Spanish Prosecutor urges to file complaint against Forcadell for disobedience

Spain’s Public Prosecutor, Consuelo Madrigal, urged Catalonia’s Supreme Prosecutor, José María Romero de Tejada, to file a complaint against Parliament’s President, Carme Forcadell. Madrigal accused Forcadell of alleged perversion of justice and disobedience for allowing the pro-independence roadmap to be put to vote in July. However, she dismissed the misappropriation of public funds, which dispels the possibility of applying criminal charges. Thus, the Catalan Supreme Court (TSJC) will be in charge of these proceedings, together with those for the 9-N symbolic vote on independence in 2014, which have to resolve whether former Catalan President, Artur Mas and former ministers Joana Ortega and Irene Rigau are liable for ignoring the TC’s resolutions and allowing the 9-N to take place.

Francoist sculptures displayed in Barcelona as part of controversial exhibition

The pieces are an equestrian sculpture of Franco, the head of which was pulled off in an act of vandalism a couple of years ago, and ‘Victoria’, by sculptor Frederic Marés. After many years of being kept in a Barcelona City Hall warehouse the Francoist sculptures were erected this Monday on the esplanade before the ‘El Born’ Cultural Centre, in Barcelona’s historic centre, amid criticism from citizens and political parties. Indeed, several people booed the workers while they erected the sculptures this morning and threw eggs at them. According to Barcelona’s deputy mayor, Gerardo Pisarello, the exhibition ‘Franco-Victory-Republic: impunity and urban space’ aims to “force society to think about what Franco’s dictatorship represented” and the “impunity” this period has had “during Spain’s democracy”.

Sarajevo welcomes the exhibition ‘We don’t forget’ by Catalan photojournalist Miquel Ruiz

24 photographs from Miquel Ruiz, a Catalan photographer, are being displayed at an exhibition in Sarajevo, which kicked off on Thursday. The picture of the Library of Sarajevo destroyed by Serb artillery during the siege of the Bosnian capital is one of the masterpieces of the exposition ‘We don’t forget’, which takes place precisely in the same monumental building which appears in ruins in the image and which was restored in 2014. The Catalan Minister of Foreign Affairs, Raül Romeva, stated during his visit to the exhibition that it recalls that “Catalonia has always been with Sarajevo and Bosnia, even when the EU turned its back on them”. Romeva added that the images call us “to persevere in the construction of peace".

Spain takes Catalan referendum bill to Constitutional Court

The Spanish Council of Ministers approved this Friday to submit a complaint against the bill proposing a Catalan referendum on independence in 2017 to the Constitutional Court (TC). The Spanish executive requests the TC to declare null the proposal passed by the Catalan Parliament on the 6th of October last during the General Policy Debate and to temporarily suspend it. Furthermore, in its report the executive also urges the magistrates to transfer the case to the Prosecution Office so that criminal proceedings against the President of the Catalan Parliament, Carme Forcadell, can be opened. The Catalan President, Carles Puigdemont, reacted to the measure and stated that the Spanish reaction was “predictable” and did not come as a surprise. In a press conference held in Madrid on Monday, the politician asked once again for dialogue. Puigdemont also said this Friday with regret that the Spanish Government response is always “a string of contestations".

Mas, Ortega and Rigau won’t go to prison for 9-N symbolic vote

Neither former Catalan President Artur Mas, former Vice President Joana Ortega nor former Catalan Minister for Education Irene Rigau will go to prison for organising the 9-N symbolic vote on independence. The judge investigating the case opened on Thursday an oral hearing against the three politicians for the crimes of disobedience and administrative corruption, but dismissed the charge for embezzlement of public funds, the only one that could result in imprisonment. In doing so, the magistrate is in accordance with the resolution of Catalonia’s Public Prosecutor, which last week requested a 10-year ban from public office for Mas and a 9-year ban for the other two public figures summonsed over the same case, but did not accuse them of misappropriation of public money. 

