Catalan MEPs asked the new president of the European Parliament, the European People’s Party’s Antonio Tajani, to maintain his promise and make it possible for them to speak Catalan in the plenary. During the electoral campaign for the chamber presidency, Tajani said that he would use all his power to allow Catalan to be used in parliament “as soon as possible” if he receives a petition “from the national authorities”. In a letter written in this language, the Italian added that he would put “no obstacles” to introducing Catalan. His Catalan promise came after the socialist candidate, Gianni Pittella, the ECR candidate, Helga Stevens, and the Greens/EFA candidate, Jean Lambert, also promised to allow the use of Catalan in the European Parliament.

The Catalan President, Carles Puigdemont, the Vice President and Minister of Economy, Oriol Junqueras, and the Minister of Foreign Affairs, Raül Romeva, will visit Brussels on the 24th of January to defend the Government plans to hold an independence referendum in 2017, the CNA has learnt. Puigdemont and his two more senior ministers, both of them former MEPs, will defend in the European Parliament Catalonia’s seeking of an agreement with the Spanish government to hold a legally binding referendum. However, they will point out that Madrid has repeatedly ruled out any discussion on the issue, arguing that a vote on independence is legally impossible. The Catalan President, the Vice President and the Foreign Affairs Minister will stress that Catalonia will celebrate the referendum even if Spain continues to refuse to engage in negotiation.

The Spanish Supreme Court’s Prosecutor is calling for the suspension of Catalan Minister and Catalan European Democratic Party (PDCeCAT) spokesperson in the Spanish Parliament, Francesc Homs, from holding public office for a 9-year period. Homs was accused of disobedience and perversion of justice for co-organising the 9-N symbolic vote on independence in 2014. This Wednesday, the Prosecutor’s temporary conclusions stated that former Catalan President, Artur Mas’ right-hand man “didn’t suspend any of the articles which allowed the consultation” and that he was “absolutely aware” that “by doing so he violated the mandatory compliance of the Spanish Constitutional Court’s decisions”.

The prosecution carried out by the Spanish justice system against Catalan Parliament President, Carme Forcadell for allegedly violating the law when allowing a debate on independence has aroused international concern. In Switzerland, a group of 15 Swiss MPs from the six parties represented in the Federal Chamber have called for their government to take a stance and express its “concern” over Forcadell’s trial. According to the MPs, which represent the six parties represented in the federal Parliament, the proceedings against Forcadell disturb “a country such as Switzerland, which is used to direct democracy”. Also this Friday, former Slovenian Minister for Foreign Affairs and MEP, Ivo Vajgl also admitted to being “worried” for the reputation of Spanish democracy and another Slovenian MEP, Igor Soltes, said that he considered Forcadell’s prosecution “scandalous”.

The European Parliament approved on Tuesday with 456 votes in favour, 138 against and 104 abstentions a resolution on fundamental rights in the EU. The draft, written by the Slovak MEP of the European People's Party (EPP), József Nagy, includes a specific call for Spain to investigate Francoism crimes. The amendment states that it “essential that all Member States cooperate with national and international judicial investigations” in order to “ensure truth, justice and reparations for victims of crimes against humanity committed by totalitarian regimes in the EU”. Furthermore, it calls on the European Commission to make an “objective assessment of the situation” in “all” states “to promote the historical memory”. The text was promoted, among others, by MEPs from the Catalan left-wing pro-independence party (ERC), the Catalan European Democratic Party (PDeCAT), and the Catalan Green-Socialist party (ICV). Currently in Catalonia there are 390 mass graves and the number of people who went missing during the Franco era and are still yet to be located totals 4,912 people.

The Spanish Constitutional Court (TC) has temporarily suspended the proposal approved by governing cross-party list ‘Junts Pel Sí’ and radical left pro-independence CUP to call a referendum in Catalonia. The magistrates admitted this Wednesday to proceed with the appeal presented by the Spanish executive in October, which calls for the suspension of the pro-independence group’s proposal approved in the Parliament and considers it to have emerged from the previously suspended declaration to start launching the pro-independence roadmap. The TC judges have also warned Catalan President, Carles Puigdemont and Parliament’s President, Carme Forcadell that they must avoid any initiative aimed at contravening this suspension. The TC decision arrives only two days before Forcadell is due to testify before the Court for allegedly violating the Spanish Constitution when allowing the pro-independence debate to take place in the Catalan Chamber, last July. 

Left wing pro-independence ERC MEP, Josep Maria Terricabras and Catalan European Democratic Party PDeCAT MEP, Ramon Tremosa have urged the EU to respond to the prosecution of the Parliament’s President, Carme Forcadell. “Don’t let Spain undermine with all impunity our democratic and fundamental European rights”, stated Tremosa during Monday’s plenary session in the Euro chamber. The debate, held in Strasbourg, included the presence of EU Commissioner for Justice, Vera Jourová, whom Tremosa called on not to be “indifferent to the actions of the Spanish State against Catalan democratic politicians”. Forcadell will be summonsed on Friday by the Spanish authorities for allegedly breaking Spain’s Constitution when allowing the pro-independence roadmap to be put to vote in the Catalan Chamber, last July. Forcadell could potentially be debarred from office and face a fine. 

