The Public Diplomacy Council of Catalonia (Diplocat) has been invited by the Electoral Commission of the Former Yugoslav Republic of Macedonia to observe the early parliamentary elections that will take place on Sunday. A team of eleven observers trained in international electoral observation, who are currently following the final days of the election campaign and the preparations for the vote in the regions of Skopje, the Northeast, the Southwest, and Pegalonia. On Sunday they will observe the actual vote itself, the vote count, the compiling of the results, and the final announcement of the results. This is not the first time that Catalonia’s Public Diplomacy Council sends an observation mission to another country; recently, in October, they travelled to Morocco and so far they have also been present at elections in Uruguay, Costa Rica and Armenia.

Catalan pupils score above Spain, EU and OECD average in PISA tests

December 6, 2016 02:59 PM | ACN

The latest PISA survey shows that pupils in Catalonia have performed above the Spanish, European Union and Organisation for Economic Cooperation and Development (OECD) average in all subjects for the first time since the report series was launched in 2000. Catalan students had never reached a score of 500 in the three Pisa tests, always struggling with scientific and mathematical skills, but this time around they passed all of the exams. The average mark in Science is 504 points (12 points more than in the previous edition three years ago), 500 points in maths (7 more) and 500 in reading comprehension, losing a point compared to 2012. The average in Spain, the EU or the OECD is not 500 points or over for any of the three tests. According to the Catalan Minister for Education, Meritxell Ruiz, the results support the “transformation of the educational model” Catalonia has been undergoing since the introduction of the Education Act of Catalonia (LEC, going by its Catalan initials) in 2009.

Spain’s dialogue promises “must be backed by action”, says Catalan Government

December 3, 2016 11:02 AM | ACN

The Catalan Government spokeswoman and Catalan Minister for the Presidency, Neus Munté, questioned on Friday Spain’s promise to engage with Catalonia in a frank dialogue. “It’s not enough to just talk about dialogue, it must be backed by action”, she said after the first meeting between the Catalan President, Carles Puigdemont, and the new delegate of the Spanish Government in Catalonia, Enric Millo. Munté stressed that Millo’s offer for “an open and sincere dialogue” is “contradictory considering the legal action being taken against elected representatives” of Catalonia. The Catalan Government spokeswoman also considered useless to engage in a dialogue with “red lines”. The Spanish government representative said after meeting Puigdemont that he will only discuss issues that remain within “the rules of the game”, thus excluding a referendum on independence, which Spain considers illegal. However, it is precisely the issue of independence that is putting Madrid and Barcelona at odds.

Legal “disconnection” from Spain to start only after a ‘Yes’ victory, says CUP

December 2, 2016 06:44 PM | ACN

The laws for “disconnecting” Catalonia from Spain will not become effective unless the ‘Yes’ to independence wins the 2017 referendum. The spokesman of radical left pro-independence CUP’s national secretariat, Quim Arrufat, said in an interview with the Catalan News Agency that “no step forward will be made unless it is supported through the ballot boxes”. According to Arrufat, all the disconnection laws (the Legal Transition, the Catalan Tax Office and the Social Security System regulations) will have a clause that will impede them from entering into force if the ‘No’ to independence achieves a majority in the referendum. The politician focused on the legal transition law, which foresees the process for the Autonomous Community of Catalonia to become an independent state. He specified that the regulation will be applied in two steps, as part of the law will have to become effective before the referendum in order to call it even if the Spanish Government blocks it. The other clauses would only come into force in case of a pro-independence majority in the referendum.

Spain may contest referendum budget allocations

December 1, 2016 07:14 PM | ACN

The legal services of the State Attorney are already “studying” the impugnation of the Catalan Government’s draft budget for 2017, which includes an allocation of €5.8 million to guarantee that the independence referendum scheduled for September will be carried out. The announcement was made on Wednesday by the delegate of the Spanish Government in Catalonia, Enric Millo, who stated that this part of the accounts “could be challenged” in the near future by the Spanish state. Furthermore, Millo believes that the allocation could be annulled by the Spanish Constitutional Court, which may consider it to derive from the Declaration of the 9-N symbolic vote, which has already been declared unconstitutional. The delegate of the Spanish Government in Catalonia believes that this budget “doesn’t contribute” to the relationship between the Catalan Government and the Spanish one. However, he reiterated his “outstretched hand for dialogue” and confirmed he will be meeting with the Catalan President, Carles Puigdemont, this Friday.

