The Catalan Mossos d'Esquadra police force has announced a new plan against repeat offenders with the goal of "arresting more and better."

The Kanpai plan, named after the Japanese word for 'cheers,' will include BRIMO and ARRO riot forces in citizen security tasks.

The new plan is a revamped version of the Tremall plan that was in place between 2020 and 2024.

Law enforcement agents will target repeat offenders, especially those who do it professionally.

While the Mossos d'Esquadra will start implementing the Kanpai plan across Barcelona and neighboring areas such as the city's airport, train stations, Fira de Gran Via exhibition hall, and other municipalities, authorities do not rule out including more surveillance areas in the future.

The recent increase in tourists and the rise in street robberies pushed the police to create the Tremall plan in 2020.

In 2024, police arrested 452 repeat offenders in Barcelona, who had already been arrested 3,600 times for 9,114 crimes.

Although authorities felt the Tremall plan obtained positive results, as in 2024 robberies in the Catalan capital dropped by 6.3%, the Mossos still believed that the plan had to be revamped.
