Pro-independence activist Adrià Carrasco, who went to Brussels seeking refuge from the Spanish judiciary, interrupted a speech by Spain's foreign minister, Josep Borrell, in the Belgian capital on Wednesday.

In an event with the Societat Civil Catalana unionist organization for the 40th anniversary of the Spanish Constitution, when Borrell mentioned the suspension of Catalonia's self-rule last year, Carrasco stood up and shouted out, "the Constitution is a farce."
