The number of patent applications submitted in Barcelona exceeded those of Madrid, leading Spain in number of applications filed, and registering an increase from 2014. Within the EU, Spain is “at the tail end of the main group”, while Catalonia shows a “certain innovation that possibly doesn’t exist yet in other Spanish regions”. In Barcelona, the Esteve pharmaceutical laboratory is the Catalan business which has submitted the most patent applications, followed by the Universitat Autonoma de Barcelona and the pharmaceutical company Almirall. Spain has not yet decided to join the EU Unitary Patent, which would give it access to the standardised patent system but exclude it from having “any influential capacity” in its regulatory bodies.

“Universal Catalan Contributions” features over 200 illustrated and chronologically organised contributions made by Catalans throughout history, including the blood bank, the submarine, the Christian calendar and the first reaction engine. Other notable characters are also mentioned, among them artists, musicians, doctors, and secret double agents. The author of the book, cultural promoter Joan Amorós, has started a European tour to introduce the English, French and Spanish editions of the book, a collection whose objective is to promote Catalan culture and demonstrate Catalonia’s immaterial heritage. 

The Spanish Constitutional Court (TC) accepted the appeal presented by the Spanish executive against the Parliament’s committee to study the constitutive process of a potential Catalan Republic. According to current Spanish vice president, Soraya Sáenz de Santamaría, the Catalan Government’s first aim was to make it “a legislative” committee but they decided to turn it into a “study committee” in view of its possible unconstitutionality. Furthermore, Spain’s state attorney believes that by launching this committee the Parliament would not be fulfilling the TC sentence which suspended the pro-independence proposal approved in the Catalan chamber on the 9^th of November.

A record-breaking 30,504 spectators attended the 5^th edition of the Figueres International Circus Festival, which was sold out for almost all performances. The three acts which won the Golden Elephant, the Figueres International Circus Festival first prize, were from China and Mongolia. From China, the WuQiao Arts School of China performed ‘Qin Warriors’, while the Sheyang Acrobatic Troupe of China showcased ‘Fan Dance.’ From Mongolia, ‘Troupe Nomuna’ performed an acrobatic tumbling act. Figueres, a city near the Costa Brava and bordering with France, already hosts the second biggest international circus festival after the one at Monte-Carlo.

Spanish Socialist leader Pedro Sánchez has failed in his effort to be invested in the first round of the Spanish Investiture debate. He only obtained the support 130 MPs in the 350-seats Spanish Parliament. The 90 MPs from Sánchez’s own party, Spanish Socialist Party (PSOE) and the 40 from Unionist Ciutadans voted in favour, the MP from Canary Coalition (CC) abstained from voting and all the other parties, including the current governing party, conservative People’s Party, alternative left Podemos and Catalan pro-independence parties ERC and ‘Democràcia i Llibertat’ voted against his investiture. The next round in voting will take place on Friday. During the investiture debate, Sánchez invited PP and Podemos to join his alliance with Ciutadans and assured that he will “never” accept a referendum in Catalonia as it would be “the worst way” to break Spain apart. For his part, Catalan President Carles Puigdemont stated that Sánchez’s failure confirms that there is no alternatSive for Catalonia other than to push for independence.

This past February showed the biggest decrease in registered unemployment in Catalonia for 20 years with 7,843 fewer people unemployed than in January. According to official data from the Spanish Ministry of Employment and Social Security released this Wednesday, Catalonia led the decline in unemployment in Spain as a whole and has now accumulated 32 consecutive months of annual decreases. The services sector led the unemployment decrease, followed by industry and construction, whereas the agriculture sector added 522 people to the unemployment lists. While Catalonia was the Autonomous Community which registered the highest drop in unemployment in February, unemployment rose in Spain as a whole by 2,231 people and broke the positive trend registered each February for the last two years. 

Catalan President, Carles Puigdemont, emphasised Catalonia’s “key role” in the formation of a new government in Madrid and stressed the need to “have serious dialogue between Catalonia and the Spanish State on a referendum, on independence” and ona potential separation from Spain rather than “having to continually deal with a government in denial on the issue, and using the Spanish constitutional court to throw obstacles in the way of proper democratic politics in Spain”. Puigdemont made this statement in an article published this Tuesday in ‘The Guardian’ and has also admitted to being frustrated about there not being a government in Madrid “able to engage in the negotiations Catalonia has been seeking”.

Spanish Socialist Party (PSOE) leader Pedro Sánchez opened this Tuesday the first round of the investiture debate to instate a new Spanish President. During his speech, Sánchez assured that to make “the change” possible it is necessary to reach “a majoritarian agreement” and “leave Mr. Rajoy’s and the People’s Party’s politics behind”. The candidate to form government also stressed that PSOE “doesn’t aim to impose anything and has no red lines” in reference to alternative left Podemos, which has refused to support the agreement reached by PSOE and anti-Catalan nationalism Ciutadans. Sánchez is far from the 176 votes required to be invested on Wednesday, as he has only secured the 90 votes of his own party, 40 from Ciutadans and 1 from the Canary Coalition (CC).

