Catalonia's road bicycle tour Director: “Our competition is at the highest level of world cycling”

The Tour of Catalonia, known as ‘La Volta’, was born in 1911 and is the 3rd oldest cycling competition in the world, just behind the Tour de France and the Giro d’Italia. Its Director, Rubèn Peris, is proud of the event and says that “‘La Volta’ is something bigger than a race” and is an ambassador for showing Catalonia to the rest of the world, included in the UCI World Tour calendar. From the 23rd to the 29th of March, this competition will hold its 95th edition with the presence of some of the best riders in the world such as Chris Froome, Joaquim ‘Purito’ Rodríguez and Alberto Contador. The CNA interviewed Peris a few days before the start of the race, which "has reached an extremely high level and which is always co-ordinated by amateurs", showing "how strong the associations’ network in Catalonia is".

Constitutional Court temporarily suspends Catalonia's self-determination consultation vote

The Constitutional Court has accepted the Spanish Government's two appeals filed on Monday against the 9th of November's self-determination vote decree and the Catalan Parliament's law on which it is based. This decision automatically means the temporary suspension of the law and the decree, a suspension which could be extended after 5 months should the Court not have yet reached a definitive verdict. In addition, it also suspends "the rest of actions" deriving from the law or the decree's implementation, including those taken "by third parties". The decision has been made in an urgent and non-scheduled plenary meeting, which was organised just 5 hours after the Spanish Government had filed the appeals. The Constitutional Court's plenary never meets on Mondays and its next meeting was scheduled for the 7th of October. The President of the Catalan Government, Artur Mas, has criticised "the supersonic speed" by which the Court has met. Mas asked this body to act as "the referee of all and not only of a part".

Catalonia to call self-determination vote on Saturday and Madrid to appeal it on Monday

The President of the Catalan Government, Artur Mas, will finally sign the decree calling the 9th of November's self-determination vote on Saturday, a week after the Catalan Parliament approved the Law on Consultation Votes with 80% support. Mas will sign the decree surrounded by most of the leaders from the parties supporting November's vote and after having received the explicit support from 92% of Catalonia's municipalities. Besides, the Spanish Government will hold an exceptional Cabinet meeting on Monday (instead of waiting until Friday) to approve the two appeals against the new Catalan law and decree. The appeals will be filed to the Constitutional Court, whose plenary has then to decide whether it accepts them or not. If the Court accepts the appeals, the law and the decree will be temporarily suspended. The next Court's plenary is on the 7th of October, but an extraordinary session could be organised this week.

Norwegian and Catalan experts discuss Catalonia’s right to self-determination at Oslo University

On Thursday Universitetet i Oslo (UiO) hosted a round table debate with Norwegian and Catalan academics, journalists and economists to discuss the economic viability of an independent Catalonia and how it would fit into the European framework, whether in the European Union (EU) or the European Free Trade Area (EFTA). This debate was part of the conference 'Self-Determination Processes in the EU: the case of Catalonia', organised by the Public Diplomacy Council of Catalonia (Diplocat) together with the University of Oslo. The Diplocat – an organisation backed by the Catalan Government, universities, business associations, trade unions, FC Barcelona and other public and private institutions – is organising a series of debates in European and Spanish universities on Catalonia's self-determination demands.

Catalan institutions launch a website to explain the self-determination process abroad

CataloniaVotes.eu is a new website set up to present the independence referendum, related news, a chronology of the last few years and facts about Catalan society, culture and economy to a foreign audience. The new webpage is in English, French and German and will also follow the day-to-day evolution of the referendum process, a consultation vote scheduled for the 9th November. It has been launched by the Public Diplomacy Council of Catalonia (Diplocat), an organisation backed by the Catalan Government, the four Provincial Councils, universities, chambers of commerce, the main business-owner associations, trade unions, FC Barcelona and other public and private institutions.

Catalonia’s Tax Administration is launched to guarantee self-government

The new Tax Administration of Catalonia (called ‘Tributs de Catalunya’) has been launched on Thursday in a ceremony chaired by Artur Mas, the President of the Catalan Government. Mas highlighted that “all of this is not against the Spanish State” but “an investment for a better Catalonia”. The new body was created from merging the existing Catalan Government’s Tax Agency and the ones of the four Provincial Councils (Barcelona, Girona, Lleida and Tarragona). Its creation was already foreseen in the Catalan Statute of Autonomy approved by the Spanish Parliament and the Catalan people through a binding referendum in 2006. It will start with 53 branches, which will mostly deal with municipal taxes. Gradually it will dispose of up to 200 offices dedicated to ensure Catalonia’s fiscal sufficiency. The project was launched in September 2012, aiming to build “a state structure” that would ultimately be able to collect all the taxes generated in Catalonia if needed.
