The citizen participation process on independence has kicked off at 9am on November 9 despite the temporary suspension of the Constitutional Court. Finally, the 1,317 voting centres hosting 6,695 polling stations have opened their doors without major incidents, as has been confirmed by the Catalan Government. Long queues of voters were waiting to cast their ballot in a festive atmosphere from early morning. The vote is being run by 40,930 volunteers, but the Catalan Executive is actively behind the process. During the day it will offer turnout figures and it should announce the results on Monday. The ballot boxes are located in high-schools run by the Catalan Government or in municipal centres in small towns and villages. A delegation of international observers is monitoring the process. Several Spanish nationalist parties and organisations have filed judicial complaints asking for the vote to be stopped and members of the Catalan Government to be arrested. In addition, the Public Prosecutor Office – obeying the Spanish Government –asked the Catalan Police to identify the volunteers opening the voting centres, but the Catalan Government refused to do so as they had authorised volunteers to access public venues.

Carme Forcadell, President of the civil society organisation Catalan National Assembly (ANC), stated that if citizens are able to cast their vote on November 9, the participatory process will already be "a success". However, she warned that "nobody can guarantee we will be able to vote on November 9 because the Spanish State will use all the resources against the freedom of expression" of the Catalan people. In fact, she pointed out that there have already been "threats" sent by the Spanish Government to members of the Catalan Executive, volunteers and high-school directors. "It's very important that the world knows our situation", she highlighted. Nevertheless, she hoped that Catalans will be finally able to vote on Sunday. "The 9^th of November is very important [as] it is one step forward towards independence", she emphasised. However, a clear democratic mandate will come from early Catalan Parliament elections.

The National Alliance for Self-Determination, which groups more than 3,000 civil society organisations and public institutions, met on Friday and gave its support to holding the participatory process on Sunday despite the temporary suspension by the Constitutional Court. In addition, the Catalan Government committed itself to continuing to be behind the participatory process, after several people had speculated during the last few days that it would transfer the vote's organisation to civil society organisations. The Catalan Government has guaranteed that its venues (mainly high-schools) will be opened on Sunday and will host ballot boxes. In addition, it will back town halls and volunteers if there is any judicial problem. However, the actual execution of the voting process will be entirely run by volunteers. In addition, the National Alliance and the more than 3,000 organisations that are part of it will be also backing Sunday's participatory process and will share the responsibility.

The President of the civil society association Òmnium Cultural, Muriel Casals, stated that "the mere fact of going with a ballot to the polling station" is "already a success" and will show that "the Catalans' tenacity is stronger that the Spanish State's repression". In an interview with the CNA, Casals stated that "the Spanish democracy has an important failure" as it does not allow "Catalans to vote on our future". Therefore November 9's citizen participation process "is a first step towards using freedom of expression […] to say what we are saying: we are looking for a new relationship" with Spain. The President of one of the grass-roots associations that organised the 3 massive pro-independence demonstrations in 2012, 2013 and 2014 complained that Catalans "have not been recognised as a people with our own culture, with our own language, with our own economic needs, by the different Spanish Governments". Therefore "the best thing" is "to become a new state in Europe", she concluded.

The President of the Catalan Government, Artur Mas, announced on Wednesday that next Monday he will send a letter to the Spanish Prime Minister, Mariano Rajoy, to assess November 9's participatory process and to offer a negotiation for organising a definitive referendum on independence. Mas made such an announcement the day after the Constitutional Court suspended November 9's vote and after the Catalan Government confirmed that the participatory process will still take place on Sunday. The Catalan President emphasised that November 9's vote "is not a referendum to declare independence" and he said that those making these declarations "are lying". Mas emphasised he has respected the suspension of the original consultation vote, launching a citizen participation process instead. "If such a process cannot be carried out in a normal way, then Spanish citizens should think about Spain's democratic quality", he concluded.

