7,000 pro-Spanish unity supporters gather in Tarragona, former capital of the Roman province

On Catalonia's National Day, the Spanish unity association Societat Civil Catalana (Catalan Civil Society, in English), organised a demonstration to protest against the self-determination process in Tarragona. It was a demonstration organised weeks ago as an answer to the massive pro-independence rally organised on the same day in Barcelona. The Tarragona demonstration gathered 7,000 people according to the local police and 3,500 according to the Catalan Police. It was backed by the People's Party (PP) – who runs the Spanish Government, the populist and Spanish nationalist parties C's and UPyD, and by leading members of the Spanish Socialist Party (PSOE), such as Carme Chacón. They chose this city because it used to be the capital of the Roman Empire's province of Hispania Citerior. The PP leader in Catalonia said that "the silent Catalonia is raising its voice". The leader of C's accused the parties supporting self-determination of "dividing Catalans".

Catalonia has "everything ready" for November's self-determination vote

On Catalonia's National Day, the President of the Catalan Government, Artur Mas, stated that "everything is ready" to hold the self-determination consultation vote, scheduled for the 9th of November by a two third majority of the Catalan Parliament. In a speech at an institutional ceremony held in the morning, a few hours before the massive pro-independence rally, Mas stated that "all the efforts are focused on the 9th of November", which should be backed by the Catalan Law on Consultation Votes. However, he rejected to talk about "any other framework". Mas criticised the Spanish Government's "do –nothing attitude" and asked them not see Catalonia's demonstration "as a provocation or a challenge", but as a demand to vote.

1.8 million Catalans form an 11km-long flag mosaic supporting November's independence vote

On Catalonia's National Day, the 11th of September, as in 2012 and 2013, pro-independence supporters have once again created a colossal demonstration, which is unique at a European level. According to Barcelona local police, 1.8 million participants of all ages and social origins formed a V-shaped mosaic displaying the Catalan flag along the city's two main avenues to show support for the 9th of November consultation vote that has been agreed upon by a two-third majority in the Catalan Parliament. In the vertex of the V-shaped rally, fully organised by civil society organisations, a stage decorated with columns of ballot boxes had been set up. At 17.14pm, commemorating the year Catalonia lost its sovereignty and freedoms, a girl who will turn 16 on the voting day has symbolically cast her vote into a ballot box. However, the Spanish Government has announced it will do whatever is necessary to stop the vote from happening. Meanwhile, the Catalan President, Artur Mas, emphasised that "everything is ready" for such a vote. Mas asked the Spanish authorities not to see the demonstration as "a provocation or a challenge", but as "a demand to vote".

Catalan President asks Spain to "listen to" Catalonia's "peaceful and democratic claim"

In the institutional speech that the President of the Catalan Government makes each year the evening before Catalonia's National Day, Artur Mas asked the Spanish authorities to "listen to the peaceful and democratic claim" represented by Thursday's massive pro-independence rally. "Silencing the voice of a people that want to speak out is a mistake; denying the vote to those who see ballot boxes as the solution and not the problem is a double mistake", stated Mas. Before the institutional speech was broadcasted on TV, Mas attended the flower offering made to the mass graveyard where those who died defending Barcelona in the 14-month military siege were buried 300 years ago. In September 1714, Catalonia was defeated and lost its sovereignty, self-government institutions and its Constitution, and a long, harsh repression started. After the flower offering, a second ceremony started nearby, with music and poetry as the only ingredients.

Spanish PM believes that a self-determination vote could create "difficulties in the markets"

The day before the massive pro-independence demonstration in Barcelona, the Spanish Prime Minister, Mariano Rajoy, once again rejected Catalonia's right to self-determination. Furthemore, Rajoy stated that a self-determination consultation vote or a unilateral declaration of independence would generate "a political problem and difficulties in the markets". Rajoy was answering to an MP from the centre-right pro-Catalan State coalition CiU, Josep Sánchez-Llibre. The Catalan MP stated that "what really threatens the [economic] recovery is that, in front of Catalonia's demands, [the Spanish Government] has not even issued half of a political answer that can allow the markets to believe in an agreement and not in it being on a collision course".

