The left-wing Catalan independence party ERC, which has shared a parliamentary stability agreement with the governing centre-right pro-Catalan State coalition CiU for the last 2 years, is pushing to begin a new political period. The ERC’s leader, Oriol Junqueras, met on Thursday with the President of the Catalan Government and CiU’s leader, Artur Mas, and confirmed to him that they will not back the new budget for 2015. The evening before, Junqueras had presented his road map for the next few months. The ERC wants early elections now, which would become “constituent elections” if a majority of pro-independence parties were to win. Furthermore, the ERC prefers to run alone, not in a shared electoral list. If Catalans voted for a majority of pro-independence parties, the new Parliament would start building the new state’s basic structures and drafting a Constitution, which would have to be later ratified through a binding referendum.

More than 200 elected members of the European, Spanish and Catalan Parliaments and municipal councils from Catalonia have presented and started to sign on Wednesday an international complaint against the Spanish Government that will be sent to the United Nations, the European Parliament, the European Commission, the Council of Europe and Organization for Security and Co-operation in Europe (OSCE). They are formally accusing the Spanish Government of "violating the right of the Catalan people to decide on its own political future" and "banning the exercise of democracy ". They list reasons of democratic legitimacy, stress the sustained self-determination demands and highlight the manifold Catalan attempts to negotiate and hold a legal vote. They also emphasise the Spanish Government's total blocking attitude and they announce that Catalan representatives "feel legitimate to launch all the necessary political and legal actions". Finally, they also ask those international organisations to act in order "to guarantee that Catalonia's citizenry can democratically decide on its future".

According to a poll by the Centre of Opinion Studies (CEO), run by the Catalan Government, 49.4% of Catalans would vote "yes" to both parts of the question "Do you want Catalonia to become a State? If yes, do you want to become an independent State?" In addition, 12.6% would vote "yes" to the first part and "no" to the second, meaning they would back a Catalan State within a federal or confederated Spain. Finally, 19.7% would vote "no", meaning they back the current 'status quo' or they want recentralisation. Therefore, 32.3% of citizens would be against independence. However, such a poll cannot be used to predict results for November 9's alternative consultation vote, stated the CEO, since the census is not the same and many people from the "no" side are expected not to vote in the alternative participatory process.

On Thursday, the Spanish Government’s main advisory body – the State Council – has issued a non-binding report upon the request of Prime Minister Mariano Rajoy against the alternative consultation vote that the Catalan Executive is organising for November 9. This body has unanimously recommended taking Catalonia’s participatory process to the Constitutional Court and requesting its suspension. Now, Rajoy has the green light to make such a step on Friday, only 9 days before the vote is supposed to happen. Meanwhile in Catalonia, all the parties supporting the self-determination process are insisting on continuing to work for high citizen participation on the 9^th of November. Furthermore, on Wednesday evening, they started campaigning and the Catalan Government launched the website to inform citizens about their exact voting place. Besides, those against independence in Catalonia are divided between those asking Rajoy to be smart and not to appeal, and those asking him to stop the vote.

While the alternative consultation vote on independence scheduled on the 9^th of November approaches, the Catalan Government has additional priorities on its plate, starting with the approval of its budget for 2015. However, right now the governing centre-right pro-Catalan State coalition CiU does not have enough parliamentary support to approve it. Its parliamentary ally, the left-wing independence party ERC, is reluctant to back the new budget after the Catalan Government cancelled the original consultation vote. The ERC wants to start preparing the first budget of an independent state and on Tuesday it offered to extend the 2014 budget. However, the Catalan President, Artur Mas, announced on Wednesday he will bring the budget proposal to the Parliament anyway. The Catalan Socialist Party (PSC) offered itself as an ally, but Mas asked them to back the alternative consultation vote. The PSC replied that if the question is changed, "we can talk about everything".

The President of the Catalan Government and leader of the centre-right pro-Catalan State CiU, Artur Mas, and the President of the left-wing Catalan independence party ERC, Oriol Junqueras, met on Wednesday, after days of tensions among the parties supporting self-determination. The tensions have been mainly about how to raise the legal profile of the alternative participatory process scheduled on the 9^th of November, which replaces the original consultation vote, and about a common platform to run in early elections transformed into a 'de facto' referendum on independence. According to Junqueras, the two leaders decided to work on making sure that the alternative consultation vote is "a success". In addition, he said that Mas had requested that he leave the debate about the early elections for the days after the 9^th of November's vote, despite Junqueras insisting on an immediate electoral call.

The Catalan National Assembly (ANC) and Òmnium Cultural, which are the civil society associations that organised the massive pro-independence demonstrations in 2012, 2013 and 2014, have given their support to the alternative consultation vote proposed by the Catalan Government but on the condition of early elections taking place within the next three months. On Sunday, the ANC and Òmnium gathered 110,000 people (according to Barcelona local police) in Catalunya Square, three times more than the pro-Spanish-unity demonstration that took place in the same place a week earlier. In front of a pro-independence crowd, the two civil society organisations demanded unity of action from the parties supporting self-determination. They called for "a massive mobilisation" in the alternative participatory process of the 9^th of November, being "the first round" of the early elections, which should become a 'de facto' referendum on independence.

