Catalan Minister for Foreign Affairs Raül Romeva assured that he is “not worried at all” about the legality of this new Ministry. Thus the cross-party list ‘Junts Pel Sí’ top member responded to the Spanish government’s claim that the new department may violate some of the Spanish government’s functions. Foreign affairs “is a competence which is attributed to Catalonia and recognised in the Catalan Statute of Autonomy” assured Romeva and emphasised that the actions to be launched “are the same” as those carried out by the Catalan Foreign Affairs Secretary, Roger Albinyana. Romeva called for “finding synergies with other European actors” rather than “having embassies everywhere”, which he described as a 19th century policy. Romeva also forecast that former Catalan President Artur Mas will have an “important” role in the international agenda.

Companies, entities and citizens have European funding opportunities at their disposal to make their projects grow. To promote these EU resources and facilitate access to them, the Catalan government has launched a website which includes the available European funding opportunities and the calls for entry in progress. “We must break the myth of a lack of access” to the EU institutions, stated the Catalan Permanent Representative to the EU, Amadeu Altafaj, and added that “they are more open and more accessible than what people may think”. The Catalan Foreign Affairs Secretary, Roger Albinyana, encouraged everybody to “make the most of the European funding opportunities” and called Catalans to be “even more ambitious”.

The Swiss executive will only mediate between Catalonia and Spain “if all the parts explicity request it”. This was the answer of the Swiss government to the question posed by Swiss MPs from several parties whom asked what would be Switzerland’s role regarding Catalonia’s push for independence. “Considering Switzerland’s neutrality and democratic tradition would the Federal Council propose our country’s good manners to ensure mediation between Madrid and Barcelona?” Swiss MPs asked their executive on the 22^nd of September. The answer of the Swiss government reflected that “Catalonia’s pro-independence aspirations affect Spain’s internal politics”and therefore “the possibility of a Swiss intervention isn’t planned”. The Catalan Foreign Affairs Secretary, Roger Albinyana, celebrated the Swiss proposition as “it is the first international actor”to highlight the “lack of dialogue”of the Spanish government. 

The Catalan Foreign Affairs Secretary, Roger Albinyana,andthe Secretary-General of Diplocat, Albert Royo, appeared this Tuesday before 14 of the 17 members that compose the Belgian Parliament’s Committee on Foreign Affairs. Requested by the Commission’s president, the Flemish socialist Dirk Van Der Maelen, they explained the upcoming Catalan elections, to be held on the 27^th of September, and answered the commissioners’ questions. “It is a very democratic process and, as everybody has noticed, with a majority of people supporting it”, stated Committee on Foreign Affairs’ member Peter Luykx. The Spanish ambassador to Belgium has already complained about the appearance, which arrives after six other parliaments across the world have shown their interest in Catalonia’s case.  

Republican Dana Rohrabacher, chairman of the House Subcommittee on Europe stated that he sees “no reason why people in Catalonia cannot have their own choice of whether they want to be part of Spain”. He made this statement during a meeting with the Catalan Government’s Secretary for Foreign and European Union Affairs, Roger Albinyana, and Head of the Foreign Action Committee of the Catalan Parliament, Jordi Solé. Rohrabacher emphasised that “it’s better to let people decide and for them to choose to remain in the country, instead of making them feel they are being forced to stay”. Earlier in the week, 31 MEPs from 14 different member states sent a letter to the Spanish Defence Minister in which they urged him to “rectify” his position on Catalonia. Regarding the Minister’s declarations, the MEPs asked him to make it clear that Spain’s army won’t interfere in a situation which they described as “pacific and democratic”.

Roger Albinyana was invited to attend a meeting of the Commission of International Affairs of the Latin American country to discuss the independence process in Catalonia, the reasons behind it and what could happen after the 27th of September election. The Catalan Foreign Affairs Secretary appeared before the Commission, despite reported “pressure” from Spanish diplomats to cancel the event. The spokesperson for Liberal CDC in the Spanish Senate, Josep-Lluís Cleries, urged Spanish Minister José Manuel García-Margallo to clarify whether his embassy in Montevideo had tried to cancel the appearance. It’s the third time that a foreign country has convened a debate about the independence process in Catalonia, following similar events in Denmark and Ireland.

