Secretary General of ‘abertzale’ Basque separatist party Sortu and former member of Basque terrorist group ETA, Arnaldo Otegi met this Wednesday with Parliament’s President, Carme Forcadell. The meeting provoked huge media expectation and also triggered fierce criticism amongst several groups in the Parliament. The People’s Party of Catalonia (PPC) and Spanish Unionist ‘Ciutadans accused Forcadell of “listening to terrorists” and met with the Association of Victims of Terrorism (AVT) instead. Earlier this morning, Otegi explained in an interview with Catalunya Radio that Catalonia’s pro-independence process “has no turning back” and that the aim of his visit is “to listen and to learn”. Otegi also hoped that the Basque pro-independence process would have a leader such as former Catalan President Artur Mas.

The European Parliament will ask for the domestic energy supply not to be cut off during winter and resume the supply to those who are currently without it. The decision coincides with the recent suspension by the Spanish Constitutional Court (TC) of the Catalan law against energy poverty, which guaranteed energy supply to those families who couldn’t pay their bills. The TC considered the Catalan decree “unconstitutional” as it “invaded competences” of the Spanish State. In an interview with CNA, Green MEP Tamás Meszerics, who promoted the moratorium, stressed “the role of the local authorities in fighting against energy poverty”. “If a regional government is able to finance, at least partly, this policy, I don’t see why it shouldn’t go forward”, he added.

The pro-independence forces in the Catalan Parliament, governing cross-party list ‘Junts Pel Sí’ and radical left CUP, reaffirmed this Thursday the agreement to start building the Catalan Republic, which was approved by the Catalan Chamber on the 9th of November and later suspended by the Spanish Constitutional Court (TC). Both parties have supported the motion presented by CUP which aimed to relight the proposal. Thus, 71 MPs of the 135 sitting in the Parliament voted in favour, while the 11 MPs from alternative left ‘Catalunya Sí que es Pot’ have abstained. Spanish Unionist ‘Ciutadans’, Catalan Socialist Party (PSC) and Catalan People’s Party (PPC), which is the Catalan branch of the conservative and current governing party in Spain PP, voted against the motion. “We are here to do what we said we would do” stated ‘Junts Pel Sí’ MP, songwriter and anti-Franco activist, Lluís Llach. On the other hand, PPC’s Xavier García Albiol stated that the vote didn’t mean anything as “Catalonia will continue to be Spain, whether you like it or not”.

The situation of the Catalan language in the Spanish state has been debated, for the first time ever, in the Committee on Civil Liberties, Justice and Home Affairs of the European Parliament. This Thursday the European Language Equality Network (ELEN), Europe’s only international civil society organisation dedicated to the protection and promotion of regional, minority and endangered languages, warned of the “outrageous” discrimination regarding the use of Catalan in many spheres of public life in Spain. ELEN’s general secretary, Davyth Hicks, presented the latest report published by ‘Plataforma per la Llengua’ a non-governmental organisation that works to promote Catalan as a tool for social cohesion and stated that Spain is “violating the Charter of Fundamental Rights” and, therefore, called for proceedings against Spain for “linguistic discrimination”.

The European Parliament has approved a new Port Services Regulation (PSR) which grants each port the legislative power to regulate its own rates and internal structure. This new regulation could end the “hypercentralism” of the Puertos del Estado, the government-run sector which controls the ports in Spain. As the Port of Barcelona has seen more and more traffic in the last few years, this could allow for it to truly ¨thrive”, by allowing it to lower its rates to more competitive prices, and opening it to becoming a European port for international commerce. The conservative People’s Party (PP), the Spanish Socialist Party (PSOE), and Unionist Ciutadans all voted against the legislation. 

The committee designed to study the constitutive process which has to put in place the basis of a future Catalan Republic has set to work. This Monday, pro-independence cross party ‘Junts Pel Sí’ MP Lluís Llach took responsibility at the head of the committee, after his predecessor, Muriel Casals, died from a head injury after suffering an accident in the beginning of February. The pro-independence parties in the Parliament considered it “indispensable” to set up a debate on the future Catalan constitution. “It will never be prohibited”, stated alternative left coalition ‘Catalunya Sí que es Pot’ MP Joan Coscubiela. The committee starts its work amid warnings from the Spanish executive, which ultimately took this committee before the Spanish Constitutional Court (TC) to evaluate its legality and potential future suspension.

Spanish Socialist leader Pedro Sánchez was rejected again this Friday by the Spanish Parliament. The Spanish Socialist Party (PSOE)’s candidate to form a new government in Spain got only 131 votes in favour, from the 350-seat Spanish Parliament. As opposed to in the first round of the investiture debate, the MP from the Canarian Coalition (CC) voted in favour of Sánchez rather than abstaining. The other parties in the Spanish Parliament, the current governing party, the conservative People’s Party (PP), alternative left Podemos and Catalan pro-independence parties ERC and ‘Democràcia i Llibertat’ voted against his investiture, totalling 219 votes. Now it will be time for Spain’s King, Philip VII, to decide the further steps to be taken. 