The European Free Alliance would welcome PDC “to the nationalist family” in the European Parliament

European Free Alliance (EFA) director, Günther Dauwen, would approve if the Catalan Democratic Party (PDC), the new name for former liberal ‘Convergència’, were to leave the Alliance of Liberals and Democrats for Europe (ALDE) and join the EFA in the European Parliament instead. “The family of regionalist nationalists would be more homogeneous and consistent and that could help to reinforce our message”, Dauwen told the CNA. Although he admitted that there hasn’t yet been any official request, if joining the EFA “could help to promote and make progress” for the Catalan cause “a positive decision could be expected”. Dauwen also noted that left wing pro-independence ERC, which together with other 44 groups belongs to the EFA, wouldn’t oppose welcoming the PDC to the family. PDC MEP, Ramon Tremosa has repeatedly said he was “not comfortable” within the ALDE because they voted “following instructions from Spanish Unionist ‘Ciutadans’, a private brand of the Conservative People’s Party”.

Judge prohibits Badalona City Hall from working on Spain’s National Day

Administrative Court Number 14 of Barcelona has prohibited Badalona City Hall from opening any municipal offices on Spain’s National Day, this Wednesday the 12th of October. The municipal government of Badalona announced earlier this week that it would offer their workers the possibility of working during the festivity in exchange for another free day, the 9th of December, coinciding with the Immaculada long weekend. This measure would have allowed the opening of offices providing services to citizens, with a skeleton staff of at least 50%, but the judge believes there are political intentions behind the municipal government decision to turn the 12-O into a voluntarily holiday and that these would harm "the general, social and collective interest" of the celebration, as well as the "ideological freedom" of workers. Parallel to the rise of Catalan national sentiment, the 12th of October is regarded in Catalonia as a day used by extreme-right forces to claim the union of the country and fight independence. 

Catalonia accounts for one third of foreign investment in Spain

Catalonia is the region of Spain that attracts most foreign investment. According to the report fDi Markets by the Financial Times, Catalonia attracted €14.532 billion in foreign investment between January 2011 and June 2016, coming from 601 projects that resulted in the creation of 38,385 direct jobs. The Catalan economy leads the ranking in Spain overall in terms of attracting foreign direct investment and accounted for 31% of capital, 34% of job creation and 37% of projects during the period mentioned. The countries leading the investment in Catalonia are Germany, France and the United States. The ICT sector and software, logistics and support services for companies are the fields in which Catalonia shows the best investment opportunities in comparison with other economies worldwide.

Catalan Government and Parliament receive Constitutional Court suspension of pro-independence roadmap

The Catalan President, Carles Puigdemont and the Parliament’s, Carme Forcadell, received this Tuesday the notice issued by the Spanish Constitutional Court (TC) which suspends the conclusions of the Committee to Study the Constitutive Process. Four deputy clerks delivered the documents which warn that if the Parliament and the members of the Parliament’s Bureau ignore the resolution they “will be liable for responsibility, including criminal charges”. The TC also urges the Public Prosecutor to proceed with the corresponding actions against Forcadell. Last August, the TC suspended Catalonia’s pro-independence roadmap, ratified by the majority of the Parliament, claiming that the conclusions of the Committee to Study the Constitutive Process, the group responsible for designing Catalonia’s strategy towards independence, violated the Spanish Constitution. 

Sagrada Família could be forced to pay taxes, after over a century of unlicensed building

The Sagrada Família is one of the most emblematic, but also one of the most polemic, buildings in Barcelona. With up to 10,000 visitors per day, more than 3 million every year, the most iconic building by Antoni Gaudí is a nightmare for neighbours, who have to deal with congestion in their streets and are afraid that the temple construction works may be expanded beyond the current enclosure. Recently, though, a new controversy has also arisen. After more than a century under construction, Barcelona City Hall has announced that it will request the basilica board to pay taxes and have a building permit, which it does not currently possess. According to the estimations, this licence will demand €840,000 of the Barcelona Archbishop, €8.4 million by 2026, the year in which the works are supposed to be completed.

