The pro-independence unitary list for the next Catalan elections and the road map towards independence were officially presented on Monday evening at Catalonia's National History Museum. Liberals, Social-Democrats, Greens, Christian-Democrats, Socialists and civil society organisations are running together and transforming the 27 September elections into a 'de facto' plebiscite on independence. "What we are doing here is very strange but we are going through a very strange moment, extraordinary", stated former Member of the European Parliament, Raül Romeva, who is topping the unitary list. "We have tried everything" to hold a self-determination vote, but using the parliamentary elections is the only option left "to exercise our right to vote", stressed Romeva. The former Eco-Socialist MEP disclosed the main steps of the road map towards independence and also highlighted the main government priorities, particularly focusing on the people most in need. "This is the reason" why "we are doing this" and uniting under the name 'Together for the Yes'.

The current manager of FC Bayern Munich, Catalonia-born Pep Guardiola, will occupy the symbolic last position on the unitary pro-independence list running in the next Catalan Parliament elections, which groups together Liberals, Social-Democrats, Christian-Democrats, Socialists, Greens and civil society organisations, according to news released on Monday morning by the ‘El País’ and ‘El Periódico’ newspapers. The elections are scheduled for 27 September and many parties are planning to transform them into a ‘de facto’ plebiscite on independence after the Spanish Government’s unilateral blocking attitude for the last 3 years. For many people, this is the only way left to hold a legal vote on independence, after the Spanish Government has totally rejected even talking about the self-determination claims democratically expressed by a majority of Catalan citizens through the last Catalan elections in 2012 and many peaceful mass demonstrations.

The Spanish Prime Minister, Mariano Rajoy, has reacted to the unitary pro-independence list that will run in the next Catalan elections (scheduled for 27 September) and which groups the main civil society organisations with Liberals, Social-Democrats, Socialists, Greens and Christian-Democrats politicians. These elections will become a 'de facto' plebiscite on Catalonia's independence from Spain, after almost 3 years of the Spanish Government unilaterally blocking any discussion about a mutually agreed vote, despite the clear democratic mandate from the 2012 Catalan elections. On Thursday, Rajoy stated that "Catalonia's independence will not take place". In front of the Polish PM, Ewa Kopacz, Rajoy stressed that his government "is absolutely prepared" to enforce the law if somebody violates it. On Wednesday, he had already referred to the forthcoming Catalan elections, saying they "will be just another autonomic election […] and nothing else", "despite the confusion manoeuvres" of the pro-independence forces.

Former Member of the European Parliament Raül Romeva, who also used to be a member of the Catalan Green-Socialist party ICV, will be heading the pro-independence unitary list formed for the next Catalan elections by the Liberal party CDC, the Social-Democrat ERC, the Socialist MES and the Christian-Democrat DC with leading representatives from civil society. Civil society activists Carme Forcadell and Muriel Casals will come second and third respectively. The elections, scheduled for 27 September, will become a 'de facto' referendum on independence, after almost 3 years of the Spanish Government unilaterally blocking any discussion for a mutually agreed vote, despite the clear democratic mandate from the 2012 Catalan elections, when citizens voted overwhelmingly for parties supporting a legal self-determination vote. After months of discussions, almost all the pro-independence forces are uniting and forming a shared list to transform the next elections into an independence plebiscite.

International experts have participated in a day of debate over the hypothetical scenarios and the possible consequences regarding membership or expulsion from the European Union of an independent Catalonia. The panellists ruled out automatic expulsion, as well as automatic membership, in any scenario. Graham Avery, Senior Adviser of the Brussels-based think tank European Policy Centre (EPC), underlined that "the most important" element in deciding what would happen to an independent Catalonia would be "the process" through which it achieves this independence. If it was carried out with the agreement of the Spanish Government, the transition towards full EU membership would be quite fast and smooth. If it was done unilaterally, then a wide range of scenarios are possible, with risks and costs rising. However, a majority of experts have stated that even in the worst case scenario, the costs would not be as high as the Spanish Government is saying. In addition, they affirmed that the EU is likely to adopt a pragmatic approach and that a transition regime is likely to be set up, with basic policies and freedoms not being interrupted.