On Tuesday, Spain’s Constitutional Court accepted to take into consideration the Spanish Government’s appeal against Catalonia’s participatory process about independence, which has been organised by the Catalan Executive as an alternative to the original consultation vote that was banned by the Spanish authorities five weeks ago. The Constitutional Court has unanimously accepted the Spanish Prime Minister’s new appeal, which brings the automatic and temporary suspension of the object appealed against until a definitive decision is reached. However, the Catalan Government emphasised that the participatory process is still in place, since it is different to the original consultation vote. In addition, it will file a complaint to the Supreme Court against the Spanish Government for not respecting Catalans’ basic rights and freedoms.

The Spanish Government announced on Friday that it has asked its legal services to analyse all the aspects of Catalonia's alternative vote of the 9^th of November, which is replacing the original consultation vote that has already been banned by the Spanish authorities. 16 days before the consultation vote has to take place and 10 days after it was announced by the President of the Catalan Government, Artur Mas, the Spanish Executive is starting to pave the way for appealing against this new participatory process that asks Catalans their opinion about independence from Spain. On Friday, the Spanish Deputy Prime Minister, Soraya Sáenz de Santamaría, stated that Mas is pretending to replace "an illegal process for one that is even more antidemocratic". Therefore, it seems that after a few days hesitating whether or not to ban the new vote, the Spanish Government will probably appeal against it and make the Constitutional Court temporarily suspend it. In the last few days, Catalan political parties and civil society organisations have rebuilt their unity of action, which seemed broken during the time the Spanish Government was hesitating.

Catalonia's National Alliance for Self-Determination, which brings together more than 3,000 civil society, business, cultural, sports and political organisations, pledged to make sure that the alternative participatory process scheduled on the 9^th of November will be a success, in terms of voter turnout and of other "great mobilisations". Despite the acknowledged limitations of this alternative vote that replaces the original consultation vote scheduled on the same day, the National Alliance has agreed to focus its collective efforts on this day's success, also backing "other forms of mobilisation that will strengthen citizen participation" in the self-determination process. Furthermore, the Alliance Coordinator, the veteran Christian-Democrat politician Joan Rigol, stressed that political parties will also focus on this day and will increase "coordination" to overcome recent tensions among them. The National Alliance will meet again after November 9 to discuss the next steps.

The Catalan National Assembly (ANC) and Òmnium Cultural, which are the civil society associations that organised the massive pro-independence demonstrations in 2012, 2013 and 2014, have given their support to the alternative consultation vote proposed by the Catalan Government but on the condition of early elections taking place within the next three months. On Sunday, the ANC and Òmnium gathered 110,000 people (according to Barcelona local police) in Catalunya Square, three times more than the pro-Spanish-unity demonstration that took place in the same place a week earlier. In front of a pro-independence crowd, the two civil society organisations demanded unity of action from the parties supporting self-determination. They called for "a massive mobilisation" in the alternative participatory process of the 9^th of November, being "the first round" of the early elections, which should become a 'de facto' referendum on independence.

Comparing Catalonia's self-determination process with the Nazi regime has become one of the arguments the Spanish nationalists have used over the last two years, repeated in extreme-right television stations and even at the Spanish Parliament. Such an offensive comparison outrages most of Catalan society, for its total unfairness in describing a democratic process and for trivialising Nazism and the suffering of its victims. Now, the issue has reached the European Parliament, where the Spanish nationalist party UPyD sent a letter to all 751 MEPs comparing the situation in Catalonia with that of "Italy and Germany in the 1920s and 1930s". The CDU MEP Ingeborg Grässle was outraged by the letter and urged UPyD "to at least apologise". "Any politician in Germany would have immediately resigned", she added. Besides, civil society organisations in Barcelona have filed a complaint to the Public Prosecutor Office against dozens of calumnies against self-determination process and its comparison to Nazism.

