In front of the foreign affairs ministers of 22 European Union Member States, those of the southern Mediterranean countries and the Spanish PM, Mariano Rajoy, gathered in Barcelona for a summit on trade and the fight against jihadism, the Catalan Government President, Artur Mas, said in his opening speech that "Catalonia and Barcelona were born as Mediterranean and have developed as both Mediterranean and European". The Catalan President, who addressed the audience in Spanish, English, Catalan and French, also stressed that Catalonia's future horizons are "always Mediterranean and European", underlining "the umbilical cord with Europe and the Carolingian Empire that has never been broken". "We have the vocation of being a Mediterranean and European capital city", he added. In turn, Rajoy highlighted that Barcelona is "the Spanish capital of the Mediterranean".

The President of the Catalan Government, Artur Mas, is on a visit to the United States to talk with think tanks, investors and media. Mas held a conference at Columbia University on Wednesday evening in which he stressed the democratic principle as the driving force of the independence movement. He praised the American Constitution's "We, the people" to emphasise that "we will vote in September", in elections transformed into a 'de facto' vote on independence. Besides this, Mas also held an interview with 'Bloomberg', saying he hoped that "the biggest" European Union countries will convince Spanish Prime Minister to negotiate a split if Catalans voted for independence. He has also penned an article in the 'Irish Times', stressing that no "decision taken by the Spanish political sphere will break the will of the Catalan people to freely and democratically decide their political future".

The President of the Catalan Government, Artur Mas, met on Wednesday with several think tanks and financial investors based in New York City, where he is paying an official visit. Mas stated that through holding the meetings he wants to "clarify doubts, provide them with information, take responsibility, explain Catalonia's advantages and virtues, and, obviously, explain the political process we are facing, in which many places throughout the world and particularly a city like New York I know are interested". In the evening, he will hold a conference at the University of Columbia with the title 'Catalonia at the crossroads'. The conference is today's "main event", he said, but he also organised meetings with people from think tanks because they "create opinion".

The Catalan Police Force, Mossos d'Esquadra, detained on Wednesday in several cities across Greater Barcelona 11 people who were allegedly forming an Islamic terrorist cell. The cell was "operational" and "wanted to attack in Catalonia", according to the Catalan Minister for Home Affairs, Ramon Espadaler. The alleged terrorists were "clearly connected to the Islamic State" and "supported its ideology", emphasised Espadaler. The cell "had 3 objectives": "recruiting young people and radicalising them", "sending some of these young people to Syria and Iraq", and preparing an attack in Catalonia. Despite this information, Espadaler highlighted that "at no time has this cell generated any kind of danger, as it has been under investigation and police surveillance for the last 13 months".

Mas, Junqueras and the three main civil society organisations in Catalonia have signed a roadmap stating that following a victory of the ‘Yes’ parties in the next Catalan election, a new Constitution will be drafted and then voted on in a binding referendum. If Catalans vote ‘Yes’ to the proposed Constitution, independence will be declared no later than 2017.

The President of the Catalan Government, Artur Mas, travelled on Wednesday morning to France in order to visit the crash site of the Germanwings Barcelona-Düsseldorf flight, which crashed in the Alps on Tuesday killing all 150 people on board. Out of the 51 passengers with Spanish passports whose identities have so far been confirmed, 39 of them were Catalans, although this figure is likely to increase in the coming hours. Furthermore, although not Spanish nationals, other victims had been living and working in Catalonia. Mas joined the Spanish Prime Minister, Mariano Rajoy, who was also visiting the area together with the French President, François Hollande, and the German Chancellor, Angela Merkel. Rajoy and Mas flew together to France, and arrived at the crash site by road a few minutes after Hollande and Merkel.

Barcelona El Prat has been the main centre in Catalonia for assisting the relatives of the passengers flying on the Germanwings aircraft between the Catalan airport and Düsseldorf that crashed in the Alps this morning. 150 people were on board and, most likely, there will not be any survivors, according to French authorities. Teams of psychologists, social workers and first responders, from the Catalan Government, the Red Cross and professional associations have been deployed at Terminal 2. Lufthansa, the owner of Germanwings, attended more than 150 relatives and booked nearby hotels to host them during the upcoming days. The flight was regularly used by Germans working in Catalonia as well as by tourists. A group of 16 German high school students was on board, after spending an exchange week in the Greater Barcelona area. At least 31 Catalans were also travelling to Düsseldorf on this flight, many of them to attend a trade fair. Catalan authorities have declared 3 official days of mourning.

A Germanwings Airbus A320 airliner covering the route between Barcelona El Prat and Düsseldorf has crashed in the French Alps on Tuesday around 11am (CET), according to initial information from the radio station Europe 1. According to the French President, François Hollande, it is very likely that "there will not by any survivors". The GWI9525 flight, run by Lufthansa's low-cost company, was carrying 144 passengers and 6 crew members (2 pilots and 4 cabin staff). The Spanish Government announced there were "45 people with Spanish surnames" on board, and 42 passengers were of Spanish nationality, announced Germanwings. The Vice President of the Catalan Government, Joana Ortega, is heading to the area.

