The main civil society organisations supporting independence have backed the creation of a single unitary list among the main forces aiming to transform the next Catalan Parliament elections, scheduled for 27 September, into a 'de facto' plebiscite on independence. After months of discussions and public disagreements, there is finally a wide consensus that, even if it does not include all the pro-independence parties, is backed by a wide majority of them, ranging from Socialists to Christian-democrats and including Liberals. The list will be headed by an independent but will ultimately include active politicians as well as many members of civil society. The agreement was reached on Monday night between the Liberal party CDC – which runs the Catalan Government – and the Social-Democrat ERC – which has provided parliamentary support to the Executive since 2012. The incumbent Catalan President and CDC leader, Artur Mas, will form part of the list.

Catalonia's two main pro-independence parties, the Liberal CDC – which runs the Catalan Government – and the Social-Democrat ERC – which has been backing the Executive for the last 2 years – have finally reached an agreement about how to run in the next Catalan Parliament elections, scheduled for 27 September and called in order to become a 'de facto' referendum on independence from Spain. This is the only way left for Catalan citizens to hold a legal and free vote on the issue, after the Spanish Government has unilaterally blocked any discussion on the issue despite the clear democratic mandate of the last Catalan elections, held in November 2012, when an absolute majority of parties supporting the organisation of a legal self-determination referendum was elected. On Monday night, after months of discussions and public disagreements, the President of the Catalan Government and CDC leader, Artur Mas, and the leader of the ERC, Oriol Junqueras, finally reached an agreement to run together but in a unitary list to be formed by many independents and representatives from civil society.

On Monday, a summit among the main pro-independence parties and civil society organisations has been held at the Catalan President's office, the Generalitat Palace, in Barcelona. The meeting ended without a definitive agreement, although some attendees did say there was a "positive" atmosphere. An electoral list without professional politicians but grouping all the political sensitivities of the pro-independence forces is on the discussion table after days of intense public debate. This option is backed by the main civil society organisations promoting Catalonia's independence from Spain, the Catalan National Assembly (ANC) and Òmnium Cultural, as well as by the main pro-independence left-wing parties, namely the Social-Democrat ERC and the alternative left CUP. However, the governing Liberal party CDC is against this formula as it would exclude the incumbent Catalan President, Artur Mas, from running in the elections that he would call early in order to transform them into a 'de facto' referendum on independence.

The Association of Municipalities for Independence (AMI) has requested Catalan mayors to fly Danish flags in municipal buildings as a way of complying with the ban on pro-independence flags during the electoral campaign and as sign of gratitude to this country, which on Tuesday approved a motion in favour of “a democratic and pacific dialogue” between Spain and Catalonia regarding Catalonia self-determination. The initiative comes from Sant Pol de Mar, a coastal town in the Maresme County (about 50 km north of Barcelona). On Thursday, the municipal Painting Museum next to the town hall flew the Danish flag. The AMI has also requested mayors to hang again pro-independence flags this Sunday just after the polling stations close, which will respect the ban from the main Electoral Authority in Spain (Junta Electoral Central) that ordered the removal of all Catalan pro-independence flags from all "public buildings and polling stations" during the electoral campaign and voting period.

The main Electoral Authority in Spain (Junta Electoral Central) has ordered on Thursday the removal of all Catalan independence flags from all "public buildings and polling stations" in Catalonia during the electoral campaign for the Municipal Elections, which take place on 24 May. The order comes after a request from the main pro-Spanish unity civil society group, Societat Civil Catalana (SCC). According to SCC, there are pro-independence flags located in public spaces in 323 municipalities throughout Catalonia and this "violates political neutrality" during the electoral campaign. 710 of the 947 existing town councils in Catalonia have democratically voted to support independence and join the Municipalities for Independence Association (AMI). Many of them have flown pro-independence flags from town hall balconies or in public spaces.

The political parties and the main civil society organisations that support Catalonia's independence from Spain have agreed that the Catalan Parliament will issue a formal declaration to start building a new state and launch a constituent process, which would be put to a citizen vote at a later stage, if they obtain a parliamentary majority in the September elections. They have been holding a series of talks over the past few weeks in order to agree on a road map that sets out the steps to follow in case pro-independence parties obtain an absolute majority in the next Catalan Parliament elections. These elections have been called early and are being presented as a 'de facto' referendum on independence by the parties supporting this option, since they are the only way to hold a legal vote on this issue after years of the Spanish Government's unilateral blocking attitude.

The document will be sent to the United Nations, the European Parliament, the European Commission, the Council of Europe and the Organization for Security and Co-operation in Europe (OSCE). The Spanish Government “violates the Catalan people’s right to decide its own political future and bans the exercise of democracy through a referendum or an internationally standardised consultation vote”, reads the complaint, signed by 1,386,628 citizens and 3,703 elected representatives such as mayors and MPs. They complain about the “Spanish Government’s anti-democratic attitude”, which ignored an electoral mandate from 2012 to hold a legal and binding self-determination vote in Catalonia, among other facts. The signatures were collected during the symbolic vote on independence held on 9 November by the civil society organisations Catalan National Assembly (ANC) and Òmnium Cultural, as well as by the Association of Municipalities for Independence (AMI). 

