The only permission we want and need is the permission of the Catalan people.” “We never miss an opportunity to explain our full commitment to democracy and the referendum,” Junqueras added. Meanwhile, Spanish Prime Minister Mariano Rajoy raised the tone and demanded that the Catalan President, Carles Puigdemont, “have the guts to defend the referendum before Congress”.

The ports of Barcelona and Miami have signed a deal to increase the quantity of cruises and cargo traffic. The agreement looks to exchange information in order to improve the areas of mobility, security, maritime management, and environment. Thanks to this collaboration, Miami, the most important port when it comes to cruises, and Barcelona, Europe’s leading cruise port, will strengthen their ties. The agreement was signed during the trip of Catalonia's vice-president and minister of economy, Oriol Junqueras, to the United States, which began on Monday. According to the Catalan delegation, the Spanish consul in Miami tried to interfere with the agenda and the planned official events at the signing of the agreement. Cándido Creis wanted to force the text to include a reference to the “Spanish Kingdom”. However, this reference did not exist in any prior agreements between the two ports, and it was not included in this new one either.

CSQP (Catalonia Yes We Can), a left-wing coalition in favor of holding a referendum but not necessarily independence, says it will support a unilateral referendum if it has international guarantees. CSQP’s spokesperson, Joan Coscubiela, said that the Venice Commission, the Council of Europe's institution in charge of these kind of processes, has to endorse the referendum before his party can support it. Governing cross-party pro-independence coalition Junts Pel Sí celebrated this stance, saying the group “has taken a step forward” by joining those that consider the celebration of a referendum in Catalonia even if it is “without Spain’s permission”.

The entire Executive, led by Catalan President, Carles Puigdemont, and Catalan VP, Oriol Junqueras, reiterated its commitment to “organize, call, and celebrate” a referendum on Catalonia’s independence and apply its results, despite Spain’s “threats and attempts to limit Catalonia’s self-government,” said Puigdemont. In a symbolic event held in the iconic ‘Pati dels Tarongers’ courtyard, at the Catalan Government headquarters, the executive aimed to send a clear message of unity regarding its determination to fulfill the democratic mandate of the 2015 27-S Catalan elections, which led to a pro-independence majority in the Parliament. The celebration of a referendum is one of the Parliament's main goals.

Catalan VP, Oriol Junqueras, said the Government will unilaterally declare independence if it is blocked from calling a referendum in September. According to Junqueras, this possibility already forms part of the electoral program of governing coalition, Junts Pel Sí. “Technically it is called the unblocking clause,” explained Junqueras in a conference with Columbia University Professor, Xavier Sala i Martin, and added that it was included in Junts Pel Sí’s platform in the event that the Spanish State block the referendum. Nevertheless, Junqueras insisted that he is convinced that the referendum will be called, that it will take place, and that the pro-independence supporters will win it.

Catalan VP, Oriol Junqueras, insisted this Wednesday on the pro-independence parties’ commitment to calling a referendum this September. He underscored the unity within the group despite the fact that some representatives from the main parties within the governing Junts Pel Sí coalition had expressed differing positions regarding how the referendum should be carried out.  While pro-independence left-wing ERC’s Marta Rovira announced that a task force of unemployed persons could be organized to carry out referendum-related tasks, the Catalan Government’s Spokeswoman, Neus Munté, said this was a decision that “is not part of the Government’s plans”. “We are all committed to the referendum and we are going to do it together,” said Junqueras, playing down the disagreement.

Spanish President, Mariano Rajoy, will visit Catalonia this Tuesday “to discuss infrastructures”, Spanish governing People’s Party (PP) confirmed last week. However, left wing pro-independence ERC already admitted having “few expectations” regarding the visit and the measures Rajoy may announce. “If he expects to buy us off through promises that won't be kept, he better think twice,” said ERC’s spokesman, Sergi Sabrià. According to ERC, one of the main parties within the governing coalition ‘Junts Pel Sí’, the only solution to “the Catalan problem” will come by putting out the ballot boxes in a referendum. “There is no other option,” stated Sabrià. However, ERC’s spokesman insisted that they will listen to Rajoy’s offer, as they have “always done” but insisted that the party “won’t give up on anything” either.

‘Let dialogue win, let the ballot boxes decide,’ reas the title of the joint editorial this Sunday in Spain’s principal daily, El País, written by Catalan President, Carles Puigdemont, and Catalan Vice President, Oriol Junqueras. The Catalan leaders lamented Madrid’s “direct opposition” to putting out the ballot boxes and warned Spanish President, Mariano Rajoy, that the referendum will take place in 2017 no matter what. “We won’t give up on this right. We will do whatever it takes to allow the Catalans to vote on a referendum this year,” they state. “We are already at the negotiating table. Is anybody else coming?” they asked rhetorically. Puigdemont and Junqueras also invited the Spanish Government to learn from the United Kingdom’s example and praised its attitude towards the Scottish demand to hold a referendum.

