The 10th legislative term of the Catalan Parliament kicked off with the election of the chamber’s Bureau, a preliminary step before voting for the President of the Catalan Government. The Speaker will now hold talks with party leaders to analyse support and designate a candidate for Catalan President. Following last week’s agreement among 5 of the 7 parties sitting in the chamber, Núria de Gispert, from the Centre-Right Catalan Nationalist Coalition (CiU), has been re-elected as President of the Catalan Parliament. The CiU, the Left-Wing Catalan Independence Party (ERC), the Catalan Socialists (PSC), the People’s Party (PP) and the Catalan Green Socialists and Communists (ICV-EUiA) have split the rest of the Bureau’s offices. The two smallest parties, the anti-Catalan nationalism ‘Ciutadans’ and the radical left-wing and independence party CUP have been left out of the Bureau.

Holding the self-determination referendum before 2015 and certain aspects of the fiscal policy are the final obstacles to a definitive agreement between the Centre-Right Catalan Nationalist Coalition (CiU) – which won the elections but lost support – and the Left-Wing Catalan Independence Party (ERC) – which is the second largest party now, having doubled its support. After two and half weeks of negotiations, the ERC will vote for the CiU leader, Artur Mas, to be re-elected as President of the Catalan Government. However, the ERC’s stable parliamentary support – since it will not directly be part of the Cabinet – is not granted yet. Party leaders met on Friday to seal the agreement, but differences persist and the date for the re-election debate is approaching.

The Catalan Finance Minister, Andreu Mas-Colell, sees the appeal as “a sabotage of Catalonia’s public finances” with the objective of making the deficit targets harder to reach and then greater control mechanisms can be enforced from Madrid. If the Constitutional Court accepts the Spanish Government’s appeal, the drug prescription and judicial fees approved by the Catalan Executive will be stopped. Mas-Colell explained that this would represent a loss of €140 million per year. The Spanish Executive justifies the appeal because Catalan citizens would have to pay more than those in other parts of Spain. For Mas-Colell, this justification is “sarcastic” and “populist” as it is decided by the same government that “has not increased pensions”.

Cristian Tello has extended his contract with FC Barcelona until June 2016. The release clause has been fixed at €10 million. Tello, born in Greater Barcelona, is a product of the Catalan club’s school and youth system. He debuted with Barça’s first team in November 2011 and from 2002 and 2007 he played in the club’s youth ranks.

The parties supporting the current school model, representing 80% of the new Catalan Parliament, and Catalonia’s School Council – with all the stakeholders – have met to decide upon a consensual answer to the Spanish Government’s Education Reform relegating the Catalan language and centralising competence. The meeting ended with a consensual decision to stick to the current Catalan Education Law if the Spanish Executive does not change the spirit of its reform and continues to insist on breaking up the school model that has been in place for more than 30 years. Cancelling the linguistic immersion model would mean splitting Catalan society into two language communities, which is absolutely not acceptable to the wide majority of Catalans. The current model has been validated twice by the Spanish Constitutional Court and is based on Catalonia’s Statute of Autonomy which was approved via referendum.

Staff members from Catalonia’s main hospitals, including Sant Pau, Vall d’Hebron, Clínic, Parc Taulí and Germans Trias i Pujol, carried out several protests on Wednesday. Some of these protests had already started a few days ago and might last a few days longer, such as spending the night in the hospital lobby. They are demonstrating to criticise the budget cuts affecting health centres and to defend the public healthcare system. Some of these hospitals are recognised at an international level for their top quality clinical and scientific research work.

At the end of October, the Catalan Government had a 1.17% deficit, representing a difference of €2.34 billion between revenue and spending. It is a significant reduction compared to last September, when the deficit reached 1.26% of the Catalan GDP. Furthermore, it also represents a 23% reduction compared to the first ten months of 2011, when there was a €3.05 billion deficit. The improvement is mostly due to an increase in revenue. By the end of 2012, the Catalan Government is obliged to meet a 1.5% deficit target.

More than 60 demonstrations have taken place to protest against the new law announced by the Spanish Education Minister, José Ignacio Wert. The demonstrators consider it to be “an attack” against the Catalan language, as it would no longer be a ‘core subject’ and pupils could end their schooling period without taking a single Catalan language exam. Furthermore, it would end the current linguistic immersion model, which has been in place for the last 30 years and ensures that all children end their studies knowing both Spanish and Catalan. Almost the entire Catalan political class and civil society is against Wert’s reform, as well as public figures in the rest of Spain, such as the Rector of the Madrid Complutense University. The current model guarantees social cohesion and equal opportunities. It has been praised by international organisations and has been validated twice by the Spanish Constitutional Court.