Half a million already signed up for Catalonia's massive independence rally, more than in 2013

Two days before the massive pro-independence demonstration will take place in Barcelona on Catalonia's National Day, more than 500,000 citizens have already signed up for participating in it. This year's pro-independence rally is likely to break all records, even though in last year's event demonstrators managed to form a 400km-long human chain spanning from north to south along all of Catalonia, attracting the world's attention. In 2013, more than 1.6 million people participated in the demonstration that was imitating the 1989 Baltic Way, according to the Catalan Police. Back then, 455,000 people had previously registered to participate in one of the human chain's 788 stretches. Now, as for last year's event, registration is not obligatory but recommended in order to guarantee that all the rally stretches will be full and a gigantic Catalan flag will be formed along the 11km itinerary. The demonstration will take place along Barcelona's two main avenues, forming a colossal V-shape to symbolise 'Vote', 'Victory' and 'Will', all three which start with a 'V' in Catalan.

Spanish PM has "all the measures ready" to stop Catalonia's self-determination vote

Spain's Prime Minister, Mariano Rajoy, told the Executive Board of the governing People's Party(PP) that he has "all the measures ready" to stop the Catalan self-determination vote from happening. However, Rajoy avoided giving details about such measures and disclosing specific plans. The Spanish PM emphasised that his stance on Catalonia's right to self-determination and the organisation of an independence vote has remained unchangeable for the last two years. Rajoy took pride in not having made any concession to the demands coming from Catalonia and not having sat around a negotiation table. In fact, the PP and the Spanish authorities are totally opposed to such a vote, imposing a restrictive interpretation of the Constitution to reject a demand that is shared by some 80% of the Catalan population. Furthermore, Rajoy has also confirmed that the Spanish Government will immediately appeal the Catalan Law on Consultation Votes, despite such a law having not yet been approved.

The EU will be "pragmatic" and not kick out an independent Catalonia say experts in Sciences Po

The European Union will adopt a "pragmatic approach" and employ "common sense" in the case of an independent Catalonia or Scotland and would not work to expel them, according to experts gathered at a conference on self-determination on Friday at the prestigious Sciences Po University in Paris. At the conference, which was organised with the support of the Catalan public-private soft diplomacy council Diplocat, experts highlighted the importance of "international recognition" for the process of acceptance of an independent Catalonia within the EU. Graham Avery, member of the Brussels-based think tank European Policy Centre (EPC) and Honorary Director General of the European Commission, said that the EU "has no problem in accepting changes in the borders of states", but that it has never experienced a secession which would create "two new member states".

Catalan President: self-determination vote will have to "always respect an existing legal framework"

The President of the Catalan Government, Artur Mas, stated once again that the self-determination consultation vote will take place on the 9th of November but he also added that "things have to be done in the right way". In front of businesspeople at an event of Barcelona's Chamber of Commerce, Mas stressed that "both things have to come together", meaning voting and doing things right. He underlined that "this means always respecting an existing legal framework". After the controversies on whether the vote should take place if the Constitutional Court bans it, Mas insisted that the call will be based on Catalan legislation and that the Court might not ban it in the end. Besides, he admitted that Catalonia's "freedom" would come with some economic costs, but that those of continuing in the current situation would be much higher. Mas also said that Pujol's scandal "will not affect" him or the Catalan Government.

Pujol accepts to give explanations to the Catalan Parliament but he will do it after the 22nd of September

On Tuesday, as it was expected, the Catalan Parliament has approved to request that the former President of Catalonia, Jordi Pujol, provides the Chamber with further explanations about his family's fiscal fraud which he confessed to in late July. The request has been unanimously approved, including by the governing centre-right pro-Catalan State coalition CiU, which was led by Pujol for three decades. The former Catalan President has accepted to appear in front of the Parliament despite it not being "obligatory", as he noted down. However, he asked to do it after the 22nd of September "in order not to interfere" with the self-determination process and "the high political voltage events" of the coming days. The opposition parties supporting self-determination are angry with Pujol's delay and will ask for a parliamentary investigation committee to be launched.