Catalonia is seeking an agreement with Spain to celebrate an independence referendum but if Madrid continues to refuse to negotiate, the vote will go ahead anyway in 2017. This is the message that the Catalan President, Carles Puigdemont, will send to the European Parliament in a conference on Tuesday evening that is expected to be attended by about 300 people, including MEPs, international journalists and diplomats. Puigdemont will be accompanied by his two most senior ministers: Vice President Oriol Junqueras and Minister of Foreign Affairs Raül Romeva, both former MEPs and both in charge of organising the referendum. The talk has caused a stir amongst Spanish unionist MEPs, who have urged their colleagues to avoid it. The leader of the Spanish People’s Party in the European Parliament, Esteban González Pons, wrote to all his Brussels colleagues saying that the referendum plans are “an unconstitutional act, which goes not only against Spain, but also against the deepest principles and values of the EU”. Puigdemont, said on Twitter that the so-called “dialogue operation” of the Spanish Government with Catalonia “has already arrived in Brussels”. In an ironic remark following González-Pons’ letter, the Catalan President regretted the Spanish People’s Party (PP) stance on the issue.

The Spanish People’s Party (PP) attacked on Monday the talk to be given by Catalan President, Carles Puigdemont, in the European Parliament, saying it is going to be unsuccessful. The leader of the PP group in Brussels, Esteban González Pons, who has written to all his party colleagues asking them to avoid the event, said that the talk is only being held in a room inside the EP because three MEPs have “rented” it. “They have rented a room in the European Parliament, as they could have done with a bar or a cafeteria”, he said a day before the address. González Pons admitted that the room, the biggest in the building, may well be full of people on Tuesday evening, but only “Green MEPs, extreme-left MEPs” or even “extreme-right MEPs” will attend, he said. In fact, the conservative politician added that the Catalan referendum, which has the support of 80% of people in Catalonia, is seen in Brussels as a “Spanish Brexit”. In a letter sent to all deputies, Swedish Green MEP Bodil Valero regretted the Spanish government efforts to boycott the event. The talk is organised by Catalan MEPs Ramon Tremosa (ALDE), Jordi Solé (Greens/EFA) and Josep-Maria Terricabras (Greens/EFA). Other Catalan MEPs such as Francesc Gambús (EPP) and Ernest Urtasun (Greens) will also attend.

Puigdemont and his two more senior ministers, both of them former MEPs, will defend in the European Parliament Catalonia’s seeking of an agreement with the Spanish government to hold a legally binding referendum. However, they will point out that Madrid has repeatedly ruled out any discussion on the issue, arguing that a vote on independence is legally impossible. The Catalan President, the Vice President and the Foreign Affairs Minister will stress that Catalonia will celebrate the referendum even if Spain continues to refuse to engage in negotiation.

Spain’s call for Catalan leaders to attend the upcoming Autonomous Communities’ summits to discuss regional policies has not changed the Government’s plan for the meetings. The Catalan Vice President and Catalan Minister for Economy and Tax Office, Oriol Junqueras, have refused to attend the Council on Fiscal and Financial Policies (CPFF, going by its Catalan initials) this Thursday, citing other political commitments. Catalan Secretary of Economy, Pere Aragonès, will go instead. For his part, Catalan President, Carles Puigdemont, has already announced he will not attend the Conference of Presidents convened by the Spanish President, Mariano Rajoy, for the 17th of January. “Catalonia has won the right to a bilateral relationship as the demands of the Catalan people have nothing to do with the requests of other Autonomous Communities”, Puigdemont said in October, when he announced that he would not be attending the conference.

The pro-independence referendum in Catalonia, expected to take place in September next year, may be accelerated depending on Spain’s attitude towards Catalonia. “If the Spanish Government accelerates decisions against the Catalan institutions, we should find a solution somehow”, Catalan Vice President and Minister for Economy and Tax Office, Oriol Junqueras stated this Friday. In an interview with Catalunya Ràdio, Junqueras also admitted to “not having a clue” whether Spain’s executive will offer a political solution for Catalonia soon and lamented that the supposed willingness to dialogue expressed by the Spanish Government started by proceeding with the prosecution against Parliament’s President, Carme Forcadell, for allowing the Chamber to debate on independence.

The Catalan Vice President and Minister for Economy and Tax Office, Oriol Junqueras, voted against the new regional deficit target of 0.6% of GDP agreed between the Conservative People’s Party (PP) and the Spanish Socialists (PSOE). During the Council on Fiscal and Financial Policies (CPFF, going by its Catalan initials) on Thursday evening, Junqueras said that the target is “absolutely far from what citizens need and deserve”. The Catalan Government had asked for a 1.18% deficit target for 2017, but the Autonomous Communities’ limits were set instead at 0.6% for next year, 0.3% for 2018 and 0% of GDP for 2019. They were accepted despite the opposition of Catalonia, the Balearic Islands and Valencia. The communities led by the PSOE abstained. The Spanish Finance Minister, Cristóbal Montoro, celebrated the fact that only three territories voted against the measure, saying there was a “good atmosphere” at the meeting.

The Catalan President, Carles Puigdemont, is suspicious regarding Spain’s executive willingness to dialogue. During this Wednesday’s session of control in the Parliament, Puigdemont stated that Catalonia deserves a bilateral negotiation with the Government in Madrid and that he considers anything other than this a way to “dilute and disguise what is really going on” in Catalonia and therefore “confuse public opinion”. Pro-independence radical left CUP MP, Mireia Boya, went a bit further and urged Puigdemont not to go along with Spain’s “siren calls” in relation to its supposed openness to dialogue. On the other hand, Xavier García Albiol, the leader of the Catalan branch of Spain’s governing party PP, called for Puigdemont not to be like “a statue” before the “signals” sent by the Spanish Government.
