Barcelona hosts a conference with international experts on refugee integration
The Catalan Minister for Foreign Affairs, Institutional Relations and Transparency, Raül Romeva, has defended on Monday that “everything is impossible until it happens” and that “when it happens, it is irreversible”. At the opening of the conference, ‘Sovereignty and self-determination in times of Brexit’, organized by the Catalan Public Diplomacy Council (DIPLOCAT) and the Pompeu Fabra University in Barcelona, the Minister of Foreign Affairs noted the “capacity for adaptation” shown by the European Union “throughout history” in order to respond to “the will of the citizens”. Romeva insisted that the birth of “new and smaller” States like a possible independent Catalonia or Scotland should not “frighten anyone”, but rather should be seen as an “opportunity”.
Barcelona and London, the capital cities of Catalonia and the United Kingdom, suffered sustained bombardments by fascist air forces during the first half of the 20th century. Coinciding with the 80th anniversary of the aerial bombing of Barcelona during the Spanish Civil War, the Public Diplomacy Council of Catalonia (Diplocat) together with the European Observatory on Memories (Eurom) and in collaboration with the University of Brighton organized a conference at London’s Imperial War Museum to share Catalonia and United Kingdom’s history under the fascist bombs. The commemorative event gathered together representatives from the Catalan Government, mayors of some of the cities who suffered the most under the fascist aviation attacks, British politicians, such as Chris Bambery, former spokesman for the APPG on Catalonia, and researchers and historians from both the UK and Catalonia specialized in the Great World Wars.
The president of the American Enterprise Institute (AEI), Arthur Brooks, explained in an interview with the CNA how the impact of an independent Catalonia on the European Union “could in a strange and paradoxical way have the greatest benefit that Europe could imagine”. The renowned American social scientist said that Catalonia, with its entrepreneurial culture, could become “an example” to other countries and have a “resuscitation effect” on a “struggling” Europe. Brooks also stated that “the Catalan independence movement is not populist”. Brooks was invited by the Catalan Council of Public Diplomacy (DIPLOCAT) to give a conference on “Populism and Human Dignity” in Barcelona on May 17.
Spanish diplomats tried to pressure the moderator of an event with former Catalan president, Artur Mas, in Brussels. The correspondent from the French newspaper Libération, Jean Quatremer, admitted on Tuesday that when he agreed to present the event with the former Catalan president, he received some “news from Madrid”. “They called to ask me why I had accepted, and if I was sure about what I was getting into, and obviously I was,” said the correspondent, stressing that he is not in favor of independence. During the conference, Mas defended the demands for a referendum in Catalonia and said regretfully that “the only” dialogue that the Spanish state offers to the Catalan people is with “the judges”.
One of Catalonia’s most beloved festivals, Sant Jordi, will be celebrated in a record 50 countries worldwide this year. Although Catalonia’s Patron Saint Day is on the 23rd of April, there are activities related to books and roses—the main protagonists of the day—scheduled over the course of a few weeks in New York, Bogotá, London, Melbourne, Johannesburg, and many others. The Delegations of the Catalan Government abroad play a key role in exporting Sant Jordi around the world. Also active is the Institut Ramon Llull (IRL), which is a public institution in charge of promoting Catalan culture and language, and the University Network of Catalan Studies Abroad. Thus, exhibitions, public readings, stalls selling books and roses, and elements of Catalan culture, such as traditional human towers (Castellers), will deliver the spirit of Sant Jordi all over the globe.
The Catalan branch of the Conservative People’s Party (PPC) accused the Catalan Government of having paid for the Catalan President, Carles Puigdemont to meet with former US President, Jimmy Carter, last Friday in Atlanta. “This is not only false but indecent,” said Puigdemont in an interview with Catalunya Ràdiothis Monday. Such accusations, made by PPC’s leader Xavier García Albiol and supported by the main opposition party in the Catalan Parliament, Spanish unionist ‘Ciutadans’, prove Spain’s mindset, which “insists on treating Catalonia as a colony,” he added. Puigdemont also criticized the aim of the PP and Spanish Government to spread the idea that the Catalan executive “does not have the right”to explain its situation abroad. He said that some Spanish diplomats “feel uncomfortable”with the Spanish executive’s directions, which include “having to criticize”the Catalan Government and “blocking”events and meetings.
Spain’s so-called ‘dialogue operation’ with Catalonia has had “zero” impact at international level. This statement was made this Tuesday by the Secretary General of the Public Diplomacy Council of Catalonia (Diplocat), Albert Royo, during the conference ‘Catalan Public Diplomacy in a changing world’. The talk was organised by the Federation of Internationally Recognized Catalan Organisations (FOCIR, going by its Catalan initials). According to Royo, what is transcending abroad is the “persecution of 400 Catalan elected officials being carried out by Spain”. “Until now the dialogue operation has not materialised and been translated into concrete facts, we neither see it in Catalonia nor abroad”, he added. Furthermore, he warned that with the dialogue promises Spain is “paving the way to legitimate future coercive measures [against Catalonia] at international level”.
