Despite the fact that the International Liberal-Democrats explicitly recognised Catalonia's right to self-determination in their last congress in April, their group within the European Parliament (ALDE) has finally accepted 6 MEPs from the Spanish nationalist and populist parties Unión Progreso y Democracia (UPyD) and Ciutadans (C's), who totally oppose this principle. Desperately looking for seats in order to continue being the 3^rd largest political group within the Euro-Chamber, the ALDE leadership proposed to accept the membership request from UPyD and C's, who would bring 4 and 2 MEPs respectively, despite the strong protests from the Catalan Liberal party CDC (which is part of the governing Convergencia i Unió coalition, CiU) and the Basque National Party (PNV). The members of the ALDE finally voted to accept UPyD and C's MEPs, but they also approved the creation of a sub-group defending Catalonia's self-determination.

A plasma fractionation plant installed in Clayton, North Carolina by the company Grífols was unveiled on Tuesday by the President of the Catalan Government, Artur Mas, along with the President and CEO of the pharmaceutical, Víctor Grífols, and the State Governor, Pat McCrory. The new plant is 14,400 square metres big, will create over 200 jobs and represents an investment of 260 million euros. Expected to be operational by 2015, it will the largest and one of the most advanced plasma fractionation plants in the world. Grífols already has 2,300 employees in the state of North Carolina and it is among the world's top pharmaceuticals within the blood-derivates market. A few weeks ago, Víctor Grífols gave his support to the Catalan President and the self-determination process, which he confirmed on Tuesday.

The Brussels-based Centre for European Policy Studies (CEPS) stated it cancelled a debate on the EU Membership of an independent Catalonia because they could not find a speaker arguing that Catalonia would be excluded from the EU. However, the Catalan Government and the Catalan Public Diplomacy Council (Diplocat) suspect the Spanish Government pressured the CEPS to cancel the debate, as it already tried to do with previous events. The Spanish Executive denied the accusations, which are also rejected by the CEPS. The event was organised weeks ago and was supposed to take place on Tuesday at 9.30am at the CEPS facilities, which is the most prestigious think tank in EU Affairs. It was "postponed" on Monday evening, just a few hours before it was due to start. A prestigious Constitutional expert, who advises the Catalan Government, Carles Viver i Pi-Sunyer, was supposed to present a report arguing that Catalonia would remain within the EU.

Eduardo Madina, who is probably the person best positioned to become the new Secretary General of the Spanish Socialist Party (PSOE) in July, stated he "is not scared" of citizen participation if it is "legal", when asked about Catalonia's self-determination vote scheduled on 9 November.  In a radio interview on Monday, Madina emphasised that "if there are possibilities to reach an agreement within the legal framework, the citizen participation mechanisms through legal methods seem alright to me". He added, "If everything is done within the legal framework, I am not scared of citizen participation". He also insisted that the Spanish Constitution can be reformed and that it should be done in order to push for a federal system.

The Catalan Government issued last Friday the public tender for granting licenses to build six mega-casino hotels in the Costa Daurada, next to PortAventura amusement park. These 6 Las Vegas-style recreational centres are the main part of BCN World, a $6 billion project that will create the largest holiday resort in Europe.  The main promoter of the project, Veremonte, announced on Friday they will be presenting an offer for each of the six hotel and casino licenses in partnership with international investors, such as Chinese casino giant Melco and US multinational Hard Rock. Veremonte also added they have “everything ready” to launch construction.  All candidates must submit a minimum initial investment of €300 million, as well as a business plan to prevent money laundering. The tender will have 2 eliminatory phases and bids have to be presented before 25July.

On Friday, the Spanish Government reacted to the publication by the Catalan Executive of the so-called "fiscal balances" for 2011, which calculate how much money citizens from Catalonia paid in taxes to the Spanish Government and how much they received back in terms of services, grants and investments. After the weekly cabinet meeting, the Spanish Deputy Prime Minister, Soraya Sáenz de Santamaría, stated that the Catalan Government is "making the calculations" that "interest for a political message". "All the elements have to be put on the table and with maximum transparency", she added. The Spanish Executive only published those figures once, in 2008 with data from 2005, not respecting the successive requests from Parliament and transparency standards. The Catalan Government has been calculating these figures for the last years, following the advice of independent university experts. Between 1986 and 2011, Catalan gave away an average of 8% of Catalonia's GDP each year, an amount representing €16 billion per year in today’s money.

The so-called Consumer Price Index (IPC) – which represents the inflation rate – in May stood at 0.5% in Catalonia in annual terms. In April, it stood at 0.7% according to figures published on Friday by the Spanish Institute of Statistics (INE). Across the whole of Spain, inflation increased by 0.2% in May, while in April a 0.4% inflation rate was recorded, the IPC data confirms.  Core inflation – which does not take into account the prices of energy and unprocessed food –  fell from 0.3% in April to 0.0% in May. The product groups that had a greater impact on May's IPC were food and non-alcoholic beverages (-0.8%), recreation and culture (-1.1%) and hotels, cafes and restaurants (+0.5%).

The State Council, which is the Spanish Government's main advisory body, on Thursday called on the Ministry of Education "to reconsider entirely" the decree with the Education Reform that obliges the Catalan Government to pay for the private tuition of students who request to be taught in Spanish if there is no offer in the public system.  The top advisory body considered that the costs of the measure had not been seriously calculated and that limitations have not been included. The Catalan Minister for Education, Irene Rigau,  appealed to the Spanish Ministry of Education to remove this provision from the new Reform.  The latest disagreement is part of an ongoing conflict between the Spanish and the Catalan Governments regarding Catalan being the main language of instruction in schools.  

