If Catalonia proclaims its independence, the international community will in the end “accommodate itself to the new reality”, stated former Icelandic Minister for Foreign Affairs, Jón Baldvin Hannibalsson. “Don’t be scared by scaremongering. In the end, all nations and all political leaders have to accommodate themselves to new realities” he assured in an interview with CNA. Although he predicted that proclaiming independence outside of the law will at first be considered “illegal” for the international community, “freezing Catalonia out forever” would be “nonsense”. Baldvin Hannibalsson recognised the Baltic States’ independence in 1991, when neither the United States nor the European powers dared to do so for fear of confronting the USSR.

The new Catalan Minister for Foreign Affairs, former MEP Raül Romeva, defended Catalonia’s potential contribution to the EU, especially due to its diverse nature. According to Romeva plurality is a core value of the EU despite “the voices which try to impose certain ideologies which deny diversity and plurality”. During his first public event at the head of the new Ministry, Romeva assured that there is “no news” regarding the Spanish government’s decision to take the new Ministry before the court (they claim that it violates some of the Spanish executive’s competences). He went on to highlight the importance of legality in the EU “but also democracy”. “When it is against its people, the State has a problem” stated Romeva.

The Spanish government’s acting vice president Soraya Sáenz de Santamaría announced that the competences of the new Catalan Ministry for Foreign Affairs will be taken before the court. The commission to study the constitutive process of a potential Catalan Republic, which was approved on Thursday during the new government’s first plenary session, will also be appealed. Spain’s executive believes that both actions violate competences of the Spanish government. On the other hand, Spain’s executive will not impugn new Catalan President Carles Puigdemont’s taking office, during which Puigdemont didn’t mention Spain’s King nor the Spanish Constitution. 

Catalan Minister for Foreign Affairs Raül Romeva assured that he is “not worried at all” about the legality of this new Ministry. Thus the cross-party list ‘Junts Pel Sí’ top member responded to the Spanish government’s claim that the new department may violate some of the Spanish government’s functions. Foreign affairs “is a competence which is attributed to Catalonia and recognised in the Catalan Statute of Autonomy” assured Romeva and emphasised that the actions to be launched “are the same” as those carried out by the Catalan Foreign Affairs Secretary, Roger Albinyana. Romeva called for “finding synergies with other European actors” rather than “having embassies everywhere”, which he described as a 19th century policy. Romeva also forecast that former Catalan President Artur Mas will have an “important” role in the international agenda.

One day after the new Catalan executive was constituted, the Spanish government has announced that the State Attorney will analyse the competences of the new Catalan Ministry for Foreign Affairs, as it may violate some of the Spanish government’s functions. “We will not allow any action which could be contrary to the Constitution or to the laws, whatever it may be” warned current Spanish Government Vice President Soraya Sáenz de Santamaría. This warning comes after the Spanish Government confirmed that a report will be written analysing the taking office ceremony of new Catalan President Carles Puigdemont, during which Puigdemont didn’t mention Spain’s King nor the Spanish Constitution.

The members of the new Catalan executive took office this Thursday, more than three months after the 27th of September Catalan Elections resulted in the victory of pro-independence forces. Catalan President, Carles Puigdemont, called them to be “aware” of the citizens’ assignment “without renouncing anything”. ERC’s leader Oriol Junqueras has been designed to assume the Vice presidency and led the Department of Economy and Tax Office, one of the key areas of the new executive. Another novelty is the creation of the department for Foreign Affairs, which will be led by former MEP and ‘Junts Pel Sí’s top member, Raül Romeva.

The results of the 20-D Spanish Elections and the negotiations to form a new government in Catalonia, which are still ongoing, are worrying the business world. During the celebration of the eighth edition of the Carles Ferrer Salat Awards, which recognise remarkable initiatives in the business world, Foment del Treball’s president Joaquim Gay de Montellà highlighted the difficulties in forming “stable and strong” governments. “Everything would be easier if it would have been possible to start a dialogue process” he stated in a speech before current Catalan President Artur Mas and the Spanish Minister for Foreign Affairs, José Manuel García Margallo. Gay de Montellà also announced that “the risk of recession has moved away and the economy is running”.

Companies, entities and citizens have European funding opportunities at their disposal to make their projects grow. To promote these EU resources and facilitate access to them, the Catalan government has launched a website which includes the available European funding opportunities and the calls for entry in progress. “We must break the myth of a lack of access” to the EU institutions, stated the Catalan Permanent Representative to the EU, Amadeu Altafaj, and added that “they are more open and more accessible than what people may think”. The Catalan Foreign Affairs Secretary, Roger Albinyana, encouraged everybody to “make the most of the European funding opportunities” and called Catalans to be “even more ambitious”.

