The Catalan Government collected €43.5 million in tourism tax revenue in 2015, an increase of nearly 5.5% from 2014. Quarterly analysis shows a growth in revenue from hotels, cruises, and tourist homes used by those visiting Catalonia. Additionally, the Catalan Government said that 2015’s numbers show widespread growth in touristic revenues across almost all areas of Catalonia, with Terres de l’Ebre leading with an 11.6% growth from 2014. Catalan Ministry for Business and Knowledge Jordi Baiget said the increase in revenue is “parallel to the increase in tourists” who visit Catalonia — especially those who visit during the last quarter of the year, which in 2015 proved to be the most successful. 

The Catalan President, Carles Puigdemont, and Spanish alternative left ‘Podemos’Secretary General, Pablo Iglesias, met this Friday at Palau de la Generalitat. Iglesias assured before the media that he transmitted to Puigdemont his “compromise regarding the celebration of a referendum in Catalonia” which is “the best solution to the current deadlock”. “Catalan society has to decide and the vast majority of Catalans want to do so”, he stated. The Catalan government’s spokeswoman, Neus Munté, explained the content of the meeting to the media and emphasised “Puigdemont’s intention to keep the roadmap”towards independence “which will continue to be developed”regardless of the negotiations to form a new government in Spain. The meeting comes one day after the Spanish Socialist Party (PSOE), Spanish Unionist ‘Ciutadans’and Podemos met to discuss a possible triple agreement to form an alternative government to that currently ruling in Spain, composed by the conservative People’s Party (PP). 

The Catalan of the Year Award for 2015 has been given to Òscar Camps, activist and director of the NGO Pro-Activa Open Arms. Pro-Activa Open Arms has been fighting since 2014 to save refugees´ lives in the Aegean Sea and on the island of Lesbos. The other two finalists were prominent journalist Josep Maria Espinàs and Pau Dones, a well-known singer who recently won his battle with colon cancer. The award is organised by the newspaper ‘El Periodico’, and it is decided upon through votes submitted by readers of the newspaper. Also awarded was the group ‘Stop Mare Mortum’ (SMM), for Best Solidarity Initiative, and the Simon Holding Industrial Group, for Best Business Initiative. 

The Catalan vice president and Catalan Minister for Economy and Tax Office, Oriol Junqueras, stated that the Government “won’t make any cuts”and emphasised that Catalonia already allocates 70% of its budget to social policies and that 90% of the Government’s expenses are final. Junqueras’ statements come after the Spanish Finance Minister, Cristóbal Montoro, sent a letter to several Autonomous Communities in Spain urging them to “comply with the budget stability”. Montoro also nuanced that Catalonia’s deficit target in 2015, which was 2.7%, surpassed the maximum deficit established by the Spanish government by 0.7%. “If the Spanish Ministry wants to make cuts or shut down hospitals, it will have to come and do it itself”, warned Junqueras. He also emphasised that “the Spanish Finance Ministry has imposed so many cuts in the last years that any additional ones are simply inapplicable”.

The number of young Catalans living abroad will be tallied and efforts will be continued to encourage their return. The Department of Youth estimates that more than 3,000 young people left Catalonia to move abroad in 2014 and there were 242,070 Catalans living abroad by May 2015, according to data released by the Catalan Institute of Statistics (Idescat). Projects are being set forth to aid in providing access for entrepreneurs to profiles that are outside Catalonia, job opportunities in the field of research, and promote entrepreneurship within the region. Móncat, the web platform focused on employment opportunities, will also be geared towards connecting Catalans living abroad to opportunities in Catalonia. 

Pro-independence radical left CUP presented a document analysing the recent political strategy regarding Catalonia’s push for independence and the steps to be taken in the near future. The document sets an ultimatum to Catalan President Carles Puigdemont and his government to keep the commitment in relation to the agreed roadmap towards independence. CUP urge pro-independence cross-party list ‘Junts Pel Sí’to make a clear step “on the way towards the rupture”by the 10^th of January, when the government will celebrate its first year in office. Otherwise, CUP will consider these 12 months “a fraud”and will therefore promote “a change of paradigm”. The document also nuances that this step has to “turn”the “contention”expressed so far in the government’s political and public discourse.

The Government has announced that within three months it will promote a new plan of action to implement electronic voting. The plan of action includes tests for the novel system to be carried out before the end of the year, and the Government hopes for it to be implemented by the next Parliamentary elections. Catalan Minister for Public Administration Meritxell Borràs explained that the objective is to avoid a repetition of the “shame”of the elections held on the 27^th of September, during which a large number of Catalans residing abroad who were registered to vote did not have their ballots counted, although the documents were mailed on time. While Borràs, noted that she has not yet communicated the decision to promote the electronic voting system with Madrid, she has no doubt that the plan of action will be met with “maximum collaboration”. 

