Former Catalan Minister for the Presidency, Frances Homs, is being investigated by Spain’s Supreme Court for helping to organise the 9-N symbolic vote on independence in 2014. Homs, who is currently the leader of Catalan coalition ‘Democràcia i Llibertat’ in the Spanish Parliament, is accused of disobedience, perversion of justice and misappropriation of public funds, the same charges for which former Catalan President Artur Mas, former Vice-President Joana Ortega and former Catalan Minister of Education Irene Rigau were also summonsed last October. Homs lamented the “low democratic quality” of the Spanish State and assured that he will testify before the court “carrying the pro-independence flag”. 

Secretary General of ‘abertzale’ Basque separatist party Sortu and former member of Basque terrorist group ETA, Arnaldo Otegi met this Wednesday with Parliament’s President, Carme Forcadell. The meeting provoked huge media expectation and also triggered fierce criticism amongst several groups in the Parliament. The People’s Party of Catalonia (PPC) and Spanish Unionist ‘Ciutadans accused Forcadell of “listening to terrorists” and met with the Association of Victims of Terrorism (AVT) instead. Earlier this morning, Otegi explained in an interview with Catalunya Radio that Catalonia’s pro-independence process “has no turning back” and that the aim of his visit is “to listen and to learn”. Otegi also hoped that the Basque pro-independence process would have a leader such as former Catalan President Artur Mas.

The Catalan Government wants to put a stop to ‘binge tourism’ and will therefore expel from the Catalan Tourism Agency (ACT) those establishments which promote it. The decision came after a meeting with representatives from the Association of Tourism Employers of the Counties of Penedès and Garraf (ADEPG). Director General of Tourism Marian Muro called on businessmen of the sector “to be brave” and preserve Catalonia as a prestigious tourist destination and “contribute” so that its image “won’t be damaged”. Indeed, an operator that organised the so-called ‘Karibean Spring Break’ in Salou, which was promoted directly to young foreigners and used binge drinking and the expectation of sex as a promotional tool to lure the young tourists, has withdrawn this tourism package from the market.

The Catalan Ministry for Health has confirmed this Tuesday that there are four new cases of people infected with Zika virus in Catalonia, one of which is a pregnant woman. Thus, the number of infected with Zika virus in Catalonia totals 45, 29 women and 16 men. The disease is especially grave for pregnant women as it may cause malformations in the baby’s brain, which may lead to it being underdeveloped. Indeed, in the beginning of May the health authorities in Catalonia confirmed the first case of Zika-linked microcephaly, as the foetus of an infected woman suffered from several malformations. All those affected by the virus reported having been in South or Central America, in those areas where Zika is most active, and confirmed that they were bitten by mosquitoes during their stay.

Catalan Minister for Planning and Sustainability Josep Rull is at the UN Headquarters in New York, together with over 100 representatives of local and regional governments from around the world, in order to prepare ‘Habitat III’, the United Nations Conference on Housing and Sustainable Urban Development, which will be held in Quito, Ecuador in October. In his intervention, Rull emphasised Catalonia’s push for independence and the legitimacy of such a process in front of the international community. I am a member of a democratically elected government that is working to become an independent state. Earlier, Rull greeted the Secretary General of the United Nations Ban Ki-moon “on behalf of Catalonia”. The Catalan Minister also expressed the Government’s point of view regarding the draft of the New Urban Agenda, a compilation of pledges and new obligations which set in place a new global strategy on urbanisation for the next two decades and which is expected to be approved at the Quito summit. 

“This official trip and the meetings we have held prove that Catalonia’s political process generates international interest”, stated Catalan President, Carles Puigdemont, on the last day of his official trip to London. Indeed, this is so much the case that Spain’s government sent two officials to the British capital in order to “counteract the explanations that the Catalan government has been giving first hand”, he lamented. Puigdemont made these statements on his last day in London, while visiting the headquarters of the Catalan bank ‘Banc de Sabadell’ in the City. “The European political, economic and social agents want to know first-hand what’s going on in Catalonia and why” assured Puigdemont, which “refutes the Spanish mantra, according to which the Catalan process doesn’t interest anybody”. 

Catalan President, Carles Puigdemont, gave the talk ‘Mapping the path towards Catalan independence’ at Chatham House, one of the most important think tanks in the world. In front of nearly 200 international professionals from different fields, Puigdemont described Catalonia’s process for becoming a new state and said that he is convinced that “when the time comes” the European Union “will show its big ability to adapt” and will not let Catalonia, “whose economy represents 2% of the European GDP”, go. “We will adopt the 3,363 international treaties which Spain has signed in order to be perfectly integrated within the context of the free and democratic nations worldwide”, he added. The conference at Chatham House was one of the highlights of Puigdemont’s official trip to London, which will finish this Friday. 

