Spanish Socialist leader Pedro Sánchez has failed in his effort to be invested in the first round of the Spanish Investiture debate. He only obtained the support 130 MPs in the 350-seats Spanish Parliament. The 90 MPs from Sánchez’s own party, Spanish Socialist Party (PSOE) and the 40 from Unionist Ciutadans voted in favour, the MP from Canary Coalition (CC) abstained from voting and all the other parties, including the current governing party, conservative People’s Party, alternative left Podemos and Catalan pro-independence parties ERC and ‘Democràcia i Llibertat’ voted against his investiture. The next round in voting will take place on Friday. During the investiture debate, Sánchez invited PP and Podemos to join his alliance with Ciutadans and assured that he will “never” accept a referendum in Catalonia as it would be “the worst way” to break Spain apart. For his part, Catalan President Carles Puigdemont stated that Sánchez’s failure confirms that there is no alternatSive for Catalonia other than to push for independence.

This Wednesday, Spain’s king Philip VI requested Spanish Socialist Party (PSOE) leader Pedro Sánchez to start the negotiations with the other groups in the Spanish Parliament so that the first investiture debate can take place. Sánchez assured that he is “aware of the difficulties” but expressed his will to “unblock the current situation” in Spain. PSOE obtained 90 seats from the 350 in the Spanish Parliament and would therefore need the support of both alternative left ‘Podemos’ (68 seats) and anti-Catalan nationalism Ciutadans (40 seats) to reach the absolute majority. However, Podemos has openly expressed its support for holding a referendum in Spain, while both PSOE and Ciutadans have repeatedly rejected the possibility of holding such a poll. The Conservative People’s Party (PP), the party currently governing Spain, obtained 123 MPs in the 20^th of December Spanish elections. 

Left wing ERC leader and ‘Junts Pel Sí’ number five, Oriol Junqueras, considers it “irresponsible” to talk about elections and urged current governing party liberal CDC and radical left CUP “to be loyal to the country” and “try to find an agreement”. Junqueras noted the “sacrifices” that ERC has made in order to reach the present situation and urged the other pro-independence forces to “use up all the deadlines” as agreement “is still possible”. “Very complicated negotiations have been solved in a few days, even in a few minutes” he stated. According to ERC’s leader, an agreement is better than “a scenario full of uncertainties” which would be elections in March. 

Current Catalan President Artur Mas congratulated the winning list in Catalonia running for the Spanish Elections, alternative left coalition En Comú Podem and emphasised the coalition’s commitment to Catalonia’s right to decide. “We take Podemos at their word and ask them not to take a single step backwards” he stated. Mas admitted that Democràcia i Llibertat, the coalition which includes his party, liberal CDC, didn’t obtain the expected results, “we have been mercilessly attacked by the Spanish State’s powers” he said. Left wing pro-independence ERC’s candidate for Barcelona, Gabriel Rufián, noted that his party “obtained its best result ever” in the Spanish Elections “we have tripled the result of 2011” he emphasised. “Those who have been repeatedly ignored and who don’t have the support of any factional power have won the elections in Catalonia” stated Barcelona’s mayor Ada Colau, referring to the En Comú candidates, which were part of the En Comú Podem coalition. 

The party led by Spanish Prime Minister Mariano Rajoy has obtained 123 MPs from the 350 in the Spanish Parliament, which represents a decline of 63 seats in comparison to the last Spanish Elections. The Spanish Socialist Party, PSOE, has obtained 90 seats, 20 less than in 2011 and the two new parties running for the Spanish Elections for the first time, alternative left Podemos and anti-Catalan nationalism Ciutadans, got 68 and 40 seats respectively. In Catalonia, alternative left coalition En Comú Podem has won the elections, obtaining 12 MPs. Pro-independence left wing ERC has obtained 9 MPs, three times more than in the 2011 elections. Democràcia i Llibertat got 8 MPs and Catalan Socialist Party 7 MPs, half of what they obtained in 2011. Ciutadans have secured 5 representatives in their first time running for the Spanish Elections, the same number of seats as the Catalan People’s Party (PPC). The overall turnout in the whole of Spain was 73.22%.

This Sunday, more than 35 million Spanish citizens are entitled to elect the 350 MPs in the Spanish Parliament and the 208 members of the Senate. Election Day will take place less than three months after the 27-S Catalan elections, which saw the victory of pro-independence forces – a fact that has definitely focused the electoral campaign and the main parties’ programmes. The 20-D Spanish Elections are also set to be crucial as they may mark the end of the two-party system in Spain comprised of the Conservative People’s Party, PP, and the Spanish Socialist Party, PSOE, which have alternated in the Spanish government since 1982. Two new parties are set to burst into the Spanish Parliament and may have a key role in the post-electoral agreements: anti-Catalan nationalism ‘Ciutadans’ and alternative left ‘Podemos’. They have both shown their force and popular support in the past European, regional and local elections.

Left wing ERC is likely to obtain one of its best results in the 20-D Spanish elections, according to many polls. The candidature will be led by Gabriel Rufián, from the pro-independence association of Spanish speakers ‘Súmate’ and member of the Catalan National Assembly (ANC). “Catalonia has to be defended everywhere” he stated adding that “now it is time to win the elections of a neighbouring state which is rejecting any negotiations at all”. ERC and Liberal CDC, the two main pro-independence forces forming cross-party list 'Junts Pel Sí', have decided to run for the Spanish Elections separately.

