The Spanish Transport Ministry and Barcelona’s City Council signed an agreement to unblock the construction work of La Sagrera train station, which was on hold due to the current financial crisis. This project is the main urban planning initiative Barcelona has been trying to develop since the Olympics. It involves building a huge inter-modal station, combining high-speed trains, short- and medium-distance trains, underground trains and buses. In addition, many retail, office and housing buildings would be built on top of the station and nearby. On top of this, a 4.5 kilometre-long park would be created, covering the rail yard and connecting several neighbourhoods that are now separated by the tracks. In early 2013, the project was at risk since the Spanish Government had not guaranteed its funds, despite the fact that construction work started years ago.

The French Government delays the construction of the High-Speed Train between Montpellier and Barcelona

France will not allow High-Speed Trains from Barcelona to Central and Northern Europe to run at their maximum velocity since it refuses to build the 156 kilometre high-speed railway stretch between Perpignan and Montpellier. This infrastructure has been declared to be one of the European Union’s strategic transport priorities, since it connects the Iberian Peninsula with the rest of the continent via the Mediterranean Railway Corridor. Many years ago, the French Government promised to build this stretch before 2020, an engagement reconfirmed by Sarkozy’s executive. However, the current Prime Minister Jean-Marc Ayrault has paused work on the project and delayed it until after 2030.

The European Parliament asks for the deficit targets to be split “in a fair way” among government levels

The Spanish Government is keeping most of the 4.5% public deficit allowed to the entire Spanish public sector in 2013 for itself, despite managing only 50% of the total public spending. It has allowed itself a 3.8% deficit while it has imposed a 0.7% target on the regional governments, which manage almost 40% of the public spending including basic services such as healthcare and education. The European Parliament report indirectly asks Madrid to relax the Autonomous Communities’ deficit targets according to the basic services they provide. In addition, it also states that regional governments should have greater fiscal capacities and depend less on central government transfers. Furthermore, the report asks “some member states” to eliminate the ministries whose powers have been devolved and to “reduce unnecessary defence expenditures”.

The last High Speed railway stretch between Barcelona and France has finally been unveiled after years of delays

The Spanish Government has finally finished the construction work and circulation tests on the last 131-kilometre stretch of railroad to France. Barcelona, Girona and Figueres are now linked by High Speed Train, although a direct connection between the Catalan capital and France will have to wait until next April. Now, passengers can travel from Barcelona to Girona in only 37 minutes and to Figueres in a total of 53 minutes. If they want to continue to France, they will have to switch trains until April, when the Spanish trains will be standardised to be able to run in France. However, from now on, the Spanish and the French High Speed railway networks will finally be connected, twenty years after the Madrid-Seville line was unveiled. The Catalan President has emphasised that Catalonia is the Autonomous Community with the smallest amount of public infrastructures in Spain.

The Spanish public company in charge of building and maintaining railway infrastructures, Adif, has confirmed the awaited date. Adif will have all the work finished by the end of this year, including the overhead line set in the tunnels crossing Barcelona and Girona. This will enable the train service linking Barcelona and Girona to the French city of Perpignan to be operational by April 2013. This work, funded and managed by the Spanish Government, has accumulated many years of inexplicable delays before connecting Spain’s high-speed network to Europe.

High Speed Train between Barcelona and Madrid gets 50% of the passenger traffic between the two cities

50.2% of the people travelling between Barcelona and Madrid in the first six months of the year used the High Speed Train (AVE), instead of the car, bus or airplane. 1.4 million people used this AVE line between January and June, a 6.2% increase compared to the same period last year. In addition, the Port of Barcelona had 905,000 passengers in the first half of 2012, making it the first port in Spain in terms of passenger traffic.

Catalonia questions the constitutionality of the Spanish Government’s education and healthcare reforms

The Catalan Government has announced a plan against the Spanish Government’s “recentralisation offensive”. One of its actions is taking the education and healthcare reforms adopted by Madrid to the Catalan Council for Constitutional Guarantees, as a first step to bring them to Spain’s Constitutional Court. The Catalan Government believes that some of the measures invade its jurisdiction, as it directly manages education and healthcare. Another measure is issuing a report pointing out the Spanish Government’s duplicities, such as maintaining ministries such as education, healthcare and culture. These policies are managed by the Autonomies. Left-Wing opposition parties have urged the Catalan Government to take further measures, while the PP has accused the Catalan Executive of “lying”.