Catalonia, the third most important destination for British investment in Spain

November 30, 2016 07:51 PM | ACN

There has been a recent turn in British investment in Catalonia. While Foreign Direct Investment (FDI) from the United Kingdom in the region was on a downward trend between 2013 and last June, the situation has reversed and Catalonia currently accounts for 4,4% of British FDI in Spain. Indeed, Catalonia is the third territory of Spain in terms of volume of British FDI. Ahead of Catalonia, stand only Madrid and the Basque Country, which received, respectively, €3,258 and €828 million from the UK between 2013 and last June. In the same period, Catalonia received a gross flow of €546 million, according to the Barometer on the Climate and Perspectives for British Investment in Spain and Catalonia, a report that analyses the evolution of direct investment from British companies in Spain.

With this in mind, the workers in Tarragona of Adif, the Spanish public body in charge of the railway infrastructure, reported this Tuesday to the European Parliament “the lack of investment and personnel” of the company, which threatens a “strategic sector” and impedes providing a “safe and quality” service in Catalonia. “We share the annoyance of the Catalan Government regarding the Spanish Government’s breaches of its commitments”, said Bravo, who added that the Spanish Government of the Conservative People’s Party (PP) has only executed 4,2% of the 2013 agreement to invest €306 million in Catalonia, the “minimum spending necessary to provide a secure service”.

The representative from the Catalan branch of the conservative People’s Party (PPC) assured that he is “willing to dialogue” and emphasised his predisposition to “reduce the distances” between the Spanish and Catalan institutions. He also insisted on the need to respect the Spanish Constitution, adding that it can be “modernised” but “through dialogue and consensus rather than through imposition”. The Catalan Government’s spokeswoman, Neus Munté, described Millo as a person “who is well aware of the Catalan reality” and admitted that “it wouldn’t be difficult” to find changes compared to Millo’s predecessor, María de los Llanos de Luna, regarding the predisposition to dialogue.

November 16, 2016 06:46 PM | ACN

Picasso’s attraction to Romanesque art is to be definitively unveiled in an exhibition dedicated to him at the National Art Museum of Catalonia (MNAC). The display will open its doors next Thursday and is co-organised with the Musée National Picasso-Paris. The exhibition includes forty works by the artist lent by the French museum, which are being added to the collection of Romanesque art from the MNAC. According to one of the exhibition’s curators, Emilia Philippot, the display demonstrates the “echoes of simplicity and primitivism” of Romanesque art in certain Picasso creations. Picasso, like other artists of his time, was attracted by the Romanesque, identified with the “childhood of art”. His interest is proved in the exhibition with various unpublished documents, such as correspondence and books belonging to the artist.

Catalonia has the potential to lead the Third Industrial Revolution, says American economist Rifkin

September 22, 2016 07:30 PM | ACN

Catalonia has the “cultural capital” and the “knowledge” to promote a new model of production, more sustainable than the “obsolete” one. This is the main conclusion of a lecture given at the conference “A new Economic Paradigm for a Sustainable Catalonia’ by economist Jeremy Rifkin organized on Wednesday in Sant Cugat, a city near Barcelona, by the Public Diplomacy Council of Catalonia (Diplocat). According to the sociologist and political advisor, Catalonia has the potential to “lead the way of Regional Europe” to the ‘Third Industrial Revolution’. Rifkin predicts an economic paradigm shift as a result of two merging factors: Internet technology and renewable energies, which will create a powerful Third Industrial Revolution where people will produce their own green energy and will share it on a sort of “Energy Internet”, in the same way we share information today.

Puigdemont: “We need more coordination with the CUP”

September 2, 2016 08:04 PM | ACN

The Catalan President and radical left CUP held a two-hours long meeting on Friday to rebuild trust after the CUP’s veto to the 2016 budget in June kept their relations frozen. Carles Puigdemont said “more coordination” and a “better exchange of information” between the government and its main ally in the Catalan Parliament is needed in order to move forward in the independence process. “The government needs parliamentary stability to move forward in our disconnection road map”, he said in an exclusive interview with the CNA. The Catalan President, who is facing a confidence vote on the 28th of September, added that Catalonia needs a budget and that it would be “nonsense” to vote ‘yes’ to the confidence ballot and then rebuff the government budget.
