Jordi Sánchez, the new President of the civil society organisation Catalan National Assembly (ANC), which co-organised the massive pro-independence rallies, has ruled out the possibility of unilaterally declaring independence the day after the next Catalan Parliament elections, should a clear majority of pro-independence parties win. These elections are presented by the Catalan Government and by the parties supporting independence as a ‘de facto’ plebiscite on this issue, since it is the only option left to hold a legal self-determination vote after the unilateral veto and no-to-everything attitude of the Spanish Government during the last two-and-a-half years. However, even though Sánchez completely supports such a plebiscite, he stated that a unilateral declaration of independence on the day after “would not be possible” and “it is not the road to take”. “I will not send signals about things I believe will not happen”, added Sánchez, who on Saturday was elected to lead the ANC.

The Catalan Parliament approved on Thursday the Law on Transparency, Information Access and Good Governance with 81% in support and 2% in opposition. This bill comes a few months after the Catalan Government was graded 100 points out of 100 by Transparency International Spain for the information it makes available to citizens through its website about public contracts, tenders, subsidies and elected officials. However, these measures also come after years of corruption scandals, which have not only occurred across Spain, but also in Catalonia. The main parties have backed the new law, while two other parties abstained and one voted against the bill because they said they did not trust the governing centre-right pro-Catalan State coalition CiU. With the new law, access to information will become a citizen’s right, which can only be limited when it affects people’s intimacy or a few other exceptions, including public security. 

Last week, the Catalan Ombudsman issued a report stating that 4% of children in Catalonia under the age of 16 suffer from food deprivation (50,000 children) and he linked it to the current economic crisis. The Primary Care section of the Catalan Society of Paediatrics refutes the Ombudsman’s report warning that the known cases of undernourished children in Catalonia are due to illness and not to financial problems. They stated there are 750 children with food deprivation and most of whom have chronic diseases that cause malnutrition, such as metabolic disorders, neoplasia or anorexia nervosa. They emphasise that nowadays it is incorrect to talk about children with food deprivation in Catalonia for economic reasons, but they are concerned about the future.

The Catalan Ombudsman, Rafael Ribó, announced on Monday that 4% of children under the age of 16 suffer from food deprivation. Almost 50,000 children are not eating meat or fish at least once every two days, meaning they do not have a sufficient intake of protein. However, Ribó rejected there was a structural problem of malnutrition and linked the phenomenon to the economic crisis’ effects. Ribó asked the Catalan Government to act immediately to ensure that all children have access to enough food. The Ombudsman proposed 33 recommendations to reduce the child poverty rate, which currently stands at 28%, with approximately 345,000 children under the age of 16 living in poverty. The rate of extreme poverty has also increased in recent years and affects a tenth of Catalan children (130,000).

The Catalan Ombudsman, Rafael Ribó, accused the Spanish Government of trying “to manipulate” data in its report last week, in order to push forward a recentralisation reform, which “goes against the self-government principle”. Ribó explained that the Spanish Ombudsman undertook 33,849 actions in 2012, which means each action cost an average of €428. In addition, it refused to accept 20,164 complaints. Meanwhile, the Catalan Ombudsman undertook 25,073 actions, with a cost of €279 each. The Catalan institution only rejected 267 complaints. Regarding resolutions and recommendations, the Spanish Ombudsman issued 548 while the Catalan body issued 3,635. This means that each resolution by the Spanish body cost €26,447 while the Catalan’s cost €1,925, which is 13.75 times less.

The President of the Catalan Government, Artur Mas, organised a summit with top representatives from all the public powers involved in the fight against corruption and fraud to exchange ideas and come up with a set of measures. Political parties were not invited and some of them have protested. After the meeting, Mas explained that the attendees agreed to transform the Transparency Agreement from 2001 regarding the funding of political parties into a law in order to enforce it. Furthermore, the Catalan Government will allocate more resources to the judicial powers investigating the main corruption cases. The attendees agreed to compile the initiatives discussed in a document and meet again in two weeks’ time.

The President of the Catalan Government and leader of the Centre-Right Catalan Nationalist Coalition (CiU) is organising a summit to define new initiatives against corruption. The meeting will be held next week and will gather together the main representatives of the Catalan Parliament, the Supreme Court of Justice of Catalonia, the Catalan Ombudsman, the Catalan Court of Audit and the Anti-Fraud Office of Catalonia. Political parties are not invited, as the summit is thought to be “complementary” to Parliament’s actions. The Catalan President will ask the attendees to provide him with ideas so that he can channel them and put them on the table for a wider debate. In the last few months, many corruption scandals have affected politicians in Catalonia and the rest of Spain.

The death of a Guinean intern in the Immigrant Internment Centre (CIE) in Barcelona last January, plus the recent prohibition by the Spanish Government’s Delegate in Catalonia to allow the Catalan Ombudsman to visit the facilities of the centre, a month ago, has increased the feeling of distrust towards this type of institutions where immigrants without their residence permit are preventively held until they are sent back to their original countries.

In an international conference taking place in Barcelona of Ombudsmen from Europe, America and Africa, the Catalan Ombudsman, Rafael Ribó, has warned that the institution has “less influence”. Furthermore, in some areas of Europe there is a threat that they will “disappear”. The Ombudsmen have been discussing their role in the face of the privatisation of basic services. The conference has been organised with the ‘Cercle d’Economia’, which is mainly an economic forum, open to businesspeople, academics and economic professionals.
