The 2014 European parliamentary elections are likely to become a milestone for Catalan people for three main reasons, which taken together send a strong message to the international community, the EU institutions and Member State governments, including that of Spain. Firstly, political parties and civil society organisations supporting self-determination have called citizens to vote in these elections as a way to push for a referendum on independence to take place on the 9^th of November of this year. This may significantly increase turnout from the low 36.94% registered in 2009. Secondly, the two main self-determination parties are likely to be the most voted parties in Catalonia. In addition, the Left-Wing Independence Party (ERC) may go from 4^th place in the 2009 poll to 1^st place this time around. Thirdly, support for the two main parties behind the EU austerity measures that turned into drastic budget cuts in southern Europe – the People’s Party and the Socialist Party – is likely to plummet in Catalonia.

According to an opinion poll released by the Centre of Opinion Studies (CEO), run by the Catalan Government, 47.1% of Catalans would vote for independence in the referendum to be held on the 9^th of November 2014. At the same time, 19.3% would vote to keep the current status quo and 8.6% would support the creation of a Catalan state but oppose its independence from Spain, which means that 27.9% would vote against independence. The figures are particularly revealing because they have not been modified using statistical formulas and they reflect direct voting intention. In addition, 11.2% of the citizens do not know or do not answer what they would vote and 11.1% would not go to the polling station. All combined, it means that support for independence would be "around 56%" in the referendum, in line with previous polls, stated CEO's Director, Jordi Argelaguet.

Spain's Constitutional Court has reached a unanimous decision against the Catalan Parliament's 'Declaration of Sovereignty', approved in January 2013 and appealed by the Spanish Government. In May 2013 the Constitutional Court put the Declaration on hold, temporarily stopping its implementation while it was reaching a definitive decision, which has happened this Tuesday evening. In the end the Court has declared the first part of the text, which stated that "the people of Catalonia is, for reasons of democratic legitimacy, a sovereign political and legal subject", "unconstitutional and void". However, it adds that the people of Catalonia have "the right to decide" but not "to self-determination", and it points out that the Constitution can be reformed. After months of internal debate and previous failed attempts to reach a consensus, the decision arrived a few hours after the Catalan Parliament had approved a motion to disqualify 3 of the 12 members of the Constitutional Court of not being impartial on this issue.

The Catalan Parliament held on Wednesday a monographic session on poverty, which has increased over the past few years, spurred by the financial crisis. According to a report published by the Red Cross this week, there are 200,000 families in Catalonia which live below the poverty line and since the crisis started, 88 Catalans a day have crossed such a line. With a population of some 7.5 million and a GDP per capita of around €28,000 (similar to the UK's) Catalonia posts a 22.3% unemployment rate and a 26.4% child poverty rate. Opposition parties asked for greater efforts and further measures to fight the poverty increase. The Catalan Government emphasised budget figures and detailed several actions in different areas to show they are tackling the issue. In this vein, the Executive criticised that child poverty stood at 22% in 2006, in prosperity years. Furthermore, they complained about the limited fiscal powers on taxation and public deficit, which seriously reduce spending possibilities.

The new Tax Administration of Catalonia (called ‘Tributs de Catalunya’) has been launched on Thursday in a ceremony chaired by Artur Mas, the President of the Catalan Government. Mas highlighted that “all of this is not against the Spanish State” but “an investment for a better Catalonia”. The new body was created from merging the existing Catalan Government’s Tax Agency and the ones of the four Provincial Councils (Barcelona, Girona, Lleida and Tarragona). Its creation was already foreseen in the Catalan Statute of Autonomy approved by the Spanish Parliament and the Catalan people through a binding referendum in 2006. It will start with 53 branches, which will mostly deal with municipal taxes. Gradually it will dispose of up to 200 offices dedicated to ensure Catalonia’s fiscal sufficiency. The project was launched in September 2012, aiming to build “a state structure” that would ultimately be able to collect all the taxes generated in Catalonia if needed.

The second meeting of the so-called National Alliance for the Right to Self-Determination of Catalonia (Pacte Nacional pel Dret a Decidir) has agreed to focus their efforts on making it possible for Catalans to vote on their own collective future. More than 1,500 organisations are part of this Alliance, including institutions, political parties, trade unions, business organisations, professional associations, NGOs, cultural organisations and political pressure groups. Not all the participating organisations back independence from Spain, but they all fully support Catalonia’s right to decide on its future as nation. In the last few months, many organisations have joined the Alliance, which had its first meeting in June. On Wednesday they analysed the current situation and have agreed to campaign for the right to hold a free and democratic self-determination vote, putting specific ideologies aside.

The President of the Catalan Government, Artur Mas, was responding to the recent concerns raised by the President of Spain’s main employers’ association CEOE and by a group of 60 German businesspeople. Mas praised the “strength” of Catalonia’s economy, being “the most dynamic in southern Europe”. He stressed that Catalonia is leading the attraction of foreign investment in the whole of southern Europe. Furthermore, in the first 6 weeks of the current year, German companies have already announced €131 million of direct investment in Catalonia. Spanish nationalist parties have stated that the self-determination claims create instability and companies do not like this. Mas replied that Catalonia “has already tried out absolutely everything [to better fit within Spain] and the answer has always been the same: ‘no, no and no, and ten thousand times no’”.

After a great controversy and outraged reaction from businesspeople, politicians and academics, the Spanish Government has amended its previous decision and on Tuesday evening it announced that it will publish the so-called fiscal balances. This financial instrument shows how much money the citizens and companies from a territory give to the central government and how much of this money comes back in form of funds, investments and services. Previous studies showed that Catalonia has been giving away an average of 8% of its GDP each year since 1986, which represents 6 times the entire Marshall Plan in comparable currencies. The Spanish Government was supposed to publish the fiscal balances in December but a month later it announced it would not do so since they were “used to foster Catalonia’s independence” claims. Catalan parties warned Rajoy not to alter the figures and calculation to produce the result he wishes.

