Thousands of citizens have expressed their support for Parliament’s President, Carme Forcadell, who faces trial on Friday for allowing the pro-independence roadmap to be put to vote amongst the Catalan MPs. The main civil society pro-independence associations, the Catalan National Assembly (ANC), Òmnium Cultural, the Association of Municipalities for Independence (AMI) and also the Catalan Association of Municipalities (ACM) have called on citizens to hit the streets throughout Catalonia to support Forcadell. One of the main rallies took place on Barcelona’s Sant Jaume Square, which is between the Catalan Government’s headquarters, Palau de la Generalitat, and the Catalan capital’s City Hall. The prosecution of Forcadell and the judicial response of the Spanish Government to Catalonia’s pro-independence aspiration have also provoked international rejection and criticism across Europe.

The Spanish Constitutional Court (TC) suspension of the Parliament’s plan to call a referendum in Catalonia in September of next year has outraged many sectors of Catalan political and civil society. This Thursday, Catalan President, Carles Puigdemont, stated that the TC’s decision “confirmed” the existence of “constitutional populism” in Spain which claims that “Catalans are not allowed to vote”. In response, assured Puigdemont, the Government will simply “apply democracy”. “Catalans have the right to vote, debate and hold meetings, therefore, we will vote, debate and hold meetings”, he stated. The Catalan President also took the chance to express his support and that of the whole executive for the Parliament’s President, Carme Forcadell, who will face trial on Friday for allowing the pro-independence roadmap to be put to vote in the Catalan Chamber last July.

Temporada Alta, the renowned performing arts festival that takes place in Girona, reached this year its 25th birthday. After a quarter of century, the director of the event, Salvador Sunyer, took stock of its history in an interview with the CNA. Girona’s festival is noted for acting as the gateway to Spain, and often to Europe, for many international productions. Polish theatre director Krystian Lupa and British director Peter Brook were some of the big international names that could be seen at the festival this time out. In this vein, Sunyer stated thatencouraging work between companies and directors from Catalonia and international teams is one of the festival’s aims and long-term ambitions. A clear example of this wish is ‘Davant la Jubilació’ (‘Eve of Retirement’), in which Polish theatre director Lupa directs Catalan actors. This spectacle, and ten more, will tour internationally and 2016 is, indeed, the year in which many shows are having a longer trajectory after being released at the event.

42% of the grants the European Research Council (ERC) gave on Wednesday to researchers in Spain will benefit Catalan academics. Specifically, ten of the 24 scholarship holders are working in Catalonia: three belong to the Pompeu Fabra University (UPF), two to the Autonomous University of Barcelona (UAB) and one to the University of Barcelona (UB). The four remaining academics are involved in projects from other institutions such as the Centre for Genomic Regulation and the Institute of Photonic Sciences. This year, the ERC allocated a total of €605 million through its funding programme and evaluated 2,274 research proposals, of which 13.8% have been selected. The majority of the research initiatives are devoted to engineering and physics and the winners of the grants are from 39 different nationalities.

The European Parliament approved on Tuesday with 456 votes in favour, 138 against and 104 abstentions a resolution on fundamental rights in the EU. The draft, written by the Slovak MEP of the European People's Party (EPP), József Nagy, includes a specific call for Spain to investigate Francoism crimes. The amendment states that it “essential that all Member States cooperate with national and international judicial investigations” in order to “ensure truth, justice and reparations for victims of crimes against humanity committed by totalitarian regimes in the EU”. Furthermore, it calls on the European Commission to make an “objective assessment of the situation” in “all” states “to promote the historical memory”. The text was promoted, among others, by MEPs from the Catalan left-wing pro-independence party (ERC), the Catalan European Democratic Party (PDeCAT), and the Catalan Green-Socialist party (ICV). Currently in Catalonia there are 390 mass graves and the number of people who went missing during the Franco era and are still yet to be located totals 4,912 people.

The Spanish Constitutional Court (TC) has temporarily suspended the proposal approved by governing cross-party list ‘Junts Pel Sí’ and radical left pro-independence CUP to call a referendum in Catalonia. The magistrates admitted this Wednesday to proceed with the appeal presented by the Spanish executive in October, which calls for the suspension of the pro-independence group’s proposal approved in the Parliament and considers it to have emerged from the previously suspended declaration to start launching the pro-independence roadmap. The TC judges have also warned Catalan President, Carles Puigdemont and Parliament’s President, Carme Forcadell that they must avoid any initiative aimed at contravening this suspension. The TC decision arrives only two days before Forcadell is due to testify before the Court for allegedly violating the Spanish Constitution when allowing the pro-independence debate to take place in the Catalan Chamber, last July. 

Autonomous Communities in Spain should have “greater power to mobilise their own revenues”. This is one of the main pieces of advice the International Monetary Fund (IMF) gives in its monitoring report of the Spanish economy. The text stresses that “without reforms”, the Spanish regional financing framework remains “a risk for the achievement of fiscal targets”. “Reforms should aim to improve regions’ incentives to comply with fiscal targets while accounting for their different economic capacities”, adds the report. In this regard, it proposes a “more automatic and stricter enforcement of targets” and giving the regions greater autonomy to mobilise their incomes. Furthermore, the IMF urges Spain to reduce value-added tax exemptions and excise duties and environmental levies.