Catalan President tells all Government Ministers and Directors that self-determination vote will take place

The President of Catalonia, Artur Mas, held an exceptional meeting on Monday evening with all the Ministers, Deputy Ministers and Directors of the Government he chairs in order to prepare for the coming weeks, which are crucial in the self-determination process. Mas told the 200 people present about "his certainty" that "there will be a consultation vote, that he will call it and that people will vote", summed up Francesc Homs, Minister for the Presidency and Spokesperson for the Executive, at the end of the meeting. The President asked them to be "committed" and play "a leading role" within the self-determination vote instead of being "mere spectators or commenters", since "the country is ready". "Obviously this [the self-determination vote] is an operation including the entire country, and a lot of people, but the Government is also part of it in a very essentials way, and he asked us to honour this in such decisive times", added Homs.

Latin America left-wing parties support Catalonia's self-determination vote scheduled in November

The final declaration of the 2014 São Paulo Forum, which brings together around 100 left-wing parties from Central and South America each year, has demonstrated explicit support for Catalonia's self-determination vote, which is foreseen for the 9th of November. The XX Encuentro del Foro de São Paulo, which took place in La Paz (Bolivia) between the 25th and the 29th of August, gathered together most of the parties that are now running the governments of Spain and Portugal's former colonies in Latin America. The support statement was proposed to be included by 3 Catalan parties: the left-wing independence party ERC, the Catalan green socialist party ICV and the radical left and independence party CUP.

Spanish Government insists on "immediately" appealing against the Catalan Law on Consultation Votes

On Friday Spain's Deputy Prime Minister, Soraya Sáenz de Santamaría, warned that the Catalan Law on Consultation Votes will be "automatically suspended" the moment the Spanish Government files an appeal against it. Furthermore, the Deputy PM added that such an appeal will be filed "immediately" after the law is approved by the Catalan Parliament. However, she recognised that the Catalan Government could act in a faster way and issue the decree calling for the self-determination vote – scheduled on the 9th of November – before the Spanish Executive has filed the appeal. In any case, Sáenz de Santamaría highlighted that once the appeal is filed, both the law and the decree will be cancelled. Furthermore, she insisted on the obligation to respect the Constitution and the current legal framework, which is what provides the offices of those taking decisions in Catalonia and, ultimately, guarantees democracy.

Spanish Government is preparing appeal against not-yet-approved Catalan law on consultation votes

With the aim to stop Catalonia's self-determination vote, the People's Party (PP) has confirmed that the Spanish Government is already preparing two appeals to the Constitutional Court against two legal measures that have not yet been approved. The Government chaired by Mariano Rajoy is preparing a first appeal against the Catalan Law on Consultation Votes, which should be approved in mid-September. This law will be the legal base for the self-determination vote, scheduled for the 9th of November. Rajoy's second appeal is against the Catalan President's formal call to hold the independence consultation vote; a call that would be issued after the approval of the Consultation Vote Law. With these two appeals against two legal means that still do not exist, and whose exact wording is therefore still unknown, the Spanish Government is looking for the Constitutional Court to temporarily cancel the law and the call, and therefore stop November's vote from happening.

Catalan Government insists in its "unequivocal commitment" to November self-determination vote

"The time for speculation is over; now it is time for decisions, and this goes for everybody", stated the Spokesperson for the Catalan Government and Minister for the Presidency, Francesc Homs, after the first Cabinet Meeting held after the summer break. Homs was referring to the Spanish Prime Minister's monolithic opposition to the self-determination vote and to the warning sent by the leader of the left-wing independence party ERC, Oriol Junqueras. The ERC President "cannot imagine" somebody "breaking the enormous unity" around the independence consultation vote, scheduled for the 9th of November, which is "the only scenario" agreed on.  Homs insisted in the Catalan Government's "unequivocal commitment" to such a vote. However, he rejected making any speculation on how Catalan authorities should react "to things that have not passed", referring to the likely ban from the Spanish Constitutional Court to the November vote. "We are entering a new stage", he concluded.
