Catalan government set to maintain public transport subsidies in 2025

Reduced fares on metro, train, bus or tram to continue for another year, subject to Spanish executive approval

Public transport subsidies in Catalonia are expected to remain unchanged in 2025, as government spokesperson Sílvia Paneque announced the administration is "committed" to maintaining current pricing.

Contrary to earlier predictions that discounted tickets might be scrapped next year, the Catalan government is determined to keep them.

However, Paneque's announcement is surprising, as the decision ultimately requires approval from the Spanish government.

Both governments are led by the Socialist party, suggesting Paneque may already anticipate an agreement to extend the discounts.

Yet, with only 20 days left in the year, uncertainty remains and confirmation from the Spanish government is still awaited - although it is expected in the next few days. 

Discounts aside, it remains to be seen what will happen with the annual increase in fair fees. Last year, all tickets increased by 6.75%.

Subsidies likely to change in 2026

If the subsidies are maintained for next year, changes will most likely come in 2026.

"We will have to think next year about which populations we should subsidize and which we should not. This measure was introduced in a time of exceptional circumstances and cannot be maintained indefinitely," said Paneque, hinting at a policy shift in 2026. 

From 2026, subsidies are expected to focus on more vulnerable groups, especially young people.

What discounts are available?

The discounts were originally introduced in 2022 by the Spanish government to mitigate the economic challenges of the post-Covid-19 crisis and inflation exacerbated by the Ukraine war.

The measure offered a 50% discount on integrated transport cards used by frequent metro and bus users.

These discounted cards include the T-Jove, designed for those under 30, and the T-Usual, catering to other frequent users.

The 50% discount is funded jointly: 30% by the Spanish government and 20% by regional authorities.

Additionally, Rodalies train users in Catalonia could travel for free by paying a refundable €10 deposit after completing 16 trips.
