BCN World's main investor does not buy land to build $6 billion resort by expected deadline

Veremonte has decided not to buy the land to build the macro-casino and holiday resort yet and it will wait until it has a better knowledge of the town-planning project's details, which are currently being defined by the public authorities. The main company behind the holiday resort had an exclusivity right to purchase some 500 hectares of land from a Caixabank's subsidiary until December 10 at midnight for €380 million. Veremonte has confirmed it will continue to work on the $6 billion BCN World project with Hard Rock, Melco, Value Retail, Melià and Caesars Entertainment and it could buy the land at a later stage. After knowing about Veremonte's decision, the Catalan Government announced it had reached an agreement with Caixabank to manage the purchase of 150 hectares of land during 18 months at no cost, allowing other companies to buy some plots. They have also confirmed that the project will carry on, "with or without Veremonte". The first version of the town-planning project should be issued in later January and the definitive version should be approved during the summer months, in order to allow construction as from autumn 2015. 

Cirque du Soleil signs additional 5 year deal with PortAventura theme park

Cirque du Soleil will be performing in PortAventura at least until 2020, the popular family resort and theme park on the Costa Daurada (Catalan for the Golden Coast) in Tarragona, southern Catalonia. The five-year partnership was announced this week, after last season’s success. The internationally renowned Canadian performance troop made their debut at the Catalan theme-park last summer, with their show ´Koozo´ in July and August. Following its success they decided to base their summer productions there until 2020. In 2015 they will perform ´Amaluna´, a show that combines a coming-of-age tale with a love story. The show will coincide with the 20th anniversary of the theme park, one of the most popular family destinations in Europe. 

Left-wing independence leader wants separate lists in early elections and national unity government

The President of the Left-Wing Catalan Independence Party ERC, Oriol Junqueras, has explained his own road map to allow citizens to vote on independence from Spain and build a new state. Junqueras proposed running in immediate early elections through different pro-independence lists with shared elements and opened to independents, in order to respect diversity. The ERC leader differed from the proposal of running through a single electoral list made by the President of the Catalan Government and leader of the centre-right pro-Catalan State coalition CiU, Artur Mas. Junqueras insisted on the need to answer to the social and economic concerns of many citizens in addition to those about independence. Should they altogether obtain a majority, the different pro-independence candidatures should form a national unity government and start building the new state from day one. He particularly emphasised the need to include those who did not voted for independence in the constituent process, which should be finally ratified in a referendum.

Metro connection with Barcelona El Prat Airport begins trials towards full operation by February 2016

Barcelona’s main airport should be finally connected by underground railway by February 2016, after years of accumulated delays due to the economic crisis. Works in the stretch of the Line 9 that will connect Barcelona El Prat Airport with the rest of the metro network were completed months ago and now trains have started to circulate to run functioning trials. According to the announced schedule, passengers should be able to use this service as of February 2016, in time for the Mobile World Congress, which is the main event of the mobile phone industry at world level, which takes place each year in Barcelona. The Catalan Minister for Territory and Sustainability, Santi Vila, also announced that passengers travelling to and from the airport by metro will have an additional fee on top of the regular underground tariff. However the fee’s amount has not been announced yet. 

Not all pro-independence parties are willing to join Catalan President’s shared electoral list

Parties supporting the self-determination process have expressed their first reactions to the Catalan President’s offer to run in early elections by sharing the same electoral list and negotiating independence from Spain in a maximum of 18 months, if they obtain an absolute majority. The two-party centre-right pro-Catalan State coalition (CiU), headed by the President of the Catalan Government, Artur Mas, is divided: Mas’ Liberal party CDC wants to join it but the leader of the Christian-Democrat force UDC is sceptical, since he opposes independence. The left-wing Catalan independence party ERC, which tops most of the opinion polls, is thinking about it and its leader, Oriol Junqueras, will make his own proposal next Tuesday. The Catalan Green Socialist and post-Communist coalition (ICV), which supports Catalonia’s self-determination but is divided about whether or not to be independent, rejected Mas’ offer and accused him of forgetting about social and corruption issues. Finally, the alternative left and radical independence party CUP rejected the single list formula.