The Spanish Constitutional Court (TC) accepted the appeal presented by the Spanish executive against the Parliament’s committee to study the constitutive process of a potential Catalan Republic. According to current Spanish vice president, Soraya Sáenz de Santamaría, the Catalan Government’s first aim was to make it “a legislative” committee but they decided to turn it into a “study committee” in view of its possible unconstitutionality. Furthermore, Spain’s state attorney believes that by launching this committee the Parliament would not be fulfilling the TC sentence which suspended the pro-independence proposal approved in the Catalan chamber on the 9^th of November.

Spanish Socialist leader Pedro Sánchez has failed in his effort to be invested in the first round of the Spanish Investiture debate. He only obtained the support 130 MPs in the 350-seats Spanish Parliament. The 90 MPs from Sánchez’s own party, Spanish Socialist Party (PSOE) and the 40 from Unionist Ciutadans voted in favour, the MP from Canary Coalition (CC) abstained from voting and all the other parties, including the current governing party, conservative People’s Party, alternative left Podemos and Catalan pro-independence parties ERC and ‘Democràcia i Llibertat’ voted against his investiture. The next round in voting will take place on Friday. During the investiture debate, Sánchez invited PP and Podemos to join his alliance with Ciutadans and assured that he will “never” accept a referendum in Catalonia as it would be “the worst way” to break Spain apart. For his part, Catalan President Carles Puigdemont stated that Sánchez’s failure confirms that there is no alternatSive for Catalonia other than to push for independence.

Spanish Socialist Party (PSOE) leader Pedro Sánchez opened this Tuesday the first round of the investiture debate to instate a new Spanish President. During his speech, Sánchez assured that to make “the change” possible it is necessary to reach “a majoritarian agreement” and “leave Mr. Rajoy’s and the People’s Party’s politics behind”. The candidate to form government also stressed that PSOE “doesn’t aim to impose anything and has no red lines” in reference to alternative left Podemos, which has refused to support the agreement reached by PSOE and anti-Catalan nationalism Ciutadans. Sánchez is far from the 176 votes required to be invested on Wednesday, as he has only secured the 90 votes of his own party, 40 from Ciutadans and 1 from the Canary Coalition (CC).

The European Free Alliance (EFA) has strongly criticised the Spanish Constitutional Court’s decision to suspend the Catalan Ministry for Foreign Affairs. In a press communiqué released this Friday under the title ‘Spain’s attack on Catalan democracy’, EFA’s President, François Alfonsi, lamented the “disturbing anti-democratic trend in Spain that runs contrary to European values”. In the same vein, the President of EFA’s Euro parliamentary group, Catalan MEP Josep Maria Terricabras, noted that “the office of Foreign Minister is recognised in law and in Catalonia's statute of autonomy” and urged Spain to respect “democratic governance and human rights”. The EFA isthe group in the European Parliament which gathers together Catalan left-wing pro-independence ERC and other nationalist parties of the EU.

The law will first charge those vehicles emitting more than 160 grams of CO2 per kilometre and in 2020 the bar will be set at a lower level. “This is a law of a country which is committed to the global challenge that humanity is facing” stated the new Catalan Minister for Planning and Sustainability, Josep Rull. The aim is to reduce the level of emissions registered in 2005 by 25% before 2020 and “by 80% or even more” by 2050. Also this Tuesday, the 29 committees in the Catalan chamber for this term of office have been assigned presidents. 15 of them will be led by members of pro-independence cross-party list ‘Junts Pel Sí’, including the Committee for the Constitutive Process. Muriel Casals, former president of the cultural association promoting the Catalan language and culture, Òmnium Cultural, will be head of this committee set up to design the roadmap towards independence.

The Spanish government’s acting vice president Soraya Sáenz de Santamaría announced that the competences of the new Catalan Ministry for Foreign Affairs will be taken before the court. The commission to study the constitutive process of a potential Catalan Republic, which was approved on Thursday during the new government’s first plenary session, will also be appealed. Spain’s executive believes that both actions violate competences of the Spanish government. On the other hand, Spain’s executive will not impugn new Catalan President Carles Puigdemont’s taking office, during which Puigdemont didn’t mention Spain’s King nor the Spanish Constitution. 

New Catalan President Carles Puigdemont called for “permanent dialogue”between the different parliamentary groups in the chamber, besides the agreement between pro-independence forces cross-party list ‘Junts Pel Sí’and radical left CUP. During the first plenary session of the new Government, Puigdemont committed himself to putting Catalonia “on the verge of”independence within 18 months and doing it “with all the guarantees and without false moves”. The new Catalan President outlined two main objectives to be reached during this term of office. One is to maintain the services for all citizens in order to fight the consequences of the economic crisis and the other is to respond to the democratic mandate expressed in the 27-S Catalan Elections, which he defined as “clear and undeniable”. Puigdemont also explained the different departments of the new government, which he described as “renewed, reorganised and modern”.

The European Commission’s President, Jean-Claude Juncker, urged Spain to form a “stable government” and do it “as quick as possible, as it belongs to the Eurozone”. Juncker refused to “give an opinion on the movements in some regions and provinces”, referring to Catalonia’s push for independence, but called for “Spain to rise to” the circumstances. In a similar vein, the Euro Parliament’s President, Martin Schulz, assured that the Catalan case would have to be “dealt with within the framework of the Constitution”. The Vice President of Flemish Nationalist party N-VA, Sander Loones, commented that the EC “missed a great opportunity” by not taking up a role as mediator and noted that “saying that it is a Spanish issue only is a way of making sure that nothing will move”.
