Answering a question about dialogue and democracy regarding Catalonia and Spain, the Spanish Prime Minister, Mariano Rajoy talked about Crimea, where there is a pre-war situation. On Tuesday before the Spanish Senate, Rajoy has once again closed the door to any talks with the Catalan Government to hold a legal and agreed consultation vote, similar to the one scheduled in Scotland. Instead, Spain's PM preferred to use as an example the current situation in Crimea, where the regional parliament has declared independence and organised within 10 days a ratification referendum while pro-Russian troops have occupied the peninsula and a war with the Ukrainian Army could start at any moment. Rajoy highlighted that the international community has appealed to the territorial integrity of states in this case. He was answering a question from Josep Lluís Cleries, Senator of the Centre-Right Catalan Nationalist Coalition (CiU), which runs the Catalan Government.  Cleries asked him "to be brave" and "talk in depth" with the Catalan President.

Súmate, an organisation mostly formed of people of Spanish origin living in Catalonia who support independence from Spain, presented on Monday evening its views during a round-table at the Friends of the UNESCO headquarters in Madrid. The organisation, described as plural, independent and non-partisan by its members has entitled its intervention ‘Escucha España. Los catalanes quieren votar’ (Listen Spain! Catalans want to vote). For its President, Eduardo Reyes, the main objective is to encourage a democratic debate on the ongoing process in Catalonia, since for now “all the news that is reaching Spain about Catalonia is false”. Reyes believes that the Spanish institutions are “creating hatred” and said that he had decided to go to Madrid to explain that “there is no social fracture” in Catalonia. Not a single Madrid-based printed media talked about the event.

During the 2014 Innovation Convention, organised by the European Commission on Tuesday, Barcelona was named the first European Capital of Innovation. The Catalan capital has prevailed over finalists Grenoble (France) and Groningen (the Netherlands) in a contest which also involved Paris, Espoo (Finland) and Malaga (Spain). The winning project highlights the predominant role of the city in promoting new technologies and bringing together government bodies and citizens, in order to enhance sustainable economic growth and improve the people’s welfare. The award is endowed with € 500,000 to promote innovation. Barcelona's Mayor, Xavier Trias, stated that new technologies in an urban environment have to "work towards improving people's everyday lives[…] or they will fail".

The Greens' candidate to chair the European Commission in next May’s elections, Ska Keller, committed herself to working for Catalonia's right to self-determination. The German politician said on Monday in Barcelona that "the Greens defend radical democracy and in Catalonia there is a citizen demand in favour of a [self-determination] referendum". "For this reason I want to make the personal commitment that, if I am elected Commission President, I will support Catalonia in allowing a consultation vote on its political future and its relationship with Spain", promised the European Greens' top candidate. Keller, who has been a Member of the European Parliament since 2009, urged the Spanish Government to launch a negotiation process to make this vote possible.

The Spanish Foreign Affairs Minister, José Manuel García-Margallo, stated that a unilateral declaration of independence would condemn Catalonia "to roam across space" and that it would be "excluded from the European Union for the centuries of the centuries". García-Margallo, who is one of the most vocal members of the Spanish Executive against Catalonia's independence, stated that such a scenario is "a high risk operation". He criticised the politicians supporting independence, who "put at risk a population that is essentially European", which goes against the will of a majority of Catalans "who want to be part of the European area". "Secession is extremely harmful for Spain but particularly harmful for Catalonia", he insisted. On the same day, the Candidate of the Greens to chair the European Commission, German Ska Keller, stated she was supporting Catalonia's right to self-determination.

The Government of Extremadura, a region bordering Portugal, presented a study comparing its contributions to the rest of Spain with those of the other Autonomous Communities, particularly focusing on Catalonia. The main thrust of the report was that Catalonia receives the highest amount of money from the Spanish Government, which goes against absolutely all the previous studies that have established that Catalan taxes fund services, investments and infrastructure in the rest of Spain. The Catalan Finance Minister, Andreu Mas-Colell, characterised “the political document” presented by Extremadura’s Government as a “complete nonsense”. Mas-Colell, who was Professor of Economics at Berkley and Harvard from 1972 to 1995, said that the report lacked rigour and was not a technical work. The next day Extremadura’s President, José Antonio Monago, stated that Catalonia is “a privileged territory” and questioned whether it could repay its debt.

The Catalan Government announced it will take to the Constitutional Court four bills drafted by the Spanish Executive because they neglect Catalonia’s self-government capacities and exclusive powers. The 4 affected bills are the Education Reform, the Market Unity Law, the Local Governments Law and the Environment Evaluation Law. The Spokesperson for the Catalan Government and Minister for the Presidency, Francesc Homs, said that those reforms go against the Constitution and aim to reform it “through the back door”. “It is a reform without the needed transparency, without holding an open debate”, he said. “They are stripping away our political capacity to decide”, Homs emphasised. The Spanish Government justified the recentralisation of powers as a way to improve efficiency in times of economic crisis and austerity. However, several experts have already warned that it is not proven that efficiency will improve if powers are centralised.