"Mayors do not have to be afraid" to participate in November 9's vote" because "they are legally covered"

Josep Maria Vila d'Abadal, the President of the Association of Municipalities for Independence (AMI), wanted to reassure the mayors that have offered municipal venues to host polling stations on Sunday, particularly in small towns and villages where the Catalan Government does not have facilities of its own. "Mayors do not have to be afraid of anything […] because their legal coverage is guaranteed" stated Vila d'Abadal, who is also the Mayor of Vic (a city in Central Catalonia). He also announced that the AMI – which co-organised the massive pro-independence demonstrations of 2012, 2013 and 2014 – and the Catalan Association of Municipalities will send a letter on Friday reassuring mayors. According to Vila d'Abadal "the future of Catalonia […] as a people" is at stake on November 9. According to him, after Sunday's vote, the most likely scenario is the one leading Catalans towards independence.

Barcelona Meeting Point 2014 prepares for a ''mass influx'' of international funds ''ready to buy''

The 18th Edition of the Barcelona Meeting Point will take place between 29 October and 2 November in Fira de Barcelona's Montjuic venue. The trade fair is a real estate exhibition that brings together buyers and sellers to network and learn about the latest industry trends. This year there will be 265 participating companies from 23 countries. According to the show’s President, Enric Lacalle, it will be the first edition to open in a recovering housing sector, after 6 years of crisis and setbacks. The real estate market is strengthening; there was a 36.6% increase in the acquisition of houses by foreigners in 2013 and a 12.5% rise in housing sales throughout Spain. In addition, real estate investment in Barcelona is expected to exceed €1.6 billion in 2014, 30% more than last year. In fact, 21 international investment funds will participate in the trade fair. The show will also include a series of talks and presentations, and offer financing options for property purchase.

Catalonia to fight climate change by reducing public transportation prices on polluted days

40 municipalities in Barcelona's Metropolitan Area, are to half the price of public transport during incidents of high air pollution. This is part of a Catalan Government plan for the improvement of air quality with the goal to fight climate change, affecting 4.3 million people. The main objective of the plan is to reduce emissions of nitrogen oxides (NOx) and of particle matter less than 10 microns in diameter (PM10). The plan also includes the promotion of rail travel and increasing highway tolls and the fares of municipal parking within these areas by 25% on polluted days. In addition, there will be tax breaks for those industries achieving lower emissions. The measures are aimed at the mobility of people and goods, industrial activity, and citizens’ habits.

Catalan President asks Madrid "to sit down and talk" after the 3rd massive pro-independence rally

"Madrid, but also Brussels" should take note that "these people want to vote", stated the President of the Catalan Government, Artur Mas, after the massive pro-independence demonstration, which gathered 1.8 million people according to the local police. Mas met with the civil society associations organising the rally after the event and "congratulated" them. "There is barely any other country or society throughout the world that has this mobilisation level" and can send such a "powerful message" in such a peaceful and festive way. In addition, he agreed with the organisers that the "unity" among those supporting self-determination "is fundamental". "I commit myself to do whatever is possible, whatever is needed" to guarantee such a unity. "I am fully engaged in making sure people can vote", he concluded.

Cirque du Soleil and PortAventura might work together again after a successful summer show

Cirque du Soleil and PortAventura theme park have announced that they are pleased with the success of the show 'Kooza', which the Canadian circus company has been performing at the Catalan resort every day this summer, and will consider future collaborations together. PortAventura was the first resort in Europe to host a show from this world-famous entertainment company. From July the 11th this year up until last Saturday, more than 100,000 people attended the show performed by Cirque du Soleil. As a result of this success, the two companies have agreed to meet again soon to talk about future collaborations. For PortAventura, with nearly 4 million attendees per year, this cooperation is a step towards consolidating its overriding strategy of attracting more international brands and consolidating its position as one of the best family entertainment destinations in Europe.

