Barcelona’s City Hall had to dismantle the exhibition ‘Franco-Victory-Republic: impunity and urban space’after the equestrian sculpture of dictator Francisco Franco was pulled down last night. The monument, the head of which was pulled off in an act of vandalism a couple of years ago, had suffered several attacks since it was put in place before the ‘El Born’cultural centre on Monday. It was vandalised with graffiti, many offended citizens threw eggs and fruits at it and even objects such as the head of a pig were spontaneously added to the monument. According to Barcelona’s Deputy Mayor, Gerardo Pisarello, the exhibition “was a good decision” rather than a mistake because “it has generated public debate and reflection on the Francoism impunity”. The exhibition also included another Francoist sculpture, ‘Victoria’, which was withdrawn this Friday by Barcelona’s City Hall, because it didn’t make “any sense without the sculpture of the dictator”, Pisarello explained.

The 20^th edition of Barcelona Meeting Point (BMP), the international and professional real estate trade fair in Spain, opened this Wednesday. The inauguration was marked by contention. The Catalan representatives decided not to attend it. The Catalan Minister for Public Administration, Meritxell Borràs, and the Catalan Minister for Planning and Sustainability, Josep Rull, informed the President of the BMP of their decision through a letter. The reason for their absence is that by Tuesday, less than 24 hours before the start of the fair, the organisers had still not informed the Catalan representatives about the time of the event, as they were waiting to know the agenda of the Spanish representative. The Catalan Ministers assessed this lack of information as “disregard and informality towards members of the Government of Catalonia and all the attendees”.

The Catalan Parliament passed this Wednesday a bill aimed at annulling all the express judicial sentences of the Franco regime, known as summary court-martials. 78,000 people were condemned between 1939 and 1975, 20,000 of them through these judicial procedures, among which was the Catalan President Lluís Companys, who was executed in 1940, and the anarchist activist Salvador Puig Antich, who was one of the last victims of the Francoist garrotte executions for political reasons. Now, 41 years after Franco’s death, the victims and relatives of the victims is seeing the Parliament take action so as that all the verdicts can be declared null and void. This proposal of judicial reparation for the “dignity” of the victims was driven by the cross-party pro-independence coalition ‘Junts pel Sí’, the radical-left CUP and the alternative left-coalition ‘Catalunya Sí que es Pot' (CSQP).

Current Spanish Minister for Home Affairs, Jorge Fernández Díaz, has been reproved by the Spanish Parliament. All the parties in the Spanish Chamber, except from the currently governing People’s Party (PP) voted in favour of the bill presented by the Catalan European Democratic Party (PDECat) which called for Fernández Díaz’s immediate resignation. The current Spanish Minister for Home Affairs was recently in the spotlight after several tapes revealed his implication in a smear scandal to discredit Catalonia’s main pro-independence parties, ‘Convergència’ (now renamed PDECat) and left wing pro-independence ERC. The recordings, which were made in 2014, revealed a conversation between Fernández Díaz, and the Director of Catalonia's Anti-fraud Office Daniel de Alfonso Laso, who was dismissed soon after the tapes were made public.

“It is unbelievable that being democratic in Spain is nowadays a risky sport”, stated Catalan President, Carles Puigdemont this Tuesday during an official trip to Paris. After meeting the leader of the Union of Democrats and Independents (UDI), Jean Christophe Lagarde, Puigdemont lamented “Spain’s democratic weakness” but admitted that it “is not surprising”. In the same vein, Puigdemont gave an address on Monday at the centre of political studies of Sciences Po in Paris and denounced the “judicial persecution” that the Catalan politicians who defend the independence process must face. “The legal framework must be at the service of democracy and not the other way around”, he said and lamented the recent demands from the Spanish Constitutional Court (TC) to file a complaint against Parliament’s President, Carme Forcadell, for allowing the pro-independence roadmap to be put to vote.  

Mind the Byte, a Catalan company dedicated to computational drug design, will enter the bioinformatics market in Japan, thanks to a distribution agreement with the Japanese company Filgen. This agreement came after several meetings between the companies during a mission of the public business competitiveness and internationalisation agency ACCIÓ in Japan last year. The founder and CEO of Mind the Byte, Alfons Nonell-Canals, stated that this step is important as the overall bioinformatics market in Japan “is expected to grow 21% by 2020”. The company estimates that it will have an annual turnover of €1.2 million in Japan by 2020, “a very large and mature market in the field of biotechnology”. "We are small and we are in a phase of development but Japan is a key country", said Nonell-Canals.

Catalonia wants to be the first region to implement the New Urban Agenda, a document to be adopted this week at Habitat III, the United Nations Conference on Housing and Sustainable Urban Development in Quito, Ecuador. The aim of this meeting of local and regional leaders is to secure renewed political commitment for sustainable urban development, assess accomplishments to date and provide guidance to states, city and regional authorities, civil society, foundations, NGOs, academic researchers and U.?N. agencies in this field. The Catalan Minister for Planning and Sustainability, Josep Rull, has offered to the United Nations that Catalonia be the first territory to implement the conclusions of the New Urban Agenda and stressed that the Catalan model "is inclusive, cohesive and committed to sustainable development".