Lombardy, Baden-Württemberg, Rhône-Alpes and Catalonia will work together to develop strategies to foster the Information and Communication Technology sector in both their own territories and at European level, in order to make the continent hold a leading position in this sector at world level. This has been the main conclusion of the main event of the current presidency of the Four Motors for Europe, which is a regional association formed in 1988 by the aforementioned 4 territories in order to develop common projects and lobby at European level. Catalonia currently holds the association's rotating presidency and has made the development of the ICT sector its main objective, particularly focusing on smart city and 4.0 technologies. Lombardy, Baden-Württemberg, Rhône-Alpes and Catalonia signed on Wednesday in Barcelona a shared declaration strengthening their commitment in this field.

The Catalan Government and the regional governments of Sicily and Provence are promoting a manifesto requesting the European Union to meet the challenge of the humanitarian crisis taking place at the Mediterranean Sea. ‘We are all Mediterranean’ aims to strengthen the commitment at regional level to face and solve this crisis, since the EU and the Member State governments “are not up to the challenge”. In addition, the Catalan Government also confirmed the organisation of a summit of Mediterranean regions to be held in July in Barcelona “to work together and see in which way the regions can give a more comprehensive answer” to the drama suffered by so many refugees crossing the sea on fragile boats. In Strasbourg, the Vice President of the Catalan Government, Joana Ortega, invited the President of the European Parliament, Martin Schulz, as well as those of Sicily, Provence-Alps-Cote d’Azur and Western Greece, Rosario Crocetta, Michel Vauzelle and Apostolos Katsifaras, and Lampedusa’s Mayor, Giusi Nicolini, to attend the summit.

The Parliament of Denmark approved on Tuesday a proposal debated a week ago requesting Spain and Catalonia to hold "a peaceful and democratic dialogue" on "the question of Catalonia's independence". The motion was approved in the end with the support of 6 of the 8 parliamentary groups and the abstention of the other two, resulting in 64 votes in favour, 41 abstentions and 0 votes against. There have been rumours suggesting that Spanish Government pressure was the reason why the main opposition party, the Liberal Venstre, abstained despite last week announcing its support. The other group which abstained was the extreme-right Danish People's Party (Dansk Folkeparti). The proposal is the answer the Danish Foreign Affairs Minister, Martin Lidegaard, from the Danish Social Liberal Party, gave to a question filed by an MP from the Red-Green Alliance, Nikolaj Villumsen.

The Spanish Minister for Education, José Ignacio Wert, has been recorded stating that "the situation of Spanish in the education system of Catalonia, limited to being used as a non-tuition language, like any foreign language, is comparable to the situation of Catalan in the times they like so much to remember", referring to Franco's dictatorship. Wert made the statement on Wednesday with a group of journalists and one of them recorded it. His words were immediately replied to by many Catalan parties, and Wert had to clarify a few hours later that he had expressed himself in a wrong way. He then said that Catalan was persecuted during Francoism "in a ruthless way" and that such persecution was "abominable". However, his previous statement is to be added to a long list, such as when in October 2012 he said that "Catalan pupils must be Hispanicised", defending the cultural homogenisation promoted by Spanish nationalism for the last centuries.

7 of the 8 groups sitting in the Parliament of Denmark have supported on Tuesday evening "a peaceful and democratic dialogue between Catalonia and the Spanish Government in Madrid" to solve the current political conflict. For 45 minutes, the Danish Chamber debated Catalonia's right to self-determination, after Nikolaj Villumsen, an MP from the Red-Green Alliance (Enhedslisten) registered a question about this issue addressed to the Foreign Affairs Minister, Martin Lidegaard (from the Danish Social Liberal Party). Villumsen linked Catalonia's case to the peaceful resolution of conflicts within the European Union today through democratic referendums. All the parties sitting in the Parliament, except the extreme-right Danish People's Party (Dansk Folkeparti), supported the Minister's answer, which put Catalonia and Spain at an equal level. The debate was held this Tuesday, but the vote on the motion will take place next week.

