The most likely future Mayor of Barcelona, Ada Colau, has held a press conference the day after election night, in which her alternative left, green and pro-self-determination coalition Barcelona en Comú became the most-voted party in the Catalan capital, obtaining 11 seats, far from the 21-seat absolute majority. Colau stated that she would “start a round of talks” with the other left-wing parties to look for government agreements as of this Monday. She will contact the social-democrat Catalan independence party ERC (5 seats), the Catalan Socialist Party (4 seats) and the radical independence and alternative left-wing party CUP (3 seats). However, she did not rule out the possibility of reaching specific agreements with other parties on some important issues. She also highlighted her commitment to Catalonia’s right to self-determination. In addition, Colau also accused the current Mayor from the centre-right pro-Catalan State coalition CiU, Xavier Trias, of signing last-minute contracts before leaving office.

Jordi Sánchez, the new President of the civil society organisation Catalan National Assembly (ANC), which co-organised the massive pro-independence rallies, has ruled out the possibility of unilaterally declaring independence the day after the next Catalan Parliament elections, should a clear majority of pro-independence parties win. These elections are presented by the Catalan Government and by the parties supporting independence as a ‘de facto’ plebiscite on this issue, since it is the only option left to hold a legal self-determination vote after the unilateral veto and no-to-everything attitude of the Spanish Government during the last two-and-a-half years. However, even though Sánchez completely supports such a plebiscite, he stated that a unilateral declaration of independence on the day after “would not be possible” and “it is not the road to take”. “I will not send signals about things I believe will not happen”, added Sánchez, who on Saturday was elected to lead the ANC.

The governing People’s Party (PP) has once again rejected the creation of a subcommittee within the Spanish Parliament to start debating a Constitutional Reform, in order to handle the deep political crisis and Catalonia-Spain relationship. The Spanish Government and the PP – which holds an absolute majority at the Chamber – have been refusing to initiate a Constitutional Reform on manifold occasions during the last few months. Furthermore, last weekend, Prime Minister Rajoy strongly objected to making “any concession” regarding Catalonia’s demands and, instead, the PP is working on an involution of the political model that would recentralise many powers and increase the Spanish Government’s presence in Catalonia. This Thursday, the Spanish Socialist Party (PSOE) filed the motion to create a parliamentary subcommittee to start working on the Constitutional Reform because the best way to save this text is “by updating it”. The PP replied “this debate is neither timely nor necessary”.

Once again the Spanish Government and the People’s Party (PP) have closed the door to making any concession to Catalonia with the objective of reducing support for independence. On Saturday, the Spanish Prime Minister, Mariano Rajoy, travelled to Catalonia for the first time since last May’s European Elections to participate in a closed-door PP event. Rajoy insisted on affirming that November 9’s symbolic self-determination vote had been “a failure” of the pro-independence forces. He accused the Catalan President of “heading nowhere” and of ignoring “2 out of 3 Catalans”, a figure arrived at by adding all the people who did not vote on November 9. Once again, Rajoy refused any negotiation or to make any concession. On Monday, the PP’s leader in Catalonia, Alícia Sánchez-Camacho, stated that “Catalonia’s solution does not include third ways [built] with concessions”. Furthermore, the PP asked for a greater presence of the Spanish Government in Catalonia, which means recentralization.

Parties supporting the self-determination process have expressed their first reactions to the Catalan President’s offer to run in early elections by sharing the same electoral list and negotiating independence from Spain in a maximum of 18 months, if they obtain an absolute majority. The two-party centre-right pro-Catalan State coalition (CiU), headed by the President of the Catalan Government, Artur Mas, is divided: Mas’ Liberal party CDC wants to join it but the leader of the Christian-Democrat force UDC is sceptical, since he opposes independence. The left-wing Catalan independence party ERC, which tops most of the opinion polls, is thinking about it and its leader, Oriol Junqueras, will make his own proposal next Tuesday. The Catalan Green Socialist and post-Communist coalition (ICV), which supports Catalonia’s self-determination but is divided about whether or not to be independent, rejected Mas’ offer and accused him of forgetting about social and corruption issues. Finally, the alternative left and radical independence party CUP rejected the single list formula.

