80 years after the Spanish Civil War broke out, there are still 4,912 missing victims and more than 5,000 families continue to search for their relatives. The Hospital Vall d'Hebron in Barcelona has started to perform genetic tests on relatives of the missing in order to identify remains buried in mass graves. In the past two weeks, specialists have taken samples of the saliva of 80 elderly people in Barcelona. Most of them are siblings or children of the victims of the Franco regime. Isabel Domènech, a 79 year-old resident of Santa Coloma de Gramenet (a municipality near Barcelona), was two years old when her father died at the end of the Civil War. She has been looking for him for many years and claims her right to know where his remains rest: “it is the minimum we ask for”. The DNA profiling programme announced by the Catalan Government last September has requested more than 1,100 people to do these tests throughout the four Catalan provinces. The genetic profiles obtained will be cross-referenced with samples from the remains found and those which are still yet to be found in mass graves.  

Catalan gastronomy got reinforced and gained even more prestige in the presentation of the Spain and Portugal Michelin Guide 2017, one of the most important events on the world’s gastronomic calendar. There are now 67 restaurants awarded with a Michelin star in Catalonia. The most important ‘star’ went to ‘Lasarte’ Barcelona, which joins the select group of those outlets which have three ‘macarons’ in Catalonia, together with ‘El Celler de Can Roca’, which was named best restaurant in the world in 2013 and 2015, and ‘Sant Pau’, by Carme Ruscalleda. Moreover, ‘Lasarte’, led by Italian chef Paolo Casagrande, who was a disciple of renowned Basque chef Martín Berasategui, is not only the first three-Michelin star restaurant located in the Catalan capital but the only restaurant on the Iberian Peninsula which this year obtained its third ‘star’. 

Two goals from Leo Messi see off a brave challenge from the Scots and coupled with Man City’s draw in Germany the Catalans clinch a seeded berth in the round of sixteen FC Barcelona have won 2-0 at Celtic Park. And not only does that send them through to the knockout stages of the Champions league for the thirteenth  time in a row, but Manchester City’s 1-1 draw in Monchengladbach means that they’re already guaranteed one of the eight seeded berths. All that with one game to spare, so we won’t be finding out who Barça will be meeting next until the draw on December 12. Moreover, Messi reached yet another landmark, after scoring his 100^th goal in the international competition: 92 have come in 110 Champions league games, three in four European Super Cup matches and five in five in the Club World Cup.

The Catalan Ministry for Economy and Tax Office presented this Wednesday the data of the macroeconomic chart to be included in the budget for 2017, which the Catalan executive expects to pass next week.  According to this document, the Catalan economy’s expected growth will be 3.4%, 0.5% more than the growth forecast for the Spanish economy, which is expected to be 2.9%. Regarding 2017, the chart keeps the figure released last May which foresaw 2.7% growth. According to the Catalan Vice-president and Minister for Economy and Tax Office, Oriol Junqueras, this figure is “considerably higher” than the expected growth for the Eurozone (1.5%). The budget for 2017 also foresees the creation of 160,000 jobs between 2016 and 2017. 

Catalonia and Japan have renewed their business, cultural, touristic and research ties for the next three years, through the so-called ‘Japan Plan 2016-2019’. The Government presented the agreement, approved last 25^th of October, on Monday and explained that it aims at boosting business promotion, investment attraction, tourism cooperation, student mobility and cultural and gastronomic exchange. While the presentation of the Plan was taking place on Monday morning in Barcelona, a mission organised by the Port of Barcelona and Acció, the Catalan Public competitiveness and internationalisation agency, was in Panama trying to improve the trade relationship with the Central America region. The Catalan Minister for Business and Knowledge, Jordi Baiget, and the Catalan Minister for Planning and Sustainability, Josep Rull, accompanied fifty Catalan companies on their visit to Panama and Cuba, where they held 300 meetings with local businesses.  

A total of 2.7 million cruise travellers will have passed through the Port of Barcelona by the end of 2016, a figure that represents an increase of about 9-10% over 2015 and marks a new record. This was announced on Monday by the president of the Port of Barcelona, ??Sixte Cambra, who explained that until now the record stood at 2.6 million cruise passengers and was achieved in 2011. It is estimated that cruises this year will generate a turnover of almost €1,000 million, while the contribution to the Catalan GDP could reach €500 million. According to Cambra, these good results are primarily due “to the boost of activity as a home port, which grew 10% compared to last year”. 

“The Spanish Government is maintaining its judicial offensive against the Catalan Government and no one is sitting at the table but the Government of Catalonia”, reported the Catalan Government spokeswoman, Neus Munté, this Tuesday. The statement comes after Catalonia’s Supreme Court (TSJC) notified the president of the Parliament, Carme Forcadell, that she will have to testify on the 16^th of December for allowing the pro-independence roadmap to be put in vote on the 27^th of July. Forcadell's case and the prosecution of the organisers of the 9-N symbolic vote held in 2014 are not an exception, but rather an example of the monopolisation of the Catalan question in the complaints issued by the Spanish Government to the Spanish Constitutional Court (TC). According to the data offered by Munté, the TC has 18 pending appeals issued by the Spanish executive against Catalan laws and 27 more issued by the Catalan Government for conflicts of competences.

