The main Catalan trade association for small and medium-sized companies, Pimec, has repeatedly shown its support for Catalonia’s right to decide its political future. However, in an interview with CNA this Thursday, Pimec’s president Josep González called for the Government to keep the pro-independence process “within the law”. “Let’s do things, but let’s do them right and with common sense”, he stated. González also urged the new executive to approve a new budget as soon as possible and fight against unemployment. The association head went on to celebrate the election of the new Catalan Minister for Business and Knowledge, Jordi Baiget, and defined him as “prudent, open-minded and educated”.

Catalan Minister for Business and Labour, Felip Puig has denied that companies are withdrawing from Catalonia or moving their tax base to other parts of Spain due to the Catalan political process. On the contrary, Puig pointed out, more companies are leaving Madrid to set up their tax base in other Autonomous Communities. He went on to claim that "an orchestrated campaign with distorted data" has been carried out to induce "fear" in companies, investors and the whole of the Catalan citizenry. Puig also emphasised that some of the companies which have changed their tax base have kept the business and the production within Catalonia and noted the 281% rise in foreign investment in Catalonia. 

All Catalonia’s employers’ associations, with the exception of ‘Foment del Treball’, and every chamber of commerce have united behind Catalonia’s right to vote and expressed on Thursday their wish to “unconditionally support” the result of the upcoming elections on the 27^th of September. The president of the employers’ association CECOT, Antoni Abad, said that “the right to decide is a structural element of a democracy”, adding that “we must re-establish Spain or found a new state”. The businessmen handed a copy of ‘Manifest del Far’ - a document signed in 2014, in which they expressed their commitment to Catalonia’s process of sovereignty - to the President of the Catalan Parliament, Núria de Gispert. She thanked the employers for “such a necessary” event and emphasised that “the time of ambiguity is over”. 

Pimec and Foment, Catalonia’s largest employers’ associations, have expressed outrage at the Spanish Government’s budget proposal for 2015 and its planned investment in Catalonia. Both Foment, which groups the largest employers, and Pimec, who represents small and medium-sized enterprises, have criticised that the Spanish Government has allocated to Catalonia only 9.5% of Spain’s total investment, despite it contributing 19% of the country's GDP and having 16% of its population. Spokespersons for both organisations have said the shockingly low budget is at odds with Catalonia’s high productivity and represents "a missed opportunity", both for economic growth and political dialogue, considering the independence debate. According to Ramon Adell, from Foment, Catalonia "as the engine of recovery, deserves a greater investment in infrastructure."

28 employers’ associations, chambers of commerce and business organisations have signed a manifesto that explicitly backs Catalonia's right to self-determination. They presented the initiative on Thursday, in a lighthouse on the Costa Brava. The document is based on a previous agreement reached among employers and business associations just from Girona Province (north-east), but now it has been shared with organisations from throughout Catalonia. Some media, mostly edited in Madrid and abroad, are portraying the business community as against the self-determination process, but there are many employers that are backing it, even among the larger companies. A few weeks ago, the President and co-owner of the pharmaceutical Grífols – which is one of the world leaders for blood-derivate products – backed the Catalan President and his efforts to organise a self-determination vote.

On Wednesday evening the main Catalan small- and medium-sized enterprises association, Pimec, organised a protest conference in which they accused the Spanish and Catalan Governments of politically and financially "discriminating" against them. With the slogan #diguemprou (#wesayenough) 1,400 owners of SMEs and self-employed workers protested against both Governments for not taking SMEs into account and only working for the interests of large corporations. The protest was explicitly backed by 220 guilds and associations, as well as by 9 professional associations and that of self-employed workers. The event issued a manifesto compiling a list of grievances, split into 7 different areas: entrepreneurship; loans and funding; taxation; labour market; energy; training and employment; and internationalisation.

The business owners’ association Cercle Català de Negocis (CCN) insisted that neither Spain’s confederation of employer associations, CEOE, nor its Catalan member, Foment del Treball “represent anything other than themselves and the interests of large corporations linked to the Spanish Government”. After the President of the Catalan Government, Artur Mas, asked employers to participate in the political debate, these two main employers’ associations have rejected getting involved in the self-determination process. However the CCN recalled that these large corporations only represent a tiny part of Catalonia’s business sector. The CCN stressed that SMEs account for 99% of all Catalan production and many of their owners “have mostly positioned themselves in favour of exercising the right to self-determination”. During a luncheon on Tuesday, Mas nuanced his previous statement, saying that he was “not asking for explicit statements” but “to be within” the political debate. 

The Catalan Government has welcomed the 138 proposals issued by a council of business associations, trade unions, academic experts and leading professionals, who form the so-called ‘Agreement for the Industry’ platform. The President of the Catalan Executive, Artur Mas, stated that those proposals are “a possible seed” for a broader agreement: a National Pact for the Industry that will define the priorities and main guidelines of Catalonia’s industrial policy for the next decade. The Catalan Minister for Business and Employment said that the 138 proposals coincide with “between 70 and 80%” of the Executive’s industrial policies. However he pointed out that the Government couldn’t bring all of them on board for budget or jurisdiction limitations.

Juan Rosell, the current Chairman of Spain’s main association of employers (CEOE), and who used to chair the main Catalan employers association, stated that Catalan businesspeople are shifting towards pro-self-determination stands. Rosell, who is openly against Catalonia’s independence, stated that “business people are not aliens” and “if society has changed its views in the last few years, so have businesspeople”. The top representative of Spanish business-owners stated that the current moment is “extremely serious”. Rosell demanded to “bridge the gap, put all the economic data on the table and analyse the pros and cons for one side and the other one” regarding Catalonia’s independence from Spain. Rosell asserted that companies have not left Catalonia due to the self-determination process.

Catalonia’s main SME association PIMEC and the Catalan Business Circle (CCN) have criticised the regional Government of Madrid for issuing a report not sufficiently backed-up by economic data. In addition, they have accused Madrid’s Finance Minister, who presented the report, of offering a politically-biased version by saying that companies have left Catalonia due to the self-determination debate. PIMEC and CCN stated they do not have data supporting Madrid’s statement. On the contrary, they have data proving that foreign investment has not reduced. In addition, CCN accused the Spanish Government of building a “Greater Madrid” as an economic centre, at the expense of other areas such as Catalonia. PIMEC emphasised the Catalan industrial tradition and the vigour of its economy, although admitted that taxation is higher in Catalonia than in Madrid.

The number of public employees in Catalonia has been reduced by 4.76% over the last year, while in the whole of Spain the reduction was of 3.97%, due to the budget cuts in the public sector. However, the number of civil servants in Catalonia was already significantly lower than the Spanish average, according to a study issued by the SME association PIMEC. In January 2013, there were 40.7 civil servants for every 1,000 inhabitants in Catalonia, while the Spanish average was 57.4 and it reached 79.6 in the Autonomous Community of Extremadura. In fact, 26.7% of the Extremadura’s workforce is employed in the public sector, while the percentage drops to 11.1% in Catalonia. PIMEC stated in its report that, if Catalonia had the same proportion of public employees as the Spanish average, its unemployment rate would drop from 24.5% to 20.5%, with 150,000 fewer jobseekers.

Pimec, the main SME association in Catalonia, issued a survey taken of its members. Two thirds of the interviewees would support Catalonia’s independence from Spain while remaining in the European Union. 21.1% would prefer a more federal Spain and only 12.1% would back the current situation. In addition, 97.5% of the interviewees support improving Catalonia’s fiscal scheme. Furthermore, 61.2% think a hypothetical boycott of Catalan products by Spain would not or would hardly affect them.
