The Barcelona Metro will reach El Prat Airport by the first half of 2016, perhaps even earlier, according to forecasts announced on Wednesday by the President of the Catalan Government, Artur Mas. The L9 line connecting Barcelona municipality to El Prat Airport and other cities has been under construction since 2002, and was originally anticipated to open in 2008, but the financial crisis and the state of public finances have delayed its full completion. An initial stretch of the line became operational in 2009, located at the opposite end to the airport. Once fully finished, the underground line will consist of two branches spanning across the Barcelona metropolitan area, making it the longest automatic metro line in Europe. The entire project will represent a total investment of €16 billion, €3 billion of which is for the airport connection. The test phase of the airport stretch will begin this autumn and should be completed by early 2016 or earlier.

"The parties should discuss how independence can be best achieved," if the majority of Catalans choose this option in a self-determination referendum, stated the South African Archbishop and anti-Apartheid activist, Desmond Tutu. When he was receiving the 2014 Premi Internacional Catalunya – Catalonia's most prestigious award given to people who have significantly contributed to Humankind throughout the world, Tutu directly appealed to the Spanish authorities "to listen" to the majority of Catalans, since "it's common sense." The Nobel Peace Laureate urged Spain to allow Catalans to freely and democratically hold a self-determination referendum. He also said that consensus is better than unilateral decision, which is "the second best." The Archbishop dedicated the award to all the people fighting against a series of causes, such as AIDS in South Africa, war in Syria, torture in Guantanamo, homophobia in Uganda, pollution in Northern Canada or not being allowed self-determination in Catalonia. "They do the work and I get the credit," he said ironically.

The South-African Archbishop Desmond Tutu has travelled to Barcelona to receive the XXVI Premi Internacional Catalunya, the highest tribute the Catalan Government accords following an independent jury's decision. The award recognises people who have made significant contributions to Humankind. Addressing journalists on Tuesday morning, ahead of the evening award ceremony in Barcelona, the Nobel Peace Prize laureate spoke of the Spanish authorities' necessity of an open dialogue about Catalan independence. Tutu was surprised that such a vote could take place in Scotland but not in Catalonia. He stated that Spain's denial of the strong support for self-rule only exacerbates the problem. At the press conference, the Archbishop also touched upon the subject of King Juan Carlos' abdication, saying he believed a monarchy could be a force for good when "it helps draw people together", although he also underlined that all human beings are equal.

After the abdication of King Juan Carlos was announced this Monday morning, the President of the Catalan Government, Artur Mas, made a statement in which he emphasised that Catalonia's self-determination process was continuing. Mas wished the Crown Prince and soon-to-be new King Felipe "good luck" and "to make wise decisions and be successful, because we want things to work out for Spain, and the monarchy represents the Spanish State." However, he asked the new King and the rest of Spanish institutions "to respect the Catalans' will" to hold a self-determination vote in order "to decide on our collective future, based on mutual respect and loyal cooperation". Such a vote has been scheduled by a large majority of Catalan parties for 9November, 2014.

On Thursday and Friday, several messages were sent from business circles and the Spanish Socialist Party (PSOE) aiming to negotiate a Constitutional Reform to find a better accommodation of Catalonia within Spain. However, on Friday afternoon, the Spanish Government once again closed the door to such a Constitutional Reform saying there was "no consensus". In the morning, Spain's largest business owners association stated that "laws are not immortal" and "can be changed to adapt to reality". The day before, the President of the Cercle d'Economia business lobby said he supported "a legal" consultation vote "agreed with Spain", but asked the Catalan President "to give dialogue a second chance" and reform the Constitution if necessary. On Friday, the Secretary General of the PSOE stated that such a Constitutional Reform should be negotiated among the governing People's Party (PP), the PSOE and Catalonia. However, it would not recognise Catalonia's right to self-determination. The CiU's 'number 2' replied that the Spanish Government rejects talks. 

Between Friday 30th May and Sunday 1st June, Lleida-Alguaire Airport will play host to the first ever European race in the Air Race F1 competition , a long-established American flying competition. The event, called the Lleida Air Challenge, will also include a race of the Spanish aerobatic flying championship and other aeronautical activities. Practice started on Wednesday but the actual races will start on Friday and end on Sunday with the Air Race F1 event. 8 aircraft fly at 10-15 metres above ground level at 400km/h. The CEO of Air Race F1, Jeff Zaltman, said that he wants the competition to grow in Europe and Catalonia to act as its base for operations.

The Catalan Parliament has finally approved the legal framework allowing the construction and the activities of the BCN World mega-resort, to be located next to PortAventura amusement park in the Costa Daurada. Now, the company Veremonte has the final green light to start construction, after it already had announced the first investors some months ago. Casino giant Melco, hotel brand Melià, US Hard Rock, Value Retail shopping malls and Investindustrial, which owns PortAventura, will participate in the $6 billion project. Furthermore, Ferrari announced it will build its first theme park in Europe there. BCN World involves 6 mega-casinos, large-size hotels, shopping malls, convention centres, theatres, golf courses, parks, a beach club, technology institutes and smart city developments.

The Spokesperson for the Catalan Executive, Francesc Homs, today stated that the results of the European elections and the turnout increase in Catalonia make the ruling cabinet feel “stronger”. “It is clear that the political project managed [by the Catalan Government] has great support”, he said. The centre-right pro-Catalan state coalition Convergència i Unió (CiU), which runs the Executive, increased its support by 100,000 additional votes compared to the 2009 elections, although its percentage of the vote did drop slightly from 22.4% to 21.9% due to a higher turnout. Overall, parties supporting this November’s independence vote obtained more than 55% of the votes cast, while those totally opposed to self-determination lost out, receiving less than 16% of the votes. For this reason, Homs asked the Spanish PM, Mariano Rajoy, to start talking again about how to authorise a self-determination vote.