The Catalan Government has approved its 'Strategic Plan for the External Action 2015-2018', which foresees the opening of additional delegations abroad. The Spokesperson for the Catalan Executive and Minister for the Presidency, Francesc Homs, who is in charge of External Relations, announced that some of these delegations may be opened in the coming weeks. Homs admitted that the Spanish Government may appeal against the new delegations and the plan, as it did with the delegations in Rome and Vienna, and the External Action Law. The Law was approved last November but was already foreseen in the Catalan Statute of Autonomy from 2006. In addition, Catalonia's own external action was validated by the Spanish Constitutional Court in 2010. With the independence debate on the table, the Spanish Government is insisting on reducing the number of delegations and controlling their activities.

The Mies van der Rohe Award is the Catalan capital-based European Union Prize for Contemporary Architecture, which is among the world's most prestigious awards in this field. It is named after the architect who designed the German Pavilion for the 1929 Barcelona International Exhibition. At each of its biennial editions, two works are awarded: one with the EU Prize for Contemporary Architecture and the other with the Emerging Architect Special Mention. For this year, the Philharmonic Hall of Szczecin (Poland) designed by Barcelona-based architects Alberto Veiga (Spain, 1973) and Fabrizio Barozzi (Italy, 1976) has been announced as the prize winner. The work was realised in collaboration with Studio A4. The Catalan ARQUITECTURA-G has obtained the Emerging Architect Award with the work 'Luz House'. The winners were chosen from a list of 420 works from 36 European countries.

Spain is home to around 300,000 registered British nationals, 20,000 of whom reside in Catalonia and retain the right to vote in the forthcoming general elections in the UK on the 7^th of May, according to date from the Spanish Statistics Institute given in 2014. The election this year is especially important as polls suggest that no combination of parties will win a stable majority which could be the end of the road for a strong government. Moreover, the election is more important than usual for British nationals living in Spain as in the rest of Europe as Cameron has promised that a Conservative victory will renegotiate Britain’s relations with the EU and put the result to an in/out referendum on membership by the end of 2017. A British exit from Europe could potentially lead to British nationals abroad facing several difficulties in regards to freedom of movement across Europe. On the other hand, May 7th could also mark the point of no return for the troubled union between England and Scotland, due to a surge in support for the secessionist Scottish National Party (SNP).

Ciutadans (C’s), the anti-Catalan nationalism party that could become Spain’s third-largest party according to many polls, stated on Monday that they will do everything in their power to stop the next massive pro-independence demonstration in Barcelona from happening. Since 2012, every 11^th of September (which is Catalonia’s National Day), the main pro-independence civil society associations have organised a massive rally, such as the 400 km-long human chain spanning Catalonia from north to south in 2013 and the V-shaped demonstration occupying more than 11 km of Barcelona’s two main avenues in 2014. More than 1.5 million people participated in each of the demonstrations, which have always been peaceful and cheerful, claiming Catalonia’s right to self-determination. This year, another massive demonstration is planned, which is to occupy all of Meridiana Avenue, symbolically going from the Catalan Parliament to outside the city.

"We have to fight the same evils as the Enlightenment: obscurantism, fanaticism and tyranny", stated Consuelo Madrigal, the Director of Spain's Public Prosecution office – directly appointed by the Spanish Government – when  referring to Catalonia's self-determination process on Thursday in Madrid. Madrigal also added that the Spanish institutions and "the rule of law" have also to fight against the "deviations and errors" of the Catalan self-determination process. However, despite these strong words, she nuanced her statement by stressing something which should be obvious in any democratic country: she "will not prosecute intentions" such as the road map that pro-independence parties have agreed upon. Madrigal also referred to the prosecution launched against the President of the Catalan Government, Artur Mas, for the symbolic consultation vote on independence held on 9 November last.