Self-determination forces clash over possibility to postpone 9th November vote if Spain blocks it

In the last few days, the centre-right pro-Catalan state coalition CiU, which runs the Catalan Government, has sent several messages suggesting that the self-determination vote scheduled for the 9th of November would not take place on that day if the Spanish authorities managed to declare it illegal, despite that fact that it would be backed by Catalan legislation. At first it was the President of the Catalan Executive, Artur Mas, who stated that "the only plan is to vote", being on the 9th of November consultation or later through plebiscite elections. The last message was sent this Tuesday by the Catalan Vice President, Joana Ortega, who said that "if the [Spanish] State puts obstacles in front of the vote on the 9th of November" the vote will be postponed. The rest of parties that support the self-determination vote – ERC, ICV-EUiA and CUP – replied to Ortega, saying that Catalans have to vote on that day. In addition, the two grass-roots organisations behind the pro-independence demonstrations of 2012, 2013 and 2014 have stressed that they "will not give up on voting on the 9th of November".

Catalan Grup Peralada is pre-accepted in the tender to win a BCN World mega-casino license

The Catalan Government has issued a provisional list of the companies that might be granted a license to build and run one of the 6 mega-casinos of the $6 billion BCN World resort to be developed next to Port-Aventura theme park. The surprises are that Catalonia-based Grup Peralada -which runs casinos, luxury hotels, an international performing arts festival and vineyards- is one of the contenders and that the offer with Caesars Entertainment has not been initially accepted. Veremonte, which promotes the entire BCN World project, announced that it had initially presented a total of 3 offers to get 3 casino licenses in association with Melco, Hard Rock and Caesars Entertainment. In addition, there were two non-disclosed additional bids: one from Grup Peralada and one presented by Melco by itself. The Veremonte-Hard Rock and Veremonte-Melco offers have also been pre-accepted, but a third offer from Veremonte and Caesars would be out of the tender, although an appeal might be filed.

Jordi Pujol's fiscal fraud becomes a threat for self-determination process

Catalan politics and society are shocked after Jordi Pujol, President of the Catalan Government between 1980 and 2003, confessed on Friday evening that his family had €4 million in Andorra for 35 years which had never been declared to the tax authorities. Madrid-based media and politicians have immediately linked Pujol's scandal to Catalonia's self-determination with the aim to delegitimise the process since the retired politician had been the historical leader of the conservative Catalan nationalists. Parties supporting self-determination have distanced themselves from Pujol, including CDC, the Liberal party he founded in 1974 during Franco's dictatorship that now runs the Catalan Government. It is expected that Jordi Pujol (84) will resign as CDC's Founding President in the next few hours. His confession comes after his family and particularly two of his sons have been targeted by the media and judicial investigations for corruption since 2012.

Catalan Government finally approves tax on empty flats owned by financial institutions

The Catalan Government approved on Tuesday a measure to impose a tax on empty flats owned by financial institutions. The aim of the tax is to incentivise banks to rent out the empty homes. Santi Vila, the Catalan Minister for Planning and Sustainability, said that the "mere announcement" of the tax has already caused Sareb [Spain's public 'bad bank'], Catalunya Caixa and Bankia to yield to the Government 1,230 apartments for social rent. During the press conference after the weekly Cabinet meeting, Vila pointed out that the new tax will not apply to individuals and will only be intended for flats that have been taken out of the market for more than two years. The Minister also said that the measure is not simply about "tax collection" but is instead to ease the access to housing market in the midst of a housing crisis.

Catalonia is among the top three European countries in the recycling of household packaging, with about 220,000 tonnes collected in 2013, according to the CEO of Ecoembes, Oscar Martin. Speaking at the opening of the first ‘Congress of Sustainable Catalonia’ on Friday, Martin also announced that 84% of Catalans separate waste either every day or almost every day, in what he called an “act of civility.” Ecoembes is a Spanish environmental organisation that concentrates on the ‘ecodesign’ or packaging so it can be more easily recycled. The first 'Congress on Sustainable Catalonia: Society and the Environment’ has been organised by the Catalan Department of Planning and Sustainability, in collaboration with Ecoembes.