The Catalan Government issued on Thursday its own calculation of the so-called fiscal balances with the latest data available, which is from 2011. In that year, Catalans funded services and infrastructure in the rest of Spain for €15 billion, equivalent to 7.7% of Catalonia's GDP or €2,055 per citizen, using the monetary flow formula. Using the tax-benefit method, Catalonia contributed €11.1 billion, equivalent to 5.7% of its GDP. The two methods are "complementary", as the Catalan Finance Minister, Andreu Mas-Colell stated, although the first one makes less assumptions and is closer to reality in times of economic crisis and high unemployment. "Catalonia is a net and generous contributor" to the whole of Spain, he said. In fact, the figures for 2011 confirm Catalonia's "sustained" negative "fiscal balance" for the 1986-2011 period, with an average 8.0% fiscal deficit. This has been for decades a very sensitive issue in Catalan and Spanish politics, and even more considering the self-determination debate.

Pere Navarro, First Secretary of the Catalan Socialist Party (PSC) – which is federated to the Spanish Socialist Party (PSOE), has finally decided to resign, after many people within the party had asked him for big changes since the last European elections. On the 25^th of May, the PSC passed from having 36% of Catalans' votes in the 2009 European elections to 14% of them, dropping  from first to third position as the most voted party. Back then, Navarro refused to resign, despite the Secretary General of the PSOE, Alfredo Pérez Rubalcaba, announcing he was stepping down due to the Socialists' poor results throughout Spain. In parallel, the PSC members openly supporting self-determination – which is totally rejected by the PSOE – announced they were thinking of splitting and forming their own party, after being gradually side-lined by Navarro in the last 2 years. In the last few days, Navarro desperately tried to keep the party united but since he was not succeeding, he faced increasing pressure to step down.

The sale of homes in Catalonia rose 13.1% this April, compared with the same month last year, according to the Spanish Statistics Institute (INE).  April 2014 saw the sale of 3,724 properties in Catalonia, 3,334 of which were free (89.5%) and 390 protected (10.5%).  Of these transactions, 32% corresponded to newly-built flats and 68% were of existing homes.  Across Spain, sales have increased by 5.3% in annual terms, with a total of 24,968 transactions registered. Thus, Catalonia sits comfortably above the Spanish average, but was surpassed by eight other Autonomous Communities, including the Basque Country, Cantabria and the Balearic Islands, where purchases increased by 48.8%, 41 6% and 28.5%, respectively.

King Juan Carlos' succession process is not explicitly backed by the Centre-Right pro-Catalan State Coalition Convergència i Unió (CiU), which played a crucial role in Spain's Transition from dictatorship to democracy and guaranteed on many occasions Spain's stability. However, this time, the CiU has decided to abstain in the vote on the Law on Juan Carlos' abdication, as it was announced last week. The CiU accused Spain's two largest parties – the governing People's Party (PP) and the Spanish Socialist Party (PSOE) – of having excluded them from this and previous processes. The bill was approved on Wednesday by 85% of the Spanish Parliament, but only with the votes from the PP, the PSOE and the Spanish nationalist and populist UPyD. The Catalan and Basque conservative nationalists have abstained, while the left-wing Catalan parties have voted against it. The CiU was an essential part of the consensus of the 1978 Constitution, which once again proves to be broken.

Albert Batlle, in charge of Catalonia's prison network during the former left-wing Cabinet (2003-2010), has been appointed the new Director General of the Catalan Police Force, called Mossos d'Esquadra. The Catalan Government, run by the Centre-Right pro-Catalan State Coalition (CiU), appointed Batlle on Tuesday, emphasising he is "an independent person", "with experience". Batlle is a former member of the Catalan Socialist Party (PSC), which is part of opposition in the Catalan Parliament. He will have the challenge to direct the Mossos d'Esquadra after years of controversy linked to the police's use of force. The Catalan Minister for Home Affairs, Ramon Espadaler, asked him "to guide police action" and "to introduce a degree of common sense and calm". Batlle earned prestige as a manager of complex issues and he was one of the key people in the organisation of the Barcelona Olympics in 1992.

In May 2014 the Catalan airfield recorded 3,397,097 passengers, a 5.5% increase on May last year. Madrid's international airport exceeded this number with a total 3,544,649 passengers, 147,562 more than its Catalan rival, with a 4.1% growth. Madrid's airport has recovered from the 10% losses registered over the last 2 years, but it grows much slower than its Catalan competitor. One of the reasons for Barcelona's growth is the notable increase of intercontinental flyers. In the first 5 months of 2014, 13,517,143 people flew from Barcelona, a 7% increase from the same period in 2013. The equivalent figure from Madrid is 15,808,392, representing a 2.8% increase. Meanwhile, the number of passengers arriving at Girona- Costa Brava Airport, continues to decline, with a fall of 20% since 2013.

Civil-society organisations from Catalonia have simultaneously built a traditional human tower, on Sunday 8 June at 12 o'clock (CET), in Berlin, Brussels, Geneva, London, Lisbon, Paris, Rome and Barcelona, as well as in 41 additional Catalan towns, to claim for the right of self-determination. "Catalans want to vote. Human towers for democracy" is the banner shown at the action, which ended with a manifesto read by famous personalities such as Paul Preston, Jordi  Savall and Pep Guardiola. This large-scale action taking place in almost 50 different locations  throughout Catalonia and the rest of Europe has been organised by the civil-society association Òmnium Cultural and has been exclusively funded via private donations and membership fees. 71 'castellers' groups, who are those building the traditional human towers (called 'castells' in Catalan) have participated in the action, which represent 85% of the existing 'castellers' associations.