The cross-party coalition 'Junts pel Sí' (JxSí) and the pro-independence radical-left CUP entered in the Catalan Parliament’s register a motion to defend the Parliament’s President, Carme Forcadell. The representative is facing criminal liability for allegedly disobeying Spanish Constitutional Court (TC) rulings and allowing the pro-independence roadmap to be put to vote on the 27th of July. According to the text presented by the pro-independence parties, the prosecution of Forcadell “for any parliamentary action flagrantly infringes upon parliamentary inviolability”. Furthermore, the proposal highlights that the criminalisation of parliamentary activity “poses a serious threat to democracy”. The motion was entered into the Parliament’s register on Monday as an urgent extraordinary request and with the express request to debate it in a plenary session. The text also aims at defending “the freedom of expression and the right of initiative of the members of the Catalan Parliament”.

The European Parliament passed this Thursday a text, promoted by the Greek MEP Kostas Chrysogonos, which explicitly reports the Castor case and the thousand earthquakes suffered by the locals in Valencia and Catalonia’s Ebro Delta. This business project, consisting of an offshore facility that had to store 1.3 billion cubic metres of reserve gas for Spain, failed after causing over 1,000 small earthquakes. The European Parliament called this Thursday to “include the victims of collateral damage linked to prospecting, surveys and the operation of offshore facilities” in the potential beneficiaries of future compensations. “It is very important that all those affected by offshore oil and gas operations, which are proved to be in detriment of the environment and of the activities of other persons be compensated”, Chrysogonos said to the Catalan News Agency, after slamming the “scandal” which is the Castor case.

The Spanish Government is willing to “dialogue” with the Catalan Government, but has closed the door to a self-determination referendum, because it “liquidates the essence of the [Spanish] nation”, said the Spanish Vice President, Soraya Sáenz de Santamaría, this Wednesday. Requested by the Catalan Socialist MP Meritxell Batet and the spokesman of the Spanish alternative left party Podemos, Iñigo Errejón, to permit reform of the Constitution in order to respond to Catalonia’s independence movement, the politician stated that to do so “requires consensus on the point of departure and arrival”. Furthermore, she stressed the necessity to achieve “an agreement on the diagnosis of the problems and the solutions”, a goal that currently is not possible given the disagreement seen in the Spanish Parliament, she added.

The Catalan railway network has 126 “black spots” (14.3% of which are in in Tarragona, southern Catalonia), which represent “significant delays for traffic and a risk to safety”, reported the rail national secretary of the union UGT-Catalonia, José Bravo, to the Catalan News Agency. With this in mind, the workers in Tarragona of Adif, the Spanish public body in charge of the railway infrastructure, reported this Tuesday to the European Parliament “the lack of investment and personnel” of the company, which threatens a “strategic sector” and impedes providing a “safe and quality” service in Catalonia. “We share the annoyance of the Catalan Government regarding the Spanish Government’s breaches of its commitments”, said Bravo, who added that the Spanish Government of the Conservative People’s Party (PP) has only executed 4,2% of the 2013 agreement to invest €306 million in Catalonia, the “minimum spending necessary to provide a secure service”.

Spain’s use of the courts to block the pro-independence roadmap has been reported to the 751 members of the European Parliament by three Catalan MEPs. Josep Maria Terricabras and Ernest Maragall, from left wing pro-independence party (ERC), and Ramon Tremosa, representing the Catalan European Democratic Party (PDeCAT) have sent a letter to their colleagues in the Eurochamber lamenting what they describe as “democratic regression in Spain”. The letter criticised the summonsing of Catalan elected representatives, such as Parliament’s President, Carme Forcadell, for “allowing a parliamentary debate on independence”. It also laments that former Catalan MP and current PDeCat spokesman in the Spanish Parliament, Frances Homs, faces trial for co-organising the 9-N symbolic vote on independence in 2014. 

The Catalan Socialist Meritxell Batet will no longer be part of the PSOE Board in the Spanish Parliament. The measure was announced on Thursday by the spokesman of the PSOE interim leadership, Mario Jiménez, and came after theparty held a two-hour meeting to decide the measures against the 15 MPs, including the seven members of the PSC, that broke voting discipline and rejected Rajoy’s investiture. Batet’s post as Deputy Secretary General will remain unoccupied until negotiations between the Catalan and the Spanish socialist branches “come to an end”, Jiménez said. After the announcement, Batet stated that she “accepts and respects” the decision, despite not sharing it, and that she would have preferred for the issue not to have been tackled “in this way”.

If new elections were to be called in Catalonia today, the winner would be governing cross-party pro-independence ‘Junts Pel Sí’, which would still have between 60 and 62 seats in the 135-seat Parliament. Spanish Unionist ‘Ciutadans’, which is currently the main party in the opposition with 25 MPs would get between 15 and 21 seats. The highest increase according to a poll released this Friday would be for alternative left alliance ‘Catalunya Sí que es Pot’ (CSQP) which would get 19-20 MPs compared to the 11 seats it currently has in the Chamber. On the other hand, radical left pro-independence CUP would drop from 10 seats to 6-8. Regarding pro-independence support amongst Catalans, the poll shows a return to the tie situation which has been the most common result of the polls. Thus, 44.9% of Catalans would support independence, while 45.1% would vote against it.

There will be an allocation in the 2017 budget for the pro-independence referendum, which the Catalan Government will carry out “regardless of the situation”. Thus, the Secretary for Tax Office, Lluís Salvadó, responded to pro-independence CUP’s demands to call a referendum in 2017 even if the Spanish Constitutional Court (TC) could ultimately appeal or suspend the bill. “The Catalan Government has a univocal commitment and the referendum will go ahead”, he stated this Tuesday in an interview with TV3. “We will do it in one context or another”, he added. The bill for 2017, which received CUP’s support last Saturday, also increases social expenditure by 989 MEUR in comparison to the amount allocated for this purpose in 2015. The Government is determined to approve the budget for 2017 and bring the bill before Parliament on the 29th of November.
