The EU “will have to stop looking the other way” about Catalonia, says Puigdemont

September 3, 2016 10:23 AM | ACN

The Catalan President, Carles Puigdemont, said in an interview with the CNA that the European Union will have to intervene in the Catalan conflict. “At some point, probably not now, the EU will have to stop looking the other way. It will need to recognise that there is a political problem that requires some decisions to be taken” in Brussels, he stressed. Amid growing political tensions between Catalan and Spanish institutions over independence and threats of suspension or even prosecution against the Catalan Parliament President, Carme Forcadell, Puigdemont warned that political problems require “political solutions”. According to the Catalan President, however, it is now “understandable” for the EU to stay away from the Catalan issue and to describe it as an “internal matter”. “They do not want to create a conflict between member states”, he pointed out, adding that this will change in the future if someone asks Brussels to intervene. “Then the EU will not be able to refrain from” answering, he said.

European Parliament urges Spain to stop Ebro basin plan after MEP assessment on the ground

July 13, 2016 08:00 PM | ACN

The European Parliament (EP) approved this Wednesday the assessment presented by a delegation of MEPs who visited the Ebro Delta on the 8th of February. In their report, the MEPs focused on the “lack of ecological flow” and questioned whether Spain’s Ebro Water Plan (PHE) was in compliance with community law. Catalan MEPs and the Platform for the Defence of the Ebro Delta (PDE) celebrated the decision but urged the European Commission to act “quickly, clearly and firmly” and stop the plan projected by the Spanish Government. Even so, PDE’s spokesperson Manolo Tomás and Susana Abella considered the EP’s decision to be “an important step toward modifying Spain’s Water Plan” and “recognition” of the social demonstrations of the last years.

EC starts process to fine Spain for excessive public deficit

July 7, 2016 06:59 PM | ACN

Spain’s effort to reduce its public deficit “has been insufficient”, according to Brussels. Thus, the European Commission (EC) took this Thursday the first step in order to fine Spain, ahead of the Ecofin meeting. The fining process foresees that 20 days after this meeting, the EC could present the suggested fine, which could equal 0.2% of Spain’s GDP. According to a report released this Thursday by the EC, Spain closed 2015 with a 5.1% deficit target, far from the 4.2% established by Brussels. The report concludes that Spain’s fiscal effort fell “significantly short” of what was recommended and even “relaxed in 2015”. “Spain did not reach the intermediate target for the headline deficit in 2015 and is not forecast to put an end to its excessive deficit by 2016”.

Catalonia offers to house European Medicines Agency

June 30, 2016 06:46 PM | ACN

The Catalan Government will offer to host the European Medicines Agency’s headquarters, which is currently in London. The body, which is responsible for the scientific evaluation, supervision and safety monitoring of medicines developed by pharmaceutical companies for use in the EU, is looking for a new location after ‘Brexit’ and the Generalitat will defend Catalonia’s “potential in the pharmaceutical and biomedical sector” for Catalonia to become the agency’s new home. Indeed, in the nineties the Catalan Government already presented a “very solid portfolio” to house the European Medicines Agency, which was ultimately located in London’s Canary Wharf financial district. According to sources interviewed by CNA, Catalonia is now “racing” with other countries which have also presented their candidacies, such as Sweden, Denmark and Italy.

London Stock Exchange selects 13 Catalan SMEs among 1,000 most inspiring in Europe

June 15, 2016 08:16 PM | ACN

13 Catalan SMEs have been selected by the London Stock Exchange among the 1,000 most inspiring in Europe. This 1,000-component list is comprised of small and medium companies that “have a more pronounced growth in the EU”, explained the Director of Government Relations at the London Stock Exchange, Xavier Solano. The report was presented in Brussels, and the event was attended by two of the selected Catalan SMEs, KpSport and Liquats Vegetals. This project should help small and medium companies receive funding, which has “always been a little difficult”, according to Director of Operations at KpSport, David Pons. Solano spoke about the importance of giving these SMEs “visibility and support” so that they can continue to create jobs, also recognising the importance of presenting the report to the European Parliament. Additionally, liberal CDC MEP Ramon Tremosa emphasises “the importance of promoting the initiative on a European level.”

Catalan companies subject to EU regulation increase CO2 emission by 4%

June 8, 2016 05:16 PM | Marc Ferragut Massanet / Laerke Saura

Carbon dioxide emissions by Catalan companies subject to EU regulation grew by 4% between 2013 and 2014, according to the report entitled “The Situation of the Worldwide Emissions of CO2”, and published by the Business and Climate Foundation, an organisation that works for an entrepreneur agreement on the fight against climate change. The figure is lower than the Spanish one, which increased by 7.2%. It is the first year that CO2 emissions have grown after many years of declining figures in Catalonia and one of the explanations given for the phenomenon by the author of the report, Arturo De las Heras, is the “reactivation of the economy after the closure of companies during recent years and the associated decrease in production”. Catalan companies emitted 13.5 million tons of CO2, which puts Catalonia in fourth place in the ranking among other Spanish regions, after Andalusia, Asturias and Galicia.

