The All-Party Parliamentary Group (APPG) on Catalonia, created at Westminster this past March, will hold its first official event this Wednesday. After being inaugurated by Catalan Minister for Foreign Affairs, Raül Romeva, on the 14th of March, the APPG will debate ‘A democratic solution for Catalonia’, with the aim of discussing both the right to discuss self-determination in the Catalan Parliament and the Spanish judiciary cases against democratically-elected Catalan officials. SNP MP George Kerevan, who chairs the group, will take part in the debate, together with Plaid Cymru MP, Hywel Williams, Former Consul General in Barcelona for Great Britain, Geoff Cowling, Daily Mirror´s Head of Politics, Jason Beattie, and former Catalan government official and Lecturer in Sociolinguistics, Michael Strubell, among others.

Hong Kong-based multinational Thunder Power, which specializes in electric vehicles, is planning to open an R&D center in Catalonia. The center will become operational in 2018, involve an initial investment of €80 million, and create 200 jobs, a company statement revealed last Thursday. The group is also considering building a plant in Catalonia for assembly and distribution. This project will be ready by 2020, will create 1,000 jobs, and could produce up to 50,000 vehicles per year. The agreement was signed during the unveiling event of the first running prototype at the prestigious Eaton House in Hong Kong. Over 250 business professionals from Barcelona, Catalonia, and Hong Kong participated in the showcase, including the Catalan Minister for Business and Knowledge, Jordi Baiget, and the Second Deputy Mayor of Barcelona, Jaume Collboni.

Catalonia’s aim for independence is related to the US civil rights movement. This is one of the main ideas which Catalan President, Carles Puigdemont, set forth this Monday in a conference at Harvard University. “Our struggle is a reflection of the fight for American civil rights,” he said during the conference “Catalonia, Today, Tomorrow”, but lamented that, in contrast with American institutions which “have respected democracy and the will of its people to adapt over time”,  Spain's refuses to open a dialogue over Catalonia's pro-independence aspirations and the will of its citizens to hold a referendum. “We are convinced that this is the best option,” he said but pointed out that “up to now it has been impossible, due to the Spanish Government’s constant, absolute refusal to discuss it”. However, he warned, “Catalonia will hold the referendum in any case.”

Catalan President, Carles Puigdemont will travel to Boston, Washington DC, and New York to explain Catalonia’s pro-independence movement. On Monday evening, he will address the Center for European Studies (CES) at the Harvard Kennedy School and give the conference ‘Catalonia, Today and Tomorrow’, his analysis of Catalonia’s current political situation and its place within the EU. Together with Catalan Minister for Foreign Affairs, Raül Romeva and the Delegate of the Catalan Government to the United States, Andrew Davis, Puigdemont will also visit the Cambridge Innovation Centre (CIC) and the Massachusetts Institute of Tecnhnology (MIT) and will take part in a meeting with entrepreneurs. He is also expected to meet with several think tanks throughout the week, including the Wilson Center and the American Enterprise Institute, and will visit the new factory of Catalan company, Europastry.

An ‘Early Day Motion’ on Catalonia’s right to hold a referendum has been presented this Thursday to the House of Commons. Titled ‘Democracy in Catalonia’ the petition calls on the British Government “to declare its adherence” to the right of “democratically elected parliamentarians to hold a referendum” in accordance with “the needs and wishes of their people”. Moreover, the petition reports that former Catalan President, Artur Mas, former Vice President, Joana Ortega and former Catalan Minister for Education, Irene Rigau have been “levied heavy fines” and banned from public office for allowing the 9-N symbolic vote on independence in 2014.  The signers, SNP MP George Kerevan, Northern Ireland SNDP MP Mark Durkan, and Plaid Cymru’s Hwyel Williams also note that 85% of Catalans, and 83 of the 135 Members of the Parliament of Catalonia support the option to vote democratically on Catalonia's constitutional future”.

The All Party Parliamentary Group (APPG) created in the British Parliament was officially inaugurated this Tuesday by the Catalan Minister for Foreign Affairs, Raül Romeva.  “This is what we would like other parliaments, such as the Spanish, to do,” Romeva told the press before entering the Committee Room. “Sometimes, there is more interest in discussing the Catalan question here than in Spain,” he added. SNP MP and Chairman of the APPG on Catalonia, George Kerevan admitted being “surprised” by the “large amount of people” who attended the presentation, including not only MPs and Peers but also “academics and many representatives from different sectors in the United Kingdom”. He lamented that the Catalan process hasn’t even “reached the negotiations table” and gave credit to the UK, which allowed the Scottish referendum “as a good example of dialogue”.

The British Parliament has registered an All-Party Parliamentary Group (APPG) to discuss the political situation in Catalonia. The initiative will be made official on the 14th of March in London and includes 20 MPs from the main British parties, from Conservatives to Labour, all the way up to the Scottish National Party (SNP) and the Welsh Plaid Cymru. Indeed, SNP MP George Kerevan was one of the main promoters of the group. Kerevan repeatedly expressed in favour of Catalonia’s right to decide its political future and criticised the prosecution of the Parliament’s President, Carme Forcadell, for allowing a debate on Catalonia’s independence in the Catalan chamber. The group is due to meet at least twice per year and will be open for other MPs to join.

