The European Union will adopt a "pragmatic approach" and employ "common sense" in the case of an independent Catalonia or Scotland and would not work to expel them, according to experts gathered at a conference on self-determination on Friday at the prestigious Sciences Po University in Paris. At the conference, which was organised with the support of the Catalan public-private soft diplomacy council Diplocat, experts highlighted the importance of "international recognition" for the process of acceptance of an independent Catalonia within the EU. Graham Avery, member of the Brussels-based think tank European Policy Centre (EPC) and Honorary Director General of the European Commission, said that the EU "has no problem in accepting changes in the borders of states", but that it has never experienced a secession which would create "two new member states".

The Instituto Cervantes in Utrecht was obliged to cancel the presentation of 'Victus', a novel by Catalan author Albert Sánchez Piñol on the Spanish Succession War and Barcelona's military siege of 1714, after which Catalonia lost its self-government institutions and political, social and cultural repression started. According to the author, his Dutch editorial house Signatuur and the Communication Director of the Cervantes Institute, the Spanish Embassy in The Netherlands obliged them to cancel the event the day before it was supposed to happen for political reasons. However, the Spanish Government is denying any political veto and states the cancellation was due to "diary problems". The scandal has been covered by Dutch media and Juliette Van Wersh, Publisher at Signatuur, stated they are "shocked" for a decision against "freedom of expression". The President of the Catalan Government, Artur Mas, stated that this veto is "in line with the international boycott" which Spanish authorities are carrying out against self-determination.

The Brussels-based Centre for European Policy Studies (CEPS) stated it cancelled a debate on the EU Membership of an independent Catalonia because they could not find a speaker arguing that Catalonia would be excluded from the EU. However, the Catalan Government and the Catalan Public Diplomacy Council (Diplocat) suspect the Spanish Government pressured the CEPS to cancel the debate, as it already tried to do with previous events. The Spanish Executive denied the accusations, which are also rejected by the CEPS. The event was organised weeks ago and was supposed to take place on Tuesday at 9.30am at the CEPS facilities, which is the most prestigious think tank in EU Affairs. It was "postponed" on Monday evening, just a few hours before it was due to start. A prestigious Constitutional expert, who advises the Catalan Government, Carles Viver i Pi-Sunyer, was supposed to present a report arguing that Catalonia would remain within the EU.

The University of Geneva hosted on Friday a debate on the future of Catalonia and the question of self-determination, in the first activity of the Public Diplomacy Council of Catalonia (Diplocat) in Switzerland. The event, organised by the Global Studies Institute of the University of Geneva in collaboration with the Swiss daily newspaper 'Le Temps', was attended by more than 150 people, who actively participated in the debate. Guest speakers included Francesc Homs, Catalan Minister for the Presidency Office and Spokesperson for the Government of Catalonia, Mercè Barceló, Chair of Constitutional Law at the Universitat Autònoma of Barcelona (UAB), and the Director of the Global Studies Institute, Nicolas Levrat.

On Thursday Universitetet i Oslo (UiO) hosted a round table debate with Norwegian and Catalan academics, journalists and economists to discuss the economic viability of an independent Catalonia and how it would fit into the European framework, whether in the European Union (EU) or the European Free Trade Area (EFTA). This debate was part of the conference 'Self-Determination Processes in the EU: the case of Catalonia', organised by the Public Diplomacy Council of Catalonia (Diplocat) together with the University of Oslo. The Diplocat – an organisation backed by the Catalan Government, universities, business associations, trade unions, FC Barcelona and other public and private institutions – is organising a series of debates in European and Spanish universities on Catalonia's self-determination demands.

CataloniaVotes.eu is a new website set up to present the independence referendum, related news, a chronology of the last few years and facts about Catalan society, culture and economy to a foreign audience. The new webpage is in English, French and German and will also follow the day-to-day evolution of the referendum process, a consultation vote scheduled for the 9^th November. It has been launched by the Public Diplomacy Council of Catalonia (Diplocat), an organisation backed by the Catalan Government, the four Provincial Councils, universities, chambers of commerce, the main business-owner associations, trade unions, FC Barcelona and other public and private institutions.

From April 2014, thanks to an agreement signed with the Institut Ramon Llull (IRL), the public body in charge of promoting Catalan culture abroad, the Tokyo University of Foreign Studies (TUFS) will offer a comprehensive course dedicated to the Catalan language and culture. The TUFS, one of the most prestigious institutions for language studies in Japan, will be the second university in the country to provide such training after the Hosei University - also in Tokyo - implemented a similar course in 2010. In the coming months, the TUFS will also host several events to strengthen the bonds between Catalonia and Japan, notably the symposium ‘Facts and fiction about independence, a plural view on Catalonia’.