In the last few months, the two parties which form the centre-right pro-Catalan State federation CiU, and which have been running together every election since 1979, have been openly arguing about Catalonia's self-determination process and the way to build or not build a state independent from Spain. The Liberal party CDC, which is the largest force within the CiU, has turned towards openly supporting independence, although sometimes not in the most enthusiastic way. However, the Christian-Democrat party UDC seems to be divided on this issue, since its leader Josep-Antoni Duran i Lleida is openly campaigning against independence. But other party leaders and many of its members do support independence. The UDC has agreed on setting an official stance on independence through an internal participation process among its members, which has been finally set for 14 June, after the Municipal Elections of 24 May but before the crucial Catalan Parliament elections of 27 September. 

The Catalan Parliament has continued its interrogation of the Pujol family for alleged fiscal fraud and corrupt practices, after Jordi Pujol – who uninterruptedly headed the Catalan Government between 1980 and 2003 – confessed in July that his family had kept a fortune in the fiscal haven of Andorra for 34 years without informing the Spanish tax authorities. Pujol (aged 84), his wife, and 6 of their 7 sons and daughters have been indicted by the judge in the case. On top of this, 3 sons have received further indictments for other cases, including Oriol Pujol, who was the Secretary General of the Liberal party CDC, which is the largest force within the two-party coalition CiU that has ran the Catalan Government since late 2010. On Monday, it was Oriol Pujol's turn to speak before the parliamentary commission investigating alleged fiscal fraud and corrupt practices during the 23 years Jordi Pujol led the Catalan Government.

For the 10^th consecutive year, the biggest event in the world of mobile industries kicked off in the Catalan capital on Monday. The 2015 Mobile World Congress, organised by GSMA, will be in Barcelona until Thursday, breaking all records during this time. 90,000 attendees are expected from 201 different countries, representing more than 2,000 companies distributed across more than 100,000 square metres at Fira de Barcelona's Gran Via venue. Furthermore, the event has raised the attention of the world's main media and trade publications, with more than 4,000 accredited journalists in attendance at this year’s edition. Facebook founder Mark Zuckerberg and Google's Vice President, Sundar Pichai, were Monday's main speakers.

Spain’s Constitutional Court has ruled against the Catalan Parliament’s Law on Consultation Votes, approved in September, and the President of the Catalan Government’s Decree calling for a consultation vote on independence on 9 November last. The Constitutional Court had already temporarily suspended both legal measures in October, but it still was yet to issue its definitive verdict. After the temporary suspension, the Catalan Government promoted an alternative and symbolic vote on independence run by 40,000 volunteers, also on 9 November, in which 2.35 million people participated despite the Spanish authorities’ full opposition and even threats. The Catalan President, Artur Mas, stated that the Constitutional Court’s final decision “leaves 27 September [early elections] as the only way to consult the Catalan people” about their collective future. Meanwhile, the Spanish PM, Mariano Rajoy, highlighted that the Court’s decision “has been adopted unanimously” and that “governments have to honour laws”.

In the annual Debate on the State of the Union in the Spanish Parliament, Prime Minister Mariano Rajoy repeated that he will “never” accept putting Spain’s unity in question. He said that the next Catalan Parliament elections, scheduled for 27 September, are not a ‘de facto’ referendum on independence, as pro-independence parties are claiming. However, Rajoy said he is willing to talk but only if “the law is always respected”. The Spokesperson of the centre-right pro-Catalan State coalition CiU, Josep Antoni Duran i Lleida, emphasised that “not making any proposal” to address Catalonia’s claims is “political negligence”. Furthermore, he regretted that the Spanish Government is not respecting the law when it is recentralising powers and not respecting Catalonia’s self-rule. The Spokesperson for the left-wing Catalan independence party ERC, Alfred Bosch, told Rajoy that “the sooner he acknowledges” that there is an independence referendum in September, “the sooner we will find solutions”.

Jordi Pujol Ferrusola, the eldest son of former Catalan President Jordi Pujol, has testified before the Catalan Parliament’s commission investigating fraud and corruption. He did so after the testimonies of his father and mother, while all 3 have been indicted and are in the middle of judicial processes for alleged fraud. Unlike his parents, Pujol Jr answered most of the questions posed - except those related to money the family had kept in Andorra for 34 years without informing the Spanish tax authorities. Pujol Jr said he will explain this directly to the judge in his testimony scheduled for the 26^th of March. However, he did speak before the parliamentary commission for 4.5 hours about some of his business activities and his accumulated wealth. He also denied having operated from fiscal havens (besides the family money in Andorra) and having practiced influence peddling or any corrupt activity profiting from his father’s position. Besides this, he also emphasised he is an “intimate friend” of the current Catalan President, Artur Mas, despite the latter having denied this a few days ago.

Before the Catalan Parliament's commission investigating fraud and corruption, former President of the Catalan Government Jordi Pujol has testified in order to address his family's alleged fiscal fraud. Pujol was asked to talk before the parliamentary committee despite having been indicted by the judge and having already testified in front of her in January. Pujol, who ran the Executive between 1980 and 2003, did not add any new information and refused to answer many questions, referring to his previous statement before the judge and the previous hearing before the Catalan Parliament in September. He criticised the current parliamentary commission for not sufficiently proving their accusations., Pujol's wife, Marta Ferrusola, who is also indicted and who has previously testified before the judge, also spoke before the parliamentary commission. Ferrusola did not answer many questions but stressed that she "never" travelled to Andorra to manage funds.