The Catalan Government is currently preparing its budget for the next year. However, it is uncertain whether a new budget will be approved or the current one will have to be extended. The Government's parliamentary supports are uncertain because of self-determination and the prospect of early elections on the horizon of to be transformed into a plebiscite on independence. The governing centre-right pro-Catalan State coalition CiU does not have a majority in the Parliament. Its ally over the last two years, the left-wing Catalan independence party ERC, is reluctant to reach a deal because the original self-determination consultation vote was cancelled by the Government. Meanwhile, CiU's anti-independence sectors are trying to reach a deal with the Catalan Socialist Party (PSC) and the Spanish Government is trying to promote an anti-independence alliance between these last two.

The President of the Catalan Government, Artur Mas, has organised a meeting with the parties supporting the 9^th of November's consultation vote on independence in order to agree the next steps to be followed after the Constitutional Court's temporary suspension. They have agreed to keep the 9^th of November's call but, at the close of this edition on Friday evening, they had debating during the whole day on how to guarantee a legal and democratic vote. The meeting was supposed to end at lunchtime, but it has carried on until the evening and participants do not rule out the possibility of continuing discussions over the weekend. A wide range of political parties, representing 65% of the Catalan Parliament (ranging from the Christian-Democrats to the Alternative Left), have to decide whether the 9^th of November's call will be kept until the end or if they will call for early elections within a few days, with or without the possibility of forming a national unity government.

The left-wing independence party ERC asked the Catalan President to join the Government "in order to protect the [self-determination] consultation vote" scheduled on the 9^th of November. The Catalan President, Artur Mas, stated that they will talk about it in the coming days to strengthen the unity around November's vote. In addition, the Catalan Socialist party (PSC) also asked Mas to talk to them if the Constitutional Court ultimately bans the consultation vote. The People's Party (PP), which runs the Spanish Government, accused Mas of promoting "a soft dictatorship" in Catalonia. The green-socialist and post-communist coalition ICV stated they want a consultation vote with "credibility". The Spanish nationalist and populist C's said that Mas' time is finished and asked for early elections. Finally, the alternative left and radical independence party CUP advocated ignoring Spain's institutions and voting on the 9^th of November by any means.

The President of the left-wing Catalan independence party ERC, Oriol Junqueras, stated on Tuesday that "the greatest expression of civil disobedience is voting when they prevent you from voting", referring to the ban that the Spanish Constitutional Court is likely to issue on the self-determination consultation vote scheduled on the 9^th of November. Furthermore, Junqueras also stated that he is convinced that the Catalan President will call for the vote and "will put out the ballot boxes". He also added that the ERC could sit at the Catalan Executive if this action were to "fully protect the consultation vote". The Spanish Government is totally opposed to such a vote and has already announced that it will appeal to the Constitutional Court, which has a majority of its members directly appointed by the People's Party (PP). The Court already lost most of its legitimacy in 2010 when it trimmed the Catalan Statute of Autonomy.

"The time for speculation is over; now it is time for decisions, and this goes for everybody", stated the Spokesperson for the Catalan Government and Minister for the Presidency, Francesc Homs, after the first Cabinet Meeting held after the summer break. Homs was referring to the Spanish Prime Minister's monolithic opposition to the self-determination vote and to the warning sent by the leader of the left-wing independence party ERC, Oriol Junqueras. The ERC President "cannot imagine" somebody "breaking the enormous unity" around the independence consultation vote, scheduled for the 9^th of November, which is "the only scenario" agreed on.  Homs insisted in the Catalan Government's "unequivocal commitment" to such a vote. However, he rejected making any speculation on how Catalan authorities should react "to things that have not passed", referring to the likely ban from the Spanish Constitutional Court to the November vote. "We are entering a new stage", he concluded.

Manos Limpias, an extreme-right and Spanish nationalist trade union, will file a judicial complaint against Carme Forcadell, President of the Catalan National Assembly (ANC), the grass-roots NGO that is organising the main campaign for independence from Spain. The far-right organisation will sue Forcadell for "provoking sedition", as they consider she is "the driving force" and "the leader of Catalan civil society", and the main promoter of "a road map" towards independence. In addition, Manos Limpias' Secretary General, Miguel Bernad, said they have "data" showing that "the consultation vote will take place" on the 9^th of November, even if the Spanish authorities ban it. The extreme-right organisation does not rule out the possibility of presenting similar complaints against the President of the Catalan Government, Artur Mas, and the President of the left-wing independence party ERC, Oriol Junqueras.

The Catalan President argued in an interview that Catalonia will need to show “strength” in the wake of the referendum, scheduled for the 9^th of November. A coalition government with the two main parties in Parliament, the Centre-Right pro-Catalan State (CiU) and the Left-Wing Catalan Independence Party (ERC), has been on the cards for a long time. The leader of ERC, Oriol Junqueras, said previously that he is “absolutely ready” to form a coalition to “culminate the process” towards independence but that this would mean having an agreement on “all” issues, including economical ones.

Catalan parties welcomed the new King in a cold manner, and some were even directly absent from the coronation and participated instead in events in favour of a republican regime. However, after a few days of uncertainty, the President of the Catalan Government and leader of the Centre-Right pro-Catalan State CiU, Artur Mas, attended the ceremony in Madrid. Despite the fact that CiU did not give its explicit support to the King's succession, the CiU representatives were all present at the ceremony, although without showing enthusiasm. In addition, Mas insisted that he continues with his "wait and see" attitude, as the King's speech "did not offer anything new". Meanwhile, representatives from the Left-Wing Catalan Independence Party (ERC) did not attend the ceremonies, neither did representatives from the Catalan Green Socialist Coalition (ICV-EUiA), who participated in a small pro-republic demonstration in Barcelona at the exact same time the new King was swearing the Constitution.