On a day like today, 30 years ago, Barcelona achieved its long-time dream to become the venue for the Olympic Games. It was 1.30 pm on Friday the 17^th of October 1986 when the President of the International Olympic Committee, Juan Antonio Samaranch, announced that Barcelona had just won the nomination to host the major sports event in 1992. The proclamation was followed by an outburst of joy in Catalonia and also in the Palais de Beaulie of Lausanne, the venue of the IOC session. Barcelona won the race over five other cities, Paris, Brisbane (Australia), Belgrade, Amsterdam and Birmingham, and by doing so it gained a place on the world map, undertook a major urban transformation and breathed into its citizens a feeling of great pride in their city.  

Spain’s Public Prosecutor, Consuelo Madrigal, urged Catalonia’s Supreme Prosecutor, José María Romero de Tejada, to file a complaint against Parliament’s President, Carme Forcadell. Madrigal accused Forcadell of alleged perversion of justice and disobedience for allowing the pro-independence roadmap to be put to vote in July. However, she dismissed the misappropriation of public funds, which dispels the possibility of applying criminal charges. Thus, the Catalan Supreme Court (TSJC) will be in charge of these proceedings, together with those for the 9-N symbolic vote on independence in 2014, which have to resolve whether former Catalan President, Artur Mas and former ministers Joana Ortega and Irene Rigau are liable for ignoring the TC’s resolutions and allowing the 9-N to take place.

The pieces are an equestrian sculpture of Franco, the head of which was pulled off in an act of vandalism a couple of years ago, and ‘Victoria’, by sculptor Frederic Marés. After many years of being kept in a Barcelona City Hall warehouse the Francoist sculptures were erected this Monday on the esplanade before the ‘El Born’ Cultural Centre, in Barcelona’s historic centre, amid criticism from citizens and political parties. Indeed, several people booed the workers while they erected the sculptures this morning and threw eggs at them. According to Barcelona’s deputy mayor, Gerardo Pisarello, the exhibition ‘Franco-Victory-Republic: impunity and urban space’ aims to “force society to think about what Franco’s dictatorship represented” and the “impunity” this period has had “during Spain’s democracy”. 

The Spanish Council of Ministers approved this Friday to submit a complaint against the bill proposing a Catalan referendum on independence in 2017 to the Constitutional Court (TC). The Spanish executive requests the TC to declare null the proposal passed by the Catalan Parliament on the 6^th of October last during the General Policy Debate and to temporarily suspend it. Furthermore, in its report the executive also urges the magistrates to transfer the case to the Prosecution Office so that criminal proceedings against the President of the Catalan Parliament, Carme Forcadell, can be opened. The Catalan President, Carles Puigdemont, reacted to the measure and stated that the Spanish reaction was “predictable” and did not come as a surprise. In a press conference held in Madrid on Monday, the politician asked once again for dialogue. Puigdemont also said this Friday with regret that the Spanish Government response is always “a string of contestations".

Catalonia is the region of Spain that attracts most foreign investment. According to the report fDi Markets by the Financial Times, Catalonia attracted €14.532 billion in foreign investment between January 2011 and June 2016, coming from 601 projects that resulted in the creation of 38,385 direct jobs. The Catalan economy leads the ranking in Spain overall in terms of attracting foreign direct investment and accounted for 31% of capital, 34% of job creation and 37% of projects during the period mentioned. The countries leading the investment in Catalonia are Germany, France and the United States. The ICT sector and software, logistics and support services for companies are the fields in which Catalonia shows the best investment opportunities in comparison with other economies worldwide.

‘Catalunya Emprèn’ is an action plan from the Catalan Government which brings together all the initiatives of the different government departments to guide entrepreneurs in regards to the financial assistance they can request. The Catalan Minister for Business and Knowledge, Jordi Baiget, stated on Monday that Catalonia invested last year €55 million in grants to entrepreneurs, resulting in the creation of more than 5,000 companies. Baiget announced that after the success of the initiative, the Government has decided to continue the programme into 2017, and added that all the representatives from the different government departments have ''reaffirmed '' their commitment to maintain this unified strategy in the field of entrepreneurship.

Gerard Piqué, one of FC Barcelona’s most iconic players, will quit Spain’s national team in 2018. The defender stunned reporters after the Spain vs Albania match on Sunday by declaring that he was“tired”of some supporters criticism who “don’t want”him in the squad. The relationship between Spain’s national team and Pique has repeatedly ruffled feathers, not only due to Pique’s commitment to Barça and some jibes aimed at Real Madrid, but also for his clear support for Catalonia’s independence. Piqué’s decision to cut the sleeves from his shirt, which bore the Spanish colours of yellow and red, for the Spain vs Albania match outraged some Spanish fans who linked it to his lack of commitment to the national team. “The thing with the sleeves is the straw that has broken the camel's back”he said and lamented that he “tried everything”but couldn’t “take it anymore”. Pique has made 86 appearances for Spain and won the 2010 World Cup in South Africa and Euro 2012. He was also part of Spain's disappointing campaigns at the 2014 World Cup and Euro 2016.

Spain is failing in transparency and judicial independence. According to the Group of States against Corruption of the Council of Europe (Greco), the Spanish Government has not satisfactorily applied any of the eleven recommendations made by the Council of Europe (CoE) in 2013, which aimed at promoting the fight against corruption and guaranteeing judicial independence. In a report published this Monday, Greco states that it is “key” to increase “transparency of communication between the Prosecutor General and the Government”. Moreover, it warns that it is “crucial” that the General Council of the Judiciary (CGPJ) in Spain is “not only free, but also seen to be free from political influence”. The text also stresses that “political authorities should not be involved, at any stage, in the selection process of judicial staff".