The Spanish Ministry of Education has released the decree proposal stating that the Catalan Government has the obligation to provide alternatives to families who request their children to be taught in Spanish in public schools, where Catalan is the first language of instruction and Spanish is mostly taught as a subject. Furthermore, Catalonia and all other Autonomous Communities with two official languages will have “to fully assume” the costs of these children’s education in privately-owned schools using Spanish as the language of instruction if the families do not find the appropriate public alternative. The money will be deducted from the Autonomous Communities’ funding scheme if they do not cooperate. However, the decree does not work the other way round in regions such as Valencia, where families are having problems to school their children in Catalan (co-official there).

The 33 judges who signed the manifesto in favour of Catalonia’s right to self-determination, stating that it “is a nation without discussion”, and therefore has “full sovereignty to decide on its own future”, have filed a complaint after photos of their personal profiles were published in a Madrid-based newspaper on Monday. The complaint was filed for revealing personal information, arguing that such pictures can only have been accessed from computers used by the Spanish Police or the Spanish Ministry of Home Affairs. Therefore, the judges have asked to open an investigation to find out who divulged such confidential information.

The Catalan Executive announced it will take the Spanish Government’s Hydrologic Plan for the Ebro River (Plan Hidrológico del Ebro) to the European Commission, as it will damage the river’s delta, which is a unique environment and one of UNESCO’s Biosphere Reserves. The European Commission replied that it will need “weeks or even months” to analyse the plan, which only guarantees that around 30% of the river’s volume of flow will reach the delta. According to scientific studies, such a volume of water is absolutely insufficient to preserve the Delta, which is a reserve for wildlife as well as a tourist and agricultural centre. The project foresees allocating almost 11,000 cubic hectometres of water per year upstream to irrigate 1.41 million hectares of fields, a third of them newly-created. Brussels is still waiting for Madrid’s documentation but the Commission warned that it will look at the plan “from all the possible angles”.

The well-known former member of the Catalan Socialist Party (PSC) Ernest Maragall, who quit the organisation in October 2012 because of its lack of commitment to Catalonia’s self-determination, joins the candidate list of the Left-Wing Catalan Independence Party (ERC) for the next European Parliament Elections to run in second place. Ernest Maragall has been one of the most prominent members of the PSC, occupying key positions in Barcelona Town Hall and the Catalan Government over three decades. He formed a political tandem with his brother Pasqual Maragall, who was President of Catalonia between 2003 and 2006 and led the urban transformation of Barcelona as the city Mayor between 1982 and 1997. In fact, Catalan politics during the last 3 decades cannot be understood without the Maragall brothers, who were also founding members of the PSC back in 1977.

On Monday, Barcelona launched its term as first European Volunteering Capital, which will feature more than 30 events spread throughout the year, combining activities created especially for the occasion and traditional celebrations. Among the most noteworthy are the promotion of volunteering in schools and the creation of a mobile app connecting volunteers and organisations in need. The Catalan Minister for Social Welfare and Family, Neus Munté, and the Deputy Mayor of Barcelona, Joaquim Forn, stressed that volunteering has always been one of the defining features of the city. Furthermore, Munté announced that the Catalan Government had already completed the drafts for a future volunteering law and action plan.

Barcelona, Grenoble (France), and Groningen (the Netherlands) are the three final contestants competing to be named the first European Capital of Innovation. The award, worth half a million Euros, will distinguish the city that has created “the best innovation ecosystem, connecting citizens, public organisations, academia, and businesses”. The six initial contestants have been judged according to their past achievements and future initiatives encouraging innovation. The name of the winning city will be announced during the closing ceremony of the 2014 Innovation Convention, organised by the European Commission in Brussels on the 10th and the 11th of March.

The Spanish Prime Minister Mariano Rajoy disclosed on Tuesday evening that the Spanish Deputy Minister for EU Affairs, Iñigo Méndez de Vigo had travelled to Barcelona on Sunday “to talk with” Viviane Reding and tell her “what is going on in this country”. Méndez de Vigo’s trip was decided after the European Commission Vice President had publicly called on Catalan and Spanish authorities to negotiate “without red-lines” to solve the conflict. Rajoy also said that he had spoken about Catalonia with the European Commission President, José Manuel Barroso, “and many other political leaders”. The Catalan Government’s Spokesperson, Francesc Homs, ironically stated that  the Spanish Foreign Affairs Ministry is putting “so much pressure […] for us not to be received anywhere [to talk about self-determination] that in the end [this attitude] opens doors for us”.

The Spanish Prime Minister, Mariano Rajoy, did not announce any new plan to handle Catalonia’s self-determination claims during the State of the Nation Debate at the Spanish Parliament. On the contrary, Rajoy stiffened his stance on the issue and talked with a stronger tone than usual, saying that he “will not remain indifferent” to the self-determination process. The Spanish PM added he “will fight for Catalans and their progress”, as he will do for “all the Spaniards”. Rajoy repeated once again that Catalonia’s self-determination vote “cannot take place”. He said he is “always open to talk” but “always within the Constitution and the Law”, which are unquestionable red-lines. Two days ago, the European Commission had asked for a “dialogue” without red-lines “to keep Catalonia within Spain”. “Unity is a greater value” than “dialogue”, answered Rajoy. In addition, he pointed out that the Constitution can be modified following the foreseen procedures, although three months ago he completely opposed any modifications.
