The Catalan Government and many town halls throughout Catalonia have applied for credit funds facilitated by the Spanish Government to clear out all their arrears from 2011. The Spanish Government, together with several banks, have put €35 billion on the table for long-term credits for the Autonomies and municipalities to get rid of all their arrears with suppliers. The credit is to be returned in 10 years time, and they have to make no payments in the first two years. The Catalan Government presented 268,489 bills totalling €1.98 billion, corresponding to all its services as well as public companies and agencies. They represent 11.48% from the total €17.26 billion applied by the Autonomies.

The nearly 3,000 Barça fans that will make it to Chelsea’s Stamford Bridge on Wednesday to watch the Champions League semi-finals will be greeted in Catalan by the local team. FC Barcelona has Catalan as its first language, and the club has traditionally felt very much attached to Catalan society and culture.

Over 300 short films from more than 35 countries in 12 days. This is the summary of the 14th edition of Mecal, the Barcelona International Short Film Festival, which takes place in the capital of Catalonia until April 29th. In this 2012 edition more than 4,500 short films have been received, 1,000 more than the last edition (about 30% more than 2011). With these figures, Mecal becomes the most important festival of its kind in Spain according to the number of film entries. Mecal’s Director, Roberto Barrueco, explained that the festival’s objective is to show the best of work from Catalonia and across the globe.

The Spanish Minister for Education met with his counterparts from the Autonomous Communities and imposed 6 measures that must be adopted to save €3 billion. The Catalan Minister considers that three of the measures might invade powers managed by the Autonomies, and therefore the Spanish Government might be ruling beyond its jurisdiction. The Catalan Government will study them and does not rule out bringing the Spanish Government to the Constitutional Court. Nonetheless, the Spanish Minister reminded that, before a judge says the contrary, the measures are still obligatory. Besides, the Catalan Minister also emphasised the previous austerity efforts made by the Catalan Government also in Education, and the Spanish Ministry’s “lack of knowledge” about them.

Mishima started touring on April 13th to promote their sixth album, released last March 27th. Mishima are one of the most popular bands of the moment singing in Catalan. After the critical and commercial success of their last album, with ‘Lamor feliç’ (translated as ‘Happy Love’) they return to producing the record by themselves, under the label ‘The rest is silence’.

Over the next 10 days Barça will play three games that are key to success this season: the two Champions League semi finals and Saturday’s La Liga clash with Real Madrid. The two matches against Chelsea stand between Barça and another Champions League Final, whilst the Madrid ‘clásico’ will define FC Barcelona’s chances in the Spanish League.

RCD Espanyol is the smaller of the two main football clubs in the capital of Catalonia. FC Barcelona’s La Masía football school is famous worldwide, and is where players such as Leo Messi have grown up. However, RCD Espanyol has also its own football school, and traditionally their junior teams were the most promising in the city.

Two goals from Leo Messi in reply to an early opener from Barkero gave Barça the win against Levante to keep the Catalans just four points behind the Spanish League leaders, Real Madrid, which won against Sporting de Gijón. Attention now switches to Wednesday’s Champions League semi-final against Chelsea, with the clásico against Real Madrid at the Camp Nou next weekend on the horizon.

The desserts of El Celler de Can Roca, recognised last year as the second best restaurant in the world and run by the Roca brothers, have been moved into ice-cream business. The Roca brothers have opened ‘Rocambolesc’, an ice-cream shop run by Jordi Roca, the chef patissier of El Celler de Can Roca. The ice-cream shop is in the Catalan city of Girona, where the restaurant is located. William Drew, editor of ‘Restaurant Magazine’, told ACN that good news was coming up for the Roca brothers in the gala recognising the 50 best restaurants in the world, held on April 30th.

In the three first months of the year, the inflation rate remained stable in Catalonia. The monthly price increase, which is the highest since October 2010, is mainly due to the end of retail sales and the oil price increase. In Spain, prices increased by 0.7% in March, while the annual inflation rate was set at 1.9%.

The Barça Manager isn’t resting any players with the Chelsea Champions League fixture in mind because “given our situation, the game with Levante is more important”. Guardiola believes they have to win at the Ciutat de València stadium because otherwise “we’ll have no chance of winning the League when we face Real Madrid”.

According to the Catalan Government, the High-Speed Train service linking the Catalan capital with the French border has been delayed one more year, this time until the end of 2013. The reason is that work on two sections of the railway, managed by the Spanish Government, is still pending to be allocated. They are the Barcelona exit and the section through Girona; both total €33 million according to the Catalan Government. The rest is already built and the service between the northern city of Figueres and the French city of Perpignan is already in operation. However, this strategic railway is not fully completed between Figueres and Barcelona due to a long list of delays.

The bank created from Catalan savings bank CatalunyaCaixa is expected to be sold within the next two months. CatalunyaCaixa was intervened by the Bank of Spain last September 30th, as it could not reach the required core capital. The Spanish Fund for Orderly Bank Restructuring (FROB), owned by the Spanish State, currently owns 89.74% of CatalunyaBanc. The FROB has decided to disinvest in the Catalan bank, which starts a competition process that will sell 100% of CatalunyaBanc’s shares.

FC Barcelona’s Dutch player, after almost seven months on the injury list, has recovered from his ACL injury. Ibrahim Afellay is back in Josep Guardiola’s team ahead of the most decisive stretch of the season.

Tourism from Russia and former Soviet republics has been increasing in Catalonia over the last few years. The Russian tour operator Natalie Tours announced that it will bring 35,000 Ukrainian tourists to Spain, 80% them going to Catalan beaches and the rest to the Canary Islands. Within the next 5 years, the number of Ukrainian tourists is expected to reach half million people. Furthermore, the number of tourists from Eastern Europe is expected to increase between 35% and 40%.
