The Catalan Green Socialist and post-Communist coalition ICV-EUiA has presented the manifesto 'Catalonia with Tsipras' supporting Syriza, the Alternative Left Party that according to the polls could win the upcoming Greek General Election. More than 2,500 people have already signed the document through Change.org. The manifesto states that a clear win for the Alexis Tsipras party would be best for Europeans, in order to "initiate a necessary rebellion" in Southern Europe. The leaders of the main Catalan trade unions and some actors, writers and academics have expressed their support for the text. Barcelona will host a meeting focused on these elections on the 24^th of January.  

The document will be sent to the United Nations, the European Parliament, the European Commission, the Council of Europe and the Organization for Security and Co-operation in Europe (OSCE). The Spanish Government “violates the Catalan people’s right to decide its own political future and bans the exercise of democracy through a referendum or an internationally standardised consultation vote”, reads the complaint, signed by 1,386,628 citizens and 3,703 elected representatives such as mayors and MPs. They complain about the “Spanish Government’s anti-democratic attitude”, which ignored an electoral mandate from 2012 to hold a legal and binding self-determination vote in Catalonia, among other facts. The signatures were collected during the symbolic vote on independence held on 9 November by the civil society organisations Catalan National Assembly (ANC) and Òmnium Cultural, as well as by the Association of Municipalities for Independence (AMI). 

The European Commission has warned Spain that 6 Autonomous Communities, including Catalonia, should cancel their tax on large-sized shopping centres because it may represent indirect State aid benefiting smaller shops and therefore damaging free competition. The Catalan Minister for Business and Employment, Felip Puig, announced legal actions to defend this tax, which was validated by the Constitutional Court. Catalonia’s shopping model has a great presence of small and local shops, mostly run by families with a small number of employees. In order to protect this model and make it compatible with new shopping malls and large-sized international shops, in 2000 the Catalan Parliament created a tax on shops larger than 2,500 square metres. Currently, it is set at €17 per year per square metre. The revenue collected is devoted to actions promoting local retail.

The left-wing pro-independence party ERC has accepted the last proposal put forward by the President of the Catalan Government, Artur Mas, to run separately in early elections but with a large part of civil society representatives and independents being included in the President’s candidacy. However, the ERC has not ruled out the possibility of also including civil society representatives in its own list and wants elections in March. Any such elections should become a ‘de facto’ referendum on independence. The Catalan President accused the ERC of “twisting” his proposal. Furthermore, sources of the Catalan Government criticised the ERC’s “intransigency” because “they have not moved from their initial stance” of running separately in elections taking place this winter. Mas initially wanted to run together but was not particularly in a hurry to call the elections. 

The former European Commission’s Spokesperson for Economic Affairs during the Eurozone crisis, Amadeu Altafaj, is to become Catalonia’s Permanent Representative to the EU institutions. This position has been created as a way to increase the political weight of the already existing Catalan Government Delegation in Brussels in the middle of the debate about independence from Spain. Altafaj, who has also worked as Deputy Chief of Cabinet of the Commission’s Vice President for Economic and Monetary Affairs, Olli Rehn, since 2012, will now direct this delegation and become Catalonia’s voice in the EU institutions’ offices. On many occasions, Altafaj has been vocal about Catalonia’s self-determination, supporting it and emphasising that an independent Catalan State would be economically viable.

The Spanish Government has welcomed a European Council decision which emphasises that "territorial integrity" is "an essential function" of each Member State. Furthermore, the EU institution will "respect" the "national identities of Member States inherent in their fundamental political and constitutional structures, inclusive of regional and local self-government". Such statements are included within a more general declaration about respecting the rule of law within the European Union, issued after recent events in Hungary. However, the Spanish Government managed to include such references to the document, in the middle of the debate about Catalonia's potential independence from Spain and its continuity within the EU. EU Treaties would have to be reformed to include Catalonia, but they would also have to be reformed in order to kick it out of the EU, since there are no specific provisions on this case.

In 2011 and 2012, funds for scientific research in Catalonia dropped from €277 million to €224 million, a 19% decrease, according to a study issued on Friday by the Catalan Association of Public Universities. Despite this drastic budget reduction, scientific production has managed to keep similar levels to previous years and continue standing at levels similar to those in countries such as the UK or Belgium. The report compiles the main research and innovation indicators for 2011 and 2012. However, the main representatives of public universities warn that scientific production is at risk and could drop to pre-2010 levels if the budget situation does not shift. They also highlighted that public universities in Catalonia have the challenge of attracting greater private investment for its research projects.

On the same day, both the Spanish Justice Minister, Rafael Català, and the 'number 2' of the governing People's Party (PP), María Dolores de Cospedal, compared Catalonia's self-determination process with the Fascist and Nazi movements of the 1930s. Such a comparison trivialises Nazism and is highly offensive for millions of Catalan citizens. The Catalan pro-independence movement mainly demands to hold a democratic vote on independence, as in Scotland, and it has always acted in a peaceful and festive way. The expert in European populism, Meindert Fennema, stated he considered that to compare Catalan self-determination with Nazism to be "ridiculous" and "nonsensical". On top of this, he highlighted that Catalonia's society is highly inclusive, since it has welcomed and integrated millions of immigrants in the last 100 years. In fact, 70% of the Catalan population has origins from outside Catalonia and 80% of the Catalan population want to hold a self-determination vote. 

