spanish Minister for Education, José Ignacio Wert, has been recorded stating that "the situation of Spanish in the education system of Catalonia, limited to being used as a non-tuition language, like any foreign language, is comparable to the situation of Catalan in the times they like so much to remember", referring to Franco's dictatorship. Wert made the statement on Wednesday with a group of journalists and one of them recorded it. His words were immediately replied to by many Catalan parties, and Wert had to clarify a few hours later that he had expressed himself in a wrong way. He then said that Catalan was persecuted during Francoism "in a ruthless way" and that such persecution was "abominable". However, his previous statement is to be added to a long list, such as when in October 2012 he said that "Catalan pupils must be Hispanicised", defending the cultural homogenisation promoted by Spanish nationalism for the last centuries.

Spain's Supreme Court has once again ruled against the Catalan school model, following the individual appeals of a very small group of parents that wanted their children to be schooled in Spanish within Catalonia's public education system. Spain's Supreme Court (TS) has backed the decision of the Catalan Supreme Court (TSJC) to oblige schools in Catalonia to teach "at least 25%" of their subjects in Spanish, including "at least" one core subject. The TS considers such a share to be "reasonable and proportionate". It also admitted that by imposing such a share, the TSJC was "substituting" the role of the Catalan Government and Parliament. However, the TS justified such an invasion of powers because it considers the Catalan Government to have  disobeyed its previous rulings and not changed the school model to make sure that children can also have Spanish as a regular tuition language if parents request this. However, the TS’ decisions are far from reasonable, according to a broad majority of Catalan society, since it breaks social cohesion and a model approved by an extremely broad consensus that perfectly guarantees the knowledge of both Spanish and Catalan.

Spain is home to around 300,000 registered British nationals, 20,000 of whom reside in Catalonia and retain the right to vote in the forthcoming general elections in the UK on the 7^th of May, according to date from the Spanish Statistics Institute given in 2014. The election this year is especially important as polls suggest that no combination of parties will win a stable majority which could be the end of the road for a strong government. Moreover, the election is more important than usual for British nationals living in Spain as in the rest of Europe as Cameron has promised that a Conservative victory will renegotiate Britain’s relations with the EU and put the result to an in/out referendum on membership by the end of 2017. A British exit from Europe could potentially lead to British nationals abroad facing several difficulties in regards to freedom of movement across Europe. On the other hand, May 7th could also mark the point of no return for the troubled union between England and Scotland, due to a surge in support for the secessionist Scottish National Party (SNP).

A state funeral for the victims of the Germanwings plane that was intentionally crashed in the French Alps in March is to be held this Monday evening at 6pm (CET) at Barcelona's Sagrada Família basilica. The flight was going from Barcelona to Düsseldorf and, out of the 150 casualties, 53 were living in Catalonia. The ceremony follows the state funeral that took place in Cologne's Cathedral 10 days ago. The King of Spain, Felipe VI, is going to be attending the Barcelona ceremony, together with his wife, Queen Letizia. There has been some controversy over the fact that the Cardinal Archbishop of Barcelona, Lluís Martínez Sistach, has chosen to celebrate a Catholic mass, instead of holding a multi-confessional ceremony in order to represent as much as possible the victims' different faiths. Regarding language diversity, the ceremony will be held in Spanish, Catalan, German, French, English and Greek. In the German ceremony, Catalan was not included, nor was it included on the memorial plaque set at the crash site.

The Catalan Government President and leader of the centre-right pro-Catalan State coalition CiU, Artur Mas, complained on Wednesday that his ally, the left-wing pro-independence party ERC, is not fully honouring their agreement to call elections on 27 September, which should become a 'de facto' vote on independence. According to Mas, the ERC is not offering its full parliamentary support to the Government. "There is an agreement signed in January, and it is also an agreement that talks about stability until elections are called" and "some [parliamentary] votes are being lost, which harm such a stability agreement", he said. Furthermore, he stated that elections will be "expectedly" held on 27 September and did not rule out the option of running in a cross-party list yet. The leader of the left-wing party, Oriol Junqueras, replied that the ERC is honouring the agreement and that Catalans will vote on 27 September.

As was expected, the Constitutional Court has accepted the Spanish Government's appeal against the Catalan Law on External Action and Relations with the EU, which was approved last November and was already foreseen in the 2006 Catalan Statute of Autonomy. The Court's acceptance of a Spanish Government appeal automatically represents a temporary suspension of the legal measure for an initial 5-month period. The temporary suspension does not mean that the law will ultimately be suspended, but that there are enough reasons to study whether the Catalan law fits within the Constitution or not. According to the Spanish PM Mariano Rajoy, the law goes beyond the Catalan Government's attributions and invades the Spanish Executive's exclusive powers regarding international relations and the direction of Spain's external policy.

The People's Party (PP), which runs the Spanish Government and holds an absolute majority in the regional parliament of the Valencian Community (also called Valencian Country), has approved the Law on Identity Signs with votes from party members only. The Law entered into force this Friday. The new regional rule sets what are Valencia's identity symbols and traditions, and also insists on defining Valencian as a totally different language from Catalan, going against all scientific studies and experts. It also foresees sanctions for any organisation which states that Valencian is a dialect of Catalan. During the last few decades, Valencian regionalist politicians – most of whom have a strong Spanish nationalist ideology – have been working on differentiating the Valencian dialect from Catalan spoken in the rest of the territories that have Catalan as their native language. The PP has strongly contributed to this split, politicising the unity of Catalan language and also splitting Valencian society over identity issues.
