The President of the Catalan Government and leader of the centre-right pro-Catalan State coalition CiU, Artur Mas, has sent a letter to the President of the opposition left-wing pro-independence party ERC, Oriol Junqueras, in which he has proposed 3 different formulas for early elections being transformed into a ‘de facto’ referendum on independence from Spain. Mas and Junqueras disagree about whether to run together or separately, and also whether these elections should be to firstly negotiate independence with Spain and later ratify independence through a referendum, or to directly proclaim independence and draft a Constitution. On Friday, after weeks of negotiations between Mas, Junqueras and the main civil society organisations backing independence, the Catalan President is making a public move to unblock the current situation, which is discouraging many pro-independence supporters. 

On Wednesday evening, spontaneous demonstrations were organised in front of the French Consulate in Barcelona and in other places across Catalonia in solidarity with the victims and in condemnation of the Jihadist slaughter that killed 12 people in the Paris headquarters of the weekly satirical magazine ‘Charlie Hebdo’. On Thursday morning, hundreds of citizens gathered in front of the main Catalan town halls as well. Furthermore, Catalan authorities have also paid tribute to the victims on the day after the massacre. The President of the Catalan Government, Artur Mas; the Mayor of Barcelona, Xavier Trias; and the political groups of the Catalan Parliament all stood in front of their office buildings and observed a minute’s silence to pay homage.

The former European Commission’s Spokesperson for Economic Affairs during the Eurozone crisis, Amadeu Altafaj, is to become Catalonia’s Permanent Representative to the EU institutions. This position has been created as a way to increase the political weight of the already existing Catalan Government Delegation in Brussels in the middle of the debate about independence from Spain. Altafaj, who has also worked as Deputy Chief of Cabinet of the Commission’s Vice President for Economic and Monetary Affairs, Olli Rehn, since 2012, will now direct this delegation and become Catalonia’s voice in the EU institutions’ offices. On many occasions, Altafaj has been vocal about Catalonia’s self-determination, supporting it and emphasising that an independent Catalan State would be economically viable.

Catalonia’s Supreme Court (TSJC) has accepted all the criminal complaints filed against the President of the Catalan Government, Artur Mas, Vice President, Joana Ortega, and Catalan Education Minister, Irene Rigau, for having authorised the non-binding and symbolic vote on independence that took place on 9 November. However, it rejected all the complaints filed against other politicians and civil servants, such as mayors and school directors. The TSJC will finally launch a judicial investigation for “alleged disobedience” after charges were pressed by several individuals and organisations, including the Spanish Public Prosecution Office, whose Director is appointed by the Spanish Government. In fact, the official prosecution of members of the Catalan Executive by the Spanish authorities has been extremely controversial. Pro-independence civil society organisations are organising a solidarity campaign, through which individual citizens will plead guilty for participating in November’s vote. Meanwhile, the Catalan Government insisted they acted in the correct manner.

For the first time in the last two years, the number of people opposing independence from Spain would be more than those supporting the separation, according to an opinion poll released on Friday by the Catalan Government’s Survey Institute (CEO). 45.3% of the interviewees would oppose independence, while 44.5% would support it. According to the CEO’s Director, Jordi Argelaguet, these figures indicate “a technical draw”, since there is only a 9-person difference out of the 1,000 interviews carried out in early December, following the 9 November’s symbolic self-determination vote. However, the figures show two important trends: the higher mobilisation of citizens opposing independence and the slight decrease of support for independence. 7.5% of those interviewed would be undecided and 2.8% preferred not to answer the question.

The Catalan Parliament approved on Thursday the Law on Transparency, Information Access and Good Governance with 81% in support and 2% in opposition. This bill comes a few months after the Catalan Government was graded 100 points out of 100 by Transparency International Spain for the information it makes available to citizens through its website about public contracts, tenders, subsidies and elected officials. However, these measures also come after years of corruption scandals, which have not only occurred across Spain, but also in Catalonia. The main parties have backed the new law, while two other parties abstained and one voted against the bill because they said they did not trust the governing centre-right pro-Catalan State coalition CiU. With the new law, access to information will become a citizen’s right, which can only be limited when it affects people’s intimacy or a few other exceptions, including public security. 

Spain’s Director of the Public Prosecution Office, Eduardo Torres-Dulce, has announced his resignation “for personal reasons”. However, it is well-known that Torres-Dulce has had several arguments with the Spanish Government, run by the People’s Party (PP) and chaired by Mariano Rajoy. The latest argument was about prosecuting the Catalan President and other members of the Catalan Government for the symbolic vote on independence held on 9 November. Several PP members announced the penal actions before Torres-Dulce had given the instruction to press charges. At that time, Torres-Dulce denied having been pressured by the Spanish Government, but many voices criticised the absence of a separation of powers. On top of this, the main public prosecutors in Catalonia initially rejected the criminal complaint, but Torres-Dulce – appointed by the Spanish Government – obliged them to file it. Furthermore, he has also had many arguments with the PP on account of the numerous corruption scandals being investigated.

The Spanish Government has welcomed a European Council decision which emphasises that "territorial integrity" is "an essential function" of each Member State. Furthermore, the EU institution will "respect" the "national identities of Member States inherent in their fundamental political and constitutional structures, inclusive of regional and local self-government". Such statements are included within a more general declaration about respecting the rule of law within the European Union, issued after recent events in Hungary. However, the Spanish Government managed to include such references to the document, in the middle of the debate about Catalonia's potential independence from Spain and its continuity within the EU. EU Treaties would have to be reformed to include Catalonia, but they would also have to be reformed in order to kick it out of the EU, since there are no specific provisions on this case.