In Brussels, all political parties but the PP denounced the new proposals by the Spanish minister for Education, José Ignacio Wert, to relegate the Catalan language to a third-class subject in schools. MEPs from the CiU, the ERC, the PSC and the ICV have written a joint letter to the European Comissioner for Education, Culture, Multilingualism and Youth, Androulla Vasilliou, asking for a meeting to discuss the Catalan language situation in Spain. The Catalan politicians have also presented a parliamentary question to the European Commission urging the institution to protect languages such as Catalan and asking whether the law proposed by the Spanish government is in line with European directives.

The Spanish minister for Education, José Ignacio Wert, has proposed a new law that the Catalan government sees as a “threat” to the current Catalan educational system and the “worst” legislative piece on the teaching of regional languages “since 1978”. The proposal would relegate the Catalan language to a ‘specialized subject’ at schools, while the Spanish language would continue to be a ‘core subject’ and a second foreign language would be taught as a ‘specific subject’. Catalan minister Irene Rigau left a meeting in Madrid to express her opposition to the motion. She said that the proposals presented are “not negotiable” for the Catalans.

The leader of the CiU and Catalan President, Artur Mas, has urged the left-wing ERC to guarantee that he is able lead a “strong, stable and serious” government even if they don’t form a coalition. In his first press conference as President since the electoral results, Mas also asked Spain to see the recent electoral results as a sign that the Catalan society is ready for a referendum. Mas asked Mariano Rajoy’s government to consider its position on Catalonia’s right to self-determination, currently forbidden by the Spanish constitution. Despite losing 12 seats on Sunday, Mas pointed out that the Spanish unionists “only have 28 out of 135 seats” in the Catalan Parliament.

The leader of the Left-Wing Catalan Independence Party (ERC), Oriol Junqueras, has confirmed to the incumbent President of the Catalan Government and leader of the Centre-Right Catalan Nationalist Coalition (CiU), Artur Mas, that they do not want to sit in the Catalan Executive. However, Junqueras guaranteed Mas ERC’s support for approving the main issues, such as Mas’ re-election as President, next year’s budget and the self-determination referendum. In fact, this last point is the ERC’s main condition for the agreement. The CiU had been insisting on the need to make a stable pact with either the ERC or the PSC, after last Sunday’s electoral results, which would include sharing the government responsibilities in such difficult economic times.

From the next summer season, the Irish low-cost airline will cancel 4 routes from Barcelona Airport and reduce the frequency of 20 others due to the increase in airport taxes imposed by the Spanish Government. This decision means that 170 fewer flights will operate through the Catalan airport per week. In addition, the number of passengers transported per year by Ryanair will also be reduced, dropping from 5.4 million to 4.2 million. Furthermore, it will mean the direct loss of 1,200 jobs at Barcelona El Prat Airport, according to the airline. Ryanair will also cancel routes from Madrid Barajas and it will eliminate the flight linking the Spanish capital to Girona airport.

The opera is based on Vicente Ferrer, a Catalan who devoted his life to helping the poorest people in Anantapur, in India’s Andra Pradesh. Vicente Ferrer’s project brought aid to some 2.5 million people. He died three years ago. On the 1st of December, the “opera collage”, as its author Joan Martínez calls it, will be shown in Barcelona’s Sant Jordi pavilion. Martínez met Ferrer in India and created this show in his honour. ‘L’home del paraigua’ has already premiered at the Liceu Theatre in September 2010.

The CiU leader and incumbent President of the Catalan Government, Artur Mas, stated that they will start negotiations with the Left-Wing Catalan Independence Party (ERC) and the Catalan Socialist Party (PSC) to set up a stable pact. The ERC, which is now the second-largest party in the Catalan Parliament, said it would not sit in the Government but they will offer stable parliamentary support if the CiU does not abandon the self-determination agenda. Besides, the PSC stated it would not give its support to Mas as their “job is to build an alternative”. On Sunday, the CiU won the elections but lost 90,000 votes and 12 MPs. However, the parties defending the organisation of a self-determination referendum within the next four years had 345,000 more votes. The parties defending the unity of Spain had 201,000 more votes but lost 1 MP.