All the opposition parties except the Left-Wing Catalan Independence Party (ERC), which shares a parliamentary stability agreement with the governing Centre-Right Catalan Nationalist Coalition (CiU), have criticised the Catalan Government’s budget for 2014 – which amounts to €29.31 billion – for being “anti-social”. The Catalan Socialist Party (PSC), the People’s Party (PP) – which runs the Spanish Government, the Catalan Green Socialist and Communist Coalition (ICV-EUiA), the anti-Catalan nationalism party Ciutadans (C’s) and the radical left-wing and independence party CUP all opposed the budget proposal. The CiU and ERC defended the bill and have accused the other parties of “not presenting real alternatives”. The budget’s approval was delayed by a month after the PP appealed against the bill because it includes €5 million for a consultation vote.

The Catalan Parliament has approved a resolution to formally request the Spanish Parliament to transfer the powers to organise referendums to the Catalan Government, following Article 150.2 of the Constitution. This mechanism will allow the Catalan Executive to directly call a self-determination referendum, a similar formula to the Scotland case. 87 MPs (64.4% of the Parliament) have backed the proposal and 43 MPs (31.8%) have voted against it. The 3 MPs of the radical left-wing and independence party CUP have abstained, arguing they do not think Spain has anything to say on Catalonia’s self-determination. Furthermore, 3 MPs from the Catalan Socialist Party (PSC) have also backed the text, breaking the party leadership’s instructions. This vote is a true earthquake for the PSC, which might eventually split up.

Andreu Mas-Colell, Catalan Finance Minister, considered the People’s Party (PP) to be “obstructionist” for blocking the approval of the Catalan Government’s budget for 2014, which was initially scheduled for this week. On Tuesday evening the PP – which runs the Spanish Government – confirmed it was freezing the implementation of the €29.31 billion budget because it included €5 million (0.0176% of the total spending) to fund “electoral processes and citizen consultations”. Mas-Colell warned that by delaying the budget’s implementation, the Catalan Government will lose revenue coming from new taxes and therefore it will have more difficulties meeting the deficit targets for 2014. All the parties in the Catalan Parliament criticised the PP’s initiative except the anti-Catalan nationalism Ciutadans (C’s), which backed the action.

“I want to tell you with all clarity that this consultation will not take place”, emphasised the Spanish Prime Minister, Mariano Rajoy. “It goes radically against the Constitution and the law” and “it frontally clashes against the indissoluble unity of Spain”, he insisted. The “unity of Spain and the sovereignty belonging to the Spanish people as a whole are not debatable and are out of any negotiation”, he added. Therefore, the Spanish Government, run by People’s Party (PP), completely rejects authorising a self-determination vote in Catalonia, whose exact question and date had been agreed on this Thursday amongst a majority of Catalan parties. The parties had decided to hold the vote on November 9, 2014 in order for the Spanish institutions to have time to negotiate the procedures. Meanwhile, the main civil society organisations pushing for Catalonia’s independence announced they were accepting the question.

An enormous controversy has been raised around the academic symposium ‘Spain against Catalonia: An historical overview (1714-2014)’ that kicks off this Thursday in Barcelona. At the opening session, the Catalan Minister for the Presidency highlighted the “great affection” that Catalan people feel “towards Spanish society and its plurality and richness”, but not towards “the Spanish State and its institutions”. Furthermore he pointed out that the symposium does not aim “to impose anything”, but “to offer arguments” while “knowing that one single truth” does not exist. The event aims to reflect on the political, economic, social and cultural repression that the Spanish State has inflicted on Catalan people and institutions over the last 300 years. Prestigious university experts will give lectures on specific issues. However, the People’s Party, which runs the Spanish Government, and two other Spanish nationalist parties took actions aimed at cancelling the event.

With the title ‘Spain against Catalonia: an historical overview (1714-2014)’, this academic symposium aims to discuss the political, economic, social and cultural repression the Spanish State has carried out against Catalan institutions and people throughout the last 300 years. The event will offer more than 20 lectures given by prestigious university chairs. It is organised by Catalonia’s Science and Language Academy (IEC) and by the Centre of Contemporary History of Catalonia, which is linked to the Catalan Government. The symposium has raised controversy with its title. The People’s Party (PP), which runs the Spanish Government, has made cancelling the event a condition for holding a dialogue with the Catalan Executive. Furthermore, the PP, the anti-Catalan nationalism Ciutadans (C’s) and the Spanish nationalist and populist UPyD have filed a complaint against the symposium for “spreading hate”. Paradoxically, UPyD compared the symposium with “Nazism”.

The People’s Party (PP) – running the Spanish Government, the anti-Catalan nationalism party Ciutadans (C’s) and the Spanish-nationalist party UPyD – with no MPs in Catalonia – participated in a march to support the current Constitution and the unity of Spain. The demonstration was organised by the alliance ‘Som Catalunya, Somos España’ (We are Catalonia [in Catalan], we are Spain [in Spanish]), chaired by the former C’s MP José Domingo. It aimed to be a massive march, as an answer to the demonstrations in favour of Catalan independence that gathered around 1.5 million people each. It was also the second part of the demonstration organised for Spain’s National Day, almost two months ago. Back then, 30,000 people demonstrated for Spanish unity while this Friday there were 5,000 demonstrators according to Barcelona Local Police.