Catalonia’s Supreme Court (TSJC) has called the Parliament’s President, Carme Forcadell, to testify before the court on Friday the 16th of December. She is accused of “disobeying” a Spanish Constitutional Court (TC) ruling when allowing the conclusions of the committee to study the constitutive process to be assessed in the Parliament. The Court also requests testimony from the second Vice-president of the Parliament’s Bureau, José María Espejo, from Spanish Unionist ‘Ciutadans’, the Bureau’s second secretary, David Pérez, from the Catalan Socialist Party (PSC) and the Bureau’s third secretary, Joan Josep Nuet, from alternative left alliance ‘Catalunya Sí que es Pot’. The Court ordered them to testify as witnesses over the pro-independence roadmap, which was put to vote in the Catalan Chamber on the 27th of July.

The Catalan Government paid tribute last Sunday to the 309 victims and their families that have been recognised as victims of Franco’s regime since 2009, the last time such a ceremony took place. During the event, which took place in Universitat de Barcelona’s auditorium, the Catalan Minister for Foreign Affairs, Raül Romeva compared “with due respect to the obvious differences” the justice of Franco’s dictatorship and that of the current Spanish State. “Today there are still echoes of the Francoist melody” he said, referring to the “interference of the Spanish Government in the judicial system”. Moreover, Romeva stated that despite having overcome the Francoist dictatorship, which reigned in Spain from 1939 until the dictator’s death in 1975, it still has to be proved whether Spain’s democracy “is worthy of the name”.

The Spanish Government appointed this Friday former spokesman of the Catalan branch of the governing People’s Party, Enric Millo, as the new delegate of the Spanish executive in Catalonia. Millo will substitute Maria de los Llanos de Luna after a term of office which has been defined by tensions between the two governments. According to the Spanish Government’s Spokesman, Íñigo Méndez de Vigo, the replacement aims to show the “negotiating disposition” of the new Spanish executive. “People are important, but disposition and willingness are even more so”, stated Méndez de Vigo before the press. Millo started his career in the Parliament in 1995 representing Christian Democrat ‘Unió’. In 2003 he joined PPC and since 2010 he has been the party’s spokesman in the Catalan Chamber.

If new elections were to be called in Catalonia today, the winner would be governing cross-party pro-independence ‘Junts Pel Sí’, which would still have between 60 and 62 seats in the 135-seat Parliament. Spanish Unionist ‘Ciutadans’, which is currently the main party in the opposition with 25 MPs would get between 15 and 21 seats. The highest increase according to a poll released this Friday would be for alternative left alliance ‘Catalunya Sí que es Pot’ (CSQP) which would get 19-20 MPs compared to the 11 seats it currently has in the Chamber. On the other hand, radical left pro-independence CUP would drop from 10 seats to 6-8. Regarding pro-independence support amongst Catalans, the poll shows a return to the tie situation which has been the most common result of the polls. Thus, 44.9% of Catalans would support independence, while 45.1% would vote against it.

According to a study released this Thursday by the Catalan Ministry for Economy and Tax Office, the “autonomic framework” does not leave “enough room” to cope with poverty and inequality in Catalonia. ‘Economy note 103: Analysis and tools to tackle poverty and inequality’, a report that includes 19 extensive articles from around 30 experts, technicians and academics, stresses that the scope of the Catalan Government’s public policies is limited by “the restrictions on powers and availability of income of the current autonomic framework”. In the same vein, Catalan Vice President and Catalan Minister for Economy and Tax Office, Oriol Junqueras, said that this situation has forced him to prepare a budget for next year “that is neither the one Catalans deserve nor what they need” because it does not correspond to the “economic and fiscal effort” made by the citizens.

The European Commission (EC) urged Spain to “enact EU rules on mortgage credit” and to “fully transpose EU-wide rules on mortgages”. “If these Member States fail to act within two months, they may be referred to the Court of Justice of the EU”, the EU executive said this Thursday. The warning was extended to eight more countries Croatia, Cyprus, Finland, Greece, Luxembourg, Portugal, Slovenia and Sweden. Member States had to implement these rules in their national law by the 21st of March 2016, but having missed the original deadline, the EC warned them through letters of formal notice last May. The Mortgage Credit Directive (Directive 2014/17/EU), which was adopted on 4 February 2014, aims to “improve consumer protection measures across the EU by introducing EU-wide responsible lending practices”.

Spain’s King called for all citizens to respect the courts’ decisions since they “ensure democracy and eliminate the arbitrariness of public power”. During his opening speech for the 12^th Spanish term of office, Spain’s King didn’t refer specifically to Catalonia but called for “honest and loyal” dialogue, always “within the law” and bearing in mind the “fraternity and solidarity” amongst all Spaniards. “Spain can’t renounce itself nor its common heritage, from which it has to keep on building a shared future”, he stated. Philip VI also called to “dignify public affairs and give prestige to the institutions” especially after the deadlock over Spain’s new government and the lack of agreement regarding the investiture which led to “anxiety and unease”. 

Ten Kurdish people from Iran were found this morning hidden in a lorry in Lliçà d’Amunt, a village 30 kilometres from Barcelona, during a delivery route. According to the Catalan Secretary for Equality, Migration and Citizenship, Oriol Amorós, they are four minors, an adult woman and five adult men who had probably paid somebody to take them to England. Although Amorós said that “there are still doubts” about when they entered the lorry and what exactly their route was, the Government “will do everything in its power” to “give them asylum, regardless of their situation”. Moreover, bearing in mind that the migrants come from Iran, belong to the Kurdish minority and that “their human rights were being threatened”, they could have “recourse to the right of asylum and Catalonia would be able to take them in”.