The Parliament’s Bureau accepted this Tuesday the application handed over by the two main pro-independence forces in the Parliament, cross-party list ‘Junts Pel Sí’ and radical left CUP, which requests the creation of three laws: one on social measures, a second on the Catalan tax office and a third on the legal transition. Representatives from the Parliament’s Bureau assured that starting the processing of the three laws complies with the “formal requirements” established by the Catalan Chamber, although the Parliament’s legal services advised them against doing so. Anti-Catalan nationalism ‘Ciutadans’, the Catalan Socialist Party (PSC) and the Catalan People’s Party (PPC) have urged the Bureau to reconsider the creation of the framework for the three disconnection laws to be launched, as they consider them not to be a project of consensus.

The Catalan government has decided this Tuesday to change the name of the Catalan Ministry for Foreign Affairs, amid the controversy with the Spanish executive and after the recent suspension of the department by the Spanish Constitutional Court (TC). The new name is to be the ‘Affairs and Institutional Relations and Foreign Affairs and Transparency’. “We have made this decision in order not to stop” stated Catalan Ministry for Foreign Affairs, Raül Romeva. The pro-independence party ‘Junts Pel Sí’s top member and former MEP also assured that the government “won’t stop doing” foreign action and insisted that “neither the functions nor the responsibilities” of the department have changed.

The Spanish authorities “should address the shortcomings of the postal voting system”, especially for those living abroad. This is one of the main conclusions of the report written by the Organisation for Security and Co-Operation in Europe (OSCE) and the Office for Democratic and International Human Rights (ODIHR), after observing the 20-D Spanish elections. The report also warns of the “political pressures” on Spanish public radio and television, as well as the coverage of the electoral campaign, which was “highly regulated according to some stakeholders” rather than following informative criteria. According to the report, only 8.57% of the 1.8 million Spanish living abroad registered to vote for the last Spanish elections and less than 89,000 could ultimately do so.

KT Corporation has chosen Barcelona to be the “importation gateway for its products and services” in Europe, stated the Catalan Ministry for Business and Knowledge, Jordi Baiget. The agreement with the Korean telecom giant was reached during the latest edition of the Mobile World Congress, which took place in Barcelona between the 22^nd and the 25^th of February, and established the setting up of a commercial office in Catalonia, as well as the creation of “jobs and investments” which are yet to be finalised. At the same time, the agreement foresees that KT will facilitate the distribution of Catalan products and technologies in the Korean market. 

The Catalan President, Carles Puigdemont, received a representation from the Association of Liberal and Democrats of Europe (ALDE) group amid the controversy surrounding the recent suspension of the Catalan Ministry for Foreign Affairs by the Spanish Constitutional Court (TC). ALDE President and MEP Hans Van Baalen, who has repeatedly defended Catalonia’s right to decide its political future, was joined by ALDE’s general secretary, Jacob Moroza-Rasmussen and political adviser, Laura Laussade. They met President Puigdemont and the Catalan Minister for Foreign Affairs, former MEP Raül Romeva. Liberal party CDC’s spokeswoman and ALDE vice president, Marta Pascal, also attended the meeting, together with Spanish Parliament MP and the President of the Catalan foundation ‘Llibertat i Democràcia’, Jordi Xuclà.

The 2016 edition of the Mobile World Congress (MWC) registered a record participation of 101,000 visitors, 6% more than last year’s edition. The 2,200 stands distributed across two different venues, L’Hospitalet Gran Via and Fira de Montjuic, constituted an exhibition of 110,000 square metres where the latest news in the mobile phone-related industry was unveiled. Presentations on virtual reality held the spotlight throughout the week, with newly unveiled gadgets and discussions on how virtual reality will change how we live and communicate.Despite the mobility problems, mainly derived from the metro strike which diluted the opening of Barcelona’s new L9 underground line, GSMA CEO John Hoffmann confirmed that the MWC will stay in Barcelona until 2023. The 2017 edition will take place from the 27^th of February to the 2^nd of March.

The British singer Seal will perform on the 23^rd of July at Auditori del Parc del Castell and Canadian artist Diana Krall will also do so a few days later, on the 30^th of July. Whereas this will be the first time Seal will perform at the Castell de Peralada Festival, Krall returns on this the 30^th anniversary of the festival, after her concert in 2008. Seal will be touring his new album ‘7’ and Krall will make her only stop in Catalonia at Peralada, as part of her ‘Wallflower’ world tour. Another highlight on the festival’s line up will be Puccini’s Turandot, directed by Catalan actor and director, Mario Gas.