The Spanish Prime Minister, Mariano Rajoy, is rejecting the offer sent by the President of Catalonia, Artur Mas, to meet in Barcelona to coincide with the former’s trip to the Catalan capital on November 29. According to Alícia Sánchez-Camacho, the leader of Rajoy’s party in Catalonia, “it is not the time” for such a meeting. In addition, she also said that making the offer in a press conference through the Catalan Government’s Spokesperson “is not the way” of doing things. The Catalan leader of the People’s Party (PP) also pointed out that Rajoy is travelling to Barcelona “to attend a party rally”. During the weekend, the Spanish PM had announced his trip to Catalonia in order “to better explain himself” and talk to Catalans after November 9’s symbolic vote on independence. The Catalan Government invited Rajoy to hold a meeting with Mas as well in order to set institutional dialogue once again. Rajoy is refusing to discuss self-determination and according to Sánchez-Camacho he should only talk with Catalan representatives about the same things he would talk about in the other Autonomous Communities.

After days of controversy, the Director of Spain's Public Prosecution Office, Eduardo Torres-Dulce, suggested that a judicial complaint against the President of the Catalan Government, Artur Mas, might not be filed because the case "is already at court". The People's Party (PP), which runs the Spanish Government, had announced that the Public Prosecution Office would file a complaint against Mas and some Catalan Ministers for having authorised November 9's symbolic vote on independence. Such an announcement seriously questions the separation of powers in Spain. On top of this, several Catalonia-based prosecutors protested over the Spanish Government's pressures. Torres-Dulce, who is appointed by the Spanish Government, decided to wait and meet on Wednesday with his delegate in Catalonia. They agreed to further analyse the case and make the decision in Catalonia. Such a legal step against Mas could provoke a boomerang effect against Madrid, mobilising a wide part of Catalonia's society.

On Spain's National Day, the 12^th of October, the unionist association called Catalan Civil Society (SCC) organised a massive demonstration against Catalonia's self-determination and independence in downtown Barcelona, which was backed by the People's Party (PP) – running the Spanish Government, the anti-Catalan nationalist party Ciutadans (C's) and the Spanish nationalist party UPyD. It is the 3^rd consecutive year that a demonstration has been organised to support Spain's unity on the 12^th of October in the Catalan capital.  As happened on the two other occasions, organisers failed to fill up Catalunya Square although they gathered thousands of people carrying Spanish and Catalan flags. According to Barcelona's Police, 38,000 participated in it, while according to the Catalan Police 1.8 million people participated in the rally for the consultation vote and independence a month ago.

The left-wing independence party ERC asked the Catalan President to join the Government "in order to protect the [self-determination] consultation vote" scheduled on the 9^th of November. The Catalan President, Artur Mas, stated that they will talk about it in the coming days to strengthen the unity around November's vote. In addition, the Catalan Socialist party (PSC) also asked Mas to talk to them if the Constitutional Court ultimately bans the consultation vote. The People's Party (PP), which runs the Spanish Government, accused Mas of promoting "a soft dictatorship" in Catalonia. The green-socialist and post-communist coalition ICV stated they want a consultation vote with "credibility". The Spanish nationalist and populist C's said that Mas' time is finished and asked for early elections. Finally, the alternative left and radical independence party CUP advocated ignoring Spain's institutions and voting on the 9^th of November by any means.

The day before the massive pro-independence demonstration in Barcelona, the Spanish Prime Minister, Mariano Rajoy, once again rejected Catalonia's right to self-determination. Furthemore, Rajoy stated that a self-determination consultation vote or a unilateral declaration of independence would generate "a political problem and difficulties in the markets". Rajoy was answering to an MP from the centre-right pro-Catalan State coalition CiU, Josep Sánchez-Llibre. The Catalan MP stated that "what really threatens the [economic] recovery is that, in front of Catalonia's demands, [the Spanish Government] has not even issued half of a political answer that can allow the markets to believe in an agreement and not in it being on a collision course".

