Pro-independence forces carry on negotiating during Spain's electoral campaign

December 8, 2015 07:53 PM | Sara Prim

The calendar for pro-independence cross-party list 'Junts Pel Sí' and radical left CUP to reach an agreement hasn't stopped despite the campaign for the upcoming Spanish elections. Although CUP reinforced their 'no' to instating Artur Mas as Catalan President after holding their National Debate, party leader Antonio Baños assured that this wasn't "CUP's last word". On the same day as Spain's electoral campaign officially began, 'Junts Pel Sí' presented a social action plan, in response to CUP's call to make a move and negotiate also in the social field. Following this, 'Junts Pel Sí' presented a social action plan at the end of last week which included measures to fight energy poverty and establish the deed of assignment in payment so as to avoid debt continuing for the particulars even though they have been evicted, amongst others. Representatives from both parties assured that such a move had given a breath of fresh air and renewed hope to the talks.

Mas: Reforming the Spanish Constitution will lead Catalonia to a dead end

December 7, 2015 07:59 PM | ACN / Sara Prim

Catalonia "won't get anything" from a reform of the Spanish Constitution, on the contrary, "it will lead to frustration" assured current Catalan President, Artur Mas. "It is nonsense to suggest that Catalonia burns itself to flames by promoting a reform of the Spanish Constitution" as it will lead "to a dead end once again", assured Mas. He made these statements in response to the Spanish Constitutional Court (TC) President, Francisco Pérez de los Cobos, who urged the Parliament to propose concrete modifications of the Spanish Constitution in order to launch their demands rather than doing so by breaking the law. "We know that the Parliament has the right to propose constitutional reforms" stated Mas "but now it is not about rights, it is about politics, real politics" he assured. Mas made these declarations in Paris, where he was attending the Paris Climate Change Conference.

London's Shard, in the Tower Bridge area, is Europe's tallest building. Its viewpoint, located on the 72nd floor, opened its doors in 2013 and has offered a wide range of events since then: silent discos, winter experiences and in the near future a very ambitious project: a traditional Catalan human tower performance. "The image would be amazing" stated 'The View from the Shard's marketing head Anna Domingo. Although she admits that there is not yet a specific date, she declared to CNA that they are "working very tight" with the Delegation of the Catalan Government to the UK "to promote the Catalan culture also from here". In 2012, Castellers de Vilafranca, one of the most iconic group of Castellers, displayed a tower on the 20th floor of a building located right in front of New York's Empire State building.

Spain's electoral campaign starts with Catalonia's independence in the spotlight

December 4, 2015 12:28 PM | Sara Prim

The campaign for the upcoming Spanish elections has begun. On the 20th of December Spaniards will elect 558 of the 616 seats in Spanish bicameral Parliament: 350 for the Spanish Parliament and 208 for the Senate. The strategy regarding Catalonia and its push for independence is set to be a crucial battlefield - many parties have expressed their support or open opposition to Catalonia's aspirations and the reform of the Spanish Constitution to improve Spain's current territorial organisation has also been the focus of the main parties' programmes. Besides this debate, the upcoming elections are set to mark the end of the two-party system, represented by People's Party (PP) and Spanish Socialist Party (PSOE), which have alternated in the Spanish government since 1982. Anti-Catalan nationalism ‘Ciutadans’ and alternative left ‘Podemos’ have already shown their force and popular support in the past European, Regional and Local elections and are likely to burst into the Spanish Parliament, forcing the main parties to reach agreements.

Independence declaration ultimately suspended

December 2, 2015 07:26 PM | ACN / Sara Prim

The magistrates of the Spanish Constitutional Court (TC) have unanimously declared the Parliament's declaration of independence unconstitutional and, therefore, invalid. The TC has considered that the agreed pro-independence proposal approved by the Parliament on the 9th of November violates core articles of the Spanish Constitution, such as "the indivisible unity of Spain" and "the subjection of the public powers to the law" and also "attacks the Rule of Law". The TC has made its decision only 22 days after the appeal presented by the Spanish executive was accepted, which makes this resolution the fastest in the TC's history. On the other hand, the appeals against Spanish Government's abortion reform, led by People's Party (PP), are waiting for a resolution since 2010.

Catalonia is willing to receive refugees beyond the Spanish quota

December 2, 2015 03:14 PM | ACN / Sara Prim

Catalan liberal party CDC MEP Ramon Tremosa presented a written question to the European Commission asking if it will allow that those regions with fiscal and legislative power to be able to go beyond their Member States refugees quota. "The pro-independence movement shows with this action it's pro-European and solidarity values" he stated and pointed out that his demand was preceded by the Catalan Parliament's resolution, which agreed to receive refugees over the Spanish quota. Following this, Tremosa criticised the Spanish Prime Minister, Mariano Rajoy for his '"lack of will" in accelerating the reception of refugees and "implementing as quickly as possible the European agreement on distributing the refugee burden".