The Public Diplomacy Council of Catalonia (Diplocat) has been invited by the Electoral Commission of the Former Yugoslav Republic of Macedonia to observe the early parliamentary elections that will take place on Sunday. A team of eleven observers trained in international electoral observation, who are currently following the final days of the election campaign and the preparations for the vote in the regions of Skopje, the Northeast, the Southwest, and Pegalonia. On Sunday they will observe the actual vote itself, the vote count, the compiling of the results, and the final announcement of the results. This is not the first time that Catalonia’s Public Diplomacy Council sends an observation mission to another country; recently, in October, they travelled to Morocco and so far they have also been present at elections in Uruguay, Costa Rica and Armenia.
Thirty-nine international recognised names in the field of diplomacy, economics, the arts, sports and research have been appointed members of the recently created Advisory Council of the Public Diplomacy Council of Catalonia (Diplocat). The members of the body, aimed at projecting Catalonia to the world, will take part in it for a period of four years, which can be renewed, and will do so in an altruistic manner. Diplocat decided to set up this body during a plenary session held on Thursday at the Sala Tàpies at the Catalan Government headquarters, Palau de la Generalitat. Some of the most well-known names of the Council are: former US ambassador, Ambler Moss; former Mexican ambassador, Arturo Sarukhan; Representative of the UN Refugee Agency (UNHCR) in Central Europe, Montserrat Feixas; businesswoman Sol Daurella; musicians Jordi Savall and Josep Carreras; Swedish MEP Bodil Valero; philosopher Josep Ramoneda; chef Carme Ruscalleda and footballer Xavi Hernàndez
The Public Diplomacy Council of Catalonia (DIPLOCAT) and the ‘Institut de Ciénces Politiques Louvain-Europe’ (ISPOLE), organised this Tuesday an event entitled “Catalonia: A New State in Europe?” at the Catholic University of Louvain (UCL) located about 50 kilometres east of Brussels. The conference included the presence of Amadeu Altafaj, Representative of the Catalan Government to the EU, Michel Liégeois, President of ISPOLE and Michael Keating, Professor of Political Science at the University of Aberdeen and Director of the ESRC Centre on Constitutional Change, amongst other experts. However, all the attention turned to the public when a supposed student claimed to represent Spaniards and Catalans which were absent and questioned the objectivity of the event. Later on, Laura Martínez Bocos admitted to speaking on behalf of the Spanish Embassy in Belgium, where she holds the rank of Counsellor.
The National Council for Human Rights, the Moroccan agency responsible for accrediting international observers, has invited the Public Diplomacy Council of Catalonia (Diplocat) to join the almost one hundred observers monitoring the elections taking place in Morocco this Friday 9th of October. Diplocat has send a mission of 12 people that have received training in the field of international observation ad have followed the election campaign and the preparation for this day. The general secretary of Diplocat, Albert Royo, believes that this mission Catalonia has sent is relevant because it "makes Catalonia visible as an international committed, serious and responsible actor, in a natural space of action as is the Mediterranean area". The election observation mission will present an assessment report publicly after the election.
Catalonia has the “cultural capital” and the “knowledge” to promote a new model of production, more sustainable than the “obsolete” one. This is the main conclusion of a lecture given at the conference “A new Economic Paradigm for a Sustainable Catalonia’ by economist Jeremy Rifkin organized on Wednesday in Sant Cugat, a city near Barcelona, by the Public Diplomacy Council of Catalonia (Diplocat). According to the sociologist and political advisor, Catalonia has the potential to “lead the way of Regional Europe” to the ‘Third Industrial Revolution’. Rifkin predicts an economic paradigm shift as a result of two merging factors: Internet technology and renewable energies, which will create a powerful Third Industrial Revolution where people will produce their own green energy and will share it on a sort of “Energy Internet”, in the same way we share information today.
For the first time ever, Catalonia took part in Almedalsveckan, a political festival with more than 50 years of tradition held annually on the Swedish island of Gotland. The Europahuset, which gathers together representatives from the European Parliament and the European Commission in Sweden, invited the Secretary General of the Public Diplomacy Council of Catalonia (DIPLOCAT), Albert Royo and the Catalan Government’s General Director of Foreign Affairs, Maria Badia to discuss the challenges that Catalonia’s political process represents for the EU. Royo emphasised how the Spanish Government failed to respond to Catalonia’s demands in relation to a vote on independence. For her part, Badia relied on the EU’s pragmatism and predicted that it “will find the way to embrace Catalonia when the moment arises”.
