The plenary session to constitute the new Catalan Parliament will be on the 26^th of October next. Current Catalan President, Artur Mas, having used up the maximum legal term for doing so, signed this Wednesday the decree which establishes the constitution of the new chamber. However, there are still some pending issues regarding the composition of the new Catalan Parliament. The negotiations between cross-party list 'Junts Pel Sí' and radical left pro-independence CUP regarding who will be President have yet to be concluded and the future composition of the Parliament's Bureau isn't clear either, as anti-Catalan nationalism Ciutadans, alternative-left coalition 'Catalunya Sí que es Pot', Catalan Socialist Party PSC and Catalan People's Party PPC demand that 'Junts Pel Sí' not have an absolute majority in the Bureau. 

For the first time in the last two years, the number of people opposing independence from Spain would be more than those supporting the separation, according to an opinion poll released on Friday by the Catalan Government’s Survey Institute (CEO). 45.3% of the interviewees would oppose independence, while 44.5% would support it. According to the CEO’s Director, Jordi Argelaguet, these figures indicate “a technical draw”, since there is only a 9-person difference out of the 1,000 interviews carried out in early December, following the 9 November’s symbolic self-determination vote. However, the figures show two important trends: the higher mobilisation of citizens opposing independence and the slight decrease of support for independence. 7.5% of those interviewed would be undecided and 2.8% preferred not to answer the question.

More than 200 elected members of the European, Spanish and Catalan Parliaments and municipal councils from Catalonia have presented and started to sign on Wednesday an international complaint against the Spanish Government that will be sent to the United Nations, the European Parliament, the European Commission, the Council of Europe and Organization for Security and Co-operation in Europe (OSCE). They are formally accusing the Spanish Government of "violating the right of the Catalan people to decide on its own political future" and "banning the exercise of democracy ". They list reasons of democratic legitimacy, stress the sustained self-determination demands and highlight the manifold Catalan attempts to negotiate and hold a legal vote. They also emphasise the Spanish Government's total blocking attitude and they announce that Catalan representatives "feel legitimate to launch all the necessary political and legal actions". Finally, they also ask those international organisations to act in order "to guarantee that Catalonia's citizenry can democratically decide on its future".

In Catalonia, the PP would get its best results in history, and could become the second most voted party in the territory, a position disputed with the Centre-Right Catalan Nationalist Coalition (CiU). The Socialist Party, which has won the Spanish elections in Catalonia for the last 32 years, might still win, but it will be a close battle with the CiU and the PP. A major surprise in Catalonia cannot be completely ruled out. In any case, on the contrary to previous elections and as it seemed some weeks ago, votes in Catalonia might not change the final results and the PP’s absolute majority would not depend on its Catalan supports.

The Catalan Parliament will also file a formal complaint regarding the violent protests that took place last Wednesday in Barcelona. Protesters tried to besiege the Parliament and impede the entrance of MPs, some of whom were insulted, threatened, pushed and sprayed. The Spanish Penal Code states that these type of actions are a felony and offenders could face between three and five years in person. Catalan Police had to protect the Parliament and the MPs, with a deployment of 600 police officers. All political parties condemned the violent acts by protesters and most of the opposition said that the deployment of security forces was too small.