Catalan supermarkets and charities are working together to fight against the 1.18 million tonnes of food wasted each year in Catalonia. With 1.3 billion tonnes of food wasted each year worldwide, the issue of excess food is becoming increasingly important. Of the global figures, 89 million tonnes come from the EU, while 8 million come from Spain, making it the 7^th highest in Europe. Of Catalonia’s share, the equivalent of 34.9 kg is wasted per person on an annual basis. One approach in reducing this figure is being undertaken by supermarkets, which are responsible for 16% of total excess food in Catalonia, equivalent to 41,600 tonnes of food a year. Approaches vary from locking bins to reducing prices, and relabeling food products. Moreover, Catalan charity Banc dels Aliments has been active in the campaign against wasting food, running a six-year long annual event of redistributing donated food. 

The European Commission has warned Spain about its budget for 2015 and the possibility of meeting the global deficit target of 4.2%. It has asked the Spanish Government to adopt the necessary measures to guarantee that the 2015 budget will respect the Stability and Growth Pact. The Spanish Minister for the Economy answered back and affirmed that no additional measures will be adopted since the planned budget and the forecast economic growth “are enough”. The Commission also demanded that the Spanish Government put “more pressure” on the Autonomous Communities that will not meet their deficit target for 2014, which is likely the case of Catalonia. Brussels directly asked for the implementation of “corrective measures” in these cases. However, the Commission did not make any comment on whether such deficit targets unilaterally imposed by Madrid are fair or realistic. In fact, the Catalan Finance Minister accused the Spanish Government of putting the blame on the Autonomous Communities and “discrediting” them, in order to recentralise powers. 

The Emeritus Professor at the University of Amsterdam and political scientist, Meindert Fennema, spoke with the CNA about the Catalan independence process. According to this recognised expert in populism throughout Europe, the "Catalan process is not populist". Fennema emphasised that the origins of European populism and the Catalan independence movement are rooted in different historical contexts, and pointed out that the two have indisputable differences. One great contrast is that "populism started as an anti-immigrant movement", while "for historical reasons, Catalans have always embraced their immigrants". Moreover, the Catalan attitude towards government and the European Union integration is totally different than those adopted in populist stances, he highlighted. Furthermore he asserted that the claims that the Catalan independence process is a populist movement are false.

“There is one thing that I always find beneficial […] and that is to listen to people; not necessarily because you agree but, without listening, you will never get any wiser yourself”, stated Margrethe Vestager, the new European Commissioner for Competition, when she was asked about Catalonia’s self-determination process. However, Vestager, who used to be Denmark’s Deputy Prime Minister, also added that Catalonia’s self-determination debate should take place “without European interference”. The new Commissioner highlighted that it is “a Spanish-Catalonian issue” and that she has “a deep respect for countries organising themselves in different ways”, underlining the diversity of “constitutions and different histories” as a great European value. She explained that in Denmark they have “a long tradition of referenda” but that she “will not prescribe how other people should do things”.

The President of the Catalan Government, Artur Mas, assessed November 9's participatory process, when 81% of the 2.3 million participants voted for independence, despite the Spanish Government's obstacles and threats. On Tuesday, Mas asked the Spanish Prime Minister, Mariano Rajoy, to stop ignoring reality and start negotiating a mutually-agreed referendum on independence, like that in Scotland and Quebec. Taking into account Rajoy's attitude for the last 2 years, Mas was said to be "quite sceptical" but highlighted that Catalan representatives have always wanted a mutually-agreed vote, which is "the best" option. Mas also announced he was starting a round of talks with pro-self-determination parties – including the Socialists (PSC) – "to listen to everybody" about organising plebiscitary elections. In fact, he warned Rajoy that plebiscitary elections on independence can be called if he continues to refuse to negotiate. Besides, Mas confirmed that on Saturday that the Catalan Government's website had suffered a cyber-attack on a gigantic-scale, which was "organised by professionals".

The day after 2.3 million citizens gave their opinion on Catalonia's independence, the reactions of Spanish and Catalan parties did not bring great surprises. The PP, which runs the Spanish Government, considered the vote "illegal" and announced potential legal actions. In addition, they stated that "a silent majority" did not vote. The Spanish and Catalan Socialist parties (PSOE and PSC) insisted on a Constitutional Reform and rejected an independence referendum. Populist party Ciutadans (C's) asked for early elections, while Spanish nationalist UPyD wanted Catalonia's autonomy to be suspended. Parties supporting self-determination praised Sunday's vote. The governing centre-right pro-Catalan State coalition CiU wants to explore negotiations, although Liberal CDC is sceptical about the results. The left-wing independence party ERC and the alternative left and radical independence CUP rejected negotiations with Madrid. The green socialist and post-communist coalition ICV-EUiA asked for a binding referendum.

The European Commission has been asked about November 9's participatory process in Catalonia, when 2.3 million citizens cast votes about independence from Spain, but refused to comment and downplayed the citizen mobilisation. After such a unique and massive citizen participation process, which was carried out in a "calm" and "successful" way, according to the delegation of observers from the European Parliament, the European Commission repeated that it was Spain's "internal" affair. The Spokesperson for the Brussels-based institution, Margaritis Schinas, stated that "it is not the European Commission's role to express an opinion about Member States' internal and constitutional organisation issues". Asked about whether the more than 2 million European citizens do not "deserve" a reaction from the Commission, Schinas stated "they deserve the words I just said; I have nothing else to say".