'The torches of the Pyrenees', UNESCO element of Intangible Cultural Heritage of Humanity

December 1, 2015 11:07 PM | ACN / Sara Prim

Although the candidature was presented by the Andorran government, there are Catalan, Spanish and French villages amongst the 63 municipalities from the Pyrenees which share the celebration of this festival. In fact its transversal nature was one of the most valuable points of the candidature, according to UNESCO's committee. On the night of the summer solstice, people carry flaming torches from the mountains to light traditionally constructed beacons. The descent is a special moment for young people, signifying the transition from adolescence to adulthood but also a time for regenerating social ties and strengthening feelings of belonging and identity. In 2010 UNESCO recognised another Catalan tradition, Catalan human towers, as one of the most genuine and unique cultural practices in Europe.

Catalonia will take before the court Spain's imposed measures on receiving funding

December 1, 2015 07:14 PM | ACN / Sara Prim

Catalonia will be the only Autonomous Community in Spain whose part of the Spanish Liquidity Point (FLA) will be subject to extra control measures. "It is arbitrary discrimination" against Catalan citizens and the Government's suppliers, stated current Catalan Finance Minister Andreu Mas-Colell this Tuesday and announced that the Government will take the measures before the Spanish Supreme Court. Spanish Finance Minister Cristóbal Montoro justified the imposition of "specific and additional controls" to guarantee "transparency" and ensure that “the FLA won’t fund pro-independence whims”. Mas-Colell accused Spain's executive of trying to take political advantage of an "ordinary procedure between administrations" and urged the Spanish government to pay the pending 3,034 million euros from the FLA before the end of the year.

November 30, 2015 06:30 PM | ACN / Sara Prim

‘Fotografia a Catalunya’ compiles Catalonia’s photographic patrimony into one website. This initiative is the first of the measures set out in the Photography National Plan, approved in 2014. “This website starts to make Catalonia’s photographic patrimony visible” stated current Catalan Minister for Culture, Ferran Mascarell, and added that by launching this website “a lifelong pending issue has been sorted out”. There are 1,600 pictures from 497 different photographers already available which summarise outstanding collections from the National Art Museum of Catalonia (MNAC), the Museum of Contemporary Art (MACBA) and Barcelona’s Photographic Archive, amongst many others, and the aim is to extend the offering to 15,000 by the end of next year. Catalonia’s photographic patrimony includes more than 35 million pictures, kept in more than 323 public archives, museums and other centres all over the territory.

CUP general assembly maintain their veto against Artur Mas

November 30, 2015 02:56 PM | ACN / Sara Prim

The members of pro-independence radical left CUP voted against Artur Mas' candidacy for Catalan President with 823 votes out of 1,300 and urged cross-party list 'Junts Pel Sí' to make a move. "If there are elections in March it will be because 'Junts Pel Sí' won't have made the move that people are asking for" stated CUP's number two, Anna Gabriel, and reinforced the party's will "to stay at the negotiations table". CUP's position is now reinforced by their base and their strategy is still to launch an action plan against social poverty, break with the Spanish state, start a constitutive process and choose "an alternative to Mas", as pointed out by CUP MP Benet Salellas. Therefore, they rejected the cross-party list 'Junts Pel Sí' proposal to create a "college presidency" with Mas leading the government together with three "government commissions" with delegated competences.

Madonna, U2, Bjork and Kate Perry are just some of the international artists that chose Barcelona as their only stop in Spain on their international tours in 2015. During the first half of 2016, Adele and Coldplay's only tour dates in Spain will also be in Barcelona. The Catalan capital is also famous for its festivals, such as Primavera Sound, Sonar, Festival del Mil·leni and the International Jazz Festival, which attract hundreds of thousands of  people from all over the world. This Thursday, a less mass-oriented festival, Guitar BCN, announced its programme and it will also be able to count on international names. Former Oasis leader Noel Gallagher and his band High Flying Birds will be amongst them, as well as the emotional pop-rock of James Bay and the Cuban music ambassadors, Buena Vista Social Club, whom added Barcelona to the list of cities that will be part of their farewell tour.

November 27, 2015 08:31 PM | ACN / Sara Prim

Catalan Minister for Business and Labour, Felip Puig has denied that companies are withdrawing from Catalonia or moving their tax base to other parts of Spain due to the Catalan political process. On the contrary, Puig pointed out, more companies are leaving Madrid to set up their tax base in other Autonomous Communities. He went on to claim that "an orchestrated campaign with distorted data" has been carried out to induce "fear" in companies, investors and the whole of the Catalan citizenry. Puig also emphasised that some of the companies which have changed their tax base have kept the business and the production within Catalonia and noted the 281% rise in foreign investment in Catalonia.

Banning Catalonia from the EU would be "nonsense", European experts say

November 27, 2015 03:12 PM | ACN / Sara Prim

The Public Diplomacy Council of Catalonia (DIPLOCAT) organised a debate in Edinburgh with outstanding European figures from the academic, legal and economic fields to discuss the challenges and opportunities of Catalonia's independence. "It is nonsense to imagine that part of a Member State could be directly expelled from the EU if it becomes independent" stated University of Edinburgh professor and former judge at the Court of Justice of the European Communities Sir David Edward. "Scotland had the chance to freely and legally pronounce on their political future and this is still the shared wish of the majority of Catalans" stated Secretary-General of Diplocat, Albert Royo. The director of the Centre on Constitutional Change, Michael Keating, and the Catalan Government’s delegateto the United Kingdom and Ireland, Josep Suàrez, also attended the event.