The left-wing independence party ERC announced it will not block the Catalan Government's budget proposal for 2015, which should allow the bill to continue its parliamentary approval process. ERC's decision comes within the negotiations with the governing centre-right pro-Catalan State coalition CiU to run together or separately in early Catalan elections that should be transformed into a 'de facto' referendum on independence. The CiU is missing 18 MPs to get the absolute majority and it needs the votes or the abstention from at least one other group to approve next year's budget. The ERC and the Catalan Socialist Party (PSC) are the only two groups that could enable the bill to pass, although they do not seem willing to do so. By not blocking the budget, the ERC is "facilitating" an agreement with the CiU. However, they are expecting the new budget not to be approved in the end because early elections should be called, although they "do not rule out any scenario".

Veremonte has decided not to buy the land to build the macro-casino and holiday resort yet and it will wait until it has a better knowledge of the town-planning project's details, which are currently being defined by the public authorities. The main company behind the holiday resort had an exclusivity right to purchase some 500 hectares of land from a Caixabank's subsidiary until December 10 at midnight for €380 million. Veremonte has confirmed it will continue to work on the $6 billion BCN World project with Hard Rock, Melco, Value Retail, Melià and Caesars Entertainment and it could buy the land at a later stage. After knowing about Veremonte's decision, the Catalan Government announced it had reached an agreement with Caixabank to manage the purchase of 150 hectares of land during 18 months at no cost, allowing other companies to buy some plots. They have also confirmed that the project will carry on, "with or without Veremonte". The first version of the town-planning project should be issued in later January and the definitive version should be approved during the summer months, in order to allow construction as from autumn 2015. 

Meetings between pro-independence politicians and civil society organisations are being held and will increase over the next few days, in order to explore the possibilities of forming a shared electoral list to run in early Catalan Parliament elections, which should be transformed into a 'de facto' referendum on independence from Spain. However there are two main obstacles for this scenario. Firstly, the President of the Catalan Government and leader of the centre-right pro-Catalan State coalition CiU, Artur Mas, is reluctant to call early elections if a shared candidature with the left-wing pro-independence party ERC - open to many independents - is not formed. Secondly, the President of the ERC, Oriol Junqueras, wants to run separately, highlighting the need to debate on social issues and corruption as well. This Wednesday, Mas and Junqueras met and have agreed to increase their talks in the coming days.

Early elections at the Catalan Parliament transformed into a ‘de facto’ referendum on independence is the only formula left to allow citizens to hold a self-determination vote. However, parties supporting self-determination, and particularly those supporting independence, do not share the same approach about how to ensure it will become a true plebiscite, nor on the exact steps that should follow if they were to win.  The President of the Catalan Government and leader of the centre-right pro-Catalan State coalition CiU, Artur Mas, wants to run through a broad single list grouping many ideologies together. However, left-wing parties are against this formula and want a debate on social issues and corruption. Both approaches pretend to be the one that guarantees the highest number of pro-independence votes. At present, parties and civil society organisations are holding intense talks to explore a consensual way out.

The governing People’s Party (PP) has once again rejected the creation of a subcommittee within the Spanish Parliament to start debating a Constitutional Reform, in order to handle the deep political crisis and Catalonia-Spain relationship. The Spanish Government and the PP – which holds an absolute majority at the Chamber – have been refusing to initiate a Constitutional Reform on manifold occasions during the last few months. Furthermore, last weekend, Prime Minister Rajoy strongly objected to making “any concession” regarding Catalonia’s demands and, instead, the PP is working on an involution of the political model that would recentralise many powers and increase the Spanish Government’s presence in Catalonia. This Thursday, the Spanish Socialist Party (PSOE) filed the motion to create a parliamentary subcommittee to start working on the Constitutional Reform because the best way to save this text is “by updating it”. The PP replied “this debate is neither timely nor necessary”.

The President of the Left-Wing Catalan Independence Party ERC, Oriol Junqueras, has explained his own road map to allow citizens to vote on independence from Spain and build a new state. Junqueras proposed running in immediate early elections through different pro-independence lists with shared elements and opened to independents, in order to respect diversity. The ERC leader differed from the proposal of running through a single electoral list made by the President of the Catalan Government and leader of the centre-right pro-Catalan State coalition CiU, Artur Mas. Junqueras insisted on the need to answer to the social and economic concerns of many citizens in addition to those about independence. Should they altogether obtain a majority, the different pro-independence candidatures should form a national unity government and start building the new state from day one. He particularly emphasised the need to include those who did not voted for independence in the constituent process, which should be finally ratified in a referendum.

On the same day, both the Spanish Justice Minister, Rafael Català, and the 'number 2' of the governing People's Party (PP), María Dolores de Cospedal, compared Catalonia's self-determination process with the Fascist and Nazi movements of the 1930s. Such a comparison trivialises Nazism and is highly offensive for millions of Catalan citizens. The Catalan pro-independence movement mainly demands to hold a democratic vote on independence, as in Scotland, and it has always acted in a peaceful and festive way. The expert in European populism, Meindert Fennema, stated he considered that to compare Catalan self-determination with Nazism to be "ridiculous" and "nonsensical". On top of this, he highlighted that Catalonia's society is highly inclusive, since it has welcomed and integrated millions of immigrants in the last 100 years. In fact, 70% of the Catalan population has origins from outside Catalonia and 80% of the Catalan population want to hold a self-determination vote.