The negotiations between the two main pro-independence forces in the Parliament over constituting a new government are still ongoing. After radical left CUP repeatedly stated that they won't re-elect Artur Mas as President, cross-party 'Junts Pel Sí''s candidate, the 27-S elections winning list presented this Thursday an alternative proposal: a draft to create three "government commissions" with delegated competences. Under this structure, Mas would continue to hold the Catalan presidency but left-wing ERC leader Oriol Junqueras, current Catalan vice-president Neus Munté and 'Junts Pel Sí' top member former MEP Raül Romeva would constitute a "Presidency's Board". The proposal also suggests holding a vote of confidence in 10 months' time to evaluate the evolution of the agreement.

A number of different associations met this Wednesday with current Catalan President, Artur Mas, and current Catalan Minister for Social Affairs, Neus Munté, to coordinate on the hosting of refugees. "Catalonia is ready" stated Munté, although she admitted that the Spanish Government haven't told them yet "the number of refugees nor the approximate date of their arrival". In any case, the Catalan institutions and collaborative organisations will be able to host initially between 2,000 and 5,000 people. "These people are living a daily 'Paris'" stated Munté, referring to the refugees escaping military conflicts. She also emphasised that the terrorist attacks in Paris "haven't changed" the government plans in terms of hosting refugees "on the contrary, they have made us more aware of how important it is to work together". 

Current Catalan Minister for Home Affairs, Jordi Jané, warned that the jihadist threat in Catalonia is "grave" and insisted that the Government is "offering its hand" and is "willing to collaborate with everyone" in order to fight terrorism. Although he called on citizens to "carry on with their normal lives" Jané announced some measures partly due to the terrorist attacks in Paris. In the short term, the controlling of road access to the main Catalan cities is to be reinforced, as is the level of surveillance in public spaces. In the longer term, Jané announced a protocol to "detect in time the Islamic radicalisation phenomenon" at school and "avoid allowing a terrorism that wants to change mind-sets" to spread. The protocol has already been designed and will be launched shortly. The aim is to work closely with the education community to identify which pupils are more likely to radicalise. 

On the day after the Spanish Constitutional Court (TC) suspended the Parliament's declaration to start the independence process and the same day that the official notification arrived at the Parliament, Spain's King Philip VI has guaranteed Spain's unity. "The Constitution will prevail" he stated and added that Spain "won't allow that its unity could be questioned, as it is the base of its people’s peaceful and free coexistence". "It is not the time to go back to the past" stated Spain's King "but to reaffirm ourselves in our compromise with a present and a future full of shared progress and democratic coexistence". "As head of the State" he concluded "I will always be by all Spanish citizens' side". Spain's King made these statements during a ceremonial event of the 'Marca España' ('Spain Brand') initiative, during which many personalities from the cultural, economic and sporting spheres were honoured by Spanish Minister for Foreign Affairs, José Manuel García Margallo. 

The Swiss executive will only mediate between Catalonia and Spain “if all the parts explicity request it”. This was the answer of the Swiss government to the question posed by Swiss MPs from several parties whom asked what would be Switzerland’s role regarding Catalonia’s push for independence. “Considering Switzerland’s neutrality and democratic tradition would the Federal Council propose our country’s good manners to ensure mediation between Madrid and Barcelona?” Swiss MPs asked their executive on the 22^nd of September. The answer of the Swiss government reflected that “Catalonia’s pro-independence aspirations affect Spain’s internal politics”and therefore “the possibility of a Swiss intervention isn’t planned”. The Catalan Foreign Affairs Secretary, Roger Albinyana, celebrated the Swiss proposition as “it is the first international actor”to highlight the “lack of dialogue”of the Spanish government. 

Republican Dana Rohrabacher, chairman of the House Subcommittee on Europe stated that he sees “no reason why people in Catalonia cannot have their own choice of whether they want to be part of Spain”. He made this statement during a meeting with the Catalan Government’s Secretary for Foreign and European Union Affairs, Roger Albinyana, and Head of the Foreign Action Committee of the Catalan Parliament, Jordi Solé. Rohrabacher emphasised that “it’s better to let people decide and for them to choose to remain in the country, instead of making them feel they are being forced to stay”. Earlier in the week, 31 MEPs from 14 different member states sent a letter to the Spanish Defence Minister in which they urged him to “rectify” his position on Catalonia. Regarding the Minister’s declarations, the MEPs asked him to make it clear that Spain’s army won’t interfere in a situation which they described as “pacific and democratic”.

Roger Albinyana was invited to attend a meeting of the Commission of International Affairs of the Latin American country to discuss the independence process in Catalonia, the reasons behind it and what could happen after the 27th of September election. The Catalan Foreign Affairs Secretary appeared before the Commission, despite reported “pressure” from Spanish diplomats to cancel the event. The spokesperson for Liberal CDC in the Spanish Senate, Josep-Lluís Cleries, urged Spanish Minister José Manuel García-Margallo to clarify whether his embassy in Montevideo had tried to cancel the appearance. It’s the third time that a foreign country has convened a debate about the independence process in Catalonia, following similar events in Denmark and Ireland.