High-Speed Train from Barcelona to France now delayed until the end of 2013

According to the Catalan Government, the High-Speed Train service linking the Catalan capital with the French border has been delayed one more year, this time until the end of 2013. The reason is that work on two sections of the railway, managed by the Spanish Government, is still pending to be allocated. They are the Barcelona exit and the section through Girona; both total €33 million according to the Catalan Government. The rest is already built and the service between the northern city of Figueres and the French city of Perpignan is already in operation. However, this strategic railway is not fully completed between Figueres and Barcelona due to a long list of delays.

Catalans shocked by decision to prioritise the Central Railway Corridor

The Spanish Minister for Public Works and Transport, Ana Pastor, announced she would prioritise the Central Railway Corridor, which would link the Gibraltar area with Madrid, Zaragoza, Toulouse and the rest of Europe through the Central Pyrenees. The European Commission announced in October it would not fund the Central Corridor, but those along the Mediterranean and the Atlantic coasts, where the main industrial centres and ports are located. The Catalan business community and political parties have pushed for the Mediterranean Corridor. Their fear was that the current crisis combined with prioritising the construction of a second corridor might push resources away from the Mediterranean.

The Spanish Government recognises a €5.75 billion lack of investment in railway infrastructure in Catalonia

After last week’s minor train accident, the Spanish Minister for Transport, Ana Pastor, wanted to personally check Barcelona Metropolitan Area’s railway infrastructure. Pastor has recognised that the Spanish Government had not invested the required amount in railway infrastructure in Catalonia. She said that €5.748 billion has not been invested. Many Catalan voices have criticised the Spanish Government’s lack of investment in key transport infrastructure for Catalonia’s economy.

High-Speed Train between Barcelona and Madrid is reduced to 2h 30 min

Trains will reach a maximum speed of 310 km/h along some points of the trip. The improvement is due to the implementation of a new navigation system that has reduced the journey time for direct trains by eight minutes. The European Commission has included the Mediterranean Railway Corridor for freight and passengers among the next EU transport priorities. The EU might pay between 10% and 20% of the construction costs if it is finished before 2030. The ports of Barcelona, Tarragona, Valencia, Almería and Algeciras will become true European gateways to North Africa and Asia. In addition, high-speed trains will travel along the Spanish Mediterranean coast to France. Catalan politicians and business people have unanimously celebrated the good news but believe it comes too late and fear the Spanish Government could still prioritise other corridors. In fact, the EC also included other corridors, which pass through Madrid. Therefore Spain’s traditional radial model may still persist.

The Chairman of the EP’s Transport Committee, the British MEP Brian Simpson, has stated that building the Mediterranean Railway Corridor for freight and passengers is “absolutely imperative and crucial” for the European economy. On the contrary, the third corridor going through the Central Pyrenees, linking Zaragoza and Toulouse is “not-viable and not-needed”. “Drilling mountains is very very expensive”, he warned. The necessary infrastructural project for the EU economy would link Central and Northern Europe with Spain’s ports that trade directly with North Africa and Asia, enabling trains going non-stop on international-width railway. The EU would pay for 25% of its cost. The Central Corridor passing through Madrid, Zaragoza and the Central Pyrenees would fall from the list, as economic criteria are decisive in times of economic difficulties. However, the definitive list will be released on October 19th.

The presidents of Catalonia, the Valencian Community and the Region of Murcia met in Barcelona to ask the Spanish Government to prioritise the construction and inclusion of the Mediterranean Railway Corridor in the European Transport network. This infrastructure is essential for both the Spanish and European economies, as it would transport freight and passengers non-stop from Gibraltar to Stockholm, passing through Valencia, Barcelona and Lyon. In times of public deficit, there is not enough money to build a railway corridor passing through Madrid, and the Spanish Government has to prioritise the Mediterranean Corridor, which links the main export and industrial centres in the country with Europe.
