Government to hold event to show unity and commitment to referendum

All the members of the Catalan Government, led by Catalan President, Carles Puigdemont, and Catalan VP, Oriol Junqueras, will attend an official event on Friday to reiterate their commitment to calling a referendum. The initiative also aims to spread a message of unity among the pro-independence political parties which form the governing coalition, Junts Pel Sí. Indeed, in the last few weeks, some discrepancies between the Catalan Democratic Party (PDeCAT) and the Catalan Republican Left (ERC) regarding how to carry out Catalonia’s pro-independence roadmap have been used by the main opposition parties to question the Government’s stability and its commitment toward the referendum.

Catalonia to declare independence if Spain blocks the referendum, warns Catalan VP

Catalan VP, Oriol Junqueras, said the Government will unilaterally declare independence if it is blocked from calling a referendum in September. According to Junqueras, this possibility already forms part of the electoral program of governing coalition, Junts Pel Sí. “Technically it is called the unblocking clause,” explained Junqueras in a conference with Columbia University Professor, Xavier Sala i Martin, and added that it was included in Junts Pel Sí’s platform in the event that the Spanish State block the referendum. Nevertheless, Junqueras insisted that he is convinced that the referendum will be called, that it will take place, and that the pro-independence supporters will win it.

Government suspects Spanish pressure behind US Embassy statement on Catalan independence

The Catalan Government believes that the communiqué published by the US Embassy in Spain in relation to Catalonia was “a request of the Spanish Government motivated by the success of Puigdemont’s recent meetings with US representatives”. Puigdemont’s agenda in the US included a private meeting with former US President, Jimmy Carter, after which the institution said in a memo that “neither he nor The Carter Center could be involved” in the negotiations for the referendum. The Catalan executive told the CNA that the US Embassy's statement, published only in Spanish, which described Catalonia’s push for independence as an internal matter of Spain, “shows that the Catalan question is part of the political and diplomatic agenda and therefore is not an internal matter”.

Catalan VP: “We are all committed to the referendum”

Catalan VP, Oriol Junqueras, insisted this Wednesday on the pro-independence parties’ commitment to calling a referendum this September. He underscored the unity within the group despite the fact that some representatives from the main parties within the governing Junts Pel Sí coalition had expressed differing positions regarding how the referendum should be carried out.  While pro-independence left-wing ERC’s Marta Rovira announced that a task force of unemployed persons could be organized to carry out referendum-related tasks, the Catalan Government’s Spokeswoman, Neus Munté, said this was a decision that “is not part of the Government’s plans”. “We are all committed to the referendum and we are going to do it together,” said Junqueras, playing down the disagreement.

New €90.000 “political” fine against two Catalan civil society organizations

The Spanish government is politically persecuting the Catalan National Assembly (ANC) and Òmnium Cultural, warned the two organizations on Tuesday following news that they have been fined an additional €90,000. The Spanish Data Protection Agency is asking them to pay this fine for having a non-operative database in the United States while a new international protocol for data stored in this country was being drafted. The fine comes after the Spanish authorities levied a €240,000 fine against each of these two organizations, widely known in Catalonia for their work organizing huge demonstrations in favor of independence. The ANC and Òmnium say that they are being financially strangled simply because they promote the organization of an independence referendum.

Puigdemont vows to push ahead with referendum despite new warning from court

The Spanish Constitutional Court officially notified the Catalan Government about the suspension of the referendum allocations in the 2017 budget on Tuesday. The Court warned the Catalan President Carles Puigdemont and all the members of his government about the criminal consequences of disobeying the suspension. “We will keep going,” responded Puigdemont in a tweet, which included a picture of the five Court notifications that he has received so far against the plans for a referendum. The Catalan Government spokeswoman, Neus Munté, confirmed that the executive will appeal the suspension on the grounds that the organization of “electoral and participatory processes” is a competence “recognized” by the Catalan Statute, the organic law that defines the powers of the Catalan government.

Puigdemont denies having paid for meeting Carter and accuses Spain of embarrassing its own diplomats

The Catalan branch of the Conservative People’s Party (PPC) accused the Catalan Government of having paid for the Catalan President, Carles Puigdemont to meet with former US President, Jimmy Carter, last Friday in Atlanta. “This is not only false but indecent,” said Puigdemont in an interview with Catalunya Ràdiothis Monday. Such accusations, made by PPC’s leader Xavier García Albiol and supported by the main opposition party in the Catalan Parliament, Spanish unionist ‘Ciutadans’prove Spain’s mindset, which “insists on treating Catalonia as a colony,” he added. Puigdemont also criticized the aim of the PP and Spanish Government to spread the idea that the Catalan executive “does not have the right”to explain its situation abroad. He said that some Spanish diplomats “feel uncomfortable”with the Spanish executive’s directions, which include “having to criticize”the Catalan Government and “blocking”events and meetings.