Extending Spain’s deficit time frame is illegal, according to European Council lawyers

June 4, 2016 01:55 PM | ACN

A year’s extension for Spain on its allotted time to meet the public deficit target has been deemed illegal by the lawyers at the European Council. This ruling comes after current Spanish President Mariano Rajoy sent a letter asking for an extension to the European Commission President Jean-Claude Juncker. A legal report to the Council was commissioned by the presidency of the Economic and Financial Affairs Council (Ecofin), after Germany’s complaints of having saved Mariano Rajoy from a sanction during the Spanish electoral campaign. However, the Ministers of Economy and Finance of the EU will not be able to approve this extra year until the European Commission decides whether or not it is punishable by a fine of up to 2 billion euros due to breach of the public deficit target. Despite the ruling, Spanish Deputy Prime Minister Soraya Sáenz de Santamaría has stated that there is “no doubt” that no fine will be issued for missing the deficit in 2015.

EP defends that “no household can be cut off from energy” during winter

April 14, 2016 07:00 PM | ACN

The European Parliament will ask for the domestic energy supply not to be cut off during winter and resume the supply to those who are currently without it. The decision coincides with the recent suspension by the Spanish Constitutional Court (TC) of the Catalan law against energy poverty, which guaranteed energy supply to those families who couldn’t pay their bills. The TC considered the Catalan decree “unconstitutional” as it “invaded competences” of the Spanish State. In an interview with CNA, Green MEP Tamás Meszerics, who promoted the moratorium, stressed “the role of the local authorities in fighting against energy poverty”. “If a regional government is able to finance, at least partly, this policy, I don’t see why it shouldn’t go forward”, he added.

EC invests €9 million in seven Catalan SMEs

April 12, 2016 03:29 PM | ACN

Half of the 14 Spanish projects selected by the European Commission from the State are from Catalonia. The 7 innovative SMEs, or small and medium enterprises, will receive a total of €9 million to launch their projects and receive business advice along the way. The Commission selected 50 SMEs across 14 different countries to invest €73 million in after phase 2 of the Horizon 2020 SME Instrument. In Spain, the 14 SMEs selected focus their projects primarily in the areas of information and communication, transport, energy efficiency, and food production. Since the start of the instrument in 2014, this has been Spain’s most successful year, with the 14 selected projects receiving €15.4 million — more than any other country in the programme.

Barcelona’s Mayor reports to the EC Spain’s “immoral” management of the refugee crisis

April 5, 2016 06:22 PM | ACN

Barcelona’s Mayor, Ada Colau, travelled to Brussels this Tuesday to report Spain’s “immoral”management regarding the refugee crisis, which she described as “deeply shaming”. According to Colau, citizens in Barcelona “are asking to be a host city”and “die of shame and outrage when they see images of Lesbos and Idomeni”. “We are part of the solution, we have expertise and are willing to help”she stated, but regretted that sometimes local governments “are not taken into account”. Together with other European mayors, Colau met the EU's migration Commissioner, Dimitris Avramopoulos, and the EU Commissioner for Regional Policy, Corina Cretu, and asked them to “listen to the local governments”. Avramopoulos assured that he “took note”of Colau’s demands but emphasised that EU support to local authorities is always “through the Member States”.

MEPs ask EC about Russian use of Ceuta’s port during Ukrainian conflict

March 21, 2016 07:12 PM | ACN

11 MEPs from different parties, amongst them Catalan liberal party CDC MEP Ramon Tremosa, have sent a parliamentary question to the EC’s vice president, Federica Mogherini, regarding the repeated use of the Spanish port of Ceuta by Russian military ships. According to Ceuta’s local press, this port, located in North Africa, was used by Russia’s fleet at least 57 times between 2011 and 2015 along the ships’ route towards the Black Sea. The fleet included frigates, destroyers and attack submarines. The use of this port by Russian ships coincided with the European fines against Moscow due to its participation through third parties in the civil conflict in Ukraine. Thus, MEPs have asked Mogherini to clarify whether this support from the Spanish authorities contravened the European fines and why.

Spain's “linguistic discrimination” debated in the European Committe on Civil Liberties for the first time

March 17, 2016 07:42 PM | ACN

The situation of the Catalan language in the Spanish state has been debated, for the first time ever, in the Committee on Civil Liberties, Justice and Home Affairs of the European Parliament. This Thursday the European Language Equality Network (ELEN), Europe’s only international civil society organisation dedicated to the protection and promotion of regional, minority and endangered languages, warned of the “outrageous” discrimination regarding the use of Catalan in many spheres of public life in Spain. ELEN’s general secretary, Davyth Hicks, presented the latest report published by ‘Plataforma per la Llengua’ a non-governmental organisation that works to promote Catalan as a tool for social cohesion and stated that Spain is “violating the Charter of Fundamental Rights” and, therefore, called for proceedings against Spain for “linguistic discrimination”.
