The Parliament’s President, Carme Forcadell, has convened the Spokesperson Bureau for this Tuesday, even though Catalonia’s People’s Party (PPC) haven’t yet constituted themselves as a parliamentary group. The aim is to respond to the appeals made by Catalan Socialist Party PSC and Anti-Catalan nationalism Ciutadans, which have urged reconsideration of the approval of the pro-independence forces agreed declaration on starting the independence process. The decision to convene the Spokesperson Bureau, and reactivate the debate on the proposal, arrived after PPC’s handed over of a writ of protection before the Spanish Constitutional Court. According to PPC’s leader, Xavier García Albiol, they took such an action to “avoid the celebration of the plenary session”to debate the pro-independence proposal as “it is absolutely outside of the basic rules of democracy”.

The European Parliament's President, Martin Schulz "shares" the Catalan MEPs’ concerns "about the accuracy of the answers to written questions". Schulz was referring to the two different versions, one in Spanish and one in English, of the answer sent by the Commission to PP MEP Santiago Fisas on Catalonia's unilateral declaration of independence. "I can assure you that I take this issue very seriously" he stated in a letter sent to the Catalan MEPs on Friday. Schulz assured that he is "fully aware of the sensitivity of this particular issue, especially in the period before the regional elections in Catalonia on 27 September". The Euro Parliament President also assured that the "Parliament's services asked the Commission's competent services to clarify the situation as a matter of urgency" and added that he welcomes the decision to investigate the scandal. "I look forward to being informed of its conclusions" he concluded. 

Current Catalan President, Artur Mas stated this Friday that "the public tender system of the Catalan Government is flawless. There are no mistakes nor possibilities to influence it in a partisan or personal way", regarding the accusations of bad practice in relation to assessing public contracts. Mas appeared before the Parliament to comment on the recent phase of the 'Petrum' anti-corruption operation, which investigates whether companies paid a 3% commission to the party foundation 'CatDem' in exchange for public contracts. "The CatDem did receive contributions from companies, it is legal, public and specified in many documents" stated President Mas "if we don't like the legal system, we must change it rather than criminalise it" and added that "other parties' foundations have also received commissions from these companies". Mas also slammed the Spanish Guardia Civil searches as "a show" that pursues "hurting rather than investigating".

The plenary session to constitute the new Catalan Parliament will be on the 26^th of October next. Current Catalan President, Artur Mas, having used up the maximum legal term for doing so, signed this Wednesday the decree which establishes the constitution of the new chamber. However, there are still some pending issues regarding the composition of the new Catalan Parliament. The negotiations between cross-party list 'Junts Pel Sí' and radical left pro-independence CUP regarding who will be President have yet to be concluded and the future composition of the Parliament's Bureau isn't clear either, as anti-Catalan nationalism Ciutadans, alternative-left coalition 'Catalunya Sí que es Pot', Catalan Socialist Party PSC and Catalan People's Party PPC demand that 'Junts Pel Sí' not have an absolute majority in the Bureau. 

Left wing pro-independence ERC has proposed former president of the Catalan National Assembly (ANC), Carme Forcadell, to be President of the Catalan Parliament. Forcadell, responsible for the massive rallies on Catalonia's National Day in 2012, 2013 and 2014, assured that she will try to make a Parliament "for everybody", referring to anti-Catalan nationalism Ciutadans, Catalan Socialist Party PSC and alternative left coalition 'Catalunya Sí que Es Pot'. "This is getting serious" stated 'Junts Pel Sí' top member Raül Romeva, who regarded Forcadell's candidacy as proof that the process "has already started". The agreement of cross-party list 'Junts Pel Sí' established that ERC would be in charge of choosing a candidate for President and Spokesperson of the Parliament, while liberal party CDC would designate the President of the Parliamentary group. 

Catalan President, Artur Mas, appeared this Thursday before the court, after being summonsed by Catalonia's Supreme Court for organising the 9-N symbolic vote in 2014. "The success and international impact of the 9-N consultation is what motivated this lawsuit" he stated "this summons responds to the Spanish Government's anger rather than legal reasons". Mas arrived at Barcelona's Courthouse by foot and was joined by the 400 Catalan mayors from the Association of Municipalities for Independence (AMI) and the entire Catalan Government. Right in front of the Court, thousands of people displaying Catalan flags rallied around the President and openly showed their opposition to Catalonia's Supreme Court's decision to summons Mas, which has been regarded as a political decision. Mas appeared before the court two days after Catalan Minister for Education Irene Rigau and former vice-president Joana Ortega and right after attending the commemorative events for the 75^th anniversary of President Companys' execution. 

Two weeks after the 27-S Catalan elections, the debate on who will be the next President is still bogged down. Pro-independence unitary list ‘Junts Pel Sí’ (‘Together For Yes’), which won the elections but didn’t get an absolute majority, confirmed that Artur Mas was their candidate to run for President. However, radical left CUP have repeatedly stated that they won’t instate Mas as President, as an independent Catalonia needs a leader “who can’t be identified with cuts, corruption and privatisations”. “Now we are extremely focused on the content, the what, when, and how” stated CUP’s leader Antonio Baños, in an interview with 'Catalunya Ràdio'. Simultaneously, in another radio interview, ‘Junts Pel Sí’ lead member Raül Romeva assured that he “agrees with almost everything” regarding CUP’s roadmap towards independence and insisted that choosing a candidate to be President “is now secondary”.