The Catalan self-determination process and the 27-S elections' plebiscitary character were debated on Tuesday afternoon in the Irish Parliament (Oireachtas). The session took place in Dublin's Leinster House, introduced by the Chairman of the Commission for European Affairs of the Irish Parliament, the Labour Party’s Dominic Hannigan. The Catalan Government’s Secretary for External Affairs, Roger Albinyana, and the Secretary-General of Diplocat, Albert Royo, spoke about the Catalan self-determination process to members of the Irish Congress (Dáil) and Senate (Seanad), representing the majority of the political parties. The session was also attended by the Catalan Government’s delegate to the United Kingdom and Ireland, Josep Suàrez Iborra.

Lombardy, Baden-Württemberg, Rhône-Alpes and Catalonia will work together to develop strategies to foster the Information and Communication Technology sector in both their own territories and at European level, in order to make the continent hold a leading position in this sector at world level. This has been the main conclusion of the main event of the current presidency of the Four Motors for Europe, which is a regional association formed in 1988 by the aforementioned 4 territories in order to develop common projects and lobby at European level. Catalonia currently holds the association's rotating presidency and has made the development of the ICT sector its main objective, particularly focusing on smart city and 4.0 technologies. Lombardy, Baden-Württemberg, Rhône-Alpes and Catalonia signed on Wednesday in Barcelona a shared declaration strengthening their commitment in this field.

The Catalan Government’s Deputy Minister for External Affairs, Roger Albinyana, announced the Executive’s aim to have a network of “about 50 delegations” throughout the world, representing Catalonia’s political, business and cultural interests abroad. The Catalan Government currently has 7 delegations abroad, after the new representations in Rome and Vienna start to work on Monday, when the representatives were appointed. The 5 others are located in Brussels, London, Paris, Berlin and Washington. In the coming “months and years”, the Catalan Government will continue to open new delegations. Regardless of the hypothetical independence from Spain, the Catalan Executive already has the powers to have its own External Action policy, recognised by the Catalan Statute of Autonomy from 2006, although with many limitations.

The European Union will adopt a "pragmatic approach" and employ "common sense" in the case of an independent Catalonia or Scotland and would not work to expel them, according to experts gathered at a conference on self-determination on Friday at the prestigious Sciences Po University in Paris. At the conference, which was organised with the support of the Catalan public-private soft diplomacy council Diplocat, experts highlighted the importance of "international recognition" for the process of acceptance of an independent Catalonia within the EU. Graham Avery, member of the Brussels-based think tank European Policy Centre (EPC) and Honorary Director General of the European Commission, said that the EU "has no problem in accepting changes in the borders of states", but that it has never experienced a secession which would create "two new member states".

The University College London and the Public Diplomacy Council of Catalonia conference on “Self-Determination Processes in the EU” was attended by more than 100 people. Scholars and public figures discussed the Catalan and the Scottish cases in relation to the EU. Honorary Director-General of the European Commission and Oxford Professor Graham Avery stated that the EU “should not get in the way of the people in deciding their future” but he admitted the situation in Catalonia was “less clear” than in Scotland. Professor Emeritus at the University of Edinburgh David Edward said it all depended on Madrid’s decision to accept or to reject the outcome of a referendum.

The initiative targets 10,000 young women, studying at university and wanting to start their own business, from Morocco, Palestine, Jordan and Spain. The 'Young Women as Job Creators' project aims to create 400 new businesses. It is an initiative by the Union for the Mediterranean – whose headquarters are based in Barcelona – and the Association of Organisations of Mediterranean Businesswomen (AFAEMME). The project will run from May to November 2013 and it will be based on workshops and courses taught in universities from the four countries involved. The initiative has a budget of €300,000, paid by the Government of Norway, the Catalan multinational Gas Natural Fenosa, the Union for the Mediterranean and the European Investment Bank.