The region which attracted the fourth-most foreign investment in Europe in 2015 was Catalonia. According to the Financial Times’ FDi Markets report, the Catalan economy attracted €5.224 billion throughout 2015, the highest figure of the data series, which sets Catalonia as the leading region in the Western European area. The sector which attracted most foreign investment was ICT, which according to Catalan Ministry for Business and Knowledge, Jordi Baiget, proves the “traction effect” of the Mobile World Congress for the Catalan economy. Baiget explained this good result as being due to Catalonia’s geographic situation and the neighbouring markets, as well as to its qualified workforce and its solid, diversified and innovative business network. In March, the Financial Times report FDi European Cities and Regions of the future 2016/2017 recognised Barcelona as the best city in Europe for foreign investment.

Spain’s executive position in relation to Catalonia’s push for independence and its “refusal to budge” concerns the international community. Catalan Minister for Foreign Affairs, former MEP Raül Romeva, explained this Friday that none of the diplomats he has talked to so far understand why “there is no one at the other end of the table”to discuss the situation in Catalonia. According to him, the international community rejects Spain’s executive campaign to confront both “politically and judicially”and tackle the situation in Catalonia through the court. Romeva also added that the perception that Catalonia’s push for independence and its future relationship with Spain is an internal matter is changing, and the international community is becoming aware that it is a topic which may also affect them.

After more than 10 years of negotiations between the Catalan government and the Spanish Ministry for Transport and many changes on the route, the railway connection to Barcelona’s port will be a reality in two years’ time. The final project will cost €104 million and will be 50% funded by Port de Barcelona and the Spanish Ministry for Transport. The railway connection to Barcelona’s Port has been long-awaited by the Catalan government, as 13% of the containers and 30% of the cars that pass through the port are transported by train. The acceleration of this connection emphasises the need to start the construction of the Mediterranean corridor, one of the government’s main goals in terms of infrastructure, which is set to transport freight and passengers non-stop from Gibraltar to Central Europe.

Three new Catalan government delegations will be opened during this term of office. According to the Secretary for Foreign Affairs, Jordi Solé, the new delegation in Lisbon will be in full operation “in the following months” while those planned for the Vatican City and Morocco are still pending deployment by the Government. Although these three new delegations have already been appealed by the Spanish Constitutional Court (TC), Solé insisted on the “key role” that these institutions play in Catalonia’s foreign affairs strategy and emphasised the government’s will to “continue deploying Catalonia’s institutional representation in the world”. The Catalan government already has seven delegations abroad, as well as three more projected in the short-term and some others to be opened in the near future.

Catalan President Carles Puigdemont and current Spanish Prime Minister Mariano Rajoy presided over the tribute to the victims of the Germanwings aircraft which crashed in the French Alps one year ago, on its way from Barcelona to Düsseldorf, with 150 on board. Both presidents exchanged “cordial” words during the institutional event but avoided commenting on any political issue, sources from the government stated. This Wednesday’s coincidence was the first meeting between Puigdemont and Rajoy since the Catalan President took office, on the 12^th of January. The Catalan government’s spokeswoman, Neus Munté, noted that Rajoy didn’t call Puigdemont when he was instated as President or to “show condolence” after the coach crash which killed 13 international students this past Sunday in the south of Catalonia.

Italian Prime Minister, Matteo Renzi, travelled this Monday to Catalonia on a private visit, as he was related to one of the victims of the coach crash which occurred in the South of Catalonia on Sunday, killing at least 13 internationals who were returning from a trip to Valencia. 7 of the 13 victims, all of them female, were Italian, two were German and the rest were from Romania, France, Austria and Uzbekistan respectively. All of the victims were aged between 19 and 25. Catalan President, Carles Puigdemont, received Renzi at the airport in Tortosa and will accompany him during his visit. Eight families have already travelled to Catalonia to start the identification of the victims and three more are expected to arrive throughout this Monday.

Catalan President, Carles Puigdemont expressed Catalonia’s willingness to accommodate 4,500 refugees and provide “a solution for those millions of people running away from war”. In a letter to the EU Commissioner for Migration, Home Affairs and Citizenship, Dimitris Avramopoulos, Catalan President Carles Puigdemont stated that the Catalan government and institutions are “working to accommodate around 4,500 refugees” and assured that Catalonia is “ready to receive up to 1,800 refugees” right now, “600 of which would be hosted directly by the Catalan government”. On the other hand, the Spanish executive responded to Puigdemont’s action and accused him of acting “unilaterally” and “adding more problems” to the existing situation. “A region in Europe wants to be the solution to the problem, this is impossible”, stated current Spanish vice president, Soraya Sáenz de Santamaría. 

The situation of the Catalan language in the Spanish state has been debated, for the first time ever, in the Committee on Civil Liberties, Justice and Home Affairs of the European Parliament. This Thursday the European Language Equality Network (ELEN), Europe’s only international civil society organisation dedicated to the protection and promotion of regional, minority and endangered languages, warned of the “outrageous” discrimination regarding the use of Catalan in many spheres of public life in Spain. ELEN’s general secretary, Davyth Hicks, presented the latest report published by ‘Plataforma per la Llengua’ a non-governmental organisation that works to promote Catalan as a tool for social cohesion and stated that Spain is “violating the Charter of Fundamental Rights” and, therefore, called for proceedings against Spain for “linguistic discrimination”.
