The President of the Catalan Government, Artur Mas, has offered Spain’s Prime Minister, Mariano Rajoy; cooperation regards Spain’s structural reforms, such as the Labour Market reform. Mas has not put prior conditions on the table, but only wants to “be able to talk about a new fiscal agreement between Catalonia and Spain”. He said he understands that this is not an “urgent priority for Rajoy”, but it is a “crucial issue” for Catalonia and “an opportunity” for Spain. Mas stressed that his cooperation would not be indefinite, and would have to be renewed in the future. The Catalan President told FAZ about a possible “federation” or “confederation” between Catalonia and Spain.

The lack of satisfactory offers has forced the Catalan Government to postpone its plan of selling several buildings off for cheap and losing money. Selling real estate assets is one of the ways the Catalan Government hopes to increase revenue and reduce the public deficit. Since none of the offers reached the minimum expected, the Government has decided to wait and postpone the sale.

Due to the impossibility of finding extra capital, the Barcelona-based airline’s board has taken the decision to cancel all its flights and to suspend the company’s activity. Negotiations with Qatar Airways broke down, which forced Spanair’s board to analyse the company’s viability. The Catalan Government, which partially owns the airline, has refused to invest more money in the company, and thus Spanair stopped flying. Passengers will be refunded and will be able to buy discounted tickets with other airlines.

The participation of the Catalan business community and local governments in the management of Barcelona’s Airport has been halted. This has been a long-term claim by many in Catalonia, as they believe that the centralised management of the airports has clearly benefited Madrid over Barcelona. The new Spanish Minister for Public Works and Transport announced the decision to cancel the tender process to privatise the management of Spain’s two main airports, Madrid Barajas and Barcelona El Prat. The reasons for the decision have been put down to a negative time for the markets and a desire for the value of the assets to increase in the future.

Foreign tourists generated a record amount of revenue last year. The number of visitors also grew by 5.7% in 2011, according to the Catalan Government. Furthermore, Catalonia’s stand at Europe’s most important tourist fair, FITUR, has been declared the best in the current campaign.

The Spanish Government stressed that no Autonomous Government will be left disappointed if they have a “responsible” attitude and have an austerity plan in place. However, those failing these measures could be intervened the same way “the European Union” has done with countries such as Greece and Ireland, but without “having their powers taken away”, clarified the Spanish Finance Minister, Cristóbal Montoro. The Autonomous Community governments have renewed their 1.3% deficit objective for 2012 and the Spanish Government has offered additional tools to raise funds and solve liquidity issues. The Catalan Finance Minister, Andreu Mas-Colell, has met bilaterally with Montoro to foster cooperation and discuss the Catalan Government’s claims about the €2.2 billion the Spanish Government owes Catalonia.

The Financial Times has published an interview with the President of the Catalan Government, Artur Mas. The Financial Times stressed Mas’ request for a new deal between Spain and Catalonia, which would reduce Catalonia’s contributions to the rest of Spain by half. The FT explained that between 8% and 9% of the annual Catalan GDP, which represents between €17 billion and €18 billion per year, goes to the rest of Spain to pay for solidarity funds for poorer regions. The newspaper also praised the “pioneering” austerity measures implemented by the Catalan Government.

The People’s Party (PP) has taken back its parliamentary motions against the Catalan Government’s Budget proposal. The Government is run by the Centre-Right Catalan Nationalist Coalition ‘Convergència i Unió’ (CiU). The PP’s leader in Catalonia has warned CiU that “it does not represent a blank cheque” and that “sensible” negotiations need to take place in order for a final agreement to be reached. The PP has already backed the Catalan Government to approve its budget for 2011. The rest of the opposition parties regret that an agreement between CiU-PP has taken place.

Prison employee unions and the Catalan Government, which manages all prisons in Catalonia, have carried an arm wrestling over the past few weeks. Trade unions have been impeding access to some Catalan prisons on three occasions: in early December and this week. The Government claims these actions are illegal, represent a risk and refuses to negotiate under this threat. Unions are mainly protesting over salary cuts and a lack of human resources.

Catalonia already approved its own spending limit through a law of its own last September. The Spanish Vice President, Soraya Sáenz de Santamaría, explained that the new Budget Stability and Sustainability Law will introduce “mechanism corrections” and “almost automatic” sanctions for public administrations that do not meet the deficit objectives. In addition, before approving their budget, the Autonomies and large city town councils will have to commit to a spending limit and present detailed reports on several aspects of the budget. However, she stressed that each autonomous government will have the freedom to allocate resources.

The Spanish Finance Minister, Cristóbal Montoro, announced that the Central Government might heavily fine the governments of Autonomous Communities that do not meet the deficit objective. Montoro, from the People’s Party (PP), met with the regional governments run by his party to prepare a common position on the issue. On the same day, the Centre-Right Catalan Nationalist Coalition (CiU) gave its support to the Spanish’s Government decree to cut public spending and increase taxes, announced at the end of December.

The Catalan President, Artur Mas, has met with the UK Deputy Prime Minister, Nick Clegg at a summit of European Liberal leaders. He stressed that Catalonia is doing “its homework” despite the excessive and “continuous fiscal drainage” from the Spanish State, which “is unprecedented in Europe”. “European leaders must understand” Catalonia’s situation, Mas said. “We need to explain ourselves” […] “because otherwise the only image that is received abroad is distorted”. He also explained that Catalonia’s GDP is the size of Portugal’s and Finland’s, and has an export level similar to Denmark. Mas also criticised Rajoy’s recent tax increase.

The Spokesperson for the Catalan Government has said that the new Spanish Economy Minister’s proposal goes against the Constitution and Catalonia’s self-governance. The Basque Country is also against the measure announced by Luís de Guindos in an interview with the Financial Times. He said that the crisis “was an opportunity to impose hard conditions and measures” on the Autonomies; he also added that before the Autonomies pass their budget, the Spanish Government will have to approve it. The next day, the Spanish Vice President refused to go into detail on the issue but stated that every administration has to commit to the deficit objective.

Artur Mas, President of the Catalan Government, has reflected on his first year in office. Mas justified the budget cuts his government has made in order to avoid “a collapse” in public services. He also criticised the recent trend of patronising the Autonomous Communities and claiming that they are responsible for Spain’s financial problems. That, he believes, has made them scapegoats. “The Autonomies are a very important part of the State”, “they provide almost all public services to citizens”, he stressed. In addition, Mas insisted that Spain’s debt and deficit is mainly due to the Spanish Government’s overspending over many years and not the fault of the Autonomies or the municipalities.

In a radio interview, Luis de Guindos, said he is supportive of the budget austerity measures put in place by the Catalan Government over the last 12 months. In addition, the new Spanish Minister for the Economy stated that the drug prescription fee proposed by the Catalan Government is Catalonia’s responsibility, contrary to that said by the previous Spanish Government.