The Public Diplomacy Council of Catalonia (Diplocat) has launched its first call for applications for ‘Grants for the International Projection of Catalan Civil Society Organisations’, designed to cover the participation costs of such organisations in international meetings. The grants will be managed by the Federation of Internationally Recognized Catalan Organisations (FOCIR) and applications can be submitted until the 27^th of March. The Secretary General of Diplocat, Albert Royo, detailed the call on Wednesday evening. He stressed that activities aimed towards international public opinion could have a significant impact on presenting Catalonia to the world.

The Catalan Minister for the Presidency and Spokesperson for the Executive, Francesc Homs, warned that “if a political solution cannot be reached” to keep Catalonia within the EU if it becomes independent from Spain, it would be “the end of Europe as a model for democratic and peaceful integration of the different peoples that form it”. On Monday, in a debate on ‘Catalonia’s political process’ held at the University of Lisbon’s Faculty of Law, Homs highlighted the fact that if EU Treaties had been interpreted “literally”, the financial bailouts for Spain, Portugal, Ireland and Greece would not have been possible. However, in this case, the EU reacted “with common sense” and for “the general interest”. Therefore, “since the EU is a project of peace and democracy, a political solution [for Catalonia] will be found, as the EU has ever done in all situations”, he stated.

The Public Diplomacy Council of Catalonia (Diplocat) has participated in a short observation mission in Costa Rica for the presidential and parliamentary elections which were held last Sunday. According to a press release, Diplocat deployed 8 electoral observation experts on the ground to visit 50 polling stations across Costa Rica. In their report, Diplocat congratulated the people of Costa Rica and the Elections Supreme Court for the peaceful and well-organised electoral process. However, they also uncovered the existence of inequalities between political parties during the campaign, especially regarding access to the media. By participating in such missions, Catalonia reasserts its commitment to promoting peace and strengthening democracy worldwide.  

A Professor at the prestigious Paris Institute of Political Studies (Science Po), Jean-Bernard Auby, has advocated for a temporary solution to keep Catalonia within the European Union if it reaches independence from Spain. This agreement should guarantee that Catalonia will not be excluded from the EU even if it does not immediately become a full-member. During a conference in Sciences Po Toulouse organised alongside the Public Diplomacy Council of Catalonia (Diplocat), Auby insisted that “Catalonia and the Catalans are part of the EU” and for this reason, if they become independent “one shouldn’t, in a mechanical way, impose on them to go through the procedures we impose on those who are complete outsiders”. The conference ‘The right to self-determination of Catalonia. Legality and democratic legitimacy’ is part of a series of debates on the right to self-determination, organised by the Diplocat and scheduled in prestigious universities throughout Europe.

The Public Diplomacy Council of Catalonia (DIPLOCAT) organized on Friday in Barcelona a conference on the Responsibility to Protect. This UN-backed principle claims that all countries have the responsibility to protect their citizens from human rights violations. The Executive Director of the World Federalist Movement-Institute for Global Policy, William Pace, argued that “the EU has in its DNA the responsibility to protect” and added that the attitude of the Catalan society is “also fundamental” in order to fight against “impunity for serious crimes”. The Secretary General of the DIPLOCAT, Albert Royo, said that “it is especially important” for Catalonia to “be able to explain which role it wants to play” in the international arena, now that is considering becoming an independent country.

Experts from academia and Catalan and Andalusian civil society held a debate on the right to self-determination in the University of Seville. This Friday, the Public Diplomacy Council of Catalonia (Diplocat), in cooperation with Seville’s Law Faculty, organised two round tables on the democratic and legal implications of a self-determination vote in Catalonia and the role played by civil society. Diplocat is the Catalan soft diplomacy network supported by the main public institutions, business associations and chambers of commerce. Diplocat’s Secretary General, Albert Royo, pointed out that 80% of Catalans would like to hold a self-determination vote and for this reason the soft diplomacy network organises events such as the one in Seville, in order to involve the Spanish society in the debate. Antonio Merchán, Dean of the Law Faculty, highlighted the importance “to talk” about it.

The University College London and the Public Diplomacy Council of Catalonia conference on “Self-Determination Processes in the EU” was attended by more than 100 people. Scholars and public figures discussed the Catalan and the Scottish cases in relation to the EU. Honorary Director-General of the European Commission and Oxford Professor Graham Avery stated that the EU “should not get in the way of the people in deciding their future” but he admitted the situation in Catalonia was “less clear” than in Scotland. Professor Emeritus at the University of Edinburgh David Edward said it all depended on Madrid’s decision to accept or to reject the outcome of a referendum.