Spain's Prime Minister, Mariano Rajoy, told the Executive Board of the governing People's Party(PP) that he has "all the measures ready" to stop the Catalan self-determination vote from happening. However, Rajoy avoided giving details about such measures and disclosing specific plans. The Spanish PM emphasised that his stance on Catalonia's right to self-determination and the organisation of an independence vote has remained unchangeable for the last two years. Rajoy took pride in not having made any concession to the demands coming from Catalonia and not having sat around a negotiation table. In fact, the PP and the Spanish authorities are totally opposed to such a vote, imposing a restrictive interpretation of the Constitution to reject a demand that is shared by some 80% of the Catalan population. Furthermore, Rajoy has also confirmed that the Spanish Government will immediately appeal the Catalan Law on Consultation Votes, despite such a law having not yet been approved.

On Friday, in Badalona (Greater Barcelona), the Secretary General of the PP, María Dolores de Cospedal, launched the idea to form a wide-spectrum coalition against secession in the next Catalan elections, which should unite all of the parties opposing independence from Spain. However, it has been rejected by the main parties which were targeted, and only the Spanish nationalist UPyD, which gets marginal results in Catalonia, has welcomed the initiative. According to Cospedal, this united list should bring together the PP (running the Spanish Government), UPyD, the Catalan Socialist Party (PSC), the anti-Catalan nationalism and populist C's, and the Christian-Democrat UDC, which is part of the two-party centre-right pro-Catalan state coalition CiU, which runs the Catalan Government. The PSC and UDC – which recognise Catalonia's right to self-determination - have totally rejected the idea. Even so, the PP's leader stated that "in Catalonia there is an undercover dictatorship", pushing for "a single way of thinking".

The Instituto Cervantes in Utrecht was obliged to cancel the presentation of 'Victus', a novel by Catalan author Albert Sánchez Piñol on the Spanish Succession War and Barcelona's military siege of 1714, after which Catalonia lost its self-government institutions and political, social and cultural repression started. According to the author, his Dutch editorial house Signatuur and the Communication Director of the Cervantes Institute, the Spanish Embassy in The Netherlands obliged them to cancel the event the day before it was supposed to happen for political reasons. However, the Spanish Government is denying any political veto and states the cancellation was due to "diary problems". The scandal has been covered by Dutch media and Juliette Van Wersh, Publisher at Signatuur, stated they are "shocked" for a decision against "freedom of expression". The President of the Catalan Government, Artur Mas, stated that this veto is "in line with the international boycott" which Spanish authorities are carrying out against self-determination.

The new Secretary General of the Spanish Socialist Party (PSOE), Pedro Sánchez, met on Wednesday in Barcelona with the President of the Catalan Government, Artur Mas, to talk about the self-determination consultation vote scheduled on the 9^th of November. Sánchez told Mas that he considers such a vote to be "illegal" and therefore it cannot take place. In addition, he stressed that the PSOE is totally opposed to Catalonia's right to self-determination and underlined that "national sovereignty" belonged to the Spanish people as a whole. However, he said he was proposing "a solution" to the current conflict between Catalonia and the rest of Spain: a reform of the Constitution to transform Spain into a true federal state. Despite this reform, Catalonia would not be considered "a nation". Sánchez underlined that once the agreement on this reform would be reached, Catalans would have the opportunity "to vote" on it. Therefore, for Sánchez, Catalans would only have the choice to vote for the current status quo, or for staying in Spain with greater self-rule but without being considered as a nation.

The former Catalan President Jordi Pujol, who confessed in late July that his family had committed fiscal fraud for years by having a hidden fortune in Andorra, will also be requested to provide further explanations before the Catalan Parliament by the coalition he founded and used to lead, the centre-right pro-Catalan State coalition CiU, which currently runs the Catalan Government. On Monday the CiU confirmed that they will vote on Tuesday for the parliamentary appearance request, joining the rest of Catalan parties. Pujol's fraud has shocked Catalan society and has been presented by Madrid-based forces as a fatal threat to the self-determination process. However, there are increasing amount of news pointing towards the theory that the Spanish authorities (Government, tax agency and public prosecutor) and the two main parties (PP and PSOE) knew about Pujol family's fraud for decades and covered it up in exchange for his opposition to independence. In fact, Pujol had always worked to better fit Catalonia within a more modern Spain and only embraced pro-independence stances two years ago.