FC Barcelona has joined Catalonia’s National Alliance for Self-Determination, which groups together more than 3,000 organisations, such as chambers of commerce, employers’ associations, trade unions, political parties, NGOs, etc. The world famous sports club therefore backs Catalonia’s self-determination process and will participate in this group that works to push it forward. Furthermore, in the last few weeks leading Catalan sportsmen such as Xavi Hernández, Gerard Piqué, Pep Guardiola, Cesc Fàbregas, Pau Gasol, Marc Gasol, Aleix Espargaró and Pol Espargaró have given their explicit support to Catalonia’s right to hold a self-determination vote to decide on its own political future, regardless of whether they would vote for independence or not. In fact, only Guardiola has openly backed independence, although none of the others have specified being against it.

The Law on Consultation Votes, which will be used to call the non-binding consultation vote on independence scheduled for the 9^th of November, has been approved by 79% of the Catalan Parliament, with the only opposition being from Spanish nationalists People's Party (PP) and Ciutadans (C's). This bill was already foreseen in the 2006 Statute of Autonomy, Catalonia's main law after the Constitution, but it had not been approved yet. Now, once the law is published on Catalonia's Official Journal (DOGC), the Catalan President will immediately sign the Decree calling November's vote. The Spanish Government announced last week it already had two appeals ready to be filed to the Constitutional Court – even though the definitive law had not been approved yet. If the Constitutional Court accepts the appeals, it will immediately suspend the Catalan Law and the Decree for a 5-month temporary period, which could be extended until it reaches a final decision.

"Without a doubt the independence movement would never have been so successful without Web 2.0 technologies" says Scottish academic Kathryn Crameri. In the last few years support for independence in Catalonia has grown considerably, with around 50% of the Catalan population supporting the movement in 2014, compared to some 15% 10 years ago. In his new book, 'Sobirania.Cat', prominent Catalan journalist Saül Gordillo explains how this can be intrinsically linked to the steady rise of online activity in Catalonia, saying that the growth in the movement would be "unthinkable" without the Internet. Albert Royo, Secretary General of Catalonia's Public Diplomacy Council, explained why pro-independence activists are so reliant on the Internet. "The diplomatic channels of communication are being controlled by the Spanish Government", he said, and alternative channels had to be found.

On Catalonia's National Day, the 11^th of September, as in 2012 and 2013, pro-independence supporters have once again created a colossal demonstration, which is unique at a European level. According to Barcelona local police, 1.8 million participants of all ages and social origins formed a V-shaped mosaic displaying the Catalan flag along the city's two main avenues to show support for the 9^th of November consultation vote that has been agreed upon by a two-third majority in the Catalan Parliament. In the vertex of the V-shaped rally, fully organised by civil society organisations, a stage decorated with columns of ballot boxes had been set up. At 17.14pm, commemorating the year Catalonia lost its sovereignty and freedoms, a girl who will turn 16 on the voting day has symbolically cast her vote into a ballot box. However, the Spanish Government has announced it will do whatever is necessary to stop the vote from happening. Meanwhile, the Catalan President, Artur Mas, emphasised that "everything is ready" for such a vote. Mas asked the Spanish authorities not to see the demonstration as "a provocation or a challenge", but as "a demand to vote".

Catalan civil-society organisations have simultaneously built the traditional human towers in Brussels, Berlin, Geneva, Lisbon, London, Paris and Rome, as well as in Barcelona at 12 o'clock (European Continental Time), this Sunday to claim for Catalonia's right to self-determination and to be able to hold an independence vote, which is blocked by the Spanish Government. This awareness-raising action aims to send a message to the rest of Europe and the international community: Catalans want to vote. In fact, according to the polls published in the last 2 years, between 75% and 80% of Catalans want to hold a self-determination vote and between 50% and 55% of the citizens would vote for independence from Spain. A traditional Catalan human tower has been built at the same time in each of these cities, as well as in 41 towns throughout Catalonia, showing the banner “Catalans want to vote. Human towers for democracy”. Famous personalities have given their support to the action and have a read a manifesto: British historian Paul Preston in London, Catalan musician Jordi Savall in Paris, Catalan football coach Pep Guardiola in Berlin, Portuguese playwright Helder Costa in Lisbon, Catalan actor Sergi López in Brussels and Swiss actor Joan Mompart in Geneva.
