CUP general assembly maintain their veto against Artur Mas

November 30, 2015 02:56 PM | ACN / Sara Prim

The members of pro-independence radical left CUP voted against Artur Mas' candidacy for Catalan President with 823 votes out of 1,300 and urged cross-party list 'Junts Pel Sí' to make a move. "If there are elections in March it will be because 'Junts Pel Sí' won't have made the move that people are asking for" stated CUP's number two, Anna Gabriel, and reinforced the party's will "to stay at the negotiations table". CUP's position is now reinforced by their base and their strategy is still to launch an action plan against social poverty, break with the Spanish state, start a constitutive process and choose "an alternative to Mas", as pointed out by CUP MP Benet Salellas. Therefore, they rejected the cross-party list 'Junts Pel Sí' proposal to create a "college presidency" with Mas leading the government together with three "government commissions" with delegated competences.

He went on to claim that "an orchestrated campaign with distorted data" has been carried out to induce "fear" in companies, investors and the whole of the Catalan citizenry. Puig also emphasised that some of the companies which have changed their tax base have kept the business and the production within Catalonia and noted the 281% rise in foreign investment in Catalonia.

Banning Catalonia from the EU would be "nonsense", European experts say

November 27, 2015 03:12 PM | ACN / Sara Prim

The Public Diplomacy Council of Catalonia (DIPLOCAT) organised a debate in Edinburgh with outstanding European figures from the academic, legal and economic fields to discuss the challenges and opportunities of Catalonia's independence. "It is nonsense to imagine that part of a Member State could be directly expelled from the EU if it becomes independent" stated University of Edinburgh professor and former judge at the Court of Justice of the European Communities Sir David Edward. "Scotland had the chance to freely and legally pronounce on their political future and this is still the shared wish of the majority of Catalans" stated Secretary-General of Diplocat, Albert Royo. The director of the Centre on Constitutional Change, Michael Keating, and the Catalan Government’s delegateto the United Kingdom and Ireland, Josep Suàrez, also attended the event.

November 27, 2015 02:22 PM | ACN / Sara Prim

The Swiss government representative in Spain Thomas Kolly met this Friday with the Parliament's President, Carme Forcadell, and declared that Catalonia's independence is "viable" if and when all the parties involved have political predisposition. Kolly highlighted the importance of "dialogue" between governments and emphasised that Switzerland's position regarding the administrative conflict with Spain's executive has always been "neutral". He insisted that Switzerland won’t mediate between Catalonia and Spain unless all the parts explicitly request it, which is the same answer given to the Swiss MPs from several parties whom asked their executive what would be Switzerland’s role regarding Catalonia’s push for independence. He admitted that the Swiss government and the Swiss companies operating in Catalonia call on those involved to keep "the predictability and the judicial security".

November 26, 2015 06:33 PM | ACN / Sara Prim

The negotiations between the two main pro-independence forces in the Parliament over constituting a new government are still ongoing. After radical left CUP repeatedly stated that they won't re-elect Artur Mas as President, cross-party 'Junts Pel Sí''s candidate, the 27-S elections winning list presented this Thursday an alternative proposal: a draft to create three "government commissions" with delegated competences. Under this structure, Mas would continue to hold the Catalan presidency but left-wing ERC leader Oriol Junqueras, current Catalan vice-president Neus Munté and 'Junts Pel Sí' top member former MEP Raül Romeva would constitute a "Presidency's Board". The proposal also suggests holding a vote of confidence in 10 months' time to evaluate the evolution of the agreement.

Spain’s embassy “obstructed” Catalan companies’ commercial mission to China

November 25, 2015 08:23 PM | ACN / Sara Prim

Catalan Minister for Agriculture Jordi Ciuraneta claimed that Spanish diplomacy “obstructed”the commercial mission to China of twenty Catalan companies from the meat, fish and citrus fruit sectors. According to Ciuraneta, Spain’s embassy interfered to “cancel”two important meetings between Catalan businessmen, representatives from the Catalan government and several Chinese organisations responsible for authorising the Catalan companies’exports, scheduled for this Wednesday. Ciuraneta considered it “institutional aggression”that “damages”the Catalan companies who travelled to China and their commercial mission. Catalan liberal party CDC MEP Ramon Tremosa stated that Spain’s executive “contradicts the European policies regarding the opening of new markets”and asked the European Commission to investigate what he described as “Spain’s diplomacy boycott”.

Spanish alternative left Podemos openly support a referendum in Catalonia

November 25, 2015 07:37 PM | ACN / Sara Prim

In order to outline their support for the celebration of a referendum in Catalonia, Spanish alternative left Podemos added a paragraph to its political programme for the upcoming 20-D Spanish elections. Initially, the text didn’t mention the word “referendum”and just referred to “the rights of the autonomic governments to hold consultations amongst the citizens regarding the territorial fitting”. This is still stated in the programme but they have now made clear their commitment to “promote the celebration of a referendum with legal guarantees in Catalonia so that the citizens could choose the kind of territorial relationship that they would like to establish with Spain”. The programme also outlines the party’s will to evaluate and debate the experiences of the UK and Scotland and Canada and Quebec.

Spain bans Catalonia's Tax Agency from hiring civil servants from other administrations

November 25, 2015 07:06 PM | ACN / Sara Prim

The Spanish Constitutional Court (TC) announced this Wednesday the acceptance of the appeal made by the Spanish government to stop the reform of Catalonia’s Tax Agency. The TC declared “invalid and unconstitutional” article 4 of Law 9/2015, which stipulated that all those civil servants who want to be eligible for a position in the body would need to have permanent positions in Catalonia. According to the law reform, those “officials who are assigned duties substantially matching those of the body and who already hold permanent positions within Catalonia’s borders”would be eligible to voluntarily join the Catalan Tax Agency through specific selection processes. The Spanish government’s appeal claimed that the proposal was against “the right of all Spanish citizens to access the entity under the same conditions”.

November 24, 2015 07:40 PM | ACN / Sara Prim

The Catalan chamber will present a plea against the Spanish Constitutional Court (TC)'s suspension of the independence declaration. The Parliament's Bureau approved this on Tuesday, with the support of pro-independence 'Junts Pel Sí' and alternative left coalition 'Cataluna Sí que es Pot's 5 members of the Bureau. The Bureau’s two Anti-Catalan nationalism representatives, from Ciutadans and the Catalan Socialist Party (PSC), voted against the proposal. "We don't understand that a jurisdictional body could stop democracy" stated Parliament's first vice-president and 'Junts Pel Sí' MP, Lluís Corominas. According to Ciutadans' representative in the Parliament's Bureau, José María Espejo, the declaration of independence "did have an unconstitutional component" as it stated that "only those laws approved by the Catalan Parliament would be obeyed".