The winter season in the clothing and footwear industry, as well as an increase in the price of electricity, led to a 0.3% increase in the price index during November in comparison to the previous month and brought the annual inflation rate in November in Catalonia to 1%. This is the highest annual rate recorded in Catalonia since August 2013, when the figure reached 1.7%. However, the evolution of annual inflation, in minimum rates, is still being restrained by fuel prices, which fell in November, in comparison to the stability that was recorded during the same month last year. According to data released this Tuesday by the Spanish National Institute of Statistics (INE), the annual inflation rate in Catalonia is the highest in Spain, followed by Navarra (0.9%), Asturias (0.8%) and the Canary Islands (0.8%).

Left wing pro-independence ERC MEP, Josep Maria Terricabras and Catalan European Democratic Party PDeCAT MEP, Ramon Tremosa have urged the EU to respond to the prosecution of the Parliament’s President, Carme Forcadell. “Don’t let Spain undermine with all impunity our democratic and fundamental European rights”, stated Tremosa during Monday’s plenary session in the Euro chamber. The debate, held in Strasbourg, included the presence of EU Commissioner for Justice, Vera Jourová, whom Tremosa called on not to be “indifferent to the actions of the Spanish State against Catalan democratic politicians”. Forcadell will be summonsed on Friday by the Spanish authorities for allegedly breaking Spain’s Constitution when allowing the pro-independence roadmap to be put to vote in the Catalan Chamber, last July. Forcadell could potentially be debarred from office and face a fine. 

The Foreign Affairs spokesperson of Irish Republicans Sinn Féin, Seán Crowe, has expressed his party’s concerns regarding the prosecution of the Catalan Parliament’s President, Carme Forcadell, for allowing the pro-independence roadmap to be put to vote in the Catalan Chamber. In a communiqué published this Monday on Crowe’s personal website and that of Sinn Féin, the Irish politician wrote that he considers Forcadell’s summonsing “hugely concerning” and warned that her prosecution and potential debarment from public office “puts at risk the very democratic standards that people hold dear throughout the world”. Thus, he calls for the Spanish Government to “reconsider” its position “even at this late stage” and warns that that the executive led by the conservative People’s Party “cannot stifle, ignore, or ban the democratic demands” of the Catalan people.

The five pro-independence activists who burned pictures of the King of Spain will testify on Tuesday at 9 am (CET time) before Spain’s High Court, the ‘Audiencia Nacional’, in Madrid. The Catalan Police Force, Mossos d’Esquadra, has already arrested three of them and will detain the remaining two and hand them over to the Spanish Guardia Civil during the course of the day. Mossos d’Esquadra acted following the orders of the Spanish Court. The judge investigating the five people for an alleged crime against the crown, Fernando Andreu, decided to order the arrest after those activists who are now to be prosecuted refused to testify by videoconference last Wednesday. This case fuels once again tensions between the radical left pro-independence CUP and the governing cross-party list ‘Junts Pel sí’ (JxSí) over the action of the Catalan Police Force. Indeed, CUP has already announced it will request the resignation of the Catalan Minister for Home Affairs, Jordi Jané, for allowing Mossos d’Esquadra to be subordinated to the Spanish courts.

The Catalan President, Carles Puigdemont, has summoned the members of the National Alliance for the Right to Self-Determination to meet on the 23^rd of December to start organising the referendum on independence. The summit, in compliance with the resolutions adopted at the general policy debate in October, will be chaired by Puigdemont and the President of the Parliament, Carme Forcadell. As sources close to the presidency have told the Catalan News Agency, the meeting will be held in the Parliament just after it has given green light to the 2017 budget. The aim of the meeting is to find political and social consensus around the organisation of the referendum to be held next September 2017. According to the Spanish Government spokesman, Iñigo Méndez de Vigo, the meeting is a “symptom of unilateralism”, resulting from requests from “the radicals of the CUP”.

The Association of Municipalities for Independence (AMI) wants to internationalise the pro-independence process in Catalonia from the local sphere. It has therefore launched a campaign to explain the pro-independence process, the roadmap to achieve independence and the Catalan Government’s will to hold a referendum in September 2017. In an interview with the Catalan public radio station, Catalunya Ràdio, the president of the organisation, Neus Lloveras, detailed that the intention of the initiative is to report on the pro-independence process, avoiding the filters of Spanish diplomacy and amplifying the message of the Catalan local sphere worldwide. AMI started to send letters to the mayors of all the state capitals and the 100 largest cities in the world on Monday. In total, the organisation predicts that 548 mayors from five continents will receive a letter explaining the Catalan reality “without interference from Spain”.

The Public Diplomacy Council of Catalonia (Diplocat) has been invited by the Electoral Commission of the Former Yugoslav Republic of Macedonia to observe the early parliamentary elections that will take place on Sunday. A team of eleven observers trained in international electoral observation, who are currently following the final days of the election campaign and the preparations for the vote in the regions of Skopje, the Northeast, the Southwest, and Pegalonia. On Sunday they will observe the actual vote itself, the vote count, the compiling of the results, and the final announcement of the results. This is not the first time that Catalonia’s Public Diplomacy Council sends an observation mission to another country; recently, in October, they travelled to Morocco and so far they have also been present at elections in Uruguay, Costa Rica and Armenia.

The pro-independence referendum in Catalonia, expected to take place in September next year, may be accelerated depending on Spain’s attitude towards Catalonia. “If the Spanish Government accelerates decisions against the Catalan institutions, we should find a solution somehow”, Catalan Vice President and Minister for Economy and Tax Office, Oriol Junqueras stated this Friday. In an interview with Catalunya Ràdio, Junqueras also admitted to “not having a clue” whether Spain’s executive will offer a political solution for Catalonia soon and lamented that the supposed willingness to dialogue expressed by the Spanish Government started by proceeding with the prosecution against Parliament’s President, Carme Forcadell, for allowing the Chamber to debate on independence.