Rajoy's promises to Catalonia absent from budget

Spain’s budget for 2017 allocates €1.14 billion to invest in Catalonia, €30 million less than last year. However, as a percentage, the figure represents 13.4% of the total, which is higher than in 2016, which saw only 10.7% investment for Catalonia. The allocation is still below Catalonia’s contribution to Spain's GDP, which is 19%. Although most of the investment is oriented toward infrastructures, the figures are a far cry from the major investment that Spanish President, Mariano Rajoy, announced last week for Catalonia. Indeed, he said that €4.2 billion will arrive in Catalonia by 2020. Spain's Minister of Finance, Cristóbal Montoro, admitted that the budget doesn’t include the promised measures and assured that the investment “will move forward in 2018”.

Catalan Government: It’s not just about economics

The Catalan Government spokeswoman, Neus Munté, has commented on the promise by Spanish President, Mariano Rajoy to invest €4.2 billion in infrastructures in Catalonia. She expressed the Government’s “immense skepticism” regarding Rajoy’s promises and advised him to add a “clause to avoid its breach”, bearing in mind previous experiences. “If there is anybody who believes that what happens in Catalonia is only an economic problem, then he is really confused,” she added. Moreover, Munté considered Rajoy’s announcement a strategy “to hide the fact that the so-called ‘operation dialogue’ never existed at all”.

The Mediterranean Railway Corridor, a key, long-awaited infrastructure

The so-called Mediterranean Railway Corridor, a long-awaited piece of infrastructure which is set to transport freight and passengers non-stop from Gibraltar to Central Europe along the Mediterranean coastline, is one of the most representative examples of Spain’s lack of investment in Catalonia. Despite being essential not only for the Spanish economy but for the entire European economy as well, its construction has been repeatedly delayed. Even the European Commission has called for “cooperation between administrations” to implement the Corridor, which is regarded as a key infrastructure for Europe. Moreover, the delays in the construction of the Corridor are affecting private investment, the Catalan Government has warned. According to Catalan Minister for Planning and Sustainability, Josep Rull, the pending business investments are worth €300 million, of which €20 million corresponds to an investment from the German multinational Basf, which announced it will expand one of its plants in Tarragona.

"Unacceptable" says Catalan President about Spain’s use of favors to force international opposition

Catalan President, Carles Puigdemont, responded angrily to the confirmation from former Spanish Minister for Foreign Affairs, José Manuel García Margallo that the Spanish Government had pressured other governments to give statements against Catalonia’s pro-independence process. “It’s unacceptable,” he said and called for Margallo to explain which commitments he made, under whose authority and “what favors Spain owes” in exchange for these position statements. According to Puigdemont, Margallo’s confession proves the Catalan Government’s claims that the Spanish State “is doing everything in its power” so that Catalan representatives “are not received, listened to, or taken into account”. “I hope that the Spanish political system is democratically mature enough to demand an explanation from Mr. Margallo in Parliamentary session,” he added.

Parliament passes 2017 budget, which foresees allocation for the referendum

The pro-independence parties in the Catalan Chamber, governing cross-party ‘Junts Pel Sí’ and radical left CUP have passed the 2017 budget. The bill has been described as the last budget of the autonomic period, since it foresees calling a referendum on independence next September. Last June, CUP refused to pass the bill for 2016 which led to the vote of confidence promoted by Catalan President, Carles Puigdemont. They considered the numbers presented then to be “too autonomic” rather than responding to the pro-independence aspirations of Catalonia. After a new draft was presented last November, increasing the social expenditure and reinforcing the government’s commitment to call a referendum, CUP have accepted the bill. However, they have urged the Catalan Government to announce the date and the question of the referendum as quick as possible.

The Catalan leaders lamented Madrid’s “direct opposition” to putting out the ballot boxes and warned Spanish President, Mariano Rajoy, that the referendum will take place in 2017 no matter what. “We won’t give up on this right. We will do whatever it takes to allow the Catalans to vote on a referendum this year,” they state. “We are already at the negotiating table. Is anybody else coming?” they asked rhetorically. Puigdemont and Junqueras also invited the Spanish Government to learn from the United Kingdom’s example and praised its attitude towards the Scottish demand to hold a referendum.

Mas banned from public office for two years over 2014 symbolic vote on independence

Former Catalan President Artur Mas has been sentenced to a two-year ban from holding public office for allowing a non-binding and symbolic vote on Catalan independence in 2014. Barcelona's High Court has found him guilty of “disobedience” and is also asking him to pay a fine of €36,500. Former Vice president Joana Ortega and former Education Minister Irene Rigau have also been banned from taking public office for a period of 1 year and 9 months and 1 year and 6 months. They will have to pay fines of €30,000 and €24,000, respectively. The prosecution was asking for a 10-year ban from public office for the three politicians.