A wake up call from the European Parliament to the Spanish government regarding the evictions and the ‘preferential shares’ scandal, which offered high rates of return but ended up with thousands of savers unable to recover their money four years ago. MEPs approved this Thursday a resolution which urged Spain to “drastically” reduce “the unacceptable number of evictions” and to “supervise” whether the communitarian legislation in relation to mortgage loans is correctly applied in order to “solve the current problems and prevent abusive practices”. This resolution was approved on the same day that Spain’s Constitutional Court accepted the Spanish government’s appeal to stop the Catalan law which would fine the owners of empty flats and deal with the situations of housing emergency. 

Philip VI, the Spanish Monarch, defended this Wednesday “a united Spain” at Strasbourg’s plenary. “Europe has been built on the basis of adding rather than deducting, of uniting rather than dividing and the ability to share and be supportive” he stated. The EU can count “on a united Spain, which is proud of its diversity” and “respectful of the rule of law”, he emphasised. The Spanish King praised the Constitution and described it as “the great agreement” which “protects the regions in Spain in the exercising of their diverse cultures and traditions, languages, and institutions”. Spanish alternative-left Podemos MEP Pablo Iglesias criticised Philip VI’s role regarding Catalonia’s push for independence and stated that “the king shouldn’t interfere in issues that have to be democratically solved by the citizens”.  

MEPs from different groups and ideological sensibilities have reacted to President Mas’ summons for the 9-N symbolic vote on independence. Conservative MEP Ian Duncan, who was invited as an international observer to the 9-N consultation, considered “illogical and irrational” the Spanish government’s attitude regarding Catalonia’s push for independence and defined the 9-N as “an attempt to be democratic”. Duncan stated that Catalonia’s push for independence “is troubling any democrat” and added that the future of a nation “can’t be settled in a courtroom”. Lithuanian Liberal MEP Petras Austrevicious appealed for an “effective dialogue” between Barcelona and Madrid and the European Democrats’ Vice-President, Belgian Kathleen van Brempt, pointed to “political solutions” rather than “legal procedures” to solve the situation in Catalonia.  

The European Commission attributed to a “human mistake” the differences between the two answers, one in English and one in Spanish, to the same parliamentarian question regarding Catalonia’s push for independence. “We are an organisation of 35,000 people. It is normal that human mistakes do happen” stated EC spokeswoman Mina Andreeva and said that the only assertive version was the English one. “The Commission is an independent authority. Nobody can manipulate it” she emphasised, insisting that the EC’s position in respect to a hypothetical independent territory in the EU has always been clear and the same “since 2012”. Three Catalan MEP’s have sent a joint letter to EC president Jean-Claude Juncker urging him to open a full investigation “to clarify this political scandal”

The Swedish Parliament’s Committee of European Affairs’ president, Carl Schlyter, stated that the fitting of an independent Catalonia into the EU “should not be used as an argument” nor “an excuse” in Catalonia’s independence debate. According to Schlyter, “Catalonia will for sure fulfil” all the criteria required to be part of the EU and added that “Spain will see the benefits of having good relationships with Catalonia, whatever Catalonia decides”. “Being angry with your neighbours is the worst strategy”, he emphasised. Schlyter made these statements during an event related to the 27-S elections, organised by the Public Diplomacy Council of Catalonia Diplocat, at the Swedish Parliament.

The Catalan Foreign Affairs Secretary, Roger Albinyana,andthe Secretary-General of Diplocat, Albert Royo, appeared this Tuesday before 14 of the 17 members that compose the Belgian Parliament’s Committee on Foreign Affairs. Requested by the Commission’s president, the Flemish socialist Dirk Van Der Maelen, they explained the upcoming Catalan elections, to be held on the 27^th of September, and answered the commissioners’ questions. “It is a very democratic process and, as everybody has noticed, with a majority of people supporting it”, stated Committee on Foreign Affairs’ member Peter Luykx. The Spanish ambassador to Belgium has already complained about the appearance, which arrives after six other parliaments across the world have shown their interest in Catalonia’s case.  

The Catalan President, Artur Mas, has stated that the 27-S Catalan elections are not an “improvised event” but “the last resort” for Catalans to decide their political future. He justified the elections by saying that up until now all attempts have “crashed into the granite wall that is Spain”. At his appearance before Parliament this Wednesday, Mas admitted that calling elections hadn’t been his first choice but that it was “the only option left”. He added that the upcoming elections “are exceptional” and mentioned the pro-independence unitary list ‘Junts Pel Sí’ as an example of this. The gathering together of “so many people with different ideologies but a common purpose has no precedents” and should at least “be respected”, he said. Mas also gave explanations for the search that the Spanish Guardia Civil carried out on the headquarters of his party CDC and those of the party’s foundation CatDem.

Roger Albinyana was invited to attend a meeting of the Commission of International Affairs of the Latin American country to discuss the independence process in Catalonia, the reasons behind it and what could happen after the 27th of September election. The Catalan Foreign Affairs Secretary appeared before the Commission, despite reported “pressure” from Spanish diplomats to cancel the event. The spokesperson for Liberal CDC in the Spanish Senate, Josep-Lluís Cleries, urged Spanish Minister José Manuel García-Margallo to clarify whether his embassy in Montevideo had tried to cancel the appearance. It’s the third time that a foreign country has convened a debate about the independence process in Catalonia, following similar events in Denmark and Ireland.