Manel Prat, General Director of the Mossos d’Esquadra – the Catalan police force – resigned on Tuesday evening “for personal reasons”. He took this step the day before the Catalan Green Socialist and post-Communist Coalition (ICV-EUiA) were due to file a request to the Catalan Parliament to hold a debate on his resignation. Prat took office in January 2011 and the Catalan Police has since been involved in a series of controversies related to the excessive use of force, which in some cases may have had grievous consequences, including demonstrators losing eyes from a rubber bullet and the death of individuals in police custody. Legal investigations are still ongoing and therefore formal sentences have not been issued in these cases, but there is much evidence to indicate that the Catalan Police’s actions are likely to have been out of order. On top of this, there have been many shadows cast on the Mossos’ internal investigations and disciplinary processes. However, Prat denied he was resigning because of these episodes.

The President of the Left-Wing Catalan Independence Party (ERC) Oriol Junqueras has confirmed that his party will not sit in the Catalan Government “for the moment”, despite having been often offered the chance to do so by the governing Centre-Right pro-Catalan State Coalition (CiU), and winning Sunday’s European elections. It was the first time in the 37 years of democracy that the ERC won an election in Catalonia. Instead, Junqueras praised the leadership of the President of the Catalan Government and CiU head, Artur Mas, which he called “stronger than ever”. The CiU won some 100,000 additional votes on Sunday compared to 2009, although its percentage of the vote decreased slightly since turnout grew considerably. However, the People’s Party Secretary General, María Dolores de Cospedal, insisted that the elections were “a warning message to Mas”. Despite self-determination parties having clearly won the elections in Catalonia and the PP having its percentage of the vote halved, de Cospedal rejected the idea that support for independence is increasing.

The 2014 European parliamentary elections are likely to become a milestone for Catalan people for three main reasons, which taken together send a strong message to the international community, the EU institutions and Member State governments, including that of Spain. Firstly, political parties and civil society organisations supporting self-determination have called citizens to vote in these elections as a way to push for a referendum on independence to take place on the 9^th of November of this year. This may significantly increase turnout from the low 36.94% registered in 2009. Secondly, the two main self-determination parties are likely to be the most voted parties in Catalonia. In addition, the Left-Wing Independence Party (ERC) may go from 4^th place in the 2009 poll to 1^st place this time around. Thirdly, support for the two main parties behind the EU austerity measures that turned into drastic budget cuts in southern Europe – the People’s Party and the Socialist Party – is likely to plummet in Catalonia.

The Catalan Executive raised the alarm on Monday: the Spanish Ministry of Industry is planning to take away 1 of the 2 multiplexes run by the Catalan Public Television Broadcaster (TVC), which means reducing its number of TV channels. By halving the spectrum available for TVC – which is traditionally the leader for TV audiences in Catalonia – the Spanish Government will oblige the broadcaster to reduce its number of channels. This will decrease its audience and therefore its influence, which might also bring a reduction of advertising income and a consequent weakening of the public service. The Catalan Government sees "an undoubted" political motivation in this decision, aiming to decrease the influence of Catalan-speaking media by rendering TVC "residual".

The Spanish Foreign Affairs Minister, José Manuel García-Margallo, compared the independence referendums in Donetsk and Lugansk with Catalonia’s self-determination process. The Spokesperson of the Catalan Government, Francesc Homs, rejected the comparison and stated that García-Margallo “is making a mistake” since “he is putting Spain’s image in a place that should not interest him”. “In any case, Catalonia does not compare itself” with Eastern Ukraine, Homs added. On previous occasions he has drawn attention to the peaceful demands from Catalonia, which could fit into Spain’s constitutional framework if there was the political will. Besides, the Catalan Government issued a statement in which it did not recognize the legitimacy of Donetsk’s and Lugansk’s referendums but expressed its full support for the EU decisions.

The Catalan economy grew by 0.4% in the first quarter of 2014, which means that GDP has been increasing for the last 4 consecutive quarters, leaving recession far behind, according to an early estimate published on Monday by Catalonia’s Statistics Institute (Idescat) and the Catalan Ministry of the Economy and Knowledge. Furthermore, between March 2013 and March 2014, Catalonia’s economy grew by 0.8%. In the second quarter of 2013 it registered a quarterly growth of 0.1%; in the third it also posted a 0.1% quarterly growth; between October and December, it increased by 0,2%; and now, between January and March, it grew by 0.4%. The services sector has been the main engine behind this positive trend; in the last 12 months it grew by 1.4%.

Desmond Tutu, the South-African Archbishop who fought the Apartheid regime and won the Nobel Peace Prize, has been awarded the 26^th Premi Internacional Catalunya. This is the most prestigious prize given by the Catalan Government and follows the decision of an independent jury formed of high-profile professionals from Catalonia and abroad. The jury has chosen Tutu from 162 other names from 51 different countries for "his vigorous and constant fight for social justice and the improvement of living conditions of those oppressed". Last year, the Premi Internacional Catalunya was awarded to the former Prime Minister of Norway Gro Harlem Brundtland and to the young Pakistani education activist Malala Yousafzai for "their determination and courage in the defence of human rights". Other awardees have been Lula da Silva, Haruki Murakami, Jimmy Carter, Jacques Delors, Amartya Sen and Aung San Suu Kyi, among others.