The members of pro-independence radical left CUP voted against Artur Mas' candidacy for Catalan President with 823 votes out of 1,300 and urged cross-party list 'Junts Pel Sí' to make a move. "If there are elections in March it will be because 'Junts Pel Sí' won't have made the move that people are asking for" stated CUP's number two, Anna Gabriel, and reinforced the party's will "to stay at the negotiations table". CUP's position is now reinforced by their base and their strategy is still to launch an action plan against social poverty, break with the Spanish state, start a constitutive process and choose "an alternative to Mas", as pointed out by CUP MP Benet Salellas. Therefore, they rejected the cross-party list 'Junts Pel Sí' proposal to create a "college presidency" with Mas leading the government together with three "government commissions" with delegated competences.

The Catalan National Assembly (ANC), the civil society association responsible for the last years’ massive pro-independence rallies in Catalonia, urged cross-party list 'Junts Pel Sí' and radical left CUP to reach an agreement by the 27^th of November. As stated in the ANC's document entitled "Let's do the Catalan Republic" such an agreement has to be "without exclusions, with the conviction that nobody is extra in this process of national transition, on the contrary; we must add new adhesions". The ANC's president, Jordi Sànchez, called for a "strong government" and urged the pro-independence forces to "show responsibility". Sànchez admitted that none of the agents involved aim to call new elections but reach a "good and quick" agreement, otherwise the "risk of erosion of the 72 pro-independence MPs" will be higher.

The winning pro-independence cross-party list 'Junts Pel Sí''s formula won't be repeated in the 20^th of December Spanish elections. Liberal CDC and left-wing ERC, the two main political forces responsible for 'Junts Pel Sí', consider the referendum already celebrated in the 27-S elections and bid to enhance the pro-independence base by running in the Spanish elections separately. ERC's general secretary, Marta Rovira, and CDC general coordinator, Josep Rull, aim to fill the space left by radical left CUP, their main partner in the Catalan government, who won't run in the Spanish elections. Rovira and Rull promised to work together in order to make the 27-S democratic mandate effective. To prove this, they announced the writing of a common manifesto which will support the Catalan government's roadmap towards independence. 

Current Catalan President, Artur Mas stated this Friday that "the public tender system of the Catalan Government is flawless. There are no mistakes nor possibilities to influence it in a partisan or personal way", regarding the accusations of bad practice in relation to assessing public contracts. Mas appeared before the Parliament to comment on the recent phase of the 'Petrum' anti-corruption operation, which investigates whether companies paid a 3% commission to the party foundation 'CatDem' in exchange for public contracts. "The CatDem did receive contributions from companies, it is legal, public and specified in many documents" stated President Mas "if we don't like the legal system, we must change it rather than criminalise it" and added that "other parties' foundations have also received commissions from these companies". Mas also slammed the Spanish Guardia Civil searches as "a show" that pursues "hurting rather than investigating".

Left wing pro-independence ERC has proposed former president of the Catalan National Assembly (ANC), Carme Forcadell, to be President of the Catalan Parliament. Forcadell, responsible for the massive rallies on Catalonia's National Day in 2012, 2013 and 2014, assured that she will try to make a Parliament "for everybody", referring to anti-Catalan nationalism Ciutadans, Catalan Socialist Party PSC and alternative left coalition 'Catalunya Sí que Es Pot'. "This is getting serious" stated 'Junts Pel Sí' top member Raül Romeva, who regarded Forcadell's candidacy as proof that the process "has already started". The agreement of cross-party list 'Junts Pel Sí' established that ERC would be in charge of choosing a candidate for President and Spokesperson of the Parliament, while liberal party CDC would designate the President of the Parliamentary group. 

Citizens all across Catalonia expressed their opposition to Catalonia's Supreme Court's decision to summons President Artur Mas, Catalan Minister for Education Irene Rigau and former vice-president Joana Ortega for organising the 9-N symbolic vote. This Tuesday, after Rigau and Ortega appeared before the court, thousands of people gathered together in front of their respective town halls, showing their support for the summonsed and declaring themselves guilty for participating in the 9-N consultation. The protests were organised by Alliance for the Right to Self-Determination of Catalonia ('Pacte Nacional pel Dret a Decidir'), a group of 1,500 institutions, political parties, trade unions, business organisations, professional associations, NGOs, cultural organisations and political pressure groups that support the celebration of a referendum in Catalonia. 

Philip VI, the Spanish Monarch, defended this Wednesday “a united Spain” at Strasbourg’s plenary. “Europe has been built on the basis of adding rather than deducting, of uniting rather than dividing and the ability to share and be supportive” he stated. The EU can count “on a united Spain, which is proud of its diversity” and “respectful of the rule of law”, he emphasised. The Spanish King praised the Constitution and described it as “the great agreement” which “protects the regions in Spain in the exercising of their diverse cultures and traditions, languages, and institutions”. Spanish alternative-left Podemos MEP Pablo Iglesias criticised Philip VI’s role regarding Catalonia’s push for independence and stated that “the king shouldn’t interfere in issues that have to be democratically solved by the citizens”.  

The pro-independence cross-party list for the forthcoming 27 September Catalan elections, which will be transformed into a ‘de facto’ plebiscite on independence, will be symbolically closed by the last 3 Presidents of the Catalan Parliament and by the current Bayern Munich coach, Pep Guardiola. They will occupy the symbolic last 4 positions on the 85-name list for the Province of Barcelona, with one name for each of the 85 MPs aiming to be elected in this constituency, the main one of the 4 Catalan provinces. None of them stand a chance of being elected, as in order for one of them to earn a parliamentary seat citizens would have to vote almost exclusively for that particular list, which is very far from likely. However, their presence in the Junts pel Sí list (‘Together for the Yes’) is likely to be a magnet for attracting the support of a greater number voters. The candidature brings together the main civil society organisations supporting independence, Catalonia’s two largest parties right now and some other smaller political forces.
