Barça have defeated a daring Celta de Vigo side to continue their unbeaten run in the Spanish League, leading the championship. The in-form Alexis, goalkeeper Yoel (og) and Cesc got the goals for the Catalans. Following the exertions of last Saturday’s clásico against Real Madrid, Tata Martino decided to make changes to his eleven, the most significant being Alex Song getting to start instead of Busquets. Even without players of the calibre of Piqué, Xavi, Iniesta and Neymar, Barça were fantastic right from the start.

The controversial Reform of the Education System continues its progress towards parliamentary approval, now in the Spanish Senate. The Catalan Education Minister, Irene Rigau, stated that with the new law – which “recentralises” and totally “invades” devolved powers – the Autonomous Communities are “delegations of the Central Government”. Furthermore, Rigau asked the Spanish Education Minister, José Ignacio Wert, “to be brave” and “eliminate” the Reform’s points regarding the language immersion principle. This Reform goes against the Catalan school model, which has been in place since the early 1980s and is backed by an almost-total consensus in Catalonia. Rigau pointed out that only 26 cases out of 1.2 million pupils in Catalonia had requested a different model than the one offered. According to her, changing the entire education system and the language equilibrium in Catalonia for 26 families is “abusive and counterproductive”.

In the last few days, there has been an attempt to build bridges between Catalonia and Spain, despite the visible increase of tension between the two governments. In public the Catalan and Spanish Executives are heading for a collision but at the same time discreet manoeuvres explore alternative ways out. This Tuesday, the ‘number 2’ of the Centre-Right Catalan Nationalist Coalition (CiU) – which runs the Catalan Government – Josep Antoni Duran I Lleida acknowledged that he met with the Spanish Prime Minister and leader of the People’s Party (PP) Mariano Rajoy on the 16^th October. Besides, the Catalan President, Artur Mas, met on Friday with the Secretary General of the Spanish Socialist Party (PSOE) to talk about a constitutional change. Today, the Spokesperson of the Catalan Government, Francesc Homs, stated that Catalonia is waiting for an offer from the Spanish establishment. Although “there is no deadline” for this offer, the self-determination process will not be waiting for it, although if it arrives it will be studied.

During the first two thirds of 2013, the Catalan Government deficit amounted to €2.05 billion, equivalent to 1.06% of Catalonia’s GDP. The figure corresponds to 67% of the 1.58% deficit target imposed by the Spanish Government to the Catalan Executive for the whole year 2013. Meanwhile, the entire Spanish public sector posted a deficit corresponding to 5.07% of Spain’s GDP in the same period, although data from municipalities is still pending to be included. The figure already represents 78% of the total 6.5% deficit target that the European Union allowed Spain for the entire year 2013.

72 hours after the Clásico between Barça and Real Madrid and before the Catalan derby against Espanyol (to be played on Friday), the Spanish League leaders visit Celta de Vigo’s Balaídos Stadium with high spirits after claiming victory over their arch-rivals (2-1)  but without Gerard Piqué. Tata Martino has decided to continue with his rotation policy for this Tuesday evening’s match and Gerard Piqué has not travelled to Vigo in order to rest. This means that players like Montoya, Puyol, Sergi Roberto or Tello could feature in the starting line-up.

International tourism keeps growing in Catalonia. The money that each international visitor spends in Catalonia increased by 4.9% in the first 9 months of 2013 and reached €905 per person on average. Furthermore, between January and September, foreigners visiting Catalonia spent 11.9% more than they did in the same period of 2012. According to data released by the Spanish Ministry of Industry, Energy and Tourism, Catalonia has been the main destination in Spain measured by total spending volume during the first 9 months of the year. It is followed by the Balearic Islands, which registered revenue of €9.59 billion (7.5% more than 2012 figures). Valencia (also called Valencian Country) was the fifth Autonomous Community, with €4.24 billion.

The rock star, who died on Sunday aged 71, participated in activities promoting Catalan culture and literature in the world. Lou Reed had stated on several occasions his admiration for some Catalan poets. The Velvet Underground founder worked with the Ramon Llull Institute (IRL) in two readings of Catalan Poetry in English. The first one took place in New-York in 2007 and the Punk icon Patti Smith as well as Reed’s life partner, the artist Laurie Anderson, also participated. The other was in Barcelona, in 2008, with only Lou Reed on stage. Some of the poems read were from Gabriel Ferrater, Perejaume, Enric Casasses, Maria Mercè Marçal and Miquel Martí i Pol.

The University College London and the Public Diplomacy Council of Catalonia conference on “Self-Determination Processes in the EU” was attended by more than 100 people. Scholars and public figures discussed the Catalan and the Scottish cases in relation to the EU. Honorary Director-General of the European Commission and Oxford Professor Graham Avery stated that the EU “should not get in the way of the people in deciding their future” but he admitted the situation in Catalonia was “less clear” than in Scotland. Professor Emeritus at the University of Edinburgh David Edward said it all depended on Madrid’s decision to accept or to reject the outcome of a referendum.

At a meeting with Catalan President Artur Mas, the Spanish socialist party (PSOE) leader Alfredo Pérez Rubalcaba offered support for constitutional reform in Spain, but rejected the idea of a referendum on independence. Mas said that the legal framework cannot be used to “abort” the plans for an independence referendum. He added that it is an “enormous” mistake to think that. Rubalcaba said that the constitutional reform offer is an alternative “to a vote for separation”.

The city of Barcelona will be the Guest of Honour at the 2014 Beijing Design Week (BJDW). This festival is one of the biggest cultural events in China and will be attended by three and a half millon visitors from all over the world. The news was announced on Thursday by Mayor of Barcelona Xavier Trias, Minister for Culture Ferran Mascarell and Director of the Ramon Llull Institute for Catalan Culture Àlex Susanna. The event is dedicated to Design, Architecture, Urbanism, and Contemporary Creation. Susanna insisted it was the most significant cultural project since Catalonia’s invitation to the Frankfurt Book Fair in 2007.

In Catalonia, the unemployment rate decreased by 32,500 people to reach 22.84%. The Spanish Labour Force Survey has recorded two consecutive semesters of decrease in the unemployment figures after new highs had been reached in early 2013. Catalonia is currently leading the country in terms of unemployment reduction: on the Spanish Scale, the latest figures indicate a drop in 72,800 people while the rate is set at 25.98%.

Aiming to control better the number of tourists visiting Antoni Gaudí’s famous Park Güell and to obtain revenue to pay for security and maintenance, a few months ago Barcelona City Council approved charging an entrance fee. Friday 25th will be the first day that visitors will have to pay for a ticket in order to access Gaudí’s monuments located in this park in the Catalan capital. The rest of the park will be open to the public as it used to be, without entrance fees. Up to Wednesday noon, 1,900 tickets had been sold for Friday, representing 23% of those available. In addition, the City Council delivered 25,000 cards for the park’s neighbours, in order to allow them access to the park’s entire area, including the zone where Gaudí’s monuments are located.

In an interview with CNA, former United Kingdom’s Secretary of State for Scotland Michael Moore explained he saw no reason why the European Union would exclude any new state. However, David Cameron’s Minister highlighted that “it is for states and parts of states to resolve themselves politically and then the international community to respond to that decision”. The Liberal-Democrat politician added that it “is fundamental” to “recognise that this is a decision for the people in that country itself”. Moore asserted his belief in International Politics and in Democracy by referring to the upcoming Scottish Referendum for Independence.