Catalan President Carles Puigdemont called once again for the Spanish Government to lay their proposal for Catalonia on the table, in the case that they have one. “We do have a concrete proposal, which is clear and has been endorsed by the citizens”, he said this Monday in Toulouse, after meeting with the MEDEF Occitanie, a French businessmen’s association. “If the Spanish State has any proposal which we are not aware of, we call them to put it on the table”, he added and emphasised that Catalonia has long been willing to negotiate. The “problem”, he lamented, is that there is no one to negotiate with. Puigdemont’s statements came after the delegate of the Spanish Government in Catalonia, Enric Millo, assured that the dialogue between both governments “exists at all levels” and that the Government in Madrid “is working to find a way out” of the political situation in Catalonia.

The Spanish Parliament will finally create a committee to investigate whether the Spanish Ministry for Home Affairs plotted to discredit Catalonia’s pro-independence process. According to a police report published last July, the so-called ‘Operation Catalonia’ was launched during last Conservative People’s Party (PP) term of office, involving former Spanish Minister for Home Office, Jorge Fernández Díaz and Inspector José Villarejo, amongst many others. Indeed, Fernández Díaz will have to appear before the Committee in relation to several tapes published last June which proved how he and former Director of Catalonia’s Anti-fraud Office, Daniel De Alfonso, plotted to discredit Catalonia’s main pro-independence parties. The creation of this Committee was first requested by left wing pro-independence ERC, former liberal ‘Convergència’, now renamed as the Catalan European Democratic Party PDeCAT and the Spanish Socialist Party, but was delayed due to Fernández Díaz’s serious illness.

The Catalan Ministry for Business and Knowledge will invest 1.2 MEUR this year to increase Catalonia’s trade and investment office network abroad. In particular, six new centres will be opened in 2017, which will be added to the 36 which are already functioning on each of the five continents. The new offices will be located in Havana, Los Angeles, Tehran, Zagreb, Amsterdam and Nairobi. Thus, Catalan business will be represented in 109 economic regions. “Now Catalonia’s presence in the business field worldwide will be comparable to and even bigger than that of other states”, explained Núria Betriu, Director of Industry of the Catalan Department for Business and Knowledge.

The Spanish People’s Party (PP) attacked on Monday the talk to be given by Catalan President, Carles Puigdemont, in the European Parliament, saying it is going to be unsuccessful. The leader of the PP group in Brussels, Esteban González Pons, who has written to all his party colleagues asking them to avoid the event, said that the talk is only being held in a room inside the EP because three MEPs have “rented” it. “They have rented a room in the European Parliament, as they could have done with a bar or a cafeteria”, he said a day before the address. González Pons admitted that the room, the biggest in the building, may well be full of people on Tuesday evening, but only “Green MEPs, extreme-left MEPs” or even “extreme-right MEPs” will attend, he said. In fact, the conservative politician added that the Catalan referendum, which has the support of 80% of people in Catalonia, is seen in Brussels as a “Spanish Brexit”. In a letter sent to all deputies, Swedish Green MEP Bodil Valero regretted the Spanish government efforts to boycott the event. The talk is organised by Catalan MEPs Ramon Tremosa (ALDE), Jordi Solé (Greens/EFA) and Josep-Maria Terricabras (Greens/EFA). Other Catalan MEPs such as Francesc Gambús (EPP) and Ernest Urtasun (Greens) will also attend.

Spain’s so-called ‘dialogue operation’ with Catalonia has had “zero” impact at international level. This statement was made this Tuesday by the Secretary General of the Public Diplomacy Council of Catalonia (Diplocat), Albert Royo, during the conference ‘Catalan Public Diplomacy in a changing world’. The talk was organised by the Federation of Internationally Recognized Catalan Organisations (FOCIR, going by its Catalan initials). According to Royo, what is transcending abroad is the “persecution of 400 Catalan elected officials being carried out by Spain”. “Until now the dialogue operation has not materialised and been translated into concrete facts, we neither see it in Catalonia nor abroad”, he added. Furthermore, he warned that with the dialogue promises Spain is “paving the way to legitimate future coercive measures [against Catalonia] at international level”.

The Public Diplomacy Council of Catalonia (Diplocat) has been invited by the Electoral Commission of the Former Yugoslav Republic of Macedonia to observe the early parliamentary elections that will take place on Sunday. A team of eleven observers trained in international electoral observation, who are currently following the final days of the election campaign and the preparations for the vote in the regions of Skopje, the Northeast, the Southwest, and Pegalonia. On Sunday they will observe the actual vote itself, the vote count, the compiling of the results, and the final announcement of the results. This is not the first time that Catalonia’s Public Diplomacy Council sends an observation mission to another country; recently, in October, they travelled to Morocco and so far they have also been present at elections in Uruguay, Costa Rica and Armenia.

The latest PISA survey shows that pupils in Catalonia have performed above the Spanish, European Union and Organisation for Economic Cooperation and Development (OECD) average in all subjects for the first time since the report series was launched in 2000. Catalan students had never reached a score of 500 in the three Pisa tests, always struggling with scientific and mathematical skills, but this time around they passed all of the exams. The average mark in Science is 504 points (12 points more than in the previous edition three years ago), 500 points in maths (7 more) and 500 in reading comprehension, losing a point compared to 2012. The average in Spain, the EU or the OECD is not 500 points or over for any of the three tests. According to the Catalan Minister for Education, Meritxell Ruiz, the results support the “transformation of the educational model” Catalonia has been undergoing since the introduction of the Education Act of Catalonia (LEC, going by its Catalan initials) in 2009.