Catalan President Carles Puigdemont met with former Scottish First Minister, Alex Salmond, during the President’s official trip to London. In a face-to-face interview on the radio programme ‘El Balcó’, from Cadena SER radio, Puigdemont praised “Scotland’s know-how in terms of organising referendums” and assured that Catalonia would like to conduct its pro-independence process “in the Scottish way” but lamented that Spain “is not the United Kingdom” and therefore “it is hard to negotiate if there is no one at the other end of the table”. For his part, Salmond insisted that “it is not for Scotland to instruct Catalonia on the specific techniques to follow” in order to achieve their purposes but emphasised that “ballot boxes and democracy will prevail” and “the opportunity shall arise”. This was Puigdemont’s first event in London, where he will be on an official trip until Friday.

The new Catalan state will be “a citizen and participative republic”, based on a presidential system, without an army but with an “Agency for Security and Defence” which would protect citizens and control the borders. These are some of the points of the first draft that ‘Constituïm’, a group made up of several professionals from different fields that has already put together previous attempts at writing a Catalan Constitution, delivered this Wednesday to the Parliament’s President, Carme Forcadell. In total, the first proposal presented up to now includes 49 articles. The draft also foresees Catalan and Aranese, a language which is spoken in the northern region of Val d’Aran, in the Catalan Pyrenees, as the only official languages of the republic, with Spanish set to have a “special status”. The text will now be sent to several groups so they can study its constitutive process. Among those reviewing the document are the different political groups in Parliament along with civil society associations such as the National Assembly of Catalonia (ANC), the Association of Municipalities for Independence (AMI) and the association promoting Catalan culture, Òmnium Cultural.

The filming of award-winning director Agustí Villarongas' new movie, a cinematic adaption of the classic novel by Catalan author Joan Sales about the Spanish Civil War, has already started in Aragon in north-eastern Spain. Written in 1956, 'Uncertain Glory' is considered to be one of the most important works in Catalan literature of the twentieth century, and its English translation by Peter Bush was chosen on the list of 10 best novels of 2014 by The Economist. It is the first Catalan novel portraying the Civil War through the losing Republicans’ eyes, and for many it is the greatest depiction of the whole war. The film is scheduled to arrive in cinemas in 2017. 

Catalan President, Carles Puigdemont and former Scottish First Minister, Alex Salmond, will be interviewed this Thursday on the radio programme ‘El Balcó’ of Cadena SER radio station. The conversation will take place during Puigdemont’s official trip to London, during which the Catalan President will give the talk ‘Mapping a Path Towards Catalan Independence’ at London’s Chatham House, one of the most important think tanks in the world. Puigdemont will be in London from Wednesday to Friday, and on the diplomatic trip he will also hold an interview with the BBC and attend business meetings in the financial heart of the city. London will be Puigdemont’s second official trip abroad, after visiting Belgium in the beginning of May.

The Catalan President said that liberal party Convergència Democràtica (CDC) needs to be “renewed” and members should not be afraid of forming a new one, even under a “new name”. “We need new leadership, a new language, new priorities, new ways of governing and to offer new messages to the citizens”, he said in an interview with CNA. The CDC party is celebrating an internal consultation on the 21st of May to decide its own future. Former president Artur Mas and president of CDC said this week that he aims to create a new party, in comments now echoed by his successor in the Government, Carles Puigdemont.

Michael Keating, Director of the Edinburgh-based Centre on Constitutional Change, said in an interview with CNA that “Catalans need Scotland more than Scotland needs Catalonia”, because the Scots “have in recent years been doing much better than the Catalan independence people: they got a referendum, they got the right to self-determination and they got more powers”. The President of the SNP-Friends of Catalonia group, David McDonald, said that he sees similarities between Catalonia and Scotland but warned that the Scottish people “wouldn’t have accepted the kind of censorship or approach” from the UK that Spain takes with Catalonia.

The Catalan President Carles Puigdemont announced that the Government will prepare new legislation to protect the core policies of the social emergency law suspended by the Spanish Constitutional Court (TC). The new law will include “practical tools with legal security” that will “reformulate” the suspended articles of the legislation but “keep its spirit”. Drafting a new law was the main compromise of the social emergency summit organised on Tuesday by the Catalan Government, the local authorities and the main political parties in Catalonia following the Spanish Government’s legal challenge against the social emergency law. Puigdemont described the negotiations as “long, intense and very useful” and said that the new law is needed “to restore everything the Constitutional Court has suspended”. The meeting, he said, “wasn’t about political discrepancies but about showing that this issue concerns us all”.

The NGO ‘Plataforma per la Llengua’, which aims to promote the use of Catalan as a tool for social cohesion, warned on Tuesday that the language is “going backwards” in the field of Justice. Only 3% of trials in Catalonia are in Catalan and up to 75% of lawyers that use it have been asked to use Spanish instead on at least one occasion, regretted the president of the NGO, Òscar Escuder. A new report from the organisation, however, also includes some positive figures: Catalan is now spoken by more than 10 million people, and up to 13.4 million understand it. Outside Catalonia, it is in the Balearic Islands where Catalan is most widely spoken: up to 80.5% of citizens there know the language. In French-Catalonia, however, only 35.5% of inhabitants speak the language.