The President of the Catalan Government, Artur Mas, has announced early elections to be held on the 27^th of September this year, which will become a ‘de facto’ referendum on independence from Spain. Before then, the Catalan Government and Parliament will continue to develop some basic state structures, such as Catalonia’s own tax administration and Social Security system. The governing centre-right pro-Catalan State coalition CiU and the opposition left-wing pro-independence party ERC have now “rebuilt” their parliamentary stability pact for the current term after weeks of public disagreements and confusion over the next steps of the self-determination process. After a long meeting on Wednesday evening between Mas, the ERC’s President Oriol Junqueras and representatives from the main civil society organisations supporting independence, they have also agreed on running separately but sharing the same road map to build an independent state from the day after the elections, if a majority of Catalans vote for this option. 

The President of the Catalan Government and leader of the centre-right pro-Catalan State coalition CiU, Artur Mas, has sent a letter to the President of the opposition left-wing pro-independence party ERC, Oriol Junqueras, in which he has proposed 3 different formulas for early elections being transformed into a ‘de facto’ referendum on independence from Spain. Mas and Junqueras disagree about whether to run together or separately, and also whether these elections should be to firstly negotiate independence with Spain and later ratify independence through a referendum, or to directly proclaim independence and draft a Constitution. On Friday, after weeks of negotiations between Mas, Junqueras and the main civil society organisations backing independence, the Catalan President is making a public move to unblock the current situation, which is discouraging many pro-independence supporters. 

Parties supporting the self-determination process have expressed their first reactions to the Catalan President’s offer to run in early elections by sharing the same electoral list and negotiating independence from Spain in a maximum of 18 months, if they obtain an absolute majority. The two-party centre-right pro-Catalan State coalition (CiU), headed by the President of the Catalan Government, Artur Mas, is divided: Mas’ Liberal party CDC wants to join it but the leader of the Christian-Democrat force UDC is sceptical, since he opposes independence. The left-wing Catalan independence party ERC, which tops most of the opinion polls, is thinking about it and its leader, Oriol Junqueras, will make his own proposal next Tuesday. The Catalan Green Socialist and post-Communist coalition (ICV), which supports Catalonia’s self-determination but is divided about whether or not to be independent, rejected Mas’ offer and accused him of forgetting about social and corruption issues. Finally, the alternative left and radical independence party CUP rejected the single list formula.

The citizen participation process on independence has kicked off at 9am on November 9 despite the temporary suspension of the Constitutional Court. Finally, the 1,317 voting centres hosting 6,695 polling stations have opened their doors without major incidents, as has been confirmed by the Catalan Government. Long queues of voters were waiting to cast their ballot in a festive atmosphere from early morning. The vote is being run by 40,930 volunteers, but the Catalan Executive is actively behind the process. During the day it will offer turnout figures and it should announce the results on Monday. The ballot boxes are located in high-schools run by the Catalan Government or in municipal centres in small towns and villages. A delegation of international observers is monitoring the process. Several Spanish nationalist parties and organisations have filed judicial complaints asking for the vote to be stopped and members of the Catalan Government to be arrested. In addition, the Public Prosecutor Office – obeying the Spanish Government –asked the Catalan Police to identify the volunteers opening the voting centres, but the Catalan Government refused to do so as they had authorised volunteers to access public venues.

Josep Maria Vila d'Abadal, the President of the Association of Municipalities for Independence (AMI), wanted to reassure the mayors that have offered municipal venues to host polling stations on Sunday, particularly in small towns and villages where the Catalan Government does not have facilities of its own. "Mayors do not have to be afraid of anything […] because their legal coverage is guaranteed" stated Vila d'Abadal, who is also the Mayor of Vic (a city in Central Catalonia). He also announced that the AMI – which co-organised the massive pro-independence demonstrations of 2012, 2013 and 2014 – and the Catalan Association of Municipalities will send a letter on Friday reassuring mayors. According to Vila d'Abadal "the future of Catalonia […] as a people" is at stake on November 9. According to him, after Sunday's vote, the most likely scenario is the one leading Catalans towards independence.

The City Council of Barcelona as well as 300 other town halls throughout Catalonia approved on Monday a motion supporting the self-determination consultation vote, scheduled for the 9^th of November. Some 400 other municipalities have confirmed they will do the same in the current week and more could join in the coming days. With this action, Catalan municipalities want to back the parliamentary agreement to carry out such a vote, which is being unilaterally blocked by the Spanish Government.  The motions will be sent to the Catalan Government, the Spanish Authorities, the European Union institutions and the United Nations. Town Halls throughout Catalonia are approving the same motion, which has been proposed by the Association of pro-Independence Municipalities (AMI) and the Catalan Association of Municipalities (ACM).
