‘Constituent debate’ advisory body to present conclusions in April 2020

The government entity aims at facilitating debate without party influence

The Advisory Board of the government body set up to help launch a "civic and social forum on a constituent debate" addressed at the "100% of the population" has delivered a report to president Quim Torra and will present its conclusions to Parliament in April 2020. 

After a meeting with Torra today, the Advisory Board, led by former pro-independence Junts pel Sí MP and singer-songwriter Lluís Llach, has been dissolved upon the delivery of the report that details the work done since October 2018 and explains the next steps to be followed. 

Passing the ball to civil society

The Advisory Board has agreed to pass the ball to civil society, which "will organize itself" to lead the constituent debate, outside the control and influence of political parties. 

"We don’t want to lead the debate, we want to facilitate it. We want the government and the parliament to have a clear idea of what our society wants," Llach said upon the foundation of the body.

The constituent process will focus on discussing the foundations of a constitution for Catalonia, without it being drafted. Llach has made it clear that the sole objective of the group is to discuss the future of the country and find the tools to coordinate, order and promote debate.

From September 2019 a communication campaign for the local and regional debates project will be announced, and between the same month and October, seven training workshops will be organized in cities in the country. 

Topics up for debate will include language and citizenship, territorial organization, economic regime, rights, political participation and organization of power, natural resources, and security and international relations.