Catalonia invested €55 million to promote 5,000 business projects last year

‘Catalunya Emprèn’ is an action plan from the Catalan Government which brings together all the initiatives of the different government departments to guide entrepreneurs in regards to the financial assistance they can request. The Catalan Minister for Business and Knowledge, Jordi Baiget, stated on Monday that Catalonia invested last year €55 million in grants to entrepreneurs, resulting in the creation of more than 5,000 companies. Baiget announced that after the success of the initiative, the Government has decided to continue the programme into 2017, and added that all the representatives from the different government departments have ''reaffirmed '' their commitment to maintain this unified strategy in the field of entrepreneurship.

Barça player Piqué to quit Spain squad

Gerard Piqué, one of FC Barcelona’s most iconic players, will quit Spain’s national team in 2018. The defender stunned reporters after the Spain vs Albania match on Sunday by declaring that he was“tired”of some supporters criticism who “don’t want”him in the squad. The relationship between Spain’s national team and Pique has repeatedly ruffled feathers, not only due to Pique’s commitment to Barça and some jibes aimed at Real Madrid, but also for his clear support for Catalonia’s independence. Piqué’s decision to cut the sleeves from his shirt, which bore the Spanish colours of yellow and red, for the Spain vs Albania match outraged some Spanish fans who linked it to his lack of commitment to the national team. “The thing with the sleeves is the straw that has broken the camel's back”he said and lamented that he “tried everything”but couldn’t “take it anymore”. Pique has made 86 appearances for Spain and won the 2010 World Cup in South Africa and Euro 2012. He was also part of Spain's disappointing campaigns at the 2014 World Cup and Euro 2016.

Council of Europe warns Spain over violation of its recommendations on judicial independence

Spain is failing in transparency and judicial independence. According to the Group of States against Corruption of the Council of Europe (Greco), the Spanish Government has not satisfactorily applied any of the eleven recommendations made by the Council of Europe (CoE) in 2013, which aimed at promoting the fight against corruption and guaranteeing judicial independence. In a report published this Monday, Greco states that it is “key” to increase “transparency of communication between the Prosecutor General and the Government”. Moreover, it warns that it is “crucial” that the General Council of the Judiciary (CGPJ) in Spain is “not only free, but also seen to be free from political influence”. The text also stresses that “political authorities should not be involved, at any stage, in the selection process of judicial staff".

Puigdemont urges Spain to have “political courage”and “negotiate”a referendum in Catalonia

Catalan President, Carles Puigdemont, insisted this Monday on the need “to find a political solution for Catalonia”and urged Spain’s government to “have political courage”and “negotiate”a referendum. He made this statement at a press conference held in Madrid which was attended by more than 9 ambassadors, 8 of them from EU countries, but without any representatives from the Spanish Government nor from the governing Conservative People’s Party (PP). “Let’s listen to each other and let’s decide the best solution, without restrictions”said Puigdemont and insisted that “a negotiated proposal is a priority”for the Catalan Government. In this vein, Puigdemont called for the Spanish Government to discuss key aspects of the referendum such as “the date and the question”and invited Spain’s executive to “present an alternative proposal which can compete with Catalonia’s”. “Once Spain breaks the deadlock, our proposal will still be there”, he stated.

MEPs from the main parties in the European Parliament defend Catalonia’s right to ban bullfighting

The ruling by the Spanish Constitutional Court (TC) to possibly reverse the bullfighting ban in Catalonia has surprised many of the representatives in the European Parliament. Interviewed by the CNA, MEPs from the main political parties in the EuroChamber expressed their views on bullfighting and commented on Catalonia’s wish to keep the prohibition. Bullfighting is “unnecessary cruelty” rather than “culture”, stated European People’s Party (EPP) MEP, Sirpa Pietikainen and expressed his strong opposition to it being supported by EU funds. In a similar sense, Iva Vajgl, from the Alliance of Liberals and Democrats for Europe considered it “anachronist” for Spain to promote bullfighting and described it as “a very cheap and populist art of entertainment”. European United Left MEP, Stefan Eck, noted that “there is a political interest behind” the TC’s intention to reverse the ban in Catalonia and encouraged Catalans to “stand up and demonstrate for their rights”.
